they are trying to figure out why vester lee flan i agsh flanagan murdered two people two days ago. it looked like he was ready for a gun fight, but he was ready to run but it looked like he had a disguise. he ended up shooting himself. they found a wig, six magazines of ammunition. a to do list, 17 stamped letters, a briefcase that contained three license plates, a shall, and an umbrella. >> we're also learning a lot more about his work history. previous qoerkers have been interviewed. this guy was a disaster at the office. accusing coe workers of racism again and again. he accused a coworker of racism for eating watermelon of his work. and the only pictures were of

hasn't been a grand jury impaneled. she should be in front of a grand jury discussing why she destroyed classified material. it's an outrage what's being done. let's get to the foundation and the clintons. millions of dollars to the foundation, lots of favors by hillary to businesses and to government. i can count 12. millions of dollars in speaking fees to hillary. they filed joint returns. i put a congressman in jail for $42,000 bribe. i mean, give me a break. mcdonnell in virginia went to jail for one-tenth of the money the clintons pulled down. the foundation, i would love to investigate the foundation. it's the clinton slush fund. that's what the foundation is.

view of the pool. when i looked down, i see a a little bit just laying there lifeless, so i rush down as fast as i could, get down there. there are about 20 to 30 people. so i pushed my way through the crowd, and i looked at the little boy's face and i thought he was gone. eyes rolled back, stuff coming out of his nose and mouth. there was a gentleman there performing cpr. he was a little low, so i took over, and started performing cpr, got the little boy breathing. as soon as the little boy threw up in my mouth and he sat him up, i thought the chaos of the over. meanwhile, my fiancee contacted the front desk, she was put on hold for two minutes while they call paramedics. the people at the record sort -- resort, the employees were standing there looking like they didn't know what to do. >> i know they don't have life guards there.

it is still a tropical storm. over the last few days, we've been looking at this track and we've seen potentially it could become a hurricane the next few days. that is no longer the case according to computer models. it should remain a tropical storm, could not maybe make it out of the caribbean. we have very tall mountains across the hiss panola area and that is something to consider. you got to stay alert. keep an eye on the storm. we'll have more details in the next 24 to 36 hours. all right. we know how the manhunt ended a couple of days ago out in virginia. a va state highway patrol was driving down interstate 66 when they had these license plate

starting next month, new york's police department will have an extra duty to perform. for every action taken that does not result in an arrest, officers must fill out an information card explaining exactly why a person was stopped, and then give that card to the person. is this a win for the constitution or yet another regulation that will keep cops from doing their job? zbroining us now for a fair and balanced debate, john raftry. and neil franklin. thanks very much to you both for joining us. neil, first to you, do police need another layer of bureaucracy? >> i don't see this as a layer of bureaucracy, what i see this it's a best practice. many police departments have doing this across the nation. this is a very important issue regarding the constitution and

the fourth amendment of the bill of rights where we should be free from unreasonable search and seizure. we should be secure among our persons, places and effects. something this serious warrants documentation, so if i'm stopped and i'm searched and i'm questioned, i think it's just a respectful and right thing to do, according to the constitution of the united states and the bill of rights. i should get some documentation. i should know who is stopping me and i should know why i'm being stopped and most people don't know the law and it's an opportunity to educate people as well. >> john, what about that? i understand why police departments don't like that and are frustrated. i'm an american citizen, if the police stop me and go through my clothing, don't i need to know why? >> you are told that verbally. i think to be supported, neil you might be out of touch for policework. you have minutes to sure for people who may have committed crimes many times. you are going to spend time

stopping the officer filling out a form rather than looking for the actual perpetrator. >> this is an attack ton police practices that have worked. >> it's not an attack on police. it's something that should be done. >> we stop people all the time, john, for traffic violations. >> are you going to start handing them out on traffic violations? >> once we deem that the scenario is safe as we do, then the right thing to do is to take a couple of seconds and write down your name and why you stopped someone to search them. we've got to stay within what we have -- [ both speaking at the same time ] >> when you have these officers stopping in the back of project buildings by themselves, it's already a hostile situation. you are going to have them put their head in a book to fill out
