podium. christine fisher is live in washington to break down the proposal that emerged without the rnc's help. right, christine? >> that's right. finding common ground is never easy when you're dealing with 15 competing campaigns. last night, almost all of the republican campaigns agreed to a series of demands that gives them greater control. specifically, they want a two-hour time limit, mandatory opening and closing statements. equal speaking time for the candidates. this meeting was a direct result of the debate on cnbc which the candidates criticized as being unfair and biased. the chairman of the republican national committee already suspended their -- they're trying to take corolla way from the rnc so they can negotiate with the networks before the debate. >> ben carson's campaign manager walked away marveling at how

friendly it has been. >> we haven't seen each other in a while. first time we met all 15 candidates. it was amazing. it was very friendly. we all have our own personal strategies, you know, but we realize that somebody is going to be the nominee. >> now, according to a draft of demands by the "washington post," before the meeting started, one other possible demand involves the temperature of the hall. they want it below 67 degrees. very specific. it's important because nobody wants to look sweaty on tv. these lights get really hot. you guys know what i'm talking about. >> we do know. thank you very much, kristin fisher. >> nobody wants that rick perry moment when he was in that hangar announcing he was running for president and everybody is sweating. >> look how marco rubio was sweating and donald trump was leaning on the podium. people were exhausted.

mourning to honor the people on board that plane. the story continuing to evolve of the we'll bring you the latest on that. it may change once again. another fox news alert. three earthquakes rattling parts of arizona overnight. a 3.2 quake hit near black canyon city, about 40 miles from phoenix and two hours later, another quake hit, 20 minutes ach that. thankfully, no one was hurt and no damage reported. happening today, president obama will meet with convicted drug offenders at a new jersey center talking about reintegration into society. bill bratton now warning that the president's plan to release inmates early from prison, this started last week, could flood our streets with dangerous criminals. about 6,000 nonviolent offenders, that's what they call them, are set to be released under the president's plan because it's not easy to judge who is really violent and who is

not. the former senator and one-time presidential candidate fred thompson, has died. >> i'm just like you are. i love my country. my country has given a lot to me. >> we're told that he passed away at his home in nashville surrounded by his family after a recurrence of lymphoma. thompson was truly a jack of all trades. he was a lawyer during the watergate trial and spent time in tennessee as a senator. he also parlayed his bigger than life persona in movie gigs and landed a spot on law and order for years. he died at the age of 73. our thoughts and prayers out to his family. >> i don't know how you accomplish more than he did. >> no kidding. he sure did, didn't he? >> the thing about him, the guy in the senate was the same guy in the movies, was the same guy who would sit next to us on the couch. he was a great man. >> he'll be dearly missed.

we tolled you last week that it was last weekend, a week ago that quentin tarantino was in an anti-cop rally here in new york city and called cops murderers. since then there have been boycotts all across the country, calling for boycotts of his film. the national association of police organizations said on friday, we ask officers to stop working special assignments or off-duty jobs such as traffic control or technical advice for tarantino's projects. >> right. his dad came out over the weekend and said, look, i've got respect for him, but he's kind of blind to reality. now jamie foxx has come out defending him. watch this. >> quentin tarantino: i want to say this. quentin tarantino, you are boss. you are amazing. keep speaking the truth and keep telling the truth. don't worry about none of the hating. >> there are a lot of haters

to come forward and the media is not there to play patty cake. this is a serious matter and they're going to ask questions that are at times uncomfortable. >> i think it's okay to ask hard questions and follow-up. but if you watched it, the moderators were arguing during their answer. >> yeah. i think that cnbc when they looked at the tape would probably want to do some things differently. i think this discussion going on between the chairman and the republican party and the networks and the campaigns and the networks, that's healthy. at least to try to come up with some broad ground rules. >> sure. >> however, we have to keep in mind, as someone who has been in many debates in the past, candidates have to be prepared for any kind of question coming from anywhere and you can't complain about the questions. the audience may not like it.

they'll respond. that's where the networks have to be careful. if they feel the debates is not fair, the people are watching may decide to go somewhere else. >> you're saying that if you're running for president, you should not be afraid of network, right? >> hello? there's always a dynamic tension between a president and the media. it's been that way forever. when you're running, you better be prepared to answer any question, period. >> let me ask you this, dennis. why is the dnc and hillary clinton afraid of fox. they have debates with nbc, cbs, abc. msnbc, cnn, un i vision and not fox. if you're going to run for president, you shouldn't be afraid of a tv network, why won't she come on this network? >> let me tell you this. people were discouraging me from appearing on fox. what i said at the time is this. this is before i worked for fox. incompetent said if you can't

meet that test of being subject to scrutiny by a network that may not agree with you philosophically, then, hey, why are you running? i would say that secretary clinton would serve her campaign, the american people well to be available for questioning as the other candidates who are running are as well for fox. it's not even a close question. we could have these questions. we may not always agree. but this is a huge audience that you have to have the ability to reach out to, to get a chance to see what you think. >> dennis, you're saying that the democrats should have agreed to a debate on fox. >> absolutely. it's not even a close question. i'm not saying this because i'm working for fox now. i said this before i was working for fox that whether you agree with the fox news policy or not is irrelevant. you have an obligation to speak directly to the american people. that's what these debates provide. >> we are truly fair and balanced. you're right here on the channel. you work for us.

and their perspective as we should be. >> right. >> before we go any further, can i ask you why you think hostage negotiation works like everyday life arguing? >> if you look at the tense situations that police negotiators deal with, life and death is often on the line. it's skill sets that we apply are successful in those situations, certainly they will be successful in situations where there's less life or death consequences. being attentive to them is the key that. >> arguably, the most at stake when it comes to aur relationship. if you're going to get something across and cooperate, which is one of your main goals, you should give it a good try. this is how. you say influence behavior and that will gain cooperation. what do you mean? >> well, i think people like to be engaged with someone that they feel genuinely cares about them and is respectful and wants

to know how they feel about a particular issue or a concern. so by demonstrating by asking open ended questions, by identifying the feelings that you hear from that perpendicular, you're really angry now. i can tell that. you're acknowledging to them that you hear their point of view. >> if we're arguing, you say you try to get that out of me. not that you try to find out what's bothering me rather than answer and come back at them as angry as they're coming back at you? >> that's correct. instead of trying to make my point and say no, you're wrong, here's how you should look at the issue. i would say, i can tell you're really angry about this, you feel passionately about this, it's important to you. by acknowledging that, we can create a situation where we're demonstrating our ability to understanding. >> listen, you say listen -- lose the strut. >> i've spoke at a university

some years ago and had an interesting conversation with the young men and women. i think particularly at an earlier age, men puff their chests out and be a bit of a peacock and show young lady how accomplished they are, how smart and how good of an athlete or whatever. when in reality, to really win her heart, you should listen to her and what she's interested in and what sorts of activities, things that are important to her. that's how you create a real bond of friendship and trust and a good relationship. >> calm down and shop. >> what you're saying is you should cooperate, you should listen and deescalate the situation, but if you're the one who knows all this, and you're really angry and you're right, sometimes that is hard to do. >> is it called a win? >> sometimes it is. it is difficult. you have to realize, not everybody looks at the situation the same way that you do. so by slowing down and -- there's a thing called

down near houston, in friendswood. as many as six tornadoes were reported in that area. the same storm bringing more than 12 inches much rain. police say that four victims were swept away in their cars by the floodwaters. maria molina is here and tracking more rain today. hi there, maria. >> hi heather. the storm system on the move. it's going to be impacting parts of the southeast. you can see on the radar this morning, it's already busy across the florida panhandle, southeastern alabama. georgia and even into the carolinas. the system bringing in a train of storms. very heavy rain and locally up to 6 or 8 inches of rain are possible across the areas. we have a concern for flash flooding. watches are already in effect. and we're expecting to see the possibility of more severe storms. there's a marginal risk of isolated tornadoes that will be a concern. i want to focus in on the west. across the sierras and into the

marine corps captain. katie, i'll talk to you first. you heard about the reforms, what donald trump went over there and being able to use the v.a. card and anyplace you want that takes medicare. do you like what he's saying. >> on the surface the plan sounds great and it's a lot of the top issues that veterans are facing. it calls for increased transparency in the v.a. at the end of the day, this is an oversimplified solution to a complex problem. there's no mention of how he'd accomplish the initiatives. it will be a lot more difficult to implement than he's letting on. i think one thing that's often missing from his plans is the ability to bring accountability into the system. that's not a problem that's been prevalent throughout the entire discussion. >> i believe the head of the v.a. was offered the ability to go and be able to fire people. they didn't want it, carl. do you think there's something to this? >> absolutely, there's something to this. trump is known for the line

you're fired. there's no way to bring accountability to a businesslike firing the people in charge of it. if you have failed as a v.a. official, he's going to hold you accountable. we've given him $17 0e billion as taxpayers and they can't get the job done. we need a business owner like donald trump to get it done. >> you're skeptical, i understand about this deal? >> i am skeptical. i like the idea of giving veterans the going to a private doctor, that's nothing new. that was part of john mccain's plan years ago. the union that represents the v.a. workers is going to resist all of this. if you're not willing to take on that union, you're not going to be able to accomplish any of this. the prerequisite is, you have to change the structure there, the way the workers are protected by the union and the union resists any kind of change and efficiency. >> has trump ever backed down from a fight? no. >> he never addressed that in his pretty long platform there. he doesn't address the fact that

i'i've been an elementary school teacher for 16 years. it is really difficult to afford living here in san francisco. i went into foster care my freshman year of high school. i think there was like 9 people living in a 3-bedroom house. claudia: 40% of the mission rock housing will be for low- and middle-income families. there will even be housing for people like micaela who are coming out of the foster-care system. micaela: after i left the foster-care system, i realized that i just couldn't do it on my own.
