policed by iran sir. that could be the beginning. it is underway right now. we got to roll. "happening now" starts now. >> we will see you back tomorrow, everybody. have a good day. but we have no water balloons here. after surging to the top of the polls with tough and controversial talk donald trump heads to the border for a tour but a group of border control agents said they will not be seen with him. i am jon scott. >> and i am jenna lee. the officers say the borded is not secure according to their opinion from what they see but they also say they don't want to be seen endorsing a candidate for office. mike emanuel is full following

this. >> reporter: donald trump is on his way to look at the border himself. trump tweeted quote getting ready to lift off for laredo will land at 1 p.m. should be exciting and informative. he offered this preview last night: >> i am going to the border and the border patrols want me there. these are tremendous, strong people who want to do their job and they are not allowed. i want people to come in legally. >> reporter: hector garza said quote after careful thought and talking to the council at the national level it has been decided by local 2455 to pull out of all events.

the presidential race? our live chat is up and running. now to a potential new obsu obstacle for one republican running for the white house. we have scott walker louisiana governor bobby jindel ohio governor john kasich and from new jersey governor chris christie and chris christie is the one who could be in trouble as lawmakers introduce a bill requiring him, and other future garden state governors to resign from office if they seek the presidency. several states have limited to run design laws but no others like this new jersey measure. let's get reaction from two men who worked with governor. karl rove and joe trippi are
8:04 am
here. both are fox news contributors. what do you think about this joe? politics or is it fair? >> it is not fair. whether it is politics or not, that is certainly what it is going to look like. look new jersey wants to do this that is fine but they should not change the rules in the middle of an election. this law wasn't in place when he decided to run and they should not change the rules in the middle of it. if this was about future governors, whether i like the law or not, i think it is not political. but this clearly is aimed i think at politics. the fact is christie is probably going to veto it if it passes. it is more about embarrass him than actually challenging and changing the law for good
8:05 am
reason. >> the claim is we are talking about new jersey, the sitting governor of new jersey requires security when travelling and the taxpayers of new jersey pay for that. if he's traveling on a presidential campaign they say that is not fair. >> i have to admit there is a thorny question and the laws provide the governor of each state has security and that security travels with them all of the time or only when they are on official business? i admit and understand why people sometimes are concerned about security with a governor with they go to campaign for office has bill clinton did when he ran for president or when they go to political meetings like martin o'malley did as chairman of the governor's association. joe is absolutely right.
8:06 am
this is all about embarrassment. let's go back to 1912. do you think the new jersey legislature would have been considering this bill when governor woodrow wilson was running? joe is right. this is about embarrassing christie. they want to pass it and want him to veto it and they'll scream and shout but it will not amount to much. >> it is a reflection many democrats are scared of chris christie. a guy who won in a very blue state. >> i don't think it is that so much as the animosity that developed between the governor and the state. it is about embarrass him in new jersey and messing up his run, i think, more than a fear of him.
8:07 am
look, again resign to run laws you know, a state may want to do that but i think it is clear this was political because of it being you know retro active and aimed at christie instead of the future. >> they say they would expect the governor to veto it if passed but they say they want to create a discussion and bring attention to the issues they are bringing up in the bill. if your previous loss george w. bush had this thing in place he had have had to resign to run for the white house. aren't most states proud of their governor running for president? >> this thing makes the sponsors of the bill feel good. but is going to do christie good because whether it is accurate or not christie is going to say on the campaign trail democrats
8:08 am
are afraid of me and he is going to be able to portray himself as victim of a dirty political trick. if they were interested in stopping christie they should have done it several sessions ago and not changed the rules in the middle of the game. they are going to help him not hurt him. gives jill and i a good thing to do and fill in time with you. but in the greater scheme of things this is largely not having consequences. >> make it apply to future gern governors but why tack it on to the guy in office right now. >> that is the point and what makes it political. but karl was talking about this, and we have been out there with presidential candidates.
8:09 am
there does have to be a look at how we protect presidential candidates particularly some of the guys not in office that don't have any protection. it is crazy to make that an issue in this election cycle i think is a huge mistake. the country needs to think about how we protect candidates who decide to run for president. >> especially when we saw what happened to the military centers in chattanooga. >> exactly. >> joe trippi karl rove, thank you both. >> thank you, jon. new action on capitol hill over the iran deal as the senate relation committee is holding a hearing with john kerry and admin administrators are in the hot. james rosen is live.
