"special report" up next. this is a fox news alert. good evening, i'm bret baier in washington. we begin with breaking news out of washington and paris. the state department is at this moment warning americans about international travel. it has just issued a worldwide travel alert for u.s. citizens. state department officials say current information suggests that isis, al qaeda, boko haram are believed to be planning attacks in various regions. they are urging vigilance in public places or when using public transportation,

particularly at events. police say an explosive vest without a detonator was found by a street cleaner in a pile of rubble in a southern paris neighborhood tonight. it was discovered in the same area where a cell phone belonging to the main suspect still at large was pin pointed by dps the day of the attacks. the explosives and the configuration of that vest is said to be identical to the suicide vest used on november 13. also tonight, increasing doubts about president obama's strategy against isis, whether he is or has been getting or giving the whole story about the isis threat. whether the fight over syria is increasingly becoming a proxy war with russia and ira vladimir putin visits tehran. and amid a virtual lockdown in one of europe's most prominent cities in the wake of post-paris terror threats. first the president's own reaction to an investigation to see if elements within his administration have deliberately falsified assessments of the

isis dangers. >> i don't know the details of what has been discovered, but it feels to me at my level, at least, we've had a pretty clear-eyed, sober assessment of where we've made real progress and where we have not. >> james rosen is at the white house with the president increasingly under siege by both isis and a quagmire. rage and tenseness in a city that has been on lockdown all weekend. we begin with katherine heritage here at the bureau on which fox first reported that the president call for an investigation. >> as allegations of manipulated intelligence get worse, the white house spokesman insisted today that president obama is not afraid of bad news. >> the president would rather get that information and make changes to the strategy where necessary than not.

>> reporter: but a year before isis spread through iraq, they said there were multiple intelligence assessments between the cia warning of the rapid rise between northern africa and the sinai where isis recently claimed the bombing of a russian jet. despite the warnings, an official it was part of a white house discussion said the administration kept, quote, kicking the can down the road, quote, and the president didn't want to hear it. a description described as faceless at the briefing. it was made clear between the president and intelligence officials that he's looking at the best, most accurate assessment of what's actually happening that he can possibly get. >> reporter: the investigation of whether isis was manipulated is expanding. fox news is told that it includes at least two e-mails in the hands of the inspector general.

they suggested he "cut it out" and "toe the line." devon munez sent an e-mail to the general. they said there is a difference between what is being seen firsthand and what the white house is claiming. >> i think at the moment what we hear the president and his senior officials saying to the public, it just doesn't jibe with what they're saying in public and what we see on the ground. >> inspector general austin is being questioned by the general. they demand oversight and will continue to work by request. one of the centers for international politics is in the grip of terror tonight. armed troops patrol the streets in brussels, belgium while authorities conduct terror raids as they search for one of the architects of the friday the 13th attacks in paris. correspondent benjamin hall is in brussels tonight. >> today in brussels, the threat

continues of t continues. of the 21 arrested last night, three have been released. three are held in questioning and only one was charged. they also say abdeslam salah is still at large. schools and museums all closed as authorities fan out among the city, hearing that another cell is moving. now questions about whether a mistake was made and concerns were ignored. as darkness fell over brussels last night, soldiers moved in. 22 raids were carried out through the night as soldiers shut down streets and helicopte helicopte helicopters hovered overhead as they sought to prevent another attack. i tracked down one man who had grown up with salah and his brother brahim in the district

of mozambique. >> he would go on and on about jihad with loads of guys around. he would smoke marijuana and watch gun battles and talk about how he wanted to join. for the last year, he talked about nothing else. >> reporter: others in the district also showed shocking support for paris attacks, with these young muslims telling me, an eye for an eye, a tooth for a tooth. they spoke proudly about how the attacks were retaliation for bombings in syria and iraq. today on the belgium border, police increased the checks, afraid that abdelslam would again slip through their fingers. he was held briefly by police but was released. it was believed that salah was wearing a suicide belt, but one was found without a detonator in a neighborhood in paris. when he found it, it didn't work. this movement has now raised questions about security in the continent, and tonight in rome,

people are afraid. >> isis has been threatening to hit rome for some time, but after paris, it just seems more foreboding. there are more than 2,000 additional security personnel on the streets, but half of the battalions still think something is goi work for this

president. >> to include people in washington, d.c. and they're certainly entitled to their opinion. the president has certainly valued the advice they have given over the years, and certainly if they have additional ideas or suggestions, we're willing to take their call. >> reporter: yet ideas for what else mr. obama can do have hardly been lacking. >> we need to increase the tempo of our air strikes, we need to enforce the ground talks so they can take territory back from isis. >> president obama will meet tuesday with french president alad. >> there are more that we can do in terms of improving the quality and quantity of information that they share with one another, but also improving the amount of information and the way that information is shared with the united states.

>> hollande will then meet with vladimir putin, the russian president who has mounted his own military operation in syria said not to be aimed at isis so much but at moderate rebels battling bashar al-assad was himself in london on monday about the regime. here at home, the latest fox news poll finds that 55% of voters think the president is not being aggressive enough with isis. that's up from the summer. the army says two pilots were killed today when a military helicopter crashed in south korea during a routine training mission. it says the cause of the crash, of the ah-64 apache, is under investigation. south korea's agency cites unidentified officials saying the aircraft may have hit high voltage power lines or a nearby steel tower. up next an insurgent report for a candidate.

fox 59 in indianapolis are the arrest of two suspects in connection with the sexual assault and murder of a pastor's pregnant wife during a home invasion. larry taylor jr. and jerry watson have been charged with murder. a third suspect is also being held. amanda blackburn was shot in the head during a november 10 attack at her home. her unborn child did not survive. fox 32 in chicago where authorities prepare for a backlash surrounding the imminent release of a violent video of a deadly police-involved shooting. the city has until wednesday to release that video, purportedly showing a white officer shooting a black suspect 16 times after he refuses to put down his knife. and this is a live look at san diego from our affiliate fox 5 sunny san diego. the death of one of the last remaining northern white rhinos. san diego zoo says 41-year-old nola underwent surgery this fall

the paris terror attacks, the isis threat and president obama's leadership have become the main talking points and focus in the republican presidential race. the latest voter survey shows new momentum for one candidate in particular. reporter shannon breen tells us who it is. >> it is radical ji ahadists wh are trying to conquer the world. >> marco would you be rurubio i about the latest issue. >> these are not middle ground.

these are not people you can negotiate with. either they win or we win. >> reporter: polls also show rubio as the best gop candidate ahead of frontrunner hillary clinton, beating her 42 to 50%. jeb bush, ben carson, donald trump also beat clinton. carly fiorina calls it clear choices. >> we are in a state where everything is relative. isis need to be defeated. >> and though trump is the best to face clinton, he remains at the top with republican voters. trump is at 28%, followed by carson who fell to 18%, while rubio and christie have soared

to third. he talks about mosques and the use of waterboarding. he's also stirred up this claim of 9/11. >> people were cheering on the other side of new jersey where you have large arab populations, they were cheering as the world trade center came down. >> ben carson made the same accusation today. 26th contender new jersey governor krils chrchris christis to say. >> i think if it had happened, i would remember. but there are things i've forgotten, too. >> ben carson talked about who wrote the constitution. >> president jefferson tried to craft the constitution in a way that would control people's natural tendencies and control the natural growth of the government. >> reporter: james madison is credited for writing the document that formed the basic

model for the constitution. but many others are acknowledged just having significant input. jefferson, who authored the declaration of independence, was serving a diplomatic role overseas at the time the constitution came together in philadelphia. carson mentioned jefferson at another event later in the day, but not in the context of authoring the constitution. it was unclear whether he was aware he had sparked criticism with his earlier mention. brett? the bickering continues between chairman chuck grassley and the state department over grassley's efforts to get information about hillary clinton's e-mails and the employment status of adviser uma aberdeen. the state department says grassley's requests are overwhelming the resources, and grassley says if they had answered his questions three years ago, there might not be a backlog. sto ben carson trying to run the political table and take home a win. where the media may be

refugees. salon reported america's latest round with a picture of donald trump. statue of liberty bows head in anguish. she has apologized. but concern about a flood of refugees is hardly the french position. 67% of those surveyed said they oppose the president's plan to admit 10,000 syrian refugees. the debate involves two clashing american values, humanitarian concern for those in need versus protecting the country against potential threats. but some of the media are casting it as a moral issue with only one side. brett? >> howard, thank you. democratic and republican presidential candidates are blasting a plan which would essentially send one of the u.s. corporations overseas. pfizer and allergan are pursuing a $160 billion buyout.

i watched when the world trade center came tumbling down, and i watched in jersey city, new jersey, where thousands and thousands of people were cheering as that building was coming down. >> if that was something part of my recollection if it had happen, i would remember it. there could be things that i would remember. i don't remember that, no. >> were american muslims in new jersey cheering on 9/11 when the towers fell? did you hear about that or see that? >> yes. >> did you so he that happening though on 9/11? >> i saw the film of it, yes. >> in new jersey? >> yes.

>> okay. focused on this one comment by donald trump about muslims cheering after the towers fell, dr. carson has walked back that statement but trump tweeted out saying via "the washington post" 9/18/01. i want an apology. many have tweeted i am right. here is what the post said. jersey city within hours two jet liners' plowing in the world trade center, law enforcement authorities detained and questioned a number of people who were allegedly seen celebrating the attacks and holding tailgate style parties on roof tops while they watched the devastation on the other side of the river. that's where we start with a fox news poll out over the weekend that shows the man in question here, donald trump, going up to ben carson, dropping there, rubio picking up 3, as well as cruz there and you see the rest of the field. we're back with the panel. robert, it does seem like day to day there is a focus on one small thing. and a fact check tidal wave

comes out and the blow back is minimal, if any is-to-donald trump. he seems to get past all of this. >> it's amazing to watch. as a reporter i have spoken to republicans who have conducted focus groups and they keep bringing up issue after issue with trump different statements he h3sv@ made and has very little effect on trump's standing with his core voters. and we are seeing this election as you say, brit, it's becoming a fact check exercise at many moments it's not hurting the front rubber. cruz and rubio are rising. still hovering 10% to is a%. not around that 30% stratosphere with the two guys leading for months. >> on this issue listen the "the washington post" says that i'm right of course it doesn't say thousand and and thousands of people cheering. that will get washed in the wash, too. >> he has backup to say there is something happening there. there is no video. i haven't seen any video of

thousands of people who says they there were like tailgate style parties on the roof. again, i really think what robert is talking about here is the issue. we are getting close to the holidays, thanksgiving, christmas. trump in the latest "the washington post" poll, latest fox news polls remains at, i believe, in the "the washington post" 30% or more. and in the fox poll over 25%. nobody is close. >> more importantly, steve, on the issue of terrorism, who is best? the "the washington post"-abc poll has trump way ahead on the issue of terrorism, the issue the issue that everybody is focusing on let alone thousands of people cheering in new jersey after 9/11 this the issue. >> people are looking for moral clarity and somebody who is not sort of living their life or having these arguments in the nuances. and if that describes anybody, it describes donald trump. unfortunately i think in situations like, this you know, he is fact checked for a reason. he is fact checked because he got the facts wrong.

there were not, in fact, thousands and thousands of people in jersey city cheering. the "the washington post" article he tweeted out doesn't support that contention. it's a different thing all together. that doesn't mean there weren't the tailgate parties although the author of the "the washington post" story at the time has started to walk that back a little bit. but, the reason donald trump is fact checked as often as he is because he says things that are factually not true. that's part of the problem. >> quickly, robert, we see rubleio and cruz on the rise in most polls but they are still way behind donalé trump. and you are running out of road here to the first voting in iowa. and you are seeing the party struggling with the time line when are they going to air ads against trump and carson mostly against trump. there is not a coherent strategy. no big donor ares are stepping up to fund outfits anti-trump endeavors. there is incoherent approach right now to someone who has been dominating the race for months. on this key issue, terrorism, he is out there projecting strength even if he is getting some facts wrong and that's appealing.
