hello, everybody. this is fox news alert. a manhunt under way at this hour in france. police now searching for an eighth suspect involved in the paris terror attacks. he's described as armed and dangerous. hello. the man believed to be one of the three brothers who rented the car used by a group of hostage takers that left dozens dead inside a concert hall. just one of the multiple orchestrated attacks that killed at least 132 people and injured 350 others. now, the death toll brought up today to 132 after three people died in the hospital. meanwhile, counterterrorism police in belgium arresting seven people who may be linked

to those attacks. we have fox team coverage beginning with catherine but we begin with steve live in paris. how is that manhunt progressing at this hour? >> the manhunt is intensifying not just here in france but across the border in belgium as hunt is intensifying after e the discovery of a getaway car four miles east of paris. it was a black hatchback spanish made fiat vehicle. they found three attack rifles. >> right now where you are, it's a little after 9:00 p.m. paris time. is that city still on lockdown? >> reporter: a lot of official sites and tourists areas are still closed but there were more people on the streets today and we asked some of them why they

thought it was important to come out on the street. >> the beginning it was kind of panic but then today, no, no why should we panic and stay home. let's just go out and show that we're not afraid. >> reporter: bigger crowds here, too, at the site behind me. these two restaurants on friday night. 15 people were gunned down and killed including one 23-year-old american woman. back to you. >> steve, paris remains a city on edge. there were what some people thought were shots fired into the crowd. others thought it was firecrackers. it was not gunfire but people were scrambling and people are scared and that folks are on high alert there. tell us what that was like. >> reporter: people are scared. when you ask them do they feel safe, they really hesitate. they are coming out on the street in daylight hours but

there's a real sense of fear. we had a scare in our hotel where we had people running down the hallways and locking themselves in their rooms especially with this news that at least one attacker still could be loose and perhaps accomplices out there either in france or in belgium. there's a real sense of vulnerability here. these people were shot, innocent young people eating dinner, at a concert, randomness of targets really has shaken a lot of people's confidence and it may take time to get that confidence back. >> no doubt about that. nerves are on edge at this hour as that manhunt continues. thank you very much. with this manhunt under way, the fbi sending in a team of agents into paris. they have experience in recovering information from electronic devices. joining us now with more on this, chief intelligence correspondent in washington. what else are you learning at this hour?

>> thank you. good afternoon. fox news confirming the fbi is sending in evidence response team out of its new york office to paris and the specific focus is on the phones and computers of the three teams of terrorists and how they communicated and whether they used encryption. authorities report they found a sony playstation 4. one of the most common gaming consoles. it can be a work around to avoid phone taps. we don't know if it was used in the paris attacks but it's an intriguing finding. >> you have a number of these gaming setups now where you can have voice communication and limit that voice communication to my network. you know who is on with you.

those voice communications unless they're being intercepted in some way because the government is looking at you, those communications are gone after they are uttered. >> fox news learned that four credible isis linked social media accounts began sharing messages 72 hours before the paris attack including images of weapons, the eiffel tower and blessings for their mission. a military intelligence source says the social media traffic is seen as evidence the three teams had gone operational. >> so what about the warnings that we are hearing about at this hour that you have information about? >> fox news has confirmed that the u.s. intelligence community, this includes fbi, cia and nsa among others, are going back through their holding to see if anything was missed. this isse routine after major terrorist attack. the ap was first to report that they warned coalition countries of an imminent assault ordered by the leader of isis, the man you see there.

the iraqi intelligence official said the plot could include bombings, assassinations or hostage taking. u.s. government official was not directly aware of this warning but says it always comes down to the specificity of the warning. however you want to discuss it, this was clearly a massive intelligence failure in paris. >> with widespread repercussions. all right. thank you very much. >> you're welcome. joining us now, former cia director and chairman for the foundation for the defense of democracy, ambassador, welcome, sir. good to have you here. the french interior minister said today that some of the suspects were unknown to them. they managed to go under the radar. isis warned it would infiltrate and we've seen they made good on that threat. now as authorities search for the suspect on the run, do we

know that this is going to be something of a problem that he may go underground and could plan more attacks with other partners? >> what's interesting to me is with each hour this plot seems to be more and more complex. more and more people involved. people from different countries. belgium. people with stashed getaway cars, et cetera. this is not an amateur operation and it's not an operation by something like even a sophisticated terrorist group such as al qaeda. this is something that a government intelligence agency could plan and it's interesting because isis wants to be considered a government. it wants to be able to be treated that way. and i think that unfortunately

they are succeeding in having a complex operation and convincing people that they do have a caliphate that they are beginning to build. >> we've got the photo of the suspect who remains on the run at this hour as we speak. what do you make of the fact that this group put together what was undoubtedly that coordinated hit requiring planning and that the avoided surveillance via encryption getting a handle on this raises concerns since it's difficult to track since, for example, i have heard that they can be set to a timer and self-destruct and hold group chats for up to 200 people within the dark web. are fbi directors admitting we're not equipped to get a handle on this yet? >> i think that's right. encryption and various forms of it like this are moving very fast and although hacking is the offense can frequently defeat

the defense, it's not necessarily true with something like this. and i find the sophistication that isis is manifesting in both its electronic approach toward things and the numbers of people and complexity of the approach and the rest, this is understandable why the french president said we are at war and basically it was an act of war. it was an act of war that occurs by a state or something close to a state. it doesn't occur just with a band of killers. >> we've all been hearing that the reports that the paris attacks were planned in belgium, which has become a hot bed for terror recruitment. one of the first suspects landed on european soil hiding out with thousands of refugees fleeing syria. this was something that many intelligence leaders warned about months ago.

is this the only answer at this point from your point of view to close the border to syrian refugees? can they come through using their own path forward without repercussions? >> they'll find ways to get in. this is not going to be solved by a simple closing. we have to do two basic things. first of all, i think the united states has to step up to this and go along with our ally france if they operate under article v of the nato treaty and ask other countries to join them in war against isis. the only country ever to do that under nato was us after 9/11 when we in effect declared war against al qaeda and our allies joined us. that's what nato is for. if france issues such a call and we don't respond by actually pulling people together who can help, we are really betraying an important trust. pulling people together doesn't

necessarily mean thousands of american boots on the ground. those boots may be mainly filled by kurds and egyptians and jordanians and so forth but a substantial american commitment including a much greater use of airpower than we've been doing so far. >> that's what people are asking. you are saying that this is a war against these terrorists. folks are wondering what is this war going to look like when you are dealing with a number of countries that want to lead this effort? >> well, if we step up to it, we will end up being able to lead it. we would have to have an accommodation with russia. that could probably be done. i think what is far more likely than people elbowing one another to get to the head of the line is lots of folks are going to want to just kind of be in there but not doing anything very effective and that's basically been the american posture for a

time. we have become during the first gulf war we launched thousands of aircraft a day and when we took on serbia in order to save the kosovars from being obliterated, it was hundreds a day and now an announcement a couple weeks ago the united states in syria against isis was flying eight a day. that's not 18 or 80. that's eight. that's not really conducting an air war. that's fiddling around. >> in the bigger picture if you look at this, do you think world leaders are going to have to look at this as a situation where this is part of a global worldwide movement and not simply tied to just one or two groups like isis or al qaeda and there are other groups who share the ideology so that to really make this count, you have to look at it as a global strategy. >> i think that's exactly right. and we don't want to get too

hung up on just isis. although i think we have to take on the caliphate and destroy it essentially. we do also have to pay attention to the other groups that can carry out terrorist attacks against us and that means we need to ask our cities to have another look at being sanctuary cities and tolerant of folks who show up with the number of felony convictions and get to walk the streets with a gun. we need to look hard at how these groups are getting their money. a fair amount of it comes from trafficking and women and children and in iran's case trafficking in body parts and organs. there are just a number of manifestations of what these groups are doing that we're going to have to deal with and take on and right now we're not doing it. we're just kind of thinking

welcome back. deadly attacks in paris took center stage at the democratic presidential debate. the candidates offering sharp language for isis which claimed responsibility for that massacre but all three declining to use the term radical islam in reference to those attacks. the focus changed from national security and terrorism that seemed to have hillary on defense, ed. >> reporter: a bit of a surprise because as a former secretary of state, there was an anticipation perhaps that she's got the resume and credentials on national security and may dominate the stage like she did in the first debate. not so fast. she was on defense pressed by

the moderator about whether she and president obama have consistently underestimated the threat from isis and when pressed, are we at war with radical islam, this is what she said. >> i don't think we're at war with islam or all muslims. we're at war with jihadists -- >> he didn't say all muslims. >> you can talk about islamists who clearly are also jihadists. it's not helpful to make the case that we have to reach out to muslim countries and have them be part of our coalition. >> reporter: clinton dancing around using the phrase radical islam. interesting, i spoke to one of you her advisers. she said, look, she realizes there are some in the muslim world offended if she uses the phrase radical islam and if she is elected president, he'll have
