pan and the support was a moment of blitz. >> quite the opposite. he is the dominant republican time and time again. polling higher than any republican has for the entire election cycle. when we dive down in the numbers we get a look at why he is so strong. his base of support is broadly. he is drawing support from tea party republicans evangelical republicans, men and women and even drawing support from people you might not expect. people who name their second candidate as someone like jeb bush. people think he is a strong leader and that is why he is polling strongly. >> but elizabeth he has strong negatives as well. how do you explain that? >> he is a very decisive figure.

he is polled and you will get people that love him or hate him. another good sign is for jeb bush and scott walker. bush has been a beneficiary of the rise because none of the other candidates gained footing in the race. and only 9% of voters said they would never vote for walker so he is showing high numbers and must be feeling good about that. >> let's drill down on the numbers more. when asked among republican primary voters likely voters who would like to see as your gop nominee trump at 26%. in mid-july it was 18%. scott walker dropped from 15% then to 9% now. and there you see the rest of the field, carson cruz

huckabee kasich and i should point out this is not the poll that is going to determine which of the top 10 are on the stage for the big debate. it is an average of the polls. it is not strictly up to fox news polls. carly fiorina, governor perry, governor jindel, and other former governors. the field is crowded but some of the folks will have to department who is on the shake shakiest ground? >> i would point to rick santorum. this is someone who did very well in iowa in 2012 and he was looking at iowa to boost his candidacy but he is not making any headway and lost a lot of

important staffers in iowa to other campaigns so he is hanging on by a thread. >> let's look at the democratic side. when asked among democratic primary voters who would like the nominee to be on top? hillary clinton on top and bernie sanders at 22% who was at 19%. joe biden comes in with 13%. he was at 8%. so hillary clinton has dropped 8 points and the other two i mentioned sanders and biden are up a combined 8 points. does that explain the drop in hillary clinton's numbers, elizabeth? >> i think so. i think the hillary clinton camp has to be concerned about this poll. i think she is trending in the wrong direction. there is a lot of concern there is a lack of excitement with

for the united states' actions in iraq afghanistan and syria. he killed a man who just finished his freshman here who was home for the summer, sitting at a traffic light, when brown shot him eight times. >> we are grateful the prosecutors caught an indictment under the anti-terrorism statutes. it is our believe brandon was executed for no reason other than being an american. and that this outrageous fact will be proven at trial. >> reporter: brown faced three murder charges in washington shooting two men execution style who were sitting in a car on june 1st of last year and he was accused of killing leoroy

houston who was walking down a street south of seattle. brandon's mother will honor his memory by being true to his motto which was good vibes and easy living. brown will remain behind bars and be back in court here on october 20th. the man accused of killing a tennessee police officer is now in custody. tremaine wilbourne surrendered to u.s. marshles yesterday charged with first-degree murder in the death of police officer sean bolton. authorities say he shot and killed bolton when the officer inspected an illegally parked car. the nation mourns the loss of a police man who served his city as well as his country.

jonathan hunt is live. >> reporter: officer bolton was well loved between the ranks of the police department. his alleged killer turned himself in late yesterday accompanied boy a lawyer and interviewed by homicide investigators. during the process the memphis police director got a brief opportunity to speak with him. >> he was making it a point to say i want you to know one thing and he said i am not a cold-blooded killer and two i am not a cowered. >> reporter: the police director referring to comments he made in a news conference in which he described the fugitive as a cowered. police say wilbourne was a passenger in an illegal parked car the officer was investigating. officers believe the officer may

have interrupted a drug deal based on the marijuana and scales they found. tomorrow he will make his court appearance and there is a vish vistitation that evening and the burial is scheduled for thursday afternoon. the suspect is going through a series of many steps in the recovery of the family the grieving process for the police department and the memphis community as a whole. >> interesting he answered what was a taunt from the police chief about him being a cowered. >> reporter: obviously he was watching that news conference and took issue with what the police chief was saying. but police believe it was the pressure of knowing that people had him surrounded and were on the hunt for him that led him to turn himself in. >> it is good he is in custody

are opinions. the white house is saying it is helping and a veteran is calling it stalemate. we are joined by a u.s. army special forces veteran who served three tours in afghanistan. we will talk about afghanistan a little as well. how are we doing? >> i think if there is a plan and i don't think there is it is a disaster. now we are working with turkey and they finally allowed us to use their air base and nay are doing a couple strikes but now we work with turkey our relationship and alliance with the kurds is put into jeopardy. one part of the kurds we can work and the not the other half. in syria, we are sort of training, we have trained, we can train if they agree not to

fight assad only isis. >> let's talk about the trainering trainering trainering -- training of the fighters in syria. right now, according to the latest numbers we have trained and armed 60 fighters in syria. but the estimates for isis put that group upwards of 30,000. >> it is not just 60. the plan is to have 3,000. we have 60. but the numbers are differing and we have 10-15 that have been kidnapped by a competing organization against isis. we have 60 but already lost some. and that comes down to the sticking point where they have to agree. this is so absurd. it is like i pinky swear i will not fight assad and that i will only go out and fight isis. that was the whole reason they

existed; to fight against assad. it is making it tricky but at the end of the day this shows the absurd plan the administration has. >> how effective can our air campaign be? we are using unmanned vehicles to take down these isis targets. but if that is just what we are doing how effective is hat? >> intelligence has to drive operations. so with drones and our intelligence picture on the ground is murky at best. i think the reality of having close air support too. it is only so effecive because we don't have controllers that can see the pilot and drop with precision. >> there is a great deal of work that has to be done on the ground. >> absolutely. tremendous. >> what do you think is our goal? if you had to advise whether a group of american forces that have to somehow take the fight to isis how would you explain

the goal of the administration as you see it when it pertains to syria? >> in short, don't anger iran. >> you think that is the drive? >> absolutely. we want to work against assad at this point in the nuclear deal. to even consider the fact there remains the old border between iraq and syria is absurd. do we push them out of iraq? they will go into the a stronghold of syria and conduct attacks and more $4-5 million a year. >> i think this is worth talking about because we have a presidential debate coming up and foreign policy is something the candidates have to address. what would like to hear from

america's next leader? >> when we pull back from foreign policy it comes back and punches us in the big face. walk stick and carry a big stick is important. and the bureaucrats put in place is important but the most important piece when you strip everything away is do we have the will to win. i don't think that is the case and i would like the next president to show we do have the will. forget ten years this is 30 years. >> that is what was said. this is a 10-year problem when the comes to isis. but that is arbitrary. at least as it is now. one things it takes to run for president is money. a lot of money.

right now a quick look at what is still to come on "happening now." the money trail and the race for the white house. as we look at how the presidential candidates stack up when the comes to fundraising. an elementary student with adhd winds up with handcuffs inside a classroom and the aclu is taking action against the sheriff deputy to slapped on the cuffs. our legal panel weighs in. and a dare devil takes his motor bike in the surf. back to america's election headquarters. the presidential candidates are seeing how they stack up as far as fundraising especially in the pool of republicans battling for their party's nomination. the number is at 17 now. the recent filing deadline shows where the money is going and who is paying for the candidates campaigns. william is taking a closer look

from the west coast newsroom. >> reporter: every day you get the polls numbers but the money race is just as important. instead of raising cash in chunks at a dinner party the old way super pacs can raise millions in a single phone call. rick perry raised a million on his own and his pathway is $14 million most from two billionaires. ted cruz weighed $14 million and his super pac raised more from two investors. marco rubio, $13 million in small donations but his pac raised twice than that. scott walker he announced after the filing deadline, but his super pac raised $10 million from just two women. billionaire of the chicago-cubs

co-owner. jeb bush $11 million on his own but a record $108 million from the super pacs. >> if somebody makes a big mistake in the debate and flops it could have an umimpact. the money may dry up or slow down. if someone looks great it will keep the spigot open. >> reporter: among democrats, hillary clinton raised $46 million from individual donors but her pac $25 million. and even though she slams wall street she took $300,000 from jp morgan chase. bernie sanders raised 76% of his $15 million from small donations under $200 a piece and took no

unnecessary force. school officials called the sheriff who works as the resource officer because the children were being ris disruptive. the deputy said the boy and 9-year-old girl tried to hit him. lisa is here and eric is a criminal defense attorney and here with us. we have the snip of the video showing the end result. we don't know what happened before this. the deputy said the kids are trying to swing at him. >> two kids under 60 pounds and two sheriffs can't restrain the kids? look at the little boy saying it hurts. it hurts. there is no imminent threat. the sheriffs were wrong and this whole school district should be exam exam examine examined. >> one of the rare situations

where we agree. this kid with his arms behind this back? there is no excuse. even if the child is hitting them to properly restrain someone you don't put the force on the arm. this is a wrestling move. it is going to hurt. it is not about sensitivity training even. >> there is a policy about how you can handcuff people in the school district and this is not in the policy. >> you would not do anything to this. i thought was a sensitivity issue. but this is over policing and too much force. >> if they cannot handle an eight and nine year old kid with no weapons and maybe they for trying to punch him, but they have adhd they will be doing that. >> and there are times when you restrain a child but not that way. >> it was totally improper to restrain the child that way.

simon wants a new trial. she said the jury was never instructed to even consider it possibility she was raped here. prosecutors say the jurors had a chance to consider the relationship was involuntarily but rejected the notion and made simon the victim. he is 35 and he was 15. their argument is they had been fooling around on many occasions but he forced himself on her. >> first of all, the fooling around part is wrong. but the jury did get the instruction about being voluntary or not and the prosecutors didn't want that instruction in for but the judge had it in there. the appellate lawyer is wrong. and the other thing saying she should not be monitored for life after this but that is in the statute. serving time for first degree

new information on the search were the two missing teen boaters in florida with the coast guard saying their fishing boat which had been located not long after the search began, is now missing as well. the marine salage company hired to bring the boat back to shore couldn't find the thing. the coast guard left the boat unsecured because it was focused on looking for the teens and not rescuing the property. the agency called off the search for the boys on friday a week after they disappeared. but volunteers are still out looking for them. as we approach the first debate in the 2016 election cycle the conversation is focused on style versus substance. our next guest says now is a time to start a quote serious

solvent over time. he said raise the retirement age the eligibility for medical care, raise the premiums for healthier senior citizens on medicare. chris christie did something interesting and went straight there at the beginning of the campaign. the question is do others buy in or have different ideas? is there a conversation to break out. >> is it a good enough proposal that this will be a win rolling the dice? >> i would like to think so in some ways. for example social security doesn't require that much surgery to become more solevent over the long run. it is too often not addressed. you have to give credit where credit is due. >> let's talk about senator

marco rubio who is talking about foreign policy. you say what is interesting about his foreign policy is the way that he wants to use the american military. this is something i have not hurt a lot about. why is that significant? >> he made an interesting proposal to the council of foreign relations and he said in the 21st century we should be willing to use u.s. power not to protect the other companies but the safeguard of the united states economy. so if a country threatens we should declare we will use american military power to defend the free flow of the national economy. is that a good idea? or overreach and making the u.s. the policeman of the world. he said that applies all the way up into outer space as well. it hasn't gotten much discussion. >> what does this tell us about

mark rubio? >> he is a hawk. he wants to be seen as a hawk in the debate and that is in contrast with rand paul and the context which some ideas were thrown out. rand paul is saying we have been too knee jerk in the use of military power around the world. that is an interesting debate. >> it certainly is. we will see if that hits center stage on thursday. jeb bush you say there is two proposal pieces out there the balanced budget amendment and the line item veto. they are not new ideas but note worthy she is talking about it. >> the chief executive doesn't have enough power to reduce spending he said and he wants to arm the next president with these ideas. there is not a lot of debate about the balanced budget amendment on the republican stage. everyone pays lip service but is that a good idea when the federal government needs flexibility to invest money in a downturn so you can stimulate
