photo bomb. thanks for being part of a busy day on the real store. kim davis and the press conference is coming up momentarily. have a fantastic lab user day weekend. -- labor day weekend. now over to gregg jarrett in for shep. >> hillary clinton dealing with more fallout over her e-mails, and now, talking about why she may not have made the best choice. her comments coming at vice-president joe biden talks about what it would take him to join the race. >> and jonathan hunt is traveling to an ordinary american city to find out what average folks think about candidates on both sides. >> do you have any hope it's going to get better in terms of a campaign that you -- that would appeal to you more? >> no. no. absolutely not. >> that's all coming up on this hour of "shepard smith reporting."
12:01 pm
>> hello, i'm gregg jarrett in for shep. this afternoon, hillary clinton admits using her private e-mail server was, quote, not the best choice. here's how secretary clinton explained to msnby why she made the choice. >> i was not thinking a lot when i got in. there was so much work to be done. we had so many problems around the world. i didn't really stop and think what kind of e-mail system will there be. >> secretary clinton also said she takes responsibility and she is sorry there's been so much confusion over her private e-mail server, but she did not directly apologize for using it. of course, this comes as the house benghazi committee calls some of her former staffers to testify behind closed doors. in the meantime, secretary clinton is campaigning in puerto rico, where she is set to give a speech about an hour from now. ed henry is live in san juan.
12:02 pm
what else is clinton doing in san juan today? >> reporter: well, gregg, talking about the debt crisis in puerto rico right now, $72 billion in debt. a great debate here, and on the mainland as well, about whether president obama should be helping congress grant the power for puerto rico to just simply declare bankruptcy, but hillary clinton, her campaign dealing with the crisis of its own, you heard some of her comments there. not necessarily helping her case by saying, i didn't really think this through at the beginning of the obama administration. she also debt with the fact that she was pressed on that recent poll that suggested when voters are asked what is the one word you think of when you hear hillary clinton, liar was the number one response. here's what he said about that. >> well, certainly doesn't make me feel good. but i am very confident that by the time this campaign has run
12:03 pm
its course, people will know that what i've been saying is accurate. >> reporter: now, her campaign aides are telling us this prior with msnbc is part of an effort to use labor day as sort of a breaking point here and post labor day, get it back to talking about issues like the economy and health care, like she will at this hospital behind me in a9',p short time. >> another candidate in puerto rico had criticism for clinton today. here it is. >> every single day there's new revelations about how mismanaged and perhaps criminally the e-mail system was they had. hey exposed sensitive and classified information to foreign intelligence agencies. there are people in jail for that. >> severe words, weren't they, ed? >> reporter: yes, from marco rubio. what is interesting is hillary clinton is here in part because she is trying to send a signal to rubio-jeb bush other,
12:04 pm
republican candidates she is the democratic nominee and plans to contest for votes not just here but there's a lot of puerto ricans who moved to florida, a lot of votes there always a crittle battleground and rubio is sending a message back saying, he is pushing for the votes as well and that he is not going to shy away from criticizing clinton. she is trying to turn the page from this controversy. you hear republicans like rubio saying, wait a second, something that started out as being about sloppiness could be a criminal case. >> ed henry live in port rico, thank you very much. vice-president joe biden has made his first public comments about possibly running for president. he said he would not hesitate to launch a campaign if he thought he could put his whole heart and soul into it, but right now he is just not sure. >> can i do it? can my family undertake what is
12:05 pm
an arduous commitment that would be proud to untake under ordinary circumstances. but the honest to god answer is i just don't know. >> above beau biden died of brain cancer in may he asked his dad to run for president. the vice-president did not mention that today, and he says he can't put a timetable on when he might make a decision. let bring in "fox news sunday" anchor chris wallace. talking bat timetable. is it too late for a timetable? >> you can't put a timetable on this because, as you can tell from those comments by biden, this is deeply personal, not only personal to him but also personal to his family, and you can put a timetable on political decisions. it's much harder to put a timetable when you're trying to see how long is it going to take you to grieve? when will you have your full

hurt and mind ready to take on the tough challenge. that's not something you can mark on a calendar. >> i was reading charles crowd hammer's column, and he was quite bold, his first sentence, unless hillary clinton is indicted she is going to be the democratic nominee. i wouldn't classic charles, but what would biden scenario be, a backup, standby candidate? >> well, he wouldn't call it that. if he were to run. he would go after clinton, but i think his best chance is in effect if -- whether she is indicted or just discredited, if the weight of all the investigation and if new evidence comes out is just so overwhelming that biden would be there to pick up the pieces. krauthammer suggests that a --
12:07 pm
an intriguing possible, last week or the week before, biden had a secret meeting, leaked to the press, with elizabeth warren, the real darling of the left wing of the democratic base, and charles' scenario is that biden runs on a ticket with warren, but because he is going to be so old, i think 74 years old by the time he would be inaugurated, older than reagan was, that he would anouns at the start i'm only going to serve for a single term and elizabeth warren will be my running mate and my successor. it would actually be pretty intriguing and would shake up the democratic race, there's no indication that she is willing to take on hillary clinton, either in the number one position or the number two position. >> speaking of charles' crack about an indictment, if you actually do a word search on hillary clinton, what pops up is, fbi investigation, taking the fifth, self-incrimination, which ills not a great word
12:08 pm
because it derives from the word "crime." and then that infamous word association poll which had her cast number one as liar. these are not great things to be associated with when you're trying to get the top job. >> no. absolutely not. and i would take the first set, the word cloud you talked about, because that shows the degree to which this is no longer a political matter. she is saying this and then an opponent says that. a lot of this is out of her hands now. we're talking about an investigation by the fbi. they have ahold of her server and the thumb drive she had given to her lawyer. what kind of forensic magic can they do? we've been told the serve has been wiped clean but the fbi has been able to find things when there was supposedly nothing there. it's a what if, if we find out there was something on there that hadn't been turned over to the state department that was
12:09 pm
work-related or enif they find out she went to a lot of effort to wipe her server clean. the question becomes, what is she hiding? so all of this is potentially very damaging, and remember, we're only in the first couple of days of september. she doesn't testify before the benghazi committee until october 252nd -- october 22nd. so we're talking about two more months. >> and batches of e-mails continue to drip, drip out every few weeks, so that just elongates the whole agonizing process for her. chris, good to see you, catch you which is weekend on "fox news sunday." chris will be talking with the philadelphia police commissioner and milwaukee police police chief about the recent shootings of police officers, and racial tension in america. also, former vice-president dick cheney and his daughter, liz, on their new book "exceptional." sunday on your local fox

guy. >> i don't have an exact number but i believe there -- just say there are several. we have images of people we believe are subjects we would be interested in talking to. >> reporter: and there is one lead that takes investigators up to michigan. people at a gas station found -- saw people they thought were suspicious. local police investigated and determined their car was stolen from somewhere in the chicagoland area so agents from this task force have been sent to michigan. the car has not been located yet. this particular task force is operating under the assumption that the suspects they're looking for have remained local. >> what's the latest information on the officer's weapon? >> reporter: the latest we got is the officer's weapon has been found. we knew that yesterday. but police craved it was found at the scene today. so that initial information that the officer had been tripped of his weapon and his weapon was somehow loose in the community, that appears to be the backup

officer's first impression of the crime scene. they know now the weapon was found there at the scene. however, should caution, they still stress that the suspects they're looking for are cop killers, at least involved in death of a police officer and should be considered dangerous. >> mike tobin, live at the scene, thank you very minute. joining me here on the news deck, former police officer, fbi special agent jonathan gilliam. good to see you. so, apparently there's some surveillance videotape. they sent it to the pros to try to enhance it. did they send it to the right pros? >> i don't think so. that was the first thing out of this press conference that struck me. the fbi is the go-to organization or agency that has this video enhancement they can put together a timeline very quickly. it's what we do, been doing it for years. why the dhs is involved with this and this capacity is -- it's a question that should be asked. >> i suppose how much you can

enhance and the clarity of it really depends on the original from the hard drive. right? >> sure. it does. but more than just the clarity. we're looking at a timeline. you can canvass an area and get multiple cam contracts then put together a timeline with those cameras, but that takes technology and takes not just the technology but people that are used to using that. the crime lab with the&ç8iy they are used to using this and they're very good at getting and turning out a speedy recovery of this information back to law enforcement. i've never heard of this with dhs. >> one of the things that a lot of people have been trying to figure out is why are these guys so early in the morning in an industrial complex? their motive for being there would be important? >> i think motive is probably the thing that going to tell you the most about who these people are besides a force or video. motive in that area it's the downseason already where there's not as many people at the lake because of the weekend right now
12:17 pm
being prior to this and then afterwards. i think what you've may be looking at is a group of guys that were possibly going to go out and rob copper, which they do in industrial areas, steal copper and resell it. they could have been getting ready to do burglaries. those things happen in the morning versus other crimes ump. you don't see violent drug people in the morning because they're doing their drugs. >> could law enforcement do a better job of eliciting the public's help and in terms of news conferences, often times they show up and don't say anything. >> i think you're hitting on my biggest criticism from leaving law enforcement now being a civilian, is that they feel like they want to do something, they want to support law enforcement, and a lot of the executives are doing what traditionally they do, which is collect information and give pieces out to the public. i think especially in situations like this, the public needs to be utilized as much as possible.
