responsibility. the united states meantime strongly condemning the attacks and the white house said president obama spoke to the turkish president on the phone earlier today. this violent attack demonstrating the violent region. war-torn syria and iraq have taken in more refugees than any other country. it is also embroiled in a decades old conflict. benjamin hall has more. >> this was a peaceful demonstration, aimed at bringing together the kurds and the turks long been at odds. any hope has been dashed. they brought together both interests, hoping to unite them after years of fighting. the dwight is now greater than ever. the u.s. is involved in this issue and it is the kurds and the turks with the fight against

isis. they are bombing kurdish separatists, creating a vast conflict of interest. both sides are already blaming each other with yet another blow to unity and to u.s. policy in the region. around 10:00 a.m. local time, they walked into the middle of the peace rally and detonated. the tactics seemed to suggest radical extremists disrupting the peace process between the kurds and the turks. such is the nature of the region's politics that every side is blaming one another. the peace process has now all but collapsed, leaving the country and the u.s. policy in turmoil. the turkish government is now effectively waging an all out war against the kurds and it has

disastrous effects on the policies. it has assad and russian influence in the region. >> thank you very much. the turkish government manning local media from showing the local moments saying they create a feeling of panic. it warns the news organizations that they can face a blackout if they don't comply. other reports claim people complained they couldn't get on twitter and other social media websites either. it is not official if they blocked those sites, but they did these block outs in the past. >> russia is reportedly bombing rebels and syria who are backed by the united states and officials tell the associated press there is little chance the u.s. can help. russia insists it is targeting isis and the u.s. accuses them are trying to prop up the failed regime of the syrian president.

you can see it controlled by the terrorist group and where russia is tearing out the air strikes. you can see some of the targets are outside that region, hitting buildings and reportedly associated with president assad's opposition. all this conduct with the administration this week. they are cancelling the program to arm and train fighters in the region. they could avoid prison and face a court marshall which is the recommendation from an army officer. he said it should be handled in the civilian instead of the military situation. these military recommendations are usually followed and he is charged with desergz. he was court-martialed for leaving his post and spent the

direction. the vice president is home with his family in delaware, but earlier this week the group of his representatives met with staffers from the democratic national committee to go over detailed rules he would need to understand if he decides to run like filing deadlines on the selection process and delegates. it is considered an important step and doesn't mean he is going to run, but does indicate he is starting to put together a team in case he goes for it. this past month his schedule looks a lot like that of a presidential candidate and his speeches sound like it too. >> we are counting on you and need your help. we need your suggestions. we need your muscles. we need to move. if i don't move, i will be demoted to secretary of state or something like that. that's a joke. that's a joke. that's a joke. >> the white house has been saying go, joe, go.

we will read your answers later in the show. now to the devastating floods in south carolina that now killed at least 19 people and even if they worked to get life back to normal. they are facing another dose of heavy rainfall. the coastal storm expected to dump an additional to two inches in areas. that's bad news for people trying to return home and salvage what's left of their belongings. in jamestown, the river is expected to rise from 18 feet to 23 feet by monday morning. the governor is there on the long road. >> as the days have gotten long and we will get through this. next week will be better than next week. next month will be different. next year will be different. >> live from the west coast newsroom, the people can't get a break. what is the more rain mean to the flooding that is happening

there. >> julie, the ground is saturated and today's weather is likely to swell the creeks and the low-lying areas. officials claim it will not be enough to raise the flood levels. it will impact evacuations and recovery efforts. emergency view crews remain in rescue mode as they continue up and down the rivers. crews rescued 100 residents and rivers will remain above flood levels for up to a week, trapping many people in their homes. the santee will crest on monday, the last to do so. governor haley suggests those who live along the banks and many are choosing to stay put. >> the elderly will not leave. they are in houses that are completely surrounded by water and they will not leave because they are scared. >> so about 500 residents are

living in shelters and agencies served over a half million meals. 30,000 so far have asked for financial help. >> william, how is south carolina doing in terms of recovery? >> governor nicky haley said despite a week of rain, it remains intact. no report on oil, railroads or water or sewer lines. all major airports remain open, but many roads and bridges remain closed including a portion of interstate 95. >> the assessment teams are out there whether it's infrastructure and the fema teams. amazingly, dot to be out there working on that 95 stretch with drivers in the water and on top, the rain is not stopping anybody from working. >> the dry weather is scheduled to begin tomorrow. officials hope to clean up and begin repairs.

american public. which brings us back to the golf course. it was in need of spit shining. and so the markers on the course commemorating the major wars. number one american revolution and a war won by the man who gave birth to this place. golfers are reminded of the military battles that shaped our nation. war of 1812 and civil war, our nation's bloodiest in which armies were led on both sides. >> whether they are loyal to the union or south. for a lot of cadets it took their individual states to succeed before they went with the south. >> that is brother on brother. and freedom and how close you know each other here, it is incredible. you have the north and south and

confederacy and union. but close personal friends and understand the habits and weaknesses. it is significant. >> through korea and the cold war, golfers arrived in the 13th hole vietnam. it was controversial and led by general westmooreland who graduated from west point but served as superintendant. >> a lot of people would like to forget vietnam. but it is important for west point to remember. >> they stayed with it and bore the next couple -- leaders you see in afghanistan and iraq. the course is on west point property but open to the public p. the cost goes in to recreation for cadets.

>> it is the kind of story we never get tired of. a lieutenant surprising his 7th grade daughter in a track meet south of atlanta. take a look. you can see she nearly fell over with excitement. they hadn't seen each other for months. but this reunion was worth with the wait. it was excited and nervous and balled up in one feeling at. >> it was one of the best days of my life. >> and she said she was feeling tired that day and didn't want to go to the meet and of course, now, she is certainly really glad she went. >> and earlier asked you to chime in on one of our stories on the report. will vice-president biden run for president.
