the damage to really start making some good decisions on how we can go and get people back into a protected situation but also back into a recovery situation. water issues, we have quite a few water issues that we're seeing, either people are without water or contaminated water. so we do want people to be extremely careful. we currently have 40,000 people right now without water, and i know that they're working very hard to get that back up. we have 26,000 people that are without power. that number seems to be an average. it's not that they're not getting it back up, it's just when one goes down, the other one, you know, we get another one out. so it's going back and forth there: but we do have 253 troopers on the road out there trying to keep everybody safe and help all of the crews and everybody move accordingly. sled has gone and deployed additional officers into claireington, lexington and lee counties as they've needed assistance, so we've been able

to do that. dnr has performed over 150 water rescues as of now. so they're continuing to work very hard. we have 25 shelters open that are currently holding and housing 932 citizens in their right -- in there right now. they do have plenty of food and water, all very safe and taken care of, and i want to thank not only dss who you may not realize they actually man those shelters and keep them safe, but they also partner with the american red cross and with the salvation army who have been absolutely fantastic partners to work with as we go through this. national guard, we've increased our number of guardsmen on duty, we're now up to 1300 national guard members across the state. we still have 7000 on alert as we may need them. they have done 25 aerial rescues to date and will continue to do that. the good news that we have in this is that we have zero

hospitals that are going to have to evacuate, and we have had a lot of heroes. and i'm going to talk to you about the great hero ares a little bit later -- heroes a little bit later, but one in particular are the heroes that work at the columbia fire d.. they worked all night long so that the hospitals didn't have to go down. and if you really want to talk about the work and the greatness of south carolina, it was the columbia fire department that said they were going to try and make sure that happened, so i do want to say a special thank you to them. no major cell outages, we're seeing sporadic, but no major ones at this time, so everyone should be able to still communicate in that way. and then the main thing that we have seen is everybody is requesting water, especially in the midlands area. they are without water in a lot of places, like i said, 40,000. so we are going to be setting up, i know a lot of people have had to go to stores and buy it, and the stores are are closed. you will see four water

distribution sites in richmond county today. i know one will be lower richland high school and the other will be richland fashion mall. the other two will be announced in short order. we will add six additional water distribution centers tomorrow for a total of ten around the state. so know that we have plenty of water. the time frame we're aiming is at 5:00, but you will see press releases if we can get those open sooner, and press releases if we have to deal with anything else. i want to thank walmart who so generously gave 80,000 bottles of water for the people of south carolina and continue to say they're on standby to give what we need. so many people have stepped up with supplies. our biggest focus right now is safety. so if you're in your house, continue to stay in your house, continue to remind your kids to not get out and play in this water. we want you to remember is if you're under a boiled water advisory, follow it. and remember that this is not a time to take pictures.

we've got enough media out there that you can look at to see the pictures and see the views of what's happening in south carolina. what i can tell you is we're stronger today than we were yesterday, and that's because the morale continues to be good. our angels in south carolina and our heroes continue to be our first responders. our first responders, our national guardsmen, those utility crews that are tirelessly working all night long to make sure that your power is on and the d.o.t. maintenance crews that have just not stopped and continued to work a thousand at a shift switching off, they've done a fantastic job. all of that with our volunteers and everyone else, it seems to be going forward. we appreciate that. and then, you know, we continue to appreciate the kindness that everyone is showing to each other. we wanted to move this further. i do want to say that i just -- the reason we were late with this press conference is that i received a phone call from president obama. he was extremely gracious and kind. he and mrs. obama expressed

their concerns and their prayers for the people of south carolina and also said that they were there to assist. prior to my conversation with president obama, we went ahead and did something that's very unusual, but it allows us to expedite the process. we did a verbal request for a major disaster declaration. so rather than waiting to do the paperwork, which we are drafting now, we went ahead and did a verbal request which allows it to come faster. those things cover individual assistance, public assistance for things like debris removal and emergency protective measures, hazard mitigation, damage to infrastructure, so to try and expedite that, we went ahead and did that verbally. we're looking at probably 11 counties right now. that number will change. those are are just the ones that we're doing this because we have immediate needs now in 11 counties. as we go further and we're dealing with our counties, we are going to see that we'll be adding to that list.

i also think that what we have started doing is today we're having phone conversations with our counties, educating them on what they need to do to do the county assessments properly. we've got people on standby to show them how to do that, and then we also have mike moore -- >> all right. we have been watching south carolina governor nikki haley as she has given us a lot of news in this news conference now. let's start off with what you may have seen cross your screen just a few seconds ago. and she has confirmed nine people have died in weather-related incidents. and we knew that the rescue situation over the weekend was going to be really tough, and she says that her department of natural resources has now made upwards of 150 rescues. be clearly -- but clearly, they are dealing with a situation like we saw as hurricane joaquin marched through the caribbean. the system just kind of sitting on top of south carolina. that hurricane has moved off our coast now, it's gone. but the remnants of the high pressure system and the water

that was already offshore is just making, well, it's a hellish day. day three now for south carolina. they normally get around 45 inches of rain annually. by the time this event is over, we're told to expect they will have gotten beyond 50% of their annual rainfall in just a few days. nine people dead, and 1,30 national guard members active. they've got 7,000 standing by. we will come back to the story as the news warrants, but we wanted to bring you that news conference and show you what people in south carolina are dealing with. this is a very busy morning. this is something that's just happened too, breaking news in vermont, and now we can confirm through our reporting that four people have been injured in a train derailment there. this is the vermonter. it goes from northern vermont, it takes 13 hours, 45 minutes daily, all the way down to d.c. it makes several stops. it had barely gotten out of rocksbury, which is toward the

central part of the state as you see on the map, when it derailed. early reports were that they knew they had injuries, now we can tell you more details. the four people who were hurt, we're told, thankfully, not life threatening at this point. but this is a very heavily-traveled route. that train is usually packed. we'll stay on this story as well and bring you more information as we get it. ♪ ♪ >> this is "outnumbered," i'm andrea tantaros. here with us today, harris faulkner, you just saw her dropping those headlines -- [laughter] actress and commentator stacy smith, sandra smith -- stacey dash and one of the wisest men in the building, host of lou dobbs tonight on fbm, the one, the only lou dobbs. and you're outnumbered. >> i have to tell you, there's no complaint here. so let's get right to the headlines. we begin with donald trump's poll numbers going in the wrong direction a little bit, well, at least from his perspective. he's hanging onto his front-runner status, but his numbers are sliding a little bit in some key early nominating states with ben carson and carly fiorina seemingly closing in. in new hampshire trump only holds a five month -- or i should say a five-point advantage over a surging fiorina, 2 21-16%. this is in a new "wall street journal"/nbc poll. just a few months ago his lead over his nearest competitor was 16 points. in iowa trump is ahead of dr. ben carson 24-19% with fiorina in third at 8%. but trump's lead over carson in this same poll a month ago was seven points. when pressed about his shrinking numbers on the sunday shows, trump hinted at what he would do if this trend continues. listen. >> i'm not a masochist, and if i was dropping in the polls where

i saw that i wasn't going to win, why would i continue? and it's funny, maybe it's, like, not like me because it's the power of positive thinking, i'm a very positive person, but the truth is i'm a realist. if i were doing poorly, if i saw myself going down, if you would stop calling me because you no longer have any interest in trump because he has no chance, i'd go back to my business. i have no problem with that. >> but before you think the donald has been humbled, think again. later sunday this tweet from him, quote: i'm leading by big margins in every poll, but the press keeps asking would you ever get out? they are just troublemakers. i am going to win, exclamation point. all right, lou. i don't think this is that big of a deal. he's sliding a little bit, but that was expected because fiorina did very well at the last debate. i don't think this is really huge trouble for trump. >> are i think that a lot of the speculation surrounding trump, the questions about are you

going to stay in you're only a front runner by 20%, you know, this is, this is -- this stuff is all borne by wishful thinking on the part of some of the politicos and, certainly, some of the supporters of his rivals. >> yeah. >> donald trump is going to do -- are you ready? -- he's going to do exactly what he wants to do. and he's not going to make it easy for those who are living in this fantasy land that he is suddenly going to roll over and act like one of the other folks he's running against. he's not that guy. >> yeah. most of his polls he's still above 20%, he's still in a pretty comfortable lead. so this is just the media trying to trap him into looking like he's somehow falling, but he's really not falling that largely. >> he's a perfectionist, so he likes to have that great big lead. what he has to remember is we just lost walker, we just lost perry, so the numbers are going to change, they're going to be different. and ben carson and fiorina, they're going to get closer.

but he's just so used to being in such a big lead that he, you know, to me, that was a really sweet, humbling moment for him where you got to see him be a little vulnerable and cay, you know what -- and say, you know what? if i'm losing, i'll step down. and then the next thing, no, i'm going to win. this is mine. >> on some levels, sandra, he's managing expectations. but he was sort of backed into that corner by the media to respond that way. >> so some of the reporting that we're seeing on the fox business network, lou, our colleague, charlie gasparino, who's talking to people close to trump on a daily basis are saying he's not going to wait until he falls so far in the polls before he makes an exit, he's reporting he's currently planning a strategic exit from this race with the expectation he will not maintain this lead in the polls. what do you think of that? >> has charlie decided he's actually the front runner now? [laughter] i try to keep up with this. look, charlie is not only a colleague, but a friend of ours. and if fact of the -- the fact

of the matter is the friends with whom he's speaking, you know, he has his sources, everyone has theirs. i've known donald trump for 30 years. let me say to you point-blank, donald trump doesn't move out of this position unless he is in a nose dive. he's a fighter, and he is -- look, one of the thing that is' driving everybody nuts about this guy aside from some of his language, his directness, his straightforwardness is the fact that he means to go out and win. he doesn't want to win nicely, he doesn't want to win at the margin. he wants to trample the opposition. this is an attitude that most americans -- >> yes. and just very quickly before you take it over, harris, considering all the media assault, the full frontals on trump for these last couple weeks, i think he's holding pretty well. >> only one thing, who on that list of, what are we now, 15? wouldn't want what he has right now? >> that is exactly right v. are you talking about the money? oh, no, i'm sorry. [laughter]

>> that 20 plus going, uh -- all right, we'll move on. now let's flip the switch to the democrats and what could be potential trouble for hillary clinton. in iowa she remains in the lead with 47% of the vote if the presidential caucus were held today. but she's not gaining any ground against vermont senator bernie sanders. and in new hampshire sanders is ahead by nine with 48% to hillary's 39. but if that race includes vice president joe biden, support for clinton goes down even further with sanders beating her by 14 points. speaking of biden, sources reportedly say he's leaning toward entering the race. and is expected to make his intentions known in the next week or so. so what about the money? some hillary donors tell "the wall street journal" very publicly they are throwing their support and cash behind the vice president. one donor telling the paper instead of being, quote, ready for hillary, they're waiting for joe.

and we don't mean coffee! joe? >> i think that's exciting, ooh clinton, a biden in a bush in this race -- [laughter] this is a generational dynamic change of direction for the country, and i think americans must be moving to the edges of their collective seats waiting to see what happens. >> they are. >> well, i think this really, stacey, speaks to what we're seeing with her campaign. we know from a couple of memos and conference calls, we have got to make her look likable, talk about the issues, get her out there. >> so that we'll forget she's a liar? no. [laughter] it's absurd. i don't think -- she's not going to win. she's not going to be the commander in chief of the united states of america. we're not that stupid. i think, i mean, we've got her and we've got a socialist, and then we've got a possible if vice president who might become a president. come on. the democrats are just scratching, you know? they're drawing at straws. >> we're not that stupid as a people. >> we're not. >> and the record, i think, is a little checkered on that

subject, frankly. >> well, listen, this isn't the first we're hearing about there would be support for a biden run. on wall street we've been hearing that for quite some time, before "the wall street journal" printed this article. when i speak of wall street, hedge fund billionaires saying, quote, a big fan of joe biden, he would make a great president. and he actually is making the point that joe biden would be associated with a strong obama economy. he actually had the nerve, and i put it that way because i think we'll all challenge that strong economy notion, by saying people will associate bide within the stock market at record highs, corporate profits at their highest ever, cheap gas prices. it's an interesting -- >> has he ever shorted a stock? >> he bet against enron. >> what about those jobs numbers that just came out? so is biden going to own what doesn't work -- >> well, they can twist that in a million different ways. 5% employment, they can make that sound pretty darn nice. >> so the question is, is biden

going to get in, and according to "the washington post" there are sources he is expected to make a decision in the next 5-7 days. because there's such an anti-incumbent/anti-washington tone, he would hurt hillary clinton. bloomberg saying clinton would fall by 11 points. this would only help sanders out. but you see this week hillary clinton trying to put herself to the left of sanders. if biden gets in, then she has to differentiate herself and triangulate from the administration that she was a part of, and that is going to be very difficult. >> wow, that's quite the dance move. go left or right? >> she can't do it like you, harris. >> i point out one thing? >> quick. >> every week for the past month we have been hearing that biden is leaning toward -- [laughter] running. and that's the way we begin each week. >> yeah. well, you know, it's got our attention. okay. speaking of lean, i'm going to lean this way now. hillary clinton does saturday night live, did you see it? she even sang a song.

"the washington post" reporting clancy said he did hear something about his staff circulating unflattering information on chairman chaffetz several days before it was

leaked to the media. apparently, the info that congressman chaffetz had applied to the service and been reject ared was obtained by improperly accessing chaffetz's private files. that's a violation of federal law. initially, clancy told investigators he'd only learned of the issue from media reports. now homeland security is reopening that case. at the time chaffetz was chairing hearings on misbehavior in the secret service. one week after a march 25th hearing an assistant director reportedly suggested the agency leak embarrassing info on chaffetz in retaliation for the probe. sounds very troubling to me, lou. >> six dozen agents circulating this information. john clancy brought in to clean it up. he's been part of the problem for a very long time. it's, this should be the acknowledgment that he is now destined for a different job, and he should get out. chaffetz, by the way, stepping up to contend for speaker of the house.

i mean, this makes it even more emphatic and, frankly, in my opinion that clancy being dealt with strongly and immediately by the congress, and they should insist this does not go without accountability. >> all right. so should he go, andrea? >> well, he should go because this was a legal activity -- illegal activity that his agency committed. over 18 supervisors were aware of this and, sandra, 45 people accessed this database illegally 60 times. somebody wanted to get him. >> oh, yeah. >> and embarrass him and get him good. they told clancy on march 24th about this, and he just said, oh, yeah, that's right. oh, i forgot. no one's believing him. now, we know this administration does not fire people for wrong doing, but something is up, and it clearly seems like a very hoover-esque, like when hoover was running the fbi, a hoover-esque move to embarrass him and hurt him, and as lou pointed out, this is a time when he's just announced his run for speaker. >> it hasn't exactly been the agency of accountability.

chaffetz saying it's troubling the director didn't seem too concerned about his staff members knowing something they would have learned by violating federal privacy law. it wasn't as if the director made any effort to squelch this at the time. >> well, it's as lou said, it was unlawful behavior. unlawful. so there has to be accountability. he should step down. he has to go. he has to go, he has to be fired. >> whenever i see someone at a high level suddenly have a memory jog and they haven't been taking a lot of vitamins, as you just said, it makes me think there's a paper trail somewhere. somebody's got something that shows -- there this isn't a partisan thing, i should point out. >> so as a reporter, i'm thinking there's got to be more to the story. you talk about the 45 agents who had access to that personnel file over and over. >> correct. >> i want to know, how do you supervise and not know your agents are spending that much time on one person? we've got a lot going on. >> how do they have that kind of time? >> so there are a lot of questions, i think, to be asked.

and unless he wants to answer them publicly, yeah, he should probably step down. >> it makes our secret service look so bad, you know? edthis administration has just made us look so bad on every front. >> yeah. and we've heard from lawmakers on both sides of the aisle saying this is intolerable, these efforts to embarrass chaffetz. last word, lou. >> the leadership of the secret service is rancid and should be expunged. pure and simple. >> hillary clinton fist bumping and poking fun at herself this weekend while taking aim at her opponents. whether those jokes were political humor or a case of liberal media bias. ♪

four people injured confirmed. this is what we know, the train apparently hit a rockslide on the tracks. that is what caused this. vermont state police and local fire rescue agencies got there right away. this is apparently taken from inside of the train. you can see a seat on the side through the window. imagine being a seat and that is your perspective. the interest train being on tilt and you trying to get out. you see a man outside. that would be taken as first-responders showing up. he seems to be uniformed. brand new pictures. several dozen passengers were loaded on to school buses to be taken to an armory near nor which university. those were unharmed. injuries not life-threatening. very latest on vermonter, goes to northern vermont to d.c., with several stops including boston. as more pictures come through we'll show them to you. >> hillary clinton playing the

role of a bartender, chatting it up with kate mckinnon, hillary was on "snl" this weekend. some are saying it was more of a campaign ad for the democratic frontrunners, to state her positions disguised as jokes letting her take a jab at her republican rivals. watch. >> all anyone wants to talk about is donald trump. >> donald trump? isn't the won like, you all are losers? [applause] do you think he will win the primaries? >> he must. i want to be the one to take him down. i will destroy him and i will mount his air in the oval office! >> other parts of show took aim at rest of fop field as well as hillary's democratic opponents. funny or not, lou, does this thing help or hurt hillary?

♪ >> hi, welcome back to "outnumbered." one community in louisiana is fighting back. rallying in support of religious freedom after the aclu sent a letter accusing the principal of airline high school of religious recruiting all because he wrote the future starts today. may god bless you all, in a message on the school's website. the civil rights group is also against a plan to set up prayer boxes at the school. the executive director of the aclu louisiana branch writing these practices violate the first amendment of the u.s. constitution and comparable provisions of the louisiana constitution and they must stop immediately. the school board voicing its support of the principal and the student's beliefs. one supporter at rally put it

this way. >> today seems like our christian beliefs are under attack. seems like being a christian you're offending someone. >> principal of airline high school says, i'm not ashamed of my belief. i'm not pushing it on you but i'm not ashamed of it. >> i would like to say i'm a very proud christian and what do you say, harris? what do you think of this? >> you know, one of the things that about this boggles the mind, all the things they actually allow on campus that are offensive. >> exactly. >> the campus is a microcosm of the rest of society. we see rapes on campus. we see shootings. we see all sorts of things young people are dealing with across the board. so my question would be, what sorts of things won't you allow on campus outside of religion? if you strike one thing you guess better get rid of all the offensive things that exist. i want to ask you, sandra, you were part of an athlete something that might be similar. >> fellowship of christian athletes.

as track team of lsu, i was very important group. very important group for those that want to belong. gives you a cents of belonging. put yous in a touch with other christians. very strong organization and feel like hearing about this, reading about this, christians are under attack in this country. jokingly somebody said in providing research, when is god bless you in the classroom to be outlawed? when is that a problem. it is a really challenging time. >> problem with spending money that has god we trust on it. >> i don't understand why christians are not reacting. our ministry service mentioned the assassination of christians out in oregon at the community college. the christians have to understand it's a time to stand up. and, americans have to understand that first acts of our government, in our constitution all pertain to god and the religiosity of our culture, our society, and yes

our government. there is nothing that says, freedom to kill religion in our culture, our society and in our government. public schools, public school boards should demand a return to the judeo-christian ethic, to the practice of religion in our schools, prayer in schools, in my opinion. and, there is almost a straight line between what happened in 1963 and denial of right to pray in our public schools and violence in our schools and our society that has risen exponentially over that time. >> that is what i was saying. all the things that happen make it look like a little city, if you will. >> wasn't too long ago, just a couple weeks ago we were talking about athletes praying before and after. sandra, you mentioned this is part of being at that level or any level. having ability to bow your head if you want before a game or after. i don't understand, all they said was god bless you. god forbid you sneeze.
