rick perry is going to be here. that's it for "the five." pro-life supporters trying to win a major battle in the abortion war by cutting off the supply lines of planned parenthood. this is "special report." good evening. welcome to washington. i'm bret baier. pro-life supporters will gather here in washington tomorrow and in dozens of other cities throughout the country. they're supporting new efforts by lawmakers to cut taxpayer funding of planned parenthood following the release of undercover videos alleging the group is selling aborted fetal body parts. we have tonight's top story. >> reporter: gop lawmakers are launching multiple efforts to strip planned parenthood of

federal funding in the wake of two undercover videos showing planned parenthood affiliated doctors discussing the transfer of organs and body parts f aborted fetuses. >> do people want their taxpayer dollars going to this kind of procedure? >> reporter: senate republicans appear split on how to move forward. senator mike lee hoped to offer a desponding measure as an amendment to the highway funding bill during a rare sunday session but was not permit to do so because of senate procedural rules. a stand-alone measure will have a much tougher time. >> we'll never come up for a vote or two. if it does come up under a vote it will come up under a 60 vote threshold designed to fail. >> reporter: in her first

interview, planned parenthood president said her organization has done nothing illegal and wants the group behind the videos to be investigated. >> the folks behind this in fact are part of the most militant wing of the anti-abortion movement who has been behind the bombing of clinics, the murdering of doctors in their homes. >> reporter: california attorney general camilla harris committed to looking into the group behind the videos to determine whether it has violated any state laws after a request from democratic lawmakers. >> let's have an investigation of those people who are trying to ensnare planned parenthood in a controversy that doesn't exist. >> reporter: over the last decade planned parenthood has received more than $4 billion in state and federal funding. to see how many you have contributed as a taxpayer go to

trump. he entered the race as the renegade hero the man who would call out his party's leadership. serious money early on but it never really took off. then along comes donald trump. he did it while attacking his fellow republicans with abandon. when trump was attacked cruz refused to criticize trump. he said it is because thou shall not speak ill of any fellow republican. scripture teaches that if someone visits evil upon you, you should repay them in kindness end quote. that's from first peter, chapter 3. ted cruz called mitch mcconnell a liar.

it may have shown cruz to be an obvious hypocrite, but for one day he trumped trump and that means mission accomplished. >> a lot of people glaze over when you talk about the nuance and the mechanism of passing bills and amendments all kinds of things on capitol hill. but what cruz and trump have tapped into is palpable. it's visceral. this anger about washington. >> it is indeed and it is echoed reflected, in the standing that trump and to a much lesser extent cruz have achieved in the presidential polls. and republicans have a problem. that wing of the party, the deeply anti-establishment wing the disillusioned wing is significantly large enough that if they're not back in the fold by, you know the fall election next year, the elections -- the republicans chance of winning the election may be out the window and we may have another

four or eight years of a democratic in the white house, which is why republican leaders are acting so scared. it's because they are. >> thank you. the house and senate are on a collision course over a highway funding bill with a friday deadline approaching. authority for federal highway aid payments to the states will expire at midnight on friday without action. the senator version authorized $350 billion for six years, although only three of those years are paid for. house majority leader kevin mccarthy today ruled out taking up the senate bill which includes that xm bank. bipartisanship was a lot yezeryez er easier back in the day is what dole said. >> any bill that had real substance was bipartisan.

president obama is firing back at republican attacks over his iran deal. presidential candidate mike huckabee is refusing to back down by comparing the president's agreement to the holocaust. correspondent kevin cork is traveling with the president and reports tonight from ethiopia.

>> reporter: at today's news conference president obama was expected to focus on counterterrorism but he turned his attention to comments made by republicans. >> the particular comments of mr. huckabee are i think part of just a general pattern that we've seen that is -- would be considered ridiculous if it weren't so sad. >> reporter: the comments to which the president referred were made by mike huckabee who said this. >> he's so naive he would trust the iranians and he would take the israelis and basically march them to the door of the oven. >> reporter: the 2016 primaries quickly approaching, wading into political waters has become increasingly common for the

tied to a recent visit by the president's new defense chief. we traveled with secretary ash carter and spoke with him about what's happening. >> reporter: if a reminder was needed that iraq remains dangerous, a missile sounded loudly in the cockpit carrying secretary of defense ash carter in baghdad last thursday. carter shrugged it off. happens all the time he said. a bigger risk may be finding a lasting piece in iraq once isis is defeated. >> we will win, but the important thing is to win in a way that sticks. >> reporter: that problem was demonstrated friday when turkey announced that the u.s. may use its air base to launch strikes against isis. >> this is something that we're going to have to wait and see how it develops. i really can't go into details at this time. >> reporter: his prudence became evident the next day when turkey launched attacks against the

it it doesn't require some special deal to see a vote occur on that measure. >> well this isn't as much about the import-export bank which some conservatives say is corporate welfare, pro-business republicans say it helps businesses doing business overseas and helps the economy. it is more about republican on republicans going after each other on the senate floor. let's bring in our panel. george will juan williams, and charles krauthammer. well, it was something to watch. george? >> republican base is frustrated. i understand it. it's to be sympathized with but it's mistaken fundamentally. you have the butchers of planned parenthood. you can't do anything about them. you have the xm bank that you think is crony capitalism. why can't anything get done? the paradox is this is something

getting done in washington. there's the highway bill, the xm bank extension, and the trade authorization. they have large overlapping but different constituencies. you vote for this i'll vote for that. you do this i'll do that. this is actually washington functioning. it is not producing the results that conservatives want not producing the results i want but it is washington working as it is designed to work. >> but the people at home who voted in senate republicans and house republicans say we don't get it. why is this not working on a conservative basis? why can't they defund planned parenthood? why can't they you know do x, y, and z? >> two things the xm bank survives for the same reason weapons survive. every congressional district and senate has a beneficiary of the xm bank.

planned parenthood is going to get a vote on defunding that. the problem is there aren't enough votes too do it. it's going to be voted on and sail right on. >> why? >> i think that last point is very important. yes, in the 2014 races, you saw republicans gain the senate majority and mitch mcconnell put in place, but nobody gave him 60 votes. he can not just run roughshod over washington. let's move away from the inner workings. most folks would say we're back to so much madness. that's washington. i hate washington. let's just look at the reality here which is ted cruz acting in the spirit of benefitting his presidential campaign and not in terms of getting anything done in washington. i think our senior political analysts earlier on your show said this is about ted cruz and donald trump. this is not about ted cruz and mitch mcconnell and it is

certainly not about any of the bills that are on the floor in the senate this summer. >> i will say he was calling his own leadership in washington a cartel well before donald trump surged in the polls. >> ted cruz is the donald trump before donald trump. >> that's up to you. >> with the base. >> he's said these kind of outrageous things. it's now to the point where you heard hatch say stand up and say, you know what as a republican i think this is wrong. >> charles? >> ted cruz also wants to be trump after trump because his calculation is that trump is not going to go all the way and his supporters are going to want to turn to one of the few presidential candidates who has not attacked trump particularly over the mccain thing. i think brit hume is entirely

right. these are the grounds that cruz invoked of not wanting to attack another republican and then within a few hours, or days to get on the floor of the senate and to call your own party's leader a liar, that's about cruz. as to the substance of what cruz is arguing, i think he's entirely right. i think the xm bank ought to die. it's already dead. it should not be resurrected. as to the politics of it i think it will remain dead because the house has a fix for the highway bill a fix which doesn't include the xm bank. the house is going on home on thursday and the highway bill is going to expire on friday. the senate is going to have to enact the house bill or the highway stuff is going to die, so i think xm will remain dead for a while, but it doesn't change the politics. >> what about cruz's point on the floor, that speaking truth is civility and decorum and what

is the ground truth of what mitch mcconnell told him about this deal? >> look i don't think that decorum is the right way to approach what cruz did. if, as cruz says mcconnell looked him in the eye and 54 other republican senators you'd expect a bunch of those 54 to say that that's exactly what happened. i haven't really heard any yet, so there's a question about where the truth is here and right now, i think it's up in the air. >> as we look at the average of polls on the president, you can see cruz down there at 5.7% george. trump still surging in a very different year with 16 candidates. >> we're going to see if there's a bump for cruz as he took on mitch mcconnell as a way of getting on fox news debate in

incan descent infathommable. huckabee had which obama was marching the israelis to the door of the oven had the implication it wasn't intended but it could be interpreted that obama is doing it deliberately. you can argue he doesn't understand the gravity, et cetera. i think in that sense those are not the words he should have used. none the less, the idea that somehow there is something utterly impermissible about invoking the holocaust in this case because it's some kind of wild analogy, this is a reality. the iranians are obsessed with the holocaust. a few years ago they had a cartoon contest to ridicule the holocaust because they contend it never occurred. yet, the former president the moderate, has described israel as a one-bomb country, meaning small compact, small population

can be wiped out with a small nuclear weapon. vaughn has made clear its intent to wipe israel off the map. now it's acquiring the means of doing that i think it's extremely important to recognize the uniqueness of this deal because israel, all the neighbors of iran are scared and afraid of the deal and worried about it israel is the only country on earth openly threatened with annihilation. no other country on earth is. so, this is a real possibility it's not as if the iranians are not going to drop the bomb tomorrow. the israelis would have to live under that threat forever if this deal is enacted and iran acquires the bomb. >> juan, your favorite g.o.p. candidate senator ted cruz, says he emphatically stands with governor huckabee and prime minister netanyahu on this issue and using that phrase. >> i just think it's reprehensible. i think it's shocking that people feel that they have the need to raise up such

historical atrocity and suggest that the president of the united states even if these -- he is from the opposing party is trying to commit such an act again. charles and i disagree about the nuclear deal, and, you know we can disagree forever. but i don't think anybody would argue that this is not about the substance of the issue. this is about presidential politics and mike huckabee trying to get his numbers up to get in the fox debate. >> well, his numbers are up. again, looking at that poll, he is fifth in that real clear politics average of polls. jeb bush on huckabee today said i think we need to tone down the rhetoric for sure. i have to israel not as many times as mike huckabee as i respect but the use of that kind of language is wrong. this is not the way we are going to win elections. that's not how we are going to solve problems. it's unfortunate remark. i'm not sure why he felt compelled to say it. >> he should not have said

the part as charles says about the president leading jews to the door of the oven. that said, huckabee is right that rhetoric should be taken seriously. sometimes especially when it is the particular candor of the dictator. in 1939, as europe fell into war, hitler said that if the jews at the at the trait a world war it will mean the destruction of the european jury. and it did. so taking this rhetoric seriously matters. and for those of us, and i count myself as one of these who say, look, the deal is a terrible deal but iran is going to get a nuclear weapon or we better start thinking how to deter them, one of the problems is gauging the fanaticism of the antisemitism of their regime. as hitler demonstrated, he would sacrifice everything, including pushing back the russians on the eastern front to holocaust. >> that is it for the panel. stay tuned to see what happens when one news anchor has an interesting explanation for success.

finally tonight, amazon became the most valuable retailer in the world beating out stores like wal-mart when television station ktvn reported the story, one anchor chimed in with some interesting theory on amazon's success. >> amazon is worth more than the biggest retailer. online store is currently valued at $264 billion. at last check wal-mart was valued at 234.
