people and whether he can make it stick is the question. >> bret, it is andrea, i thought this was a very good speech. there is no question the man has skills. even though he has been a career politician he doesn't sound like one. he is different. you do this for the living. handicap this. the infrastructure the money does he have it? or is he running for a vp slot? >> no i think he wants the top spot. super pacs are the new things that can get a candidate through an early stage. his super pac came out with $11 million. not huge but enough to let him compete. his campaign is running seven-figure ads.

>> we are remarking about how july 2015 should be considered later than normal when we are a year away. things are changing and the debate is coming up. bret baier dipping in on "outnumbered" and we thank you. one of the things i heard you and andrea talking about was his compassionate conservative behavior. and i want to go to you, andrea, on how big of the audience of those impoverished and those un unemployed, who is he talking to? >> a report showing one in five children are living in poverty. 22% and that is up from 18% in 2008. that is a rapidly growing number and he seemed to be specifically addressing that.

he served his life in the public sector but spent a number of years in the private sector working at lehman brothers. he has been a harsh critic of wall street while at the same time identifying it is necessary and serves a necessary promise in the economy. he pointed out there is too much greed. he mastered that and tony i would recognize he would put a big emphasis on the economy. something his gop contenders have been criticized for not focusing on the economy. >> if you look at the record as governor of ohio and chairman of the budget committee and he is the last chairman to present a balanced budget. when you talk about tax cuts and budget budgets that is the strong

a lot of people are talking about this. president obama moments ago ordering the white house flags to be flown at half staff to honor the chattanooga victims. this is after speaker boehner did the same thing on capitol hill. questions remain on why the president took so long to do this. to put it into context, after the washington naval yard and other terrible tragedies like this it did take five or six days but the national conversation has been hot on this at least since saturday. it happened and the proclamation is out and this will happen on all public buildings and

happening in the center of your screen. let's watch it together. the flag being lowered now for the five servicemen who were lost in tennessee in those shootings last week. according the proclamation at all naval stations and all naval vessels of the federal government all public buildings and grounds in the district of columbia and throughout the united states and its territory according to the white house press release. let's come out to the couch and talk about it. andrea, you and i were talking about the national conversation going on about flags in general and the white house being lit up and so on. on social media you put a tweet and people were responding in minutes with why isn't the flag lowered there? arkansas, massachusetts, joined tennessee and their governors in lowering the flags.

>> over the weekend people were upset. the empire state building was illuminated for ramadan and this is days after marines were gunned down. and within the gay marriage ruling within hours the white house was lit up with the rainbow. why couldn't they light up the white house? why do they have to be pushed and shoved and forced to do this? this should have been a natural reaction. we waited for president obama to react about the killing in benghazi. we waited for him to come out and talk about other scandals like the irs. why is it waiting for the white house to do the right thing. this should have happened immediately and speaks to bigger problem with the white house.
