left office in 2017. he will keep double the number of troops in 2016 and saying he will keep 5000 after he leaves in 2017. you can argue it two ways. the president learned the lesson in iraq and pulling the troops and how quickly it goes south. but the flip side he only keeps the number of troops and a lot of things going wrong in afghanistan in the last year or so. the spread of isis and taliban and al-qaeda training camps in afghanistan happen with this compliment of 10000 troops. why is it going to be better than it has been with that compliment of troops in the last year. >> we have seen the growth of isis partially in response. and redline in syria and see

what a mess syria has become. does the president, is there a feeling that he's being dragged into a more muscullar foreign policy? >> i wouldn't go that far. i think there was a fair amount of pressure from the pentagon. the former chairman of the chiefs began to push to keep the 10000 troops there and not to draw down in the beginning of 2016, i think the points you make about syria and iraq, there was a growing sense that the situation was deteriorating and you know, the last thing you should be doing is cutting our number of troops in afghanistan in half at this time. in a sense, there are two competing legacies here. clearly the president wanted to go out of the office saying he pulled all of the troops out of iraq and afghanistan, america's

longest war. we started there in 2001. on the other hand, the situation as chaotic in afghanistan as it is in iraq, that is not a good legacy either. clearly i think he decided in the end it was more important to maintain whatever games and stability we have with the expenditure ofñi blood and pressure in afghanistan in the last decade. >> now the race to succeed him as president. hillary clinton's performance in the democratic debate, a lot of people say she was solid and effectively closed the door on vice-president joe biden's opportunity to enter the race, how do you see it? >> i don't think you can say close the door, the door isn't of the rationales for a biden candidacy. he was not coming in as
