"the factor" begins right now. i'm eric bolling in for bill o'reilly. thanks for watching us tonight. our top story, one of the early surprises of this political season is the strong campaign run by dr. ben carson. yesterday a cnn poll showed carson running a strong second to front-runner donald trump in iowa. and he hasn't been shy about jumping into controversy. take these provocative comments he's made about planned parenthood -- >> maybe i'm not objective when it comes to planned parenthood. but i know who margaret singer is. and i know that she believed in eugenics and that she was not particularly enamored with black

people. and one of the reasons that you find most of their clinics in black neighborhoods is so that you can find a way to control that population. and i think people should go back and read about margaret singer who founded this place, a woman who hillary clinton, by the way, says that she admires. >> joining us now from manchester, new hampshire, to further explain, republican presidential candidate dr. ben carson. thank you for joining us. do you stand by that comment? >> absolutely. no question about it. anybody can easily find out about margaret singer and what kind of was and how she was a strong advocate of eugenics, wrote articles about you ge eugenics and believed some members of the population weakened the population and was not enamored of black people.

and the majority of their clinics are in minority neighborhoods. >> you're saying it's a direct correlation, in other words, she decided to put planned parenthood clinics in african-american communities to control the population of african-americans in the community? >> i think it's a very clear direction that she's going in with her philosophy. >> you say she was developing some eugenics studies, which would mean control of african-americans in society. is it that or is it -- let me play devil's advocate a little bit, that 30% of abortions occur among black women whereas the population numbers, 13%, so it's almost triple the number of abortions rate for african-americans as whites. >> well, it brings up a very important issue.

and that is do those black lives matter? the number one cause of death for black people is abortion. and i wonder if maybe some people might at some point become concerned about that and ask, why is that happening? and what can be done to alleviate that situation? i think that's really the important question. >> dr. carson, if you're right and planned parenthood does have a mandate to go into black communities to control the black population, what would you do, what would you suggest people do now and if you were president? >> well, one of the important things is to educate people. i encourage people to go and read about margaret singer and go and read about the beginnings of this organization so that you know what you're dealing with. one of the ways that they're able to perpetrate the deceit is because people are not informed. the more people are informed,

the less likely these kinds of things happen. some of our founders expressed how important it was to have an informed populace because they could not be manipulated. >> we're talking over literally decades over time and the policy is still being implemented in 2015 of literally black population control through planned parenthood. >> what's going on now versus what went on at the beginning, i don't know. probably a lot of the people in planned parenthood themselves don't know about this history and perhaps if they did, they wouldn't be quite so anxious to be involved with it. >> let's talk a little bit about some of the other things that planned parenthood is accused of. they're accused of selling baby parts. can you talk to us about baby parts or fetal tissue? i understand you've worked with fetal tissue in the past. >> well, i have not actually worked with fetal tissue.

the left has put out information that i've done research on fetal tissues because my name appears on an article in which the pathologist compared specimens that i delivered from the operating room to some fetal tissues in an attempt to decide which way the cells were being differentiated. my part is to do the operation and supply the tissue. at that point, i move on to the next operation. so to suggest that i'm in the laboratory actually doing the research or retrieving fetal tissue is nothing but propaganda. >> and i think that's an important distinction to make and i'm glad you made it tonight on "the factor." it's been swirling all day long that dr. ben carson has worked with fetal tissue, he's done studies with fetal tissue and you're saying what you've done is after a procedure is done, maybe it's to save a mother's life, you may have been in contact with fetal tissue but

you had no part in the scientific research of the tissue once it's left the operating room? >> correct. and also bear in mind that all pathology departments will have a whole array of tissues, from day one of conception until 99 years old. and if you use the tissue -- if you're comparing or looking for a disease process in elderly people, does that mean you're doing jgeriatric research on geriatric tissue? no. you're making comparisons to derive examinations. those fetal tissues come from a variety of different places. ectopic pregnancies. >> i think the law -- the reason the law came involved into planned parenthood is they were

accused of profiting from the fetal tissue. dr. carson, can we turn to politics a little bit. donald trump's rise in the polls, he seems to have a lot of staying power. your thoughts on the trump candidacy? >> well, i think that he's bringing a lot of energy to the republican party. he's bringing in people who perhaps would have sat out and just felt disgusted. and in the long run, i think that helps to expand the base. donald trump is donald trump, for other people to try to make him into somebody else is probably a futile endeavor. >> and some would say the three strongette candidates over the last week or so have been trump, carson and fiorina, three people who have never held public office before. >> which goes to my point that to solve problems doesn't necessarily require a lot of political experience. you look at someone like --

let's not name someone but you can figure out who i'm talking about. was a united states senator, was secretary of state, had been around politics for many, many years and yet did not have the judgment to know that you don't put important information that could jeopardize your country on a personal server. so if all of that political experience doesn't do that for you, maybe that's not what is necessary to solve our problem. >> dr. carson, one quick question, if it's hillary clinton or joe biden, who would you rather run against? >> i would be delighted to run against either one of them, to be honest with you. it would be an easy distinction. >> are you sure you didn't do politics before? we'll leave it right there. dr. carson, thank you very much. next on the rundown, how damaged is hillary clinton from the e-mail scandal? and now how panicked is the democrat party? complete analysis co

political figure -- >> keith, in hindsight, there actually was something there on some of the things -- you may push back on the vince foster but we certainly have found out a lot of things about some of the other scandals, whitewater, travelgate, some of the other scandals. there were things there that it's fair game that people should know about. let me bring it to jessica -- go ahead. you want to respond to that? >> i disagree with that. the reality is she's been secretary of state she's been a senator. she's been a first lady and she's doing incredibly well in the polls despite the controversy surrounding her. people know who hillary clinton is -- >> hang on, let me bring it over to jessica. she was doing incredibly well in the polls -- >> that support is flipping. bernie sanders' numbers are up. she's still up across the country, 35 points. but it used to be over 60. it's not so much whether

something wrong happened or not but what people feel and what they're hearing about her. i realize no one has talked about hillary clinton policy in quite some time. that's the issue here. hillary clinton has the best policies for this country, we're just hearing about the scandals instead of what she's going to be offering moving forward. >> should she focus a little bit more on policy? should she be answering more questions? frankly she hasn't had to because she's had a commanding lead. as the lead shrinks, maybe they should get out in front and tell us what she's all about? >> i think she has spoken about policy. hillary clinton has been in the public sphere for decades now and people know what her views are. she's starting to articulate progressive views on voting rights, on education affordability. that's a very progressive idea, positive for the democratic party. and her message is going to get out there. mind you, she has a race on her. she still has bernie sanders out there on her heels and martin o'malley is in the race. the democrats have an abundance

of riches compared to the clown show of the republicans party. >> that's a common theme, you have an embarrassment of riches because you have a candidate that was inevitable -- >> we're having real discussions about -- >> now we are. >> they've been doing tv for the better part of two years and this is in the last week and a half or so, everyone says joe biden -- >> i don't think that. i think joe biden has bigger problems than that. if anyone is closely tied to president obama who's not overwhelmingly popular right now, it's joe biden. what i would say about her articulating her policies, i agree she's saying it but no one is hearing her because all we're hearing about is the controversy. she has the best policies for the country, some are progressive, some are down the middle, like her tuition policy is great -- >> but didn't she have to

release that -- it's very obvious. she came out with a $350 billion policy proposal that she through out there. but she did it on the heels of bernie sanders putting 100,000 people in seats on the west coast. maybe this is in response, she's getting nervous. keith? >> is that to me? >> yeah. >> oh, yeah, i think bernie sanders is making hillary clinton a better candidate, no doubt about it. look how much money he's raised. he's raised more money in terms of independent fund-raising, not super pac fund-raising, than all the other republican party candidates. the only one ahead of him is hillary clinton. that shows how strong the democratic party field is. and drawing these crowds is a good sign for the democratic party and it's pushing hillary clinton -- >> he's far, far left of hillary clinton and she's trying to carve out some of that space for her own moving herself left. >> and she has a 24-point lead in iowa. she only had a seven-point lead

in the 2008 race. her biggest concern cis -- >> she has a 60-point lead -- >> this is a good thing. keith is correct about that. we don't want a coronation. the right nor the left want it. >> why not? >> that's not what democracy is all about. we want to see competition. >> you want to win, don't you? >> we want to win, but -- >> i want my team to win all 16 games. i don't want to hope that the other team doesn't kick a field goal in overtime and beat me. >> we have another year. >> i just care about the super bowl. i don't care about the other games. >> we'll leave it at that. next up, the trump phenomenon, new polls show donald trump strengthening his lead and begging the question, is he unstoppable? that report moments away. i sure had a lot on my mind when i got out of the hospital after a dvt blood clot. what about my family? my li'l buddy? and what if this happened again?

the apparently unbreakable donald trump. in iowa, a new cnn poll of republican voters has trump solidly in first place at 22%. dr. ben carson is in second place with 14%. and governor scott walker, the former front-runner in iowa has fallen to third place at 9%. and in new hampshire, a boston herald poll of republican voters has trump leading at 18%, followed by jeb bush at 13% and governor john kasich at 12%. joining us now with reaction from nashville, scotty nell hughes. let's hit those polls. donald trump is continually denying the odds. the numbers aren't budging.

he's holding his lead. >> definitely. i almost call him teflon trump. they've thrown everything to him and it flakes right off. the reason why, it's not just with republicans and conservatives and democrats. more and more, we see examples of our government, the dysfunction, the inefficiency, the size, the scope, the reach. and everybody can relate to donald trump's message of, let's get rid of it. reduce the size of government and all of the payroll and the endless number of entitlements this government keeps giving, regardless of the political party. people can relate to the message that donald trump has built his campaign on. >> if you look at the leading polls, some of the top names, trump, carson, fiorina, ted cruz -- cruz holds office, the others haven't. but the point is they've been anti-establishment. they're against politics as usual in d.c. seems to be resonating on the right. will it resonate on the left, too? >> i think it's going to be seen

on the left even though bernie sanders is as much government as you can get. but the truth of it is is people see anybody, regardless of whether they're the local dogcatcher up to the president of the united states, they are responsible for this monster of a government that's been created and therefore they're holding them accountable for everything that's going on. so right now, nobody really trusts politicians. that doesn't speak very much for them. people are looking for a change. even if we don't necessarily agree with donald trump, at least he's being honest. >> but is he a temporary phenomenon? there are pundits saying, yeah, he's tapping into this but it can't last. once you start digging into policy and deeper into debates and whatnot, then you'll start to see a different voter polling after some of these issues start to arise. >> you might. but the truth is, i think he's

going to use the same tone on policy. and for the record, nobody's really put out that much when it's come to policy. but i think you'll see the same type of language he's used so far, the type of language that everybody on the main street can identify, even as rand paul might put it as stupid, that's something everybody can understand what it means. that's the type of verbiage he'll use in his policies. therefore, he's able to relate to anybody whether you're a billionaire or you're somebody just living paycheck to paycheck. that's what has been missing in the republican party for the past two elections, relationships. and donald trump is tapping into that. >> can you win an election on relationships? can you win an election on, i'm tired of politics as usual, i like this guy who says it differently? or eventually do those voters and people go away and say, when push comes to shove at the end of the day, i want my money and my vote on someone else who's done it before? >> under normal circumstances, i would say yes. but even donald trump himself said back in 1988 he would not run for president unless he felt like this country was in such

dire straits that it needed him. i think the majority of americans right now after living under this oppression called the obama administration feel like they need a change and they don't -- >> why is it some of these other candidates don't latch onto that emotion that donald trump is shaking up, stirring up, and instead of taking shots at him just jump on that bandwagon? >> that would be the smart thing. maybe you need to be advising them. but there are consultants that have lost the last two election cycles for the republican party. up next, with hillary clinton's campaign overwhelmed by controversy, is this the perfect time for joe biden to jump into the race? that debate moments away.

many candidates running, not as many as the republican party. but you want to have enough to gin up the base, enough to get folks registered to vote, to get folks out in the caucuses and the primaries. that way when you go into general election, you already have a base that's ready for their candidate and you have more voters in the pool. that's why adding another candidate to the primary could be a good thing for hillary clinton and a good thing for the democratic party. >> what do you say, chris? it may give the impression there's chaos on the left. >> well, i agree with everything you just said. always good to have people in the race so you gin up excitement, get people looking forward to it. but a guy like joe biden who's been around for a long time won't run to prove a point like bernie sanders is doing. joe biden will run to win. and right now, the organization, both the money organization and the technical organization, is with hillary clinton. and unless that organization starts to crack, i don't see any room for biden to get in.

biden's not just going to run to make a statement. >> chris, would you agree if he sees hillary clinton's numbers faltering, that may be the opportunity -- he says, forget about this organization, the money will come, she's failing, i have to get in and save the democrats? >> well, he won't do it just because there's a temporary drop in the polls for hillary. you'll have to see some of that organization running away or the money reaching out to him. joe biden is a pro. he's done this before. he's not running just to make a statement. >> what do you say, richard? would he get in if -- we're watching. it's interesting, hillary was absolutely going to be the nominee. then she was kind of certainly going to be the nominee and then kind of -- now people are saying, even if biden doesn't get in, she's probably not going to be the nominee. i don't know. seems like it's a wide-open field for joe biden. >> here's the thing. i think it proves the point that the hillary clinton campaign was trying to make all along. this will not be a coronation for hillary clinton. she's going to have to work for every single solitary democratic vote.

i think if joe biden enters the race, that proves the point the clinton campaign was trying to make on day one. point two here, the most important things folks need to understand, if joe biden jumps into the race, he allows for -- he makes hillary clinton a better candidate overall. he'll force her to take tough positions -- >> richard, let me push back on you a little bit. he's going to force her to spend some of her money, which she's been holding back. chris, go ahead. she'll be forced to spend some money. and then think about this. for me, this is the $64,000 question. if joe gets in, where does president obama put his allegiance? let's start with you, chris, on the money. >> you're right about the money. if joe biden gets in, hillary has to start spending money. she's spending money now because of the excitement that bernie sanders is generating. as for the president where he goes, if joe biden runs and hillary clinton runs, the president is in a tough spot. i think he waits for the convention and goes with the

eventual winner. >> really? >> yeah. >> what about you, richard? he's in a tough spot. but it's been well-documented, the animosity that's been over the years between the clintons and the obamas. here's a chance for his vice president to get in and maybe to get in because his son implored him to get in. certainly a case for the president to back joe biden. >> i think the president will do the wise thing and sit it out until the convention when we have a nominee. but i can see him endorsing hillary clinton but also i could see him endorsing joe biden. he said a couple of weeks ago, the president thinks that making joe biden his vice president was the best political decision he ever made. so the president can put the coin on this one. >> i don't think that's going to happen. that would be like me asking you to choose between kimberly guilfoyle and dana perino.

>> stay on this for a minute. the president has an excuse. he can literally say, joe biden, i picked him. he worked for me. he's been the best vice president -- he said it was the best decision he made in his presidential term and then say, and also, there are no scandals attached to joe biden, yet. >> well, it would have to be very late in the process and it would have to show that the tide has turned completely towards joe biden. no sitting president really gets involved in his party's primary very often. it's a rare thing you see happening. i would imagine this president would sit out just like president george w. bush sat it out. >> i tend to agree with that. the bushes, both 41 and 43 have sat out this republican primary. they're not out there campaigning for their son/brother. i think the president sits this one out. but i want to address this whole scandal thing. i think that the media is making a lot out of nothing here. i think she'll turn her e-mails over. >> it's funny, richard.

what was going through her e-mail. >> well, i have a feeling -- i have some experience. it's called fbi level clearance, it's a top one. you get briefings and you promise you're not going to do anything that goes outside the rules. for the past several months as this e-mail situation has been going on and especially in the last 24 hours as these new developments came forward, i kept asking myself, how would they have done this? and people would ask me, how would this have happened -- and i realize, i can't answer that because i never, ever would have done it. i didn't have classified e-mail on my computer at my desk for a reason. because it needed to be secure. people could walk in and out of my office. if i needed to look at a classified e-mail, i had to get up, walk down the hall, go down the steps, down into the situation room, log in, get special permission and look at it there. which is why i didn't do it. that the fbi and the inspectors general have decided there's enough of a reason to be concerned means somehow

classified information got onto an unclassified server, meaning intent -- >> someone had to do it? >> someone had to do it. you can't -- and it actually is not that easy to do. >> is it a fair defense on her behalf saying, i didn't know, someone else did it? >> it could be. how in the world did these satellite images get into my e-mail? i don't know. somebody randomly sends me things like they would coupons for the grocery store. i find that kind of hard to believe. i guess she could try that. but somebody on her team is definitely going to be in trouble. >> scale of 1 to 10, what are the odds that hillary clinton had no knowledge that classified stuff ended up on her private e-mail? >> i think it's highly unlikely that she didn't know. but the government overclassifies a lot of material. >> but that shouldn't matter, though. >> it shouldn't. because if it's classified, it's classified. and if it's on your computer -- the laws are so stringent, which

is why people in the intelligence community -- people that have clearances, are so offended by what she did. she wants to be the chief executive officer of the united states of america, i don't think she would allow this from any government employee. but this is what hillary clinton does, right? special exceptions for her life. >> what's different this time from what he learned yesterday, there's three levels of classified, confidential, secret and top secret. what's worse, she didn't know something was top secret or she knew it was top secret and she head it? >> if there are satellite images that are part of this -- which is what sparked the initial concerns -- if they are there -- i can't imagine any scenario where you ha're the secretary o state and you think it's okay on your cooked-up server that someone else is hosting -- i don't think it's possible. >> is it also possible for the four years that she was secretary of state no one mentioned to her, this is classified -- >> i can't believe that. i can't believe somebody sent it to her.

everybody -- if they didn't have clearance and they're working with classified information, felony. if you have classified information, you're sending it to an unclassified server, felony. i don't see how they can get around it. i credit speaker john boehner who allowed the benghazi committee to be created because guess what? without trey gowdy running that committee, we would have no idea about this e-mail server. >> in new hampshire, it's not all about votes. >> it's interesting that the media is missing one of the biggest stories in the election. s that that the first in the nation primary in new hampshire, the second most important issue to the voters there is not isis, not immigration. it's heroin addiction. number one issue is the economy, the second is heroin addiction. every candidate that's been up there, the first question they're asked is about this issue. in the town of manchester, new hampshire, it's august now. since january, out of 110,000 people that live in the town, 300 people have died of drug

overdoses. they're losing a person a day. all of these candidates are going up there and having to have some sort of answer, a lot of them as governors have answers. you had dr. carson on. rand paul is also a doctor. cruz and rubio have all talked about it. what the state of new hampshire is staying, it's not just us, it's spreading. vermont has a problem. it's going into massachusetts. you wake up in the morning and you find out that the prom queen died of a heroin overdose. >> i have a 16-year-old, 17-year-old son right now going into his senior year in high school in new jersey. and it's rampant. heroin is cheaper than marijuana in many parts of the east coast. >> what a republican candidate could say is, i could help you with drug trafficking and we could also -- we have to deal with the issue of addiction at the source. that means more money. >> but think about this. it's very simple for a candidate to say, i'm all for legalizing marijuana or decriminalizing marijuana and then the next

segment tonight, america's immigrant population hits a record high, according to a new analysis by the center of immigration studies. 42.1 million immigrants legal and illegal now live in the united states. that's nearly 2 million more last year this time. joining me now were fox news senior correspondent geraldo rive rivera. we let in legally 975,000. so we're talking three-quarters of a million people who are here illegalry. >> every study i see eric -- nice to be here with you, two times in one day. people will start talking. >> have you seen my wife? they're not going to talk. >> seen mine? gorgeous. anyway, enough about us. in the fields in california you have grapes and strawberries that are unpicked because there aren't enough agricultural workers because of the crackdown

on undocumented immigrants. there aren't enough being allowed in on these temporary visas. the system is not streamlined enough to let them come and go, ebb and flow the way they have traditionally for generations from mexico and from central america, particularly from mexico. and i think a lot of the numbers that you cite are people who fly in from europe on visas and never go home. there has to be a system -- >> 80% of the increase comes from mexico and other parts of central and south america. that's where they're coming from. okay. let's not say it's people flying in from china or wherever. >> it is a lot of people come in from china. >> so you're saying that we need the illegal immigrant population to pick the strawberries and the almonds on the west coast. but we have a record low labor participation rate in this country right now. why is that?

if there are 12 or 13 million illegals here, don't you think if some of them weren't here that americans would take some of those jobs? >> you're the economist. they have farmers now. do you know how much they're offering some of the undocumented to work? 16 drars, $17 an hour. >> why is that? >> because the country has evolved. our country has e vold. people who traditionally held these jobs, like the african americans in the south, they've gone up the food chain so to speak. they don't do the jobs in the meat packing plants and the poultry processing plants. they've moved on. i've said this before. get on board, i'm going to give you $12 an hour to go pick grapes and the bus would leave empty. i don't know why. i don't know why in terms of the

menial jobs. i know that kelly osbourne got in trouble talking about someone cleaning toilets. >> you're trying to tell me there are people off the books working and they won't take a $12 an hour job? >> i'm telling you there are citizens in in this country, many youths who won't take the dirty jobs even for $12 an hour. i will submit. i'm just saying -- >> you've got to go back to yesterday's story in "the wall street journal." they estimate that about 10% of the agricultural production in this country is going wasted, is going unpicked because they have a labor shortage. they have a labor shortage that is forcing them to raise the rate. the going rate was 11 $.75. then it was $12.25. now they're offering $16, $17 an hour. >> they should be doing that. when you let illegals come across the border and work for $5 or $6 an hour, they're

dropping the wage. if you're a farmer are you going to pay that guy 12 bucks, the real rate or are you going to pay an illegal 5 bucks an hour. what are you going to do? >> you could not get an illegal immigrant from mars to work for $5 or an hour anymore. it is absolutely impossible. in new jersey today, where you and i have homes, in new jersey today the going rate as of last year was 10 drars an hour plus lunch, now it's even more. now i'm saying that the agricultural producers are suggesting a percentage of the krob crop is going to waste. >> if people aren't taking $22,000 a year jobs because they don't want to do that because there's not enough money, what are they doing? they're going on welfare. >> i agree. i have no argument on that. the fact is they cannot find the
