unafraid. the o'reilly factor from new york starts right now. ♪ ♪ hi, i'm eric bolling in for bill o'reilly. thanks for watching the special edition of the factor election 2016. in a week in which the pope is making his first visit to america, and the speaker of the house resigned suddenly, the political news may seem to be taking a backseat but the race for the white house is not taking a breather. and right now, donald trump remains on top with republicans. in fact, he is in first place in three new national gop polls out this week. buff the polls also show signs of hope for other candidates who are slowly chipping away at that lead. in the latest real politics average of polls,

trump is number one at 24%. ben carson is next at 16%. carly fiorina, who won the debate according to fox polls is at 12%. jeb bush is in 4th at 10%. marco rubleio who also had had strang debuts for debate performance rounds out the top a. trump is as confident as always. >> you need people that really are tough it and smart. look, trade, that's what -- i'm going to do so good. i always say, i will be the greatest jobs president that god ever created. that i tell you. that, i tell you. you know, people say and actually, cnn did a poll. and i come out so high on the economy by the way like much, much higher, not even close. i come out the highest by far on that. and leadership. i come out high on leadership. i come out high on really other categories. did i say -- if if i'm so

high in all these categories, why do we even have to have an election, right? why? why? >> any questions? joining us now with reaction from nashville, scottie nell hughes director for the tea party news network and in washington caitlin huey burns, national reporter for real clear politics. caitlin, i'm going to start with you. trump is very confident. he is on top of the polls for months. is his lead safe? >> well, we started to see for the first time his numbers take a little bit of a dip. now, he still leading the republican. >> you are in so much trouble. you are in so much trouble right now. >> we have seen since the debate in our real clear politics average that his numbers have been declining a little bit and other candidates like carly fiorina, marco rubio are increasing their numbers. now, the question is how long this kind of thing lasts for all of those candidates. rubio and fiorina saw bumps

in their poll numbers after the debate. can they us is shane that momentum? that's a question. donald trump, i think, has to be a little more creative in his public appearances. he is a showman and he knows better than anybody that has to kind of change up the show a little bit. >> caitlin, let me bring it over to scottie. he points this out regularly on television what's happening is that his numbers seem to be stable. they are high and stable in first place. everyone else is fighting for what's left over. scottie, is that accurate. >> that's accurate. he is slipping and all of a sudden it's doomsday for the trump campaign. that is ridiculous. this is historical and has held it as long as he would have had. he f. he would have stayed consistent little double digits. we wouldn't need a we need

coronation. i guarantee, give it a couple days and he will be back up. >> caitlin, look at the numbers, look at that poll, your average poll, the outsider, the antiestablishment doesn't seem to be slipping. even though, you know, you say there is some juggling of numbers. they are still holding a commanding chunk of the g.o.p. voters. >> that's absolutely right. that's really important and should concern candidates like jeb bush, rubio. and some of these others who are politicians. the republican base is telling us that they want a nonpolitician. they want an outsider. but they also have a couple of choices in that regard. we are seeing some interest in carly fiorina. we are seeing interest in ben carson. as well as donald trump. i will be interested to watch how fiorina handles this new spotlight that's on her. he she will be under greater pressure as well and her record will be under bigger

scrutiny as well. >> if you look at the top three. they are outsiders and they command more than 52% of the voted. scotty, it talk to me about carlie fiorina. she seems to be the only one who has landed a punch on donald. everyone else that takes a shot, he fights back and they get hurt. carlie seems to be moving up the more she fights with them. >> that's the whole reason why she is moving up is because she is fighting she is following in his footsteps. 65% of the g.o.p. thinks that trump he likes trump because he tells how it is. he is honest. he punches back at the establishment. carlie did not have any sort of track record until he she started punching at trump. basically leading from behind. i would rather have the person who set the standard of raising the gospel than the person trying to get their numbers because they are following the other candidate. >> today during the values voter summit today trump took the stage and took a shot at marco rubio also a very popular candidate and he got booed. >> that's because marco took a shot at him yesterday. that's been the latest one.

you have to sit there and find me an example where trump was the first person who take out a candidate. he wasn't. this is actually when senator rubio sat there and called him yesterday. this catfight started of yesterday and all it was is mr. trump took it to the next day. that's the problem we have right now. all of these folks are not letting their policies get out across the boarder candidate. too busy sitting there bringing up the past and trying to be the victim. this is how we lose. they have got all of them across the board probably need to grow up a little or else you will see the voter base kind of start to be disenfranchised with all of them. >> is it wise to take shots at donald trump? we have talked about this before. and, again, carly fiorina is the one who is probably the only one who is drawing trump blood. >> right. and we have seen candidates like rick perry end up losing and dropping out of the race after going after trump. the difference with carly fiorina is though that she has that outsider credential. she has that nonpolitician credential. when people are responding to these polls and saying

that they want an outsider, they have a couple different options as they mentioned before and fiorina could be one of them. >> you make a very good point, by the way. the outsiders, the establishment or the d.c. at this typical politicians that take a shot the a trump he eats them up and spit them out bad for them. those who have taken shots from trump maybe a little more muted don't seem to be affected negative live by that. >> have been able to do in a way that possesses their own campaign. carly fiorina has been talking about how the political class has failed you, the voters that we have elected a republican senate and house and not much has been done. >> we are seeing that kind of rhetoric from ted cruise who is a senator trying to use his perch in the senate from being an outsider from within. >> i have to leave it there, ladies, thank you very much. speaker of the house john boehner has shocked the political world by announcing his resignation. is there a message for the

in the impact segment tonight, speaker of the house john boehner shocked the political world by announcing he will retire from congress. >> it's become clear to me that this prolonged leadership turmoil would do irreparable harm to the institution so this morning i informed my colleagues that i would resign from the speakership and resign from congress at the end of october. >> now boehner, who has been speaker since 2011 is stepping down after more than 30 conservative republicans were reportedly threatening no confidence vote on his leadership. boehner was struggling to pass legislation to avert a government shutdown next month while also dealing with conservative demands to to end federal funding for

planned parenthood. with us now is someone who knows a thing or two about being speaker of the house, newt gingrich. so, newt, did you see that coming? >> no i really didn't. calista and i were with john and his wife after the pope left. he was tired and debbie was tired. we didn't pick up a single hint that this was going to happen. certainly not this fast. on the other hand let me just say as a very devout catholic i think john boehner's highlight as speaker will always be yesterday. and i can't imagine a better day for him to decide to announce he was leaving than the day after the pope came to the congress. >> >> i'm trying to figure out the timing on that. he literally announced his resignation and made his announcement between two papal addresses speeches and prayers. i don't know, i'm thinking of maybe wait until monday? no? >> no, my guess is he

literally went home and he said this in his interview which i thought by the way his q and a session was as good an example of boehner's style and of his strengths. very low key and patrol car tig it call small town ohio kind of guy. and, you know, he said he went home last night. he had been thinking with it they thought they were going to do it in november. after yesterday it kind of felt right. and he told his wife last night he got up this morning and said yeah, let's do it. >> do you add in to the equation the fact that he has got this pending potential government shutdown that would be hung on him, again, because frankly, the republicans blew it they had opportunity to hang a shutdown on president obama, but for some reason it came back to them pointing a finger at them. maybe the timing just seems, i don't know, i just don't like it. >> well, i think part of the timing is that he has got 30 or 4 o0 guys on his right who are constantly attacking. and who are threatening to

move no confidence against the speaker. has got several very hard issues coming up. including the whole he question of planned parenthood and the cutting up of babies and selling of baby parts which is horrendous. and i think at one level is he just tired of it remember, he took over after the republicans were defeated in 2006. he brought the party back to big majority victory in 2010. and led the party so that today there are more republican house members than any time since 192 8. and i think, in that sense, he had worked very hard. >> but, specifically right now, he could have sent the spending bill to the senate and on to president obama's desk and without the funding for planned parenthood and then president obama would have had to have vetoed that. hence he shut the government down. >> he will with, the fact is he can't get it through the senate. he this had a vote the other day. >> that's not his fault though. you i mean, he can get the

vote in the house and just get it on paper. >> sure. well, there is no question he can get a vote in the house. in fact, he has a proposal to put it on reconciliation, which only takes 51 votes in the senate. it does not take 60. so, it wasn't that he wasn't working on a strategy to do it. but it's also true that there is a block of his members who are not going to help him keep the government open. and that he is going to be right back in that mess. i think you are probably right. boehner faced with that said i have done my share. i have served my country, i'm going home. >> here is the other part of the problem he says i have done my share, i have done my debt to the country, i'm going home. and now we have a bill that's literally in havoc, right? >> no. i think, look, they will -- the system sorts itself out very fast. they are going to have elections. they are going to have new leadership. they are going to have energy and new drive and we will see if kevin mccarthy becomes speaker how does he handle all of this? but i think boehner felt that he had literally burned

out his ability to be helpful. and, you know, if you look how hard worked in the last 8 years, getting him back into the majority, then growing that majority, it was a pretty remarkable achievement. >> so, do you think that what's going on in the presidential race route now, this bifurcation of the g.o.p. between the establishment and nonestablishment, boehner has been kind of known to be or perceived to be an establishment type of guy, do you think this has something to do with it because the nonestablishment candidates for president are doing very well. >> well, i think it's got to say something to everybody in washington both in the house and the senate. by my count, the top non-insiders and i always count cruise as part of this because he works so hard not to be an insider. have you got trump, you have got fiorina, you have got carson and cruz, they are abouting to 60% of the republican primary veto right now. that's got to be seen as a signal of how unhappy people are with washington, d.c. >> all right. well, it's going to get

come more often? joining us now from the values voters summit in washington, d.c. is fox news chief political correspondent carl cameron. so, karl,s that the vibe there on boehner? >> very positive. they are thrilled that he is leaving. these are evangelical christians and social conservatives from around the country they are rejoicing a lot of happy faces and relief there is a chance to get a real conservative in there who might be able to get things

done. a lot remains to be seen in that department, eric. >> ted cruz, a little rough on the speaker, right? >> he weighs, but then again ted cruz has been at odds with the speaker for quite some time. a lot on the house side, the fans of john boehner thinks that ted cruz forced a shutdown that didn't go particularly well in some establishment republican minds' views back two and a half, three years ago. cruz was one of the chief antagonist for the speaker. the truth of the matter is while it's sort of perceived as inside baseball house battle with republican conservative members of the house causing a coo or oust the speaker. the 2016 presidential candidates on national television every night. every morning and in all of their discussions for the last several months it's been about how they have to defund planned parenthood or risk a shutdown in order to do that so, in many ways the pressure came from the presidential candidates in the republican party. courting conservatives, particularly social

conservatives like the types that are are here at the values voter summit saying that they were willing to shut down the government if planned parenthood couldn't be defunded. and the guy who was holding the keys to that battle is obviously the speaker. >> all right. karl, talk to us about scott walker. scott walker left the rate. what's the general consensus there and by the way who picks up some of that support? >> well, scott walk are ran into a collosal problem. it's often said it's to the point of cliche that it to run a presidential campaign. you need a message. you need an organization, and you need money. and in the case of scott walker he didn't have the money and that was the priority that is most necessary in still early stage of the process. if you can't forecast your way paying big bills all the way past south carolina which is in the latter part of next february. if you can't pay millions and millions of dollars to get there, there is real there not much point in going forward. that's what scott walker figured out. now, if you look at the polls, there is an indication that iowa might be a little bit more open

now without walker in it. and that's already prompted guys like john kasich who was almost focused exclusively on new hampshire to consider it and spend a little bit of time and money in iowa. marco rubio suggested that he will step up his presence in iowa and he has already been there quite a bit. you are seeing a bit of a fluctuation as people are beginning to reconsider its the truth of the matter is the polls have begun to shift in terms of the trend lines for republicans since the last debate. if you go back to, say, may, two or three months ago, at that point carly fiorina was an asterisk in the polls. since that last debate she is now in double digits by far and away the most up ward trajectory of any of the candidates. ruinio and bush got a little bit of a bounce but it's small. what's also evident going back to may trump was 4.5%. ben carson was 8% or 9%. mr. carson has gone up he is now in mid double digits and some cases in the 20's. trump has reached 30%, even 33% in some polls. the average 30's right

around that debate. since then trump has actually lost some ground in the trend line of the average of recent polls. maybe as many as six or seven points. you lose six or seven points when you have got 30 that's like a 15% production. ben carson has lost a few points, too. it could be that outsider carly fiorina is on the upward trajectory as ben carson and trump at least in the polls since the debate seemed to have tagged down a little bit. >> talk to us about that summit there. who brought the most energy? who is the crowd most responsive to? >> well with, this is a group that is very familiar with the the rhetoric of all of these candidates. there have been several value voters summits out in the early voting states that have served as cattle calls for the early caucus. a lot are familiar with the candidates they watch closely. mike huckabee always lights it up. he is a former pastor. he won the 2008 caucus in iowa. so-to-large degree because of his performance and organizations and outfits like this. ted cruz, his fire and brimstone texas senator hard

in the factor follow up segment tonight, another bad poll for hillary clinton, new hampshire holds the first in the nation primary but if recent polls hold true, thian nit state is shaping out to be a big loss for hillary. a new cnn wmur poll has bernie sanders up had 6% to '30% over hillary clinton in new hampshire. joe biden who is yet to announce whether he is running sits at third with is pergs with this and other troubling polls hillary clinton new strategy better aimed at connecting to voters in a rather obvious effort to reach the millennials she sat down for an interview with actress lena dunham this week. >> did you have anxiety about that the concept of

losing your own ited tid joining forces with someone who had political ambitions? >> i was terrified about loading my identity and getting lost in, you know, the kind of wake of bill's force of nature personality. i actually turned him down twice when he asked me to marry. i said yes, i can't say yes. no, i can't do that right now. and then about a year later he asked me again, i said no. no he said i'm not asking you again until you say yes. >> marriage proposals? not exactly hard hitting lienna. joining me now from washington is ed henry who covers the campaign for fox news. ed, how are the clinton folks reacting to the new numbers? man, they look really bad. >> they have to be worried about the poll numbers because they are not these national polls that can sometimes be misleading frankly because what really matters would be the polls in these early states like new hampshire. so you put your finger on

exactly what's important. bernie sanders now leading hillary clinton by 16 points. in the first in the nation presume marry. that's a big deal. look, can she recover if she loses iowa and/or new hampshire? he yes, on super tuesday there is a lot of states in the south where thee probably will do better than bernie sanders. you know politics can often be a lot about momentum. if you lose one or both of iowa or new hampshire, that can be devastating or at least deeply troubling to any campaign. final point is the reason why she did that interview with lena did you dunham girl py racy show on hbo is it reaches female millennials as you noted there is a quinnipiac poll this week showing among white men hillary clinton's unfavorability rating is 74%. she is simply not going to turn that around. so she needs a massive turnout from women. both in the primaries and in the general if she gets the nomination. if she is going to win. >> ed, that same quinnipiac poll, head to head she loses to bush, carson, and fiorina, but ekes out a win

with trump ed, also talk to us today some additional emails were released, were discovered. hundreds we hadn't heard about before and specifically pointing toward ben benghazi. tell us about it? >> state department has informed republican trey gowdy select committee there in the house that they found some new emails involving libya, involving benghazi and the terror attacks. we have not seen the content. trey gowdy has not seen the content yet. all he knows is that he is getting these emails. will they be significant or game changer? we don't know. what i think is important to ground score is hillary clinton and the state department have both repeatedly said all work related email was turned over to her by the department. that's what she has said. by the way she certified that peace of paper to a judge back in august saying she turned over all work related email questions being raised about that state department said everything related to benghazi they gave to that special republican committee. all of a sudden they do this on a friday.

>> her state department said that right? not the current state department under john kerry, right? big pieces of context is fbi criminal investigation we all know about going on. so is the fbi cross-referencing what they have gotten from that server? hey, state department, what do you have? what did you get from hillary clinton? that is a big question for hillary clinton tonight. i think the other thing obviously is they are leaking all of this out on a friday amid the pope francis visit. amid john boehner's sudden resignation. maybe try to bury it on a friday before the weekend. that's curious. also, all of this is spilling out, eric, just a couple weeks before hillary clinton puts her arm up and testifies before that special benghazi committee. if somehow the fbi and others had leaked to asked under oath that would be difficult and problematic

for hillary clinton. have you got to get this. if there is bad stuff get it out before that testimony. >> also, you know, this ongoing every month a batches of emails that are released to the public. well, you know, now he would are starting to get to the point in her tenure as head of state when benghazi occurred, right? >> the next batch of emails that comes out. they have been coming out every month next wednesday. some of them should be around the time frame of the benghazi terror attacks in the falling of 2012 right before the presidential election. so that is something we are looking for. and the other thing is, look, when bloomberg broke this story this week saying the fbi is recovering some personal clinton email and work related email. a lot of people wondering about that and also the timing. it's saying look it's going to take the fbi, perhaps, a few more months to go through all of that time is not on hillary clinton's side if this cloud is hanging over her for months and not weeks that gets you into iowa and new hampshire. that's problematic. >> they want this email stuff to go away and it

the dem cattic strategists. i'm going to start with you, rick. all of these foreign policy issues that president obama seems to be, i don't know, having trouble th, is that going to bode well for republicans? >> you know, i think if republicans can take advantage of the fact that they can be leaders on national security, it's going to be a benefit. certainly, if hillary clinton is the nominee, she's not going to be able to run from the foreign policy of obama. look at what we just saw with putin.

that allows the sunis and the allies to have more, say in the governance of their own country. >> there's a migration crisis going on right now. you're suggesting solve the syrian crisis before we deal with the migration. >> no, no, no. they're connected. we need to start having a serious political talk to give the sunnis -- the fuel that's fuelling isis is the sunni discontent. political talks to give more sunni representation. it's clearly where we have to go. and i hope that the president leads us there in the weeks to come. >> president leads. but the president already said let's lead from behind. i don't know, it seems like he's leading from his behind. >> well, simon says it's an unwelcomed development. it's not only unwelcomed, but it's unsurprising when dwru look at the seven years of the obama administration.
