11 candidates will bo head-to-head in tomorrow night's prime time debate at reagan library. heavy emphasis expected on foreign policy and showdown on the iran nuclear deal. our next guest writes quote, a iran deal is pushing up the profile of national security issues more broadly in the 2016 conversation. here now, the author of those words, jerry seib, washington bureau chief for "the wall street journal." in a typical presidential election year, jerry, foreign policy is usually not a huge deal for american voters. what has changed this time around. >> look, i think if you ask candidates they will probably tell you in the end the economy will still as usual be most important thing. what happened foreign policy and national security have risen for couple reasons. the very controversial deal with iran moved from the debate in washington last week to debate on campaign trail last couple days.

it will not go away but stay there. the second thing that happened on side of voters, real concern about islamic state fundamentalism extremeism, not just fights in the middle east but potential terrorism at home. those things feel real and now and as you suggest i think we will hear about both. jon: is there any republican candidate that likes iran deal in any way. >> they are all against it. everybody decided they are against it. rand paul of kentucky was initially in favor of diplomacy, is now begins the deal because it gives too much away to iranians. variations will come what you should do with the agreement with iran you don't like? there you are seeing variations. marco rubio says i will tear it up the first day i'm in office. jeb bush and john kasich are a little more nuanced. we have to figure out how you do that without setting off iranian

nuclear breakout and keeping our alliance with people who negotiated this deal with us together. there are variations on the question what you do about it. agreement you suggest on the idea it's a not a good deal. jon: chris christie is another one very vocal about opposing the agreement. saying he would basically tear it up on day one in office. yet it is interesting that the two candidates number one and two in the republican polls right now, donald trump and dr. ben carson. both of them not guys with foreign policy experience, not guys who talk a lot about foreign policy. >> it's a really good point. why i think the debate on wednesday night, a lot of us expect more focused on policy more than first debate. people on that stage will spent a lot more time building up foreign policy credentials. marco rubio serves on senate foreign relations and intelligence committees. jeb bush speaks full in spanish

and spends a lot of time talking about hispanic issues in florida. john kasich, was on the arm services committee for 18 years and travel around the world. they will put it on the answer. answers from donald trump and ben carson will be about attitude and perspective and not policy. it's a campaign year where policy matters is not mean as much as it used to. maybe foreign policy does. jon: president obama staked his second term on this deal. it is his big accomplishment of about his term. what about other democratic campaign contenders. >> it is not as big a issue on their side because the democratic party fallen in line by and large behind the agreement including hillary clinton. basically she did a speech bass week which she said i support the deal. she was there when the diplomacy was essentially launched after all. but she says we have deal with

restarted production at atomic fuel production plants. the north is ready to launch rockets on long-range satellites to market jennifer griffin is live from the pentagon with more. general ifer. >> reporter: this is interesting. i walked past a south korean delegation visiting the pentagon preparing for visit of their president. north korea knows how to get attention. its declaration comes one day after it threaten adlong range rocket launch. u.s. defense officials who we spoke to confirmed they have seen evidence by satellite north korea main started the main nuclear plant at pongyong where it produces highly-enriched uranium and plutonium. the rocket is a thinly-veiled ballistic missile test. the state department outlined what the north koreans have to do to avoid u.n. sanctions. >> establish a moratorium on missile launches.

utah and california. wildfires in northern california, destroying more than 500 homes. eight firefighters among those whose homes were reduced to rubble as they tried to save lives and property. the flames leave thousands with nowhere to to. -- go. >> devastating i would say everything is destroyed and burnt to the ground. cars, houses. >> standing in the basement. this is all, everything here, was under the house. the house was all above here. >> can always rebuild. >> yeah. >> just will take a while. jon: in utah flash floods claim the lives of eight people. their vehicles washed downstream in a wall of water. we have fox team coverage on extreme weather. meteorologist maria molina is joining us from the fox weather center. we begin with jonathan hunt in the west coast newsroom. jonathan? >> reporter: jon, first to the unfolding tragedy on the utah-arizona border. at this hour, five people are

still missing after those devastating flash floods swept through the town of hill dale. according to the officials eight that died or missing may be one family that went out to watch the thunderstorms as many in hildale do and got caught. they were frantically trying to back away but were hit by a wall of water. >> it's a wake-up call in the community that this is real. we get these big floods that go down through, as long as i can remember down short creek. we know that, you know, 100 year flood will come some time. this is tragic because i don't recall this kind of fatalities with the flooding. >> reporter: hildale is the home a base polygamist sect leader warren jeffs. they are prohibited watching tv or using the internet. that may be why some didn't realize how bad the floods would

be. from floods to fires. battle still raging against huge wildfires in northern california that destroyed hundreds of homes and forced more than 20,000 to evacuate. >> they won't let us up now. they said till wednesday. so, yeah, we have nothing. absolutely nothing. what can he tell you. we're staying in a hotel in santa rosa but we'll have to start life over. there is nothing, absolutely nothing. >> we were trying to get out. we were trying to hook up our trailer. all of sudden i look up, there is big wall of pink, red and gray. we dropped everything and left. i didn't even get my purse. >> reporter: now the valley fire is the most urgent priority for hard-pressed firefighters in northern california. it is now 15% contained, jon, with firefighters hoping for more help today with cooling weather conditions. jon? jon: let's hope. you really feel for those people. so sad.

jonathan hunt. thank you. jenna: let's talk more about the weather and if there is any relieve in sight. meteorologist maria molina is here. what do you know. >> we're expecting cooler temperatures. they are in place. that is welcome news for firefighters out there fighting fires across many different states. we have fires across places likes utah, california, up into oregon, washington state and farther east into montana and also into idaho. a very widespread area looking at elevated fire danger that has been in place out here. those fires continue to burn. we have lower danger because of the system, unfortunately dealing with those floods across many of these areas as well. we'll keep a close watch on that. but this system bringing in cooler temperatures. this is welcome news. five to 15 degrees below what is average this time of the year but not all the news is great in terms of fires. we're expecting dry conditions and hot conditions to return once this system departs, coming up into the end of the week and the weekend that continues next week as well.

take a look at these temperatures. forecast to reach middle 90s across many areas in california. this is a big concern coming up into the weekend and next week. here is the radar image. widespread areas of showers and rain. it's a lot different out west than it is out east. in the west you get a couple inches of rainfall, you can see significant flooding on videos you've been seeing on the news especially across utah. you get a lot more runoff. east you get three inches, not a big deal. out here one to three inches has fallen producing significant flash flooding across southwestern parts of utah. right along arizona and utah border. forecast for the rain to to continue in the next day or is a. one to three inches of rain. locally higher amounts will be possible. we'll continue for flash flooding. we keep you updated. east of the storm system we're seeing temperatures still on the hot side across parts of the

plains and warming up in the eastern u.s. >> the maria, thank you very much. stand by, if you would. we're getting breaking news out in l.a. remarkable what maria was telling about. a little bit of relief in california. in los angeles, check this out. you're watching live a live river rescue. apparently this is the l.a. river at shoredale. two victims, two people hanging on to a tree. the fire department confirming a dog is with them. the third victim is spotted by what they're calling air ops in a separate location. cannot really make out -- oh, that might be the dog there. jon: the dog is rescued it appears. jenna: hopefully people will be rescued. apparently one person is also rescued. we don't know too much what transpired earlier how the folks got into the situation. as marie yaw is standing by as well, maria, the ground is so dry. here we're getting the forecast

that el nino is coming to the california coast as well. speak to us a little bit how you get these sort of, it, flash floods. sometimes you don't even get a head's up on? >> doesn't take very much rain to produce conditions of flash flooding. maybe a few showers rolling through. a inch, two inches ever rain can compile and run off and produce dangerous flash flood situations out there. another thing to notice. areas recently burned by the wildfires. that ground also doesn't really absorb much moisture. you get more of that runoff across those areas. california, many areas across the west will continue to see that danger. storm system will continue to produce rain out here over the next few days before eventually exiting, high wildfire danger returns again, jenna. jenna: maria, one point in one adventure rouse segment got yourself in a car swept away in mock trial and flash flood.

jon: fox news alert. two students have died in a school bus crash in houston this morning. the kind of news that terrifies every parent. the bus, landed on its side after slamming into a guardrail. it was headed to a local high school when it crashed. reportedly furr, high school. two other students and the driver were seriously injured. they were taken to a hospital. one says he saw the bus flying off the overpass at 50 miles per hour. as we get more information we'll bring it to you on fox. jenna: update to this story breaking yesterday on "happening now," the suspect in the murder of delta state university

professor ethan schmidt is dead. police are connecting him to another murder 300 miles away an area called goshe, where the suspect called 911 to report the woman he lived with was fatally shot in their home. jonathan serrie live in atlanta with the very latest. >> reporter: hi, jenna. the suspect was social studies ininstructor at delta state university. in recent months, 45-year-old shannon lamb at been teaching online. he was apparently friends at one point with history professor ethan schmidt who would become one of the victims. last year schmidt published a book which i mentioned lamb and other university staff in the acknowledgements thanking them for their quote, support and friendship. although lamb was familiar with both victims, police say they found no evidence to suggest that the two victims knew each other. here is what the police chief said in a news conference this morning. >> first thing i would like to do is dispel any rumors our

investigation is leading toward this being a quote, love triangle. we have no information. we have no evidence to show or prove this was quote a love triangle about. >> reporter: police say an electronic license plate reader identified the suspect's car as it was crossing a bridge from arkansas back into mississippi last night. officers followed lamb into a subdivision where they say he left the vehicle, ran into a wooded area. police say they heard a gunshot. when they went into the woods they found lamb dead with what appeared to be a self-inflicted wound to the head. with the suspect dead, the lockdown on the delta state campus has been lifted. however all classes today are canceled. the school plans an evening vigil to honor professor schmidt. come like described schmidt as a gentleman, as a skilled and brilliant academic and a family man. leaves behind a wife and three young children. jenna? jenna: jonathan, thank you.

take him out out on a frozen ya. put a blindfold on. everybody else tackles him. he wound up dying as a result. five of these kids are facing third-degree murder charges. is that appropriate? >> absolutely. when you think about third-degree murder charges, you don't have intent. they didn't intend to kilt poor kid this happened in december up in the poconos. this is cold. freezing ground. they pack the sand on him. make him run around. they're tackling him. all tackling to the point he false unconscious. jon what is really worse, they call a national fraternity guard. what do they do? on national level, oh, get rid of fraternity stuff. cover it up. change his clothing. they do all of that. finally, finally take him to hospital half an hour away. he can not be revived. that is manslaughter, jon. that is manslaughter. jon: is it appropriate to have this in a criminal court, troy? or should this be a civil case filed by the family?

>> well, it is going to be both. i mean both the national fraternity and all the young men involved are going to face a civil lawsuit but, the grand jury here did return a true bill which means an indictment basically on third-degree murder. and lis wiehl had it correct. she said that normally in a murder case you have to show an intent to kill somebody. but here, what the grand jury is saying is, these boys showed such depraved indifference to value of human life a death was likely to occur. jon: lis, it is third-degree murder. >> right. jon: no premeditation as you point out but still the potential penalty here is 20 years in prison for each of these five kids. is that appropriate? do they deserve the match for what is apparently a fraternity prank gone wrong? >> what the defense is going to say clearly this hazing business happens all across the country. i know it. my son just graduated from college.

it happens in these fraternities, it does, but doesn't make it right. i guess what the defense is going to say, look, these kids were part of hazing goes on national level. if you really want to cut down on this, if you want to cut down on potential of death, by the way, jon, it happens almost every year, get rid of hazing in fraternities. don't make these kids, particular kids responsible for this horrible death. i don't agree with that, but i think that is what the defense is going to say. jon: these were a bunch of teenagers, 18 years old mostly. talk about a case involving a younger boy now. a 13-year-old maryland kid is facing assault charges, accused of grabbing a 14-year-old girl's shirt and then kissing her. it was apparently all part of a dare. is assault an appropriate charge here? troy, you know, young boy gets dared to kiss a girl. he grabs her shirt and does so.

is that assault? >> it is not a normal case, jon of boy kisses a girl. it gets a little bit deeper. you find out he grabbed her by her shirt, pulled her into him and kissed her with an open mouth involving his tongue. and so, an assault, and battery is defined as an offensive or unwanted touching. this was clearly an unwanted touching and she wasn't happy about it. if this was something that was welcomed, then the police wouldn't be involved. so, it seems like it is appropriate to have the police involved and for him to face some charges. now should he go to jail? should he you know, should we lock him away and throw away the key? i don't think so. but some level of culpability is appropriate. >> lis, again as with the earlier case, does the school, would punishment within the school setting here be more appropriate than taking a 13-year-old and filing a

criminal case against him? >> i think so, jon. really, i feel bad for the girl and that was definitely unwanted touching, you're right under the legal standard that is technically an assault but when you're talking about a kid like this, unless you have a history of horrible, kissing girls all over the schoolyard i would say something within the school is more appropriate than criminal charges. getting this guy, with a criminal charge at age of 13, counseling whatever. has to be something within the school, rather than jumping to the idea of a criminal charge. >> well he has been charged apparently as a juvenile. not clear exactly what kind of punishment he might face, but a sad and strange situation. we'll keep viewers updated on both of them. troy slayton, lis wiehl, thank you both. >> thanks, jon. jenna: happening now, president obama meeting with a key cabinet member on very controversial policy issue. we have live details from the white house. plus we're learning more about the tear plot just disrupted

philadelphia for planning and isis inspired attack against pope francis during his upcoming visit to the united states. al qaeda's leader is urging all jihadists including those of isis to cooperate in the face of a common enemy, the united states. a senior fellow of the defense of democracy and senior editor of the wall street journal, talk about this because you have been telling us for a while the focus is on isis but we can't forget al qaeda. al qaeda releases its new tape, why? >> a number of reasons. one is he wants parts of isis that don't want to fight their jihad brethren to come against a common enemy. isis was originally part of al qaeda. leadership dispute led to ice is going its own way but there are cadress who don't want to fight al qaeda, they want to unite against a common enemy. that is part of the reason for this audio message. >> with the most significant part of the message our viewers

should know about? >> he is calling for low-level attacks, wanting recruits instead of traveling to these far off lands to do something in their home countries to lash out against the west but if you look at the list of terrorists, loan wolf emulate, nearly all the more professionally trained terrorists. this is the key point that is often lost. there is a threat from loan wolves but it is not as great as professionally trained terrorists. >> he is devising potential followers to reference al qaeda material. >> telling them to get inspire magazine, go out and get things put out by al qaeda's media arm, telling them to educate themselves how to do these terrorist attacks. there is a threat from that but there's a greater threat in my opinion from freshly trained terrorists. look what happened in january with charlie hebdo. these brothers, one trained by al qaeda led the nation of france on a giant man hunt for almost a week for several days.

compare that to garland, texas this year with those two guys inspired by isis, the with taken out by local security. >> the point, the comparisons to show some what of a difference, there are those who say isis is the biggest threat, the most dominant in social media, al qaeda, the older generation are not as relevant jihad do you see it? why do you still believe al qaeda remains something that deserves top priority? >> two different approaches. isis as a top down authoritarian model, follow as or else and al qaeda has a different tactic, inculcating themselves in society is to basically try to spread their ideology, much more sinister way of going about their business. isis cut into al qaeda's market share, got a lot of the hot kids and jihadists groups but al qaeda remains a legal threat, multiple groups around the globe are loyal.
