help their companies. when they come to talk to u.s. officials, they don't admit they do it. we hear they are talking about this behind the scenes and there is hope some sort of arms agreement of on this issue. are you hearing anything about this? what is the hope something actually gets done? >> they much touted the prospect they will come up with something like a treaty to how to deal with, not the spying, but the hacking, the stealing, to deal with the cyber issues and to lay grounds rules for the attack side. and then there is espionage and stealing. they say they are hoping to come up with a deal on that. but what i would expect to come out of this is hot air. they will say yes we should all be good and he will fly back to china and say what did the boys in the hack room get today.

fingers pointing at the chinese government. we learned that has been a topic between these leaders. the white house said the u.s. china agreeted first cyber meeting will be held by the end of 2015 and will occur twice per year thereafter. both sides agree to discuss this topic and try to curtail that type of activity as much as possible. i don't know if that goes as far as anybody taking responsibility. by the many interesting. >> the chinese leader said they didn't have any involvement. he won't acknowledge it. but every country spies. the difference is how they spy and what they do with that information. the chinese are known for intellectual property violations. i don't see a lot coming out of this meeting. people are asking, are we going to impose sanctions?

i don't see sanctions. but a lot of hot air coming out of this meeting. xi is so aggressive. jailing a lot of people make it look like he's cleaning up sheen ease address. i don't see a lot coming out of this meeting. he wants respect. he wants to go back to china and say he's a major player and recognized by the united states in a major way. that's exactly what he's going to get. harris: i want to get your thoughts on this. we have the kind of co--dependence that cheating spouses have who won't leave each other. >> china is a huge market for the united states. when you listen to apple earnings they talk about how much they have grown in china. this is the frontier where they want to expand. but if you shop sat walmart. we get so many cheap goods from china. they buy our debt. that's one of the reasons we are

second we are building on last year's climate commitments. i issued our clean power plan to help reduce america's carbon emissions. china will limit emissions from some of its largest sectors through cap and trade. i announced our pledge last year of $3 billion to the green climate funds to help developing nations deal with climate change and today i welcome china's efforts. we are putting together our common vion for the ambitious agreements we seek in paris. for energy consumers and carbon emitters come together like this, then there is no reason for other countries whether developed or developing, to not do so as well. this is a major step towards the global agreement the world needs.

humanitarian assistance and food security. and given china's success in lifting hundreds of millions of people out of poverty which is one of the most remarkable achievements in human history. we'll help rally the world in our goal to ends poverty. we had a discussion about human rights. i confirmed america's support for the fundamental rieflts all people including freedom of assembly, expression, freedom of the press and religion. i expressed our strong view that preventing journalists, lawyers and ngos and closing churches are all proper mat nick our view and actually prevent china and its people from realizing its full potential. obviously we recognize there are real differences there, and

president xi shared his views in terms of how he can move forward in a step by stem way that preserves chinese unity. we expect we'll continue to consult in these areas. even as we recognize tibet as part of the people's republic of china. continue to encourage them to engage the daly llama and his representatives. we are taking more steps to expands the connections between our two peoples. we launched an initiative to boost tourism. and just as children across china learn english we are starting a new initiative to encourage one million american students to learn mandarin chinese the next five years. vice president biden points out two of his grandchildren are on track. after all, if our countries are going to do more together around

progress in agreeing to how our law enforcement and investigators are going to work together, how we are going to exchange information, how we are going to go after individual or entities who are engaging in cyber crimes or cyber attacks, and we have jointly affirmed the principle that governments don't engage in cyber espionage for commercial gain against companies. that all i consider to be progress. what i said to president xi and what i say to the american people is, the question now is are word followed by actions. we'll be watching carefully to make an assessment as to whether progress has been made in this area. with respect to the various

tools that we have to go after those who are attacking our companies or trying to extract trade secrets or data, we have traditional law enforcement tools. but is a indicated a while back through executive action, i also instituted the ability to impose sanctions on individuals or entities where we have proof that they have gone after u.s. come any or u.s. persons. and we did not at our level have specific discussions of specific cases. but i did indicate to president xi that we'll apply those and whatever other tools we have in our tool kit to go after cyber criminals either restrospectively or

prospectively. those are tools generally that are not directed at governments, they are direct at end advertise or individuals we can -- shall -- they are direct at entities or individuals we can identify. they are not direct at china. they will tools we'll be using with cyber criminals around the world. with 1.3 billion people he can't guarantee the behavior of every individual on chinese soil. but what i can guarantee and what i'm hoping president xi will show me, is that we are not sponsoring these activities, and that when it comes to our attention that non-governmental

entities or individuals are engage in this stiff, we take it seriously to enforce the law. the last point on the cyber issue. because this is a global problem, and because unlike some of the other areas of international cooperation, the rules in this area are not well developed. i think it's going to be important for the united states and china working with other nations and the united nations, and other -- and the private sector, to start developing an architecture to govern behavior in cyberspace that is enforceable and clear. it doesn't mean we'll prevent every cyber crime, but it does start to serve as a tell threat where countries know what the

rules are, they are held accountable, and we are able to jointly go after non-state actors in this area. on john boehner. i just heard the news is a was coming out of the meeting here. so it took me by surprise. i took the time prior to this press conference to call john directly and talk to him. john boehner is a good man. he is a patriot. he cares deeply about the house and institution in which he served for a long time. he cares about his constituents. and he cares about america. we have obviously had a lot of disagreements and politically we are at different ends of the spectrum. but he has always conducted himself with certai k with courd

civility. he kept his word when he made a commitment. he is somebody who has been gracious, and i think most importantly he's somebody who understands that in government, in governance, you don't get 100% of what you want. but you have to work with people who you disagree with sometimes strongly in order to do the people's business. i'm not going to prejudge who the next speaker will be. that's something that will have to be worked through in the house. and i will certainly reach out immediately to whoever is the new speaker to see what his or her ideas are and how we can make progress in the important issues that america faces.

the one thing i will say is that my hope is there is a recognition on the part of the next speaker, something i think john understood, even though at times it was challenging to bring his caucus along, that we can have significant differentials on issues, but that doesn't mean you shut down the government. it doesn't mean you shut down and risk the full faith and credit of the united states, you don't invite potential financial crises. you build roads and pass transportation bills and do the basic work of governance that insures our military is operating and our nargsal parks are open and our kids are learning. and there is no weakness in that. that's what government is. in our democracy.

i think it's fair to say we reached a lot of consensus on cyber security schowg new consensus. the united states is the strongest country in terms of cyber strength. chain today is the world's biggest cyber country in terms of the number of web users. we have 600 million net users. cooperation will benefit both and confrontation will lead to loses on both sides. we are entitled to carry out efforts of dialogue to strengthen our cooperation in many respects and turn the cyber security into a new growth source rather than a point of confrontation between the two sides. china strongly opposes and combats the steps of commercial secrets and other times of hack attacks.
