relatives there are questioned in connection with the shooting rampage that killed four marines and a sailor. president obama spoke about the terrible attack with veterans in the national veteran's convention and saying that the threat of lone wolves and small cells is hard to detect and prevent. >> the government is doing all it can to stop future attacks, james? >> jenna and john. the president indicated there is no direct evidence tying the alleged gunman and massacre to the international terror networks, but the president appeared to bow to public pressure and ordered that flags be floun half staff here in the white house and military installation and naval

installations in honor of the five victims and one other shooting victim from july 16th. that includes four marines and sailor. they died in this attack and there has been criticism for the white house to order flags half staff given that the white house did in fort hood and a uroran and virginia tech and sandy hook. those flags were at half staff in tennessee and massachusetts and arkansas where two of the victims hailed from. indeed john boehner ordered the flags half staff at the capitol building now that it is in the white house as well. >> one of the headlines. veterans care is what the president talked about. what did he say about that? >> reporter: he made a complex appeal and arguing that his

previous u.n. resolution. it is appropriate for the u.n. security council to move forward. it was not a surprise. congress should realize over the last two years that the president of the united states has been negotiating the terrible deal. i don't understand why congress didn't complain or creative solution before we got to this. and all of the sudden blame the u.n. and say how dare the u.n. move forward. the president is responsible for foreign policy. the u.n. deals with with heads of state and not opposition parties. >> you said it is failure theater. >> what is going on in congress is failure theater. congress is trying to come up with this late vote and they are all complaining about the fact now, this is a bunch of theater to make supporters feel better and throw all of the blame on obama.

look president obama deserves the blame for negotiating this terrible deal. my point is we have known the deal was coming. we have complained about the deal for two years. congress didn't act and congress could have been more creative and really louder in terms of their opposition. and now to have this vote? they are talking about 60 days and wait withing until they come back from august recess. that is failure theater. >> bruce burns said they have 1900 1900 centerifuges are spinning. best we can do is limit what they can do. it is not a great deal but the best we can do at this point. >> nick burns supported this deal all along.

right now, an incredible story and update on a bridge collapse that shut down part of california's interstate 10. we're learning the bridge passed an inspection earlier this year with inspectors finding no safety issues but it ruptured during heavy rains and flash floods over the weekend and trapped a man in his truck and his rescue is pretty remarkable to say the least. joining us now is the man in the truck, who says he's alive today by the grace of god. ryan caster is our guest today. i know you're still in the hospital thank you so much for taking the time to speak to us. can you just describe to us what happened yesterday? >> absolutely.

so we were traveling on the eastbound 10 lane and we were coming up to a bridge that at the point in time we couldn't tell that it was collapsed. it looked to us like it was just some black tar that was freshly put over the ground. as soon as we got closer to the bridge we could tell that there was nothing there, and we could see the water below it. at that time we tried to hit our brakes. nothing happened. we smashed into the embankment on the other side. as we hit that embankment later on the freeway that was above us we had about a five-foot piece of pavement above us collapse on to the truck, pinning me and even more the person i was with he actually got out and made it to safety. >> so from what i read you were actually stuck partially

hanging out of the truck's window? >> correct. so when we hit the bank i was still in the vehicle, but in order to get myself out of the vehicle, i worked myself out of the driver's side window and was trying to pull my feet out. they were pinned in really good between the dash and the seat. >> wow. >> in order to move it out, which actually worked to my benefit, because when that piece of pavement actually hit the roof if i would have been inside it definitely would have crushed me. >> so you're hanging partially out of the window pieces of asphalt actually falling on the truck and falling on you, and this is a while before rescuers can even get to you. you say in this time this is when you believe you found god. talk to us about that. >> absolutely. so at that point in time the truck was underwater and the water was almost to my chest at

this point, and i could feel the truck moving back and forth from the current. above me there was actually more pavement that could have collapsed on me so there was a number of things that could have gone wrong at that time. i've always believed in god, and so i prayed. and i have a 3-year-old son, and he -- i didn't want him to go without a father. and so i prayed and you know the only way i can say i actually made it out of there and being pinned there for three and a half hours was by the grace of god. >> wow. >> there was too many considerations going on that you know could have taken my life that day. >> and it was, as we mentioned, this was just yesterday when this happened. i know it's a short period of time your recovery seems to be going well but as you reflect on what transpired what goes through your mind?

>> i'm still in disbelief. i'm still in disbelief that i'm here. i'm still in disbelief that that actually happened. i would have never have thought a small bridge on the 10 freeway would have collapsed. but i would like to say this the the civilian police personnel law enforcement personnel, the fire department personnel, everyone that was there on that bridge that day did a fantastic job and i want to give a special thank youuyou to everything they did. >> they were certainly carrying out good work. and we're so glad you're doing all right and we appreciate you taking the time to speak with us came. we wish you nothing but a speedy recovery and love to your family especially that little 3-year-old as well. thank you so much for the time. >> thank you. great story. >> the family comes forward to help a soldier who was about to be deployed and still needed to
