ardit parizi was charged for allegedly hacking a retail company's computer system giving him access to home, addresses and social security numbers of mo more than a thousand military personnel and government employees. that information was posted on an isis kill list online. he is expected to be extradited to virginia for arraignment. if convicted, he faces up to 35 years in prison. threatening a boycott. republicans donald trump and ben carson say they're going to skip the upcoming presidential debate if cnbc doesn't change the format. garrett is live in washington, d.c. to tell us more about their demands. >> donald trump says he's not worried about himself. he can stand on stage for ten hours if he needs to. it's the folks watching at home that he's worried about. yesterday, cnbc sent a memo to

all the republican campaigns outlining its debate plans which is set to last more than two hours, plus another 16 minutes in commercials and it does not include opening and closing statements. trump and ben carson, the gop front runners aren't happy with the format and sends a letter to cnbc that reads in part neither mr. trump or dr. carson will participate in your debate if it's longer than 120 minutes including commercials and does not include opening and closing statements. last night, trump told greta van sustron cnbc's format is all about the money. >> they want to make this an extra hour. and i think it's unfair to the viewers because it's too much. it's too much to watch and they're doing it because they want to make more money. >> carly fiorina, who is the other leading political outsider in the gop race says prepared statements are for politicians. >> i think apparently they're worried about answering questions for three hours. for heaven sakes, we have ten candidates on the stage.

vowed to end the longest war in american history. but as the taliban gained strength in afghanistan, he's making a major policy change. although the afghan combat mission is officially over, the u.s. will keep, in fact, nearly 10,000 troops in the country throughout most 06 next year. kevin has the latest. kevin. >> reporte >> while america's combat mission in afghanistan may be over, our commitment to afghanistan and its people endures. >> a commitment that is now endured for 14 years and will continue. the u.s. will slow its withdrawal from afghanistan, opting instead to have troops by the thousands remain beyond next year. the president announced that 5500 american troops would remain in afghanistan into 2017. president calling it a modest but meaningful extension of our presence. but for much of 2016, around 9,800 american troops will serve throughout the country in noncombat roll. still, it's a dramatic shift for

that he had to make this decision, the president said, curtly, no. he said this is a result of a month-long review and reflects the advice and consultation of his leader at the pentagon. at the white house, kevin corke, fox news. >> thank you, kevin. former nba star lamar odom remains on life support after being found near death following a suspected drug overdose. but this morning, there are conflicting reports on his condition. leah gabriel is here now with the latest. >> reporter: good morning. the two-time nba champ is in critical condition in a medically induced coma at a las vegas hospital. but espn reports he is showing signs of improvement. the sport site says doctors remain hopeful after odom squeezed the hand of his sister-in-law, kim kardashian yesterday. but doctors say given his lack of sxons responsiveness, that hand squeeze may have been an

involuntary movement. and despite reports of a successful dialysis treatment, people is reporting odom is on his last leg and his estranged wife, khloe is preparing for the worst. during his stay at the brothel, they say he took several sexual performance enhancers. experts warn those supplements are often dangerous because they are not completely herbal. >> they can have huge interactions with other drugs, with many adverse side effects, including death, coma, low blood pressure. the consumer knows these are not fda approved medications and to use caution when buying anything over-the-counter that promises instantaneous results. >> blood tests are under way to determine if any substances are in odom's system. we are learning odom spent $75,000 while at the ranch.

>> he remains in our prayers this morning. terrible tragedy. dr. jamie zimmerman, a reporter for the network's medical unit has died while on vacation in hawaii. police say she was trying to cross the luma high river on the north shore when she was swept out to sea. lifeguards found her unresponsive from about 200 yards from the river's mouth. dr. zimmerman was only 31 years old. our prayers to her family. former house speaker dennis hastert intends to plead guilty in a federal hush money case. his attorneys told the judge they have reached a plea agreement on the charges. the 73-year-old is being accused of lying to federal investigators about plans to pay someone $3.5 million to hide allegations of sexual abuse from when he was a coach and the teacher in illinois. the agreement will be revealed during his plea hearing. that will happen on october 28th. now to some extreme weather.

a massive muddy mess, as you can see, in california. flash flooding sending water, mud and rocks rushing across interstate 5 near las vegas causing hundreds of cars to actually get stuck in at least five feet of mud. some of the drivers were stranded in their cars for more than an hour. >> and there's still a 0-mile shutdown in both directions. if you're in that area, you need to know about it as crews try to clear up the mess. but the thunderstorms, not over yet. maria is here live with that great news. >> wow. 30-mile shutdown? >> yeah. unfortunately we're getting what we need, which is rain out west, especially across california. but when you get rain on such dry ground, you tend to get a lot of runoff and flash flood situations like this and mudslides are a concern in that part of the country. we have an upper level low continuing to thin out here. we continue to see that moisture streaming into portions of southern california, across parts of arizona and that's going to be increasing in

coverage here as we head into the next couple of days. through the weekend, we're going to see those thunderstorms continue to go increase and also spreading farther off towards the east across parts of the four corners, the entire chain of the rockies looking at some moisture there across the western u.s. from that storm system. but by the way, across portions of the interior northeast and downwind of some of the great lakes, you're going to be looking at some lake enhanced snow showers and even some of the higher elevations picking up some snow as the colder air moves in. it's not going to be significant across the northeast. and, again, it's interior parts of that region. but it is going to be the first snowfall of the season for some of you out there. that's going to be quite exciting to see this weekend been temperatures quite cold across the northern plains. 20s and 30s. that cold air is spilling forward. take a look at the forecast in new york city by sunday morning. 39 degrees, so grab those coats. >> going to be some frost on the pumpkins. thank you, maria. >> thanks. the national transportation board just release dollars its preliminary report into the sinking of the elfaro cargo ship

over yet. maria is live in the weather center with more. >> good morning. california really picking up some heavy rain from this upper level low pressure system that just continues to pull in that tropical moisture and streams it northward. it's going to be firing up more showers and storms throughout the day today. that's going to be increasing in coverage across the four corners region and into the rockies. take a look farther east. some of that white stuff, that's snow that's forecast to be coming down across parts of the interior northeast. so downwind of the great lakes and higher elevations, you could be looking at snowfall accumulation come this weekend. that's going to be interesting to watch play out here over the weekend. it could be the first real fall of the season for you across that region. but taking a look at current temperatures, you can see it's chilly out there across the northern plains. 20s and 30s this morning. that cold air is spreading eastward. here is a look at your temperatures like new york city in boston. sunday morning, you could be only in the 30s.

security checks warning the costs of health care and food are on the ride. this is only the third time in 40 years benefits will not increase. we told you about them. at the promised more security. but those new, more secure credit cards everybody is getting are also apparently offer morgue hassles. fox business network correspondent adam schapiro is here to tell us about the problems people are having with those chip embedded credit cards. what's going on? >> good morning, heather. it's actually an old fashioned problem for a state of the art tech enabled credit card. millions of us across the country are receiving updated more secured credit cards embedded with computer chips that make it harder for hackers to steal credit cards. but several companies report they're losing business because people are failing to update their accounts with the new card. in many cases, that card number is the same as the old card, but the expiration date, that's different. and streaming music and video companies as well as your gym and other subscription-based companies require your account
