ardit parizi was charged for allegedly hacking a retail company's computer system giving him access to home, addresses and social security numbers of mo more than a thousand military personnel and government employees. that information was posted on an isis kill list online. he is expected to be extradited to virginia for arraignment. if convicted, he faces up to 35 years in prison. threatening a boycott. republicans donald trump and ben carson say they're going to skip the upcoming presidential debate if cnbc doesn't change the format. garrett is live in washington, d.c. to tell us more about their demands. >> donald trump says he's not worried about himself. he can stand on stage for ten hours if he needs to. it's the folks watching at home that he's worried about. yesterday, cnbc sent a memo to

all the republican campaigns outlining its debate plans which is set to last more than two hours, plus another 16 minutes in commercials and it does not include opening and closing statements. trump and ben carson, the gop front runners aren't happy with the format and sends a letter to cnbc that reads in part neither mr. trump or dr. carson will participate in your debate if it's longer than 120 minutes including commercials and does not include opening and closing statements. last night, trump told greta van sustron cnbc's format is all about the money. >> they want to make this an extra hour. and i think it's unfair to the viewers because it's too much. it's too much to watch and they're doing it because they want to make more money. >> carly fiorina, who is the other leading political outsider in the gop race says prepared statements are for politicians. >> i think apparently they're worried about answering questions for three hours. for heaven sakes, we have ten candidates on the stage.

a massive muddy mess, as you can see, in california. flash flooding sending water, mud and rocks rushing across interstate 5 near las vegas causing hundreds of cars to actually get stuck in at least five feet of mud. some of the drivers were stranded in their cars for more than an hour. >> and there's still a 0-mile shutdown in both directions. if you're in that area, you need to know about it as crews try to clear up the mess. but the thunderstorms, not over yet. maria is here live with that great news. >> wow. 30-mile shutdown? >> yeah. unfortunately we're getting what we need, which is rain out west, especially across california. but when you get rain on such dry ground, you tend to get a lot of runoff and flash flood situations like this and mudslides are a concern in that part of the country. we have an upper level low continuing to thin out here. we continue to see that moisture streaming into portions of southern california, across parts of arizona and that's going to be increasing in

security checks warning the costs of health care and food are on the ride. this is only the third time in 40 years benefits will not increase. we told you about them. at the promised more security. but those new, more secure credit cards everybody is getting are also apparently offer morgue hassles. fox business network correspondent adam schapiro is here to tell us about the problems people are having with those chip embedded credit cards. what's going on? >> good morning, heather. it's actually an old fashioned problem for a state of the art tech enabled credit card. millions of us across the country are receiving updated more secured credit cards embedded with computer chips that make it harder for hackers to steal credit cards. but several companies report they're losing business because people are failing to update their accounts with the new card. in many cases, that card number is the same as the old card, but the expiration date, that's different. and streaming music and video companies as well as your gym and other subscription-based companies require your account
