"media buzz." check out our facebook page. hope you'll like it. we post a lot of digital content there, including our digital download series and check out our home page as well. we'll be this is "the fox reporter." good evening everyone. i'm julie banderas. high stakes and high drama in a rare sun session on capitol hill. the senate gaveling in this afternoon to vote on several amendments to the federal highway bill. lawmakers face a july 31st deadline to approve a plan to replenish the highway trust fund. it has been running on deficit for years, and if things don't change washington could actually be forced to cutback on payments to states for vital infrastructure projects. now just a short time ago lawmakers defeated an amendment to repeal obamacare and advance another to reauthorize the

export/import bank. we'll have more on that in just a moment. before those votes some heated moments on the senate floor between republicans, several speaking publicly what they call childish behavior. take a listen. >> squabbling and sanctimony may be tolerated in other venues or on the campaign trail but they have no place among colleagues in the u.s. senate. the senate floor has become a place where senators have singled out colleagues by name to attack them in personal terms and to their character in blatant disregard of senate rules. such misuse of the senate floor must not be tolerated. >> kristen fisher is live in washington. what was voted on today? >> reporter: the first vote was for a full repeal of obamacare. it didn't pass. that was no surprise. the second vote, a big one was a

vote to reauthorize the export/kbort bank the official credit agency of the u.s. government. it offers loans to u.s. businesses to sell products overseas. and today it did pass, 67-26. here's the republican majority leader making his case fold by the democratic minority leader. listen. >> the export/import bank is a new deal relic that outlived any usefulness hit. if a project is worthy private banks will step in to finance it. and if it's not worthy, we should definitely not be financing it by putting american taxpayers on the hook. >> vote for that bank is a vote for jobs, healthy economy and prosperity to american families. conversely, a vote against re-authorization is nothing more than shameless attempt to garner the affection of the koch brothers. >> strong words on both sides. now remember these are strictly procedural votes not votes to actually adopt the amendments.

expect that to happen sometime this week. >> so, some fireworks within the senate's republican ranks today which are pretty interesting. what can you tell us about what happened? >> reporter: yeah. there were some heated back and forths between republican low pressure and conservatives like ted cruz. on friday from the senate floor cruz called the republican majority leader a liar. he said mitch mcconnell lied to him about his plans for this export/import bank amendment. today orrin hatch took cruz to town without ever mentioning his name. >> i recognize that many of my colleagues are quite new to the senate and may not yet have had many opportunities to experience its proper institutional role as a forum for reasoned discussion. >> i would note that it is entirely consistent with decorum and with the nature of this body traditionally as the world's greatest deliberative body to speak the truth.

speaking the truth about actions is entirely consistent with civility. >> reporter: today senator cruz also tried to push through an amendment on iran, another conservative senator tried to push through an amendment to defund planned parenthood but both attempts were shot down. julie. >> thank you very much. the fight against isis getting more complicated as the lines between friends and foes begin to blur even further. turkey a long time ally launching air strikes in iraq against kurdish fighters who have been effective in beating back isis. the two had a delicate cease-fire in the past two years and turkey steps up its fight against isis, launching air strikes in syria. meanwhile syria's embattled president bashar al assad is vowing to win the civil war in his country. the civil war created the chaos

that allowed isis to thrive there. >> reporter: it was a rare and very candid public appearance by bashar al assad, the syrian president confirming what many analysts have been saying for months now the syrian regime is losing ground and territory to rebels including isis. assad acknowledges the syrian army is under a lot of strain due to shortage of manpower with thousands of young men desergt and avoiding military service. but he said his government is not collapsing and vows to defeat syria's enemies. he's also expecting support from iran once sanctions are lifted. today's speech came as turkey was set to step up its involvement in syria. ankara as been anti-assad but turned a blind eye to isis since they too are battling the syrian regime. turkey agreeing to start targeting isis militants as part

avenue agreement with the u.s. and nato. so far most of turkey's air strikes have been against the pro american kurds who ankara views as an enemy because of their desire for an independent kurdish state. still even if turkey begins to target insurgents from the air, most analysts believe it's impossible to defeat isis unless turkey begins to stem the flow of insurgents coming from their country into syria. >> thank you very much for that report. scary moments on the course of the famed tour de france this morning in paris. police opening fire on a vehicle that struck a taxi and tried to crash through barricades near the finish line only hours before cyclists were supposed to be finishing the race. officials say this was not related to terrorism, and the driver may have been drunk at the time. that car and the four suspects inside got away. meantime british cyclist chris frumm winning the tour defrance,

his second win in three years. he crossed the finish line with ease after officials stopped the race clock because of slippery roads. president obama is now on the ground in ethiopia. it's the second part of his historic trip to africa and it is a first time a sitting american president has ever visited the country. he arrived this morning from kenya but this visit is a controversial one due to the fact that it is some of the country's most poor areas and the most poor human rights record there. something the president says he will address with ethiopian leaders. white house correspondent kevin cork is traveling with the president and joins us live tonight from ethiopia. good evening, kevin. >> reporter: julie, good evening to you. you're right about that. also tomorrow the president is expected to talk about the important need for regional security cooperation here in east africa and we obviously got a huge reminder of that today in what happened in somalia as once again that country was a vagd by

a devastating terrorist attack. we have pictures. this is from the capital city of mon mogadishyou. al shabaab is claiming responsibility. the administration released a statement reading in part the united states strongly condemns today's attack in mogadishu, somalia which purposely and cruelly targeted innocent civilians. we competent our keepest condolences to the families and other loved ones of the victims. earlier today the president told an adoring audience in nairobi, ken area they can do a better job especially if they band together to fight corruption despite it's deep roots. >> it's time to change habits

and decisively break that cycle because corruption holds back every aspect of economic and civil life. it's an anchor that weighs you down. and prevent us from achieving what you could. >> reporter: now there is one more nugget i want to share with you. i know we began this report with, obviously, terrible news out of somalia but i want to end on a light note. as you pointed out the president is the first sitting u.s. president to visit here in ethiopia. also the same can be said for his visit to kenya and without a doubt he's the first and perhaps only, i mean you never know, u.s. sitting president to show off his dancing skills while in kenya. take a look at these pictures. this is some video from a dinner the president attended while still in nairobi in a traditional kenya dance. the first lady will ring the president about showing off his dancing skills.

. new questions tonight about how the louisiana movie theater gunman was able to get the weapon that he used in the deadly shooting rampage. in 2006 an alabama sheriff denied john russell house ear concealed weapons permit because of domestic violence accusations. two years later a georgia judge had him committed for mental health treatment but neither of

these red flags apparently kept houser from purchasing the handgun used in thursday's attack. three of nine injured victims are still in the hospital tonight. meantime funeral arrangements for the two women who were killed are still in the works. will carr is live in lafayette, louisiana. will, what's the latest on the investigation into the shooter? >> reporter: good evening. authorities tell us right now as we speak they are pouring through houser's journal, they are pouring through his political blog postings and also going through surveillance video from across the area. they are trying to create a timeline, a picture of what brought him to this movie theater on thursday evening. that's when they say he bought a ticket, went in, satin movie for about 20 minutes and then he stood up and randomly started shooting. it appears his last couple of days were desperate. witnesses said they saw him begging for money. he told a local pastor he was severely depressed. this is a man with a history of

mental illness who has a history of hate-filled threats against people. as of tonight we still don't know why he came to lafayette, to the grand 16 theater and started shooting innocent people. with that in mind, the superintendent of the louisiana state police department spoke with the victims families this weekend. here's the message he conveyed. >> here's the deal. we can tell you what happened. we can tell you how it happened. we just can't tell you why it happened. >> reporter: that's why authorities say they are going to work day and night until they can look the victims family members in the eyes and tell them exactly why their daughters were shot and killed. >> what is the community doing, will, to honor the victims? >> reporter: well it's been a weekend filled with memorials. last night there was a candlelight vigil for the victims as you might imagine. it was an emotional evening, very somber. they were remembering 21-year-old macy who was a beauty queen who planned to work

at the radioology department at a local hospital. julie was a creator, a musician. >> the last thing she would want is for the music not to play so we decided we would play music, celebrate like we do in south louisiana. >> reporter: funerals for both women will be held tomorrow. >> will carr very sad. thank you very much. a tearful farewell for an american hero. funeral services were held for skip wells. dozen members of marine corps honor guard were there. wells was one of the five service members gunned down on july 16th when a man opened fire on two military facilities in chattanooga. many remembering wells as a caring and hard-working man and a very enthusiastic marine who had dreamed of enlisting. lance corporal skip wells was 21 years old.

a desperate search in florida right now for a young boy who disappeared in the middle of the night. now investigators are focusing on the mother's boyfriend. 32-year-old william uran says the boy was in the car friday with someone stole it and drove off with the child inside. investigators now say they think he's lying.

meantime he faces two counts of child neglect and massive man hunts is under way for the 21-month-old. i can't imagine how his parents are feeling right now. >> absolutely heartbreaking. it's been three days and still no sign of 21-month-old lansy. last seen by his mother around 8:00 p.m. the mother's boyfriend now a suspect, a 32-year-old initially telling police he was watching over the boy and his 5-year-old sister thursday night when he saw someone steal his car early friday morning with the boy inside. the car was found only blocks away from the apartment, though minutes after his 911 call. keys were left inside. but no boy. amber alert was issued but now investigators say he's lying and knees what happened to lansy. >> all this comes back to one thing, that rubin uran has the

answers that i need. you know, i made some comments about rueben and what we kind of felt he was doing. he's lying to us. he's trying to manipulate investigators. >> police say he was inside doing cocaine at the time lansy disappeared. the blonde haired boy weighs 20 pounds and last seen wearing only a diaper. 150 officer, k-9 cadaver units are searching along interstate 295. divers are searching retention ponds and lakes. police are still treating the case as a child abduction, but don't know if lonzie is alive or dead. >> pray for the answer. pray for a successful resolution. i said yesterday it's time for addresses. as time goes on our chance of finding lonzie alive breaks my

the president is expected to discuss the country's dismal record on human rights. and iraqi forces reportedly regaining control of anbar university from isis after hours of intense gunfire the school which sits just south of the key city of ramadi was badly damaged in the fighting. rescue crews are now searching the waters off the coast of daytona beach, florida, for these two 14-year-old boys who disappeared friday while fishing. the family sending out pleas saying they believe they are lost at sea. the coast guard found their capsized boat about 67 miles offshore earlier today and plan to continue searching. they are believed to have been heading towards the bahamas from jupiter, florida. joe namath is offering $100,000 reward to anyone who finds the boys. namath is a neighbor of the

family. okay. fox is america's election headquarters don't you know it and hillary clinton's e-mail controversy a big focus on the campaign trail and the sunday shows. we have more from washington. >> reporter: hi, julie. ahead of the republican debate on august 6th gop candidates are looking to break away from a crowded field of 16. many of them capitalizing on a scandal surrounding former secretary of state and democratic front-runner hillary clinton. government investigators say emails containing classified information had been shared on the private e-mail account clinton was using during her tenure which goes against what the candidate has been saying for months. she's been telling reporters she conducted no such sensitive business on that private server. opponents are jumping on her track record. >> it's crystal clear she's been engaged in a cover up of lots of things. benghazi, the fact that she broke the rules. >> i don't understand how she

can skate by and ask as if she really wasn't aware of the law. >> reporter: clinton refused any accusations of wrongdoing. she said the kmbgs were not classified at the time. >> i am confident that i never cents nor received any information that was classified at the time it was sent and received. >> reporter: the clinton camp announcing she will testify before a house committee investigating the benghazi terror attack coming up in october. house republicans continue to pry for details regarding the state department's possible denied protections which could have preventsed the attack and saved lives. those coming to her defense say it's a political hack job. the hearing is scheduled for october 22nd but it could change with negotiations with clinton's lawyers with regard to the scope of the questioning. all right. the fox news political insiders are here and can you join the conversation on our twitter pages @fninsiders and julie banneras.

so-called media wants to acknowledge. and pat has found among young people, that's where benghazi hurts her the most. >> let's talk about polls because this quinnipiac poll, it speaks volumes not only is she losing in three swing states where president obama was elected in both his presidential elections but when you talk about her honesty and trustworthiness that's dipping too. in colorado 34% believe that yes, she's trustworthy. 62% not so much. in iowa, 59% believe no she's not trustworthy. in virginia 55%. overwhelming majority of these polls do not believe a word she has to say. can you not go into a presidential election when you're not trusted. >> we're here to talk about political strategy and to use john's repeat of my bottom line expression which is bottom line, this augers ill for her and she

needs to change strategy. she needs to open herself up to the media, talk on a daily basis, get rid of the rope lines and handler. she has to face the american people because with these numbers as you suggest rightly she can't get elected. >> these numbers as i said before, there's a metastasizing numbers. quinnipiac poll in april she was ahead of all the republicans slightly. i didn't think she was in great shape. now she's behind. she's worsened on trustworthiness and the question about her acreal leader has also gone down ten or 12 points. the problem is when we get to the scandals, benghazi bothers young people, the question with the foundation, i don't think this ever goes away in the democratic party come late fall is going to have to ask the question oh, my god is she a loser. >> democrats fear clinton is losing grounds in three swing states. they question her character. that's the reason for it.

so she's falling behind republicans left and right. but democratic, in a democratic presidential race, hillary clinton is still ahead, bernie sanders has gained some ground but a lot of people in fact -- one writes she done have any serious competitors on the democratic side. >> she's her own competitor. she's deteriorating. >> what happens. do democrats have a plan b if she deteriorates. >> you know they are talking about a plan b. >> what is it? >> plan b, a lot want elizabeth warren. a lot want biden. kerry wants to run. this iran nuclear deal -- >> gore wants to run. >> is that true >> we heard that before. >> i think kerry is more -- >> he's sitting back to watch. >> doug we watched kerry doing this iran nuclear deal. in his head he thinks he'll get the nobel peace prize and use

new polling from the early nominating states of iowa and new hampshire, wisconsin governor scott walker leading in iowa. 19% of likely caucus voters say they support him. donald trump not far behind with 17%. trump with a nice lead in new hampshire with 21%. jeb bush and scott walker are second and third with 14 and 12% respectively. the fox news political insiders are back. all right. let's see. donald trump, is running strong in the early nominating states of iowa and new hampshire according to two new polls. trump leads the republican presidential field in new hampshire getting support from 21% of potential gop primary voters. what is trump doing right? >> first of all he's the whole race. these other guys -- we never hear about them any more which must be very frustrating for them. they spend years running their careers to run for president and now no one pays attention to

them other than to ask what do you think of trump. the question is can trump keep going. he's dominating everything in the world especially the republican world. i don't see it coming to a halt any time soon. he watches us and get the big things we've been talking about that the country is in a political revolution. they are furious at everybody. and if you're outside the political system, attacking it, you're going to do well. you tell me how can a jeb bush who is of the political system be seen as an outsider. >> i want to take a look at how media treats these candidates because we just talked about hillary clinton and the "new york times" and how they dialed back on a criminal investigation. so then "the des moines register" goes ahead and their editorial board calls donald trump to resign. so he bans them from his meet in iowa, the trump campaign manager told the paper they were banned. >> what john said is exactly right, julie.

the fact that trump takes on the media, he takes on the political class, and he takes on those who oppose him. has real appeal to an american electorate, particularly on the right who are just angry and we have to mention immigration. there's a real sense in large sections of this country that we're doing nothing about the problem. trump to his credit talks about it whether you agree or disagree with him. and while you can dislike the donald or disagree with the donald it's hard to deny his appeal especially in the face of all the controversy over the comments he made by senator mccain, hasn't appeared to hurt him much at all. >> look, he's running ahead in some of the national polls that have just come out as well as the iowa and new hampshire doing well. he's campaigning what i would like to say he and bernie sanders are kind of drinking water out of the some trough but at opposite ends. neither would agree with that. trump is being authentic. he's attacking the political

class. he does not have a larger consistent narrative but he's authentic and doesn't back down and it's appealing to people who believe the system doesn't work. today we saw the first evidence that someone else might do that when ted cruz stood up on the senate floor and basically accused mitch mcconnell of lying. the constituents in the republican party are angry at their -- >> do you think this will help cruz? >> i don't know if it will help it. now someone else who is attacking these people. they gave away the trade bill which helped obama on iran. mcconnell turned around would not deal with planned parenthood. a phoney vote on health care but will not deal with anything serious until the chamber of commerce tells him what to do. and pulls out this again on saving the import/export bank. conservatives are furious.

cruz attacked it. >> there seems like there's a lot of infighting among the gop. there's so many different republican contenders with different opinions. is it hurting them? >> yeah. it's hurting them. that's the process. this has to happen. in january the three of us are here the issue came up of who would be the establishment choice for the gop and there were three candidate. we talked about. bush, romney and christie. i said, remember i said to doug on the air, doug by september we'll be talking about different people. these guys ain't making it. two of them, romney didn't run. christie has gone nowhere at the moment. and bush is static. he's not going up or down. trump is dominating. what i think is happening here is i don't think the next president is in the race yet. i think this thing is all convulsed and going crazy. trump is driving stuff and in the end it won't be any of the 16 and it won't be trump and it will be someone we're not yet

talking about. >> could be. >> that's interesting. any ideas? >> not yet. >> mitt romney -- >> keep that to your self. >> mitt romney wants to come back. he's trying to play the role of the king maker who is there to pick up the pieces. but i think what yon is speaking to is a larger truth. there's so much anger in this electorate that what pat has been talking about, the mr. smith candidate circumstance an independent, has great appeal. the only thing the democrats and republicans agree on, though, is the need to keep any voices that are not part of the system out. when they break through like trump has you see their appeal. >> you can see the press going crazy. first he shouldn't be running because he's not serious. then they don't know what to do with him except give him more and more coverage. what doug said and i believe very strongly, in a country -- let me explain. in a country where 75% of the american people believe it's in decline or 60% believe their

children will not have gotten what their parents got. 87% people think the system is rigged you tell me which of these republican candidates is even coming close to operating under that narrative? when someone does you're going see something more powerful than trump. >> i just think republicans are looking for a conservative to really voice all their concerns. they want change. >> so far only trump. >> they got to be more conservative. >> it's not only ideology. it's about being anti-establishment. >> systemic change. >> we got to go on the next. some republican lawmakers raising concerns about what they call side deals in the iran nuclear agreement. guess what? the fox political insiders are back after the break. we'll talk about a prediction they made one year ago and it's coming true a

the bottom line is this we cannot trust the iranians. >> congressman william hurd. some republican lawmakers raising questions about exactly what's in this agreement, demanding details about so-called secret side deals, the white house, those is pushing back saying there are no secret or side deals with iran. so which is it? our political insiders are back. >> there will be secret side

deals. >> correct. kerry denied in front of congress that he knew of two secret side deals that there are in this agreement between the iaea and iran. i think he knew or probably said to his people i don't want to know. but the big question before congress votes on this thing they have a right to know. are there secret side deals pat and doug between the united states and iranian government. i believe just on my knowledge about these agreements and how they work there are such things and they are hidden from congress and senators are watching this thing tonight and they should demand to find out what's in there. >> look, the administration has lied about this ever since we were told about the agreement. the thing i'm offended by, john kerry went to tun before they came to congress. the president's lawless approach to our government, his executive opinions and other which is the congress is irrelevant, i'm god,

i can do what i want, i'm king and he does this. if i were a member of congress, this is more important than even the agreement, if i were a member no matter how i felt about it i would vote against it to tell him constitutional america matters more than popularity at the u.n. >> here is the concern. its is being put at risk. at one level israel getting free which is, i think, good and important now but it's less important -- national unity to resist this. that's potentially huge and could well impact the
