the injuries might have happened or what weapons might be used. but certainly we're seeing a range of injuries in these patients. >> ben, thank you very much. we really appreciate it. active shooter situation in colorado springs. seven victims, four police officers injured. hello, i'm kimberly guilfoyle. and this is a fox these awe lne alert. an active shooter has been on the scene for the last several hours in colorado springs. the the shooter is not contained and the fbi is on the scene assisting local authorities. for the latest we go to harris faulkner who has been following the story from the fox news desk. >> this is just crossing into our desk. this is from the nypd, security has been raised at all planned parenthood locations throughout new york city. due to the active shooter situation in colorado, and as a precautionary measure, the nypd

has redeployed critical response vehicles to all planned parenthood locations throughout the city. now, i want to be specific. because they are saying this. there are no certain or specific threats to any new york city locations at this time. but they are doing this as a precaution. so that is a, a hot wire development that's just coming in and then the other bit of information as we take a live look now, right outside that clinic and trip mall area. which we've been watching now for more than three hours in colorado springs. we know that the numbers are growing of people injured. we don't want to get too firm on these because this is a fluid situation. so i'll give you some at leasts. at least four police officers shot today. at least seven to eight people taken to nearby hospitals. back to you. harris, we have some questions for you, joined by dana perino. >> i've been watching your live coverage, which has been very good.

i don't think you know the answer to this, but did the shooters start in the planned parenthood or did the shooter end up in planned parenthood because he was somewhere before? >> what what we've been able to ascertain, the shooting started outside that building. some witnesses say it looked like somebody was just shooting at cars passing by. so we're not firm on that. but it was clearly outside this building. witnesses from across from all of this, about 100 yards away at a nail salon. said the first thing they saw were authorities lining up to go into the chase bank that's right next door to the clinic. and then we learn that the suspect was actually inside that clinic. it sounds like from what we understand, the situation could turn out to be very different. what it sounds like is he's found an opening and he took that opening. and he shot some people while he was taking that opening. and now he reportedly still on the move, and as they clear the areas that he leaves inside that very large building and complex,

they're rescuing people out of the way. both at that clinic and at the nearby trip mall. back to you. >> david webb, you have a question? >> harris, great coverage. around the country we heard about nypd what about other major cities? do we have any of those cities having response teams, critical response or even hercules teams? >> i'm not seeing any of that develop yet. new york city has the first we've seen confirmed. there's a lot of information, as this whole thing was unfolding, as they were going in and we started to get a description of the suspect, what he was wearing, the long trench coat, the beard, he was a white male and had a long gun. as those details were coming, we're getting some of that off-channel. we don't always broadcast it because it telegraphs their location. we may not have gotten details on the rollout that homeland security may be tipping others to put in place, we know that homeland security hasident obam.

but new york city is the first to say what they will do as a precautionary measure to what's happened in colorado springs. >> any indication of what the shooter was saying inside the planned parenthood? or whether he was saying this is a target? or what his ajed was? >> nobody has said anything about that. we know we heard from the ceo, the director of the planned parenthood location there in colorado springs, expressing her dire concern about the safety of her staff and the patients there. but she did not indicate whether anybody had said anything about this individual, either. and i would think that might have been where that detail had come from. i can tell you that family members had shown up on the perimeter. you can only imagine, just sopping. this is so hard to take, knowing your loved one might be inside. we're starting to hear of people emerging and finding each other. one person in scrubs and employee of planned parenthood were placed in police cars and take ton another staging area.

one father of a planned parenthood worker saw his daughter emerge for the very first time. the man was searching for his daughter, began hopping up and down as soon as he saw her being taken away in a police car. she's all right, he said, a very emotional day there. and this is still a fluid situation going on for several hours now. >> harris, this is greg. so far it feels like it's almost impossible to ask any questions. because we're operating on absolutely no information. we have no idea, whether we know they were targeting plant parrothood or otherwise. why did we enact these measures? who made that decision if we do not know whether it was targeted or not? >> well we don't know because they haven't told us, what they have told us is that their main concern was to get people out of harm's way, we don't know the information that they've been sharing with each other. i can tell you after the last news conference, about 25 minutes ago, they had said that they would close to the top of the hour, just past that now, update us again.

that might be an answer that we would get at that. a lot of times new york city would have been in contact just as other cities would have been. and they haven't shared that information yet. they still said, though, no specific threat. so i wouldn't necessarily say we don't have any information. we're just not getting all of it from what they've been able to gather. because they're focused, the king super grocery store just up the street, they're having to rescue some 150 people out there have as this guy is on the move. this is the part of the story we're watching right now. more questions, more answers to come. there's so much we don't know yet. harris just in an abundance of caution, they wanted to raise the security levels here in new york city. because it real areally seems that kind of the pattern, the layout here, we don't know a lot about it in terms of the steps, what was specifically the intended target so far we aren't getting any new reports. let me know if you have them about any threat that was called in, anything specific related to planned parenthood or any other thing in that vicinity.

one thing, i want to cut in here quickly, kimberly, right as were you talking i was getting this information. so again the numbers are changing. now we have nine victims who are civilians who are injured and give me the number again of police officers? nine total. we knew we had at least four police officers, nine total people being worked on now at area hospitals. so i'll ask you to reask that. forgive me as i was getting that information in. >> just whether or not they're saying they had any credible information or threat. anything with some kind of specificity as to either planned parenthood or one of the other businesses in that area. to try and get some intel in terms of the shooter and what was going on. what was the motive. it's such an excellent question. i know a lot of people on the ground want to know why was their building the one that he went into. but what we were told at first is it could have been any of those buildings, they're not certain whether or not that planned parenthood played a role

in this. as the nypd is saying, they would do this as a precautionary measure. but the people at king super, also, the people across from them in the nail salon. other places, you've got a chase bank there. you've got several restaurants there. all of those people put on lockdown. and fortunately, if there are any schools in the area. we know just up the road is a residential area. those would have been closed more than likely on this day after thanksgiving. a lot of other things open. so not yet clear what the targets are, except for the fact that the people that were shot. sometimes you hear the people say what was the target. if you were the one that was hit, you felt like the target so we don't know yet what he was focused on or why he did this. but certainly he hit some targets today and they were human beings. >> they're going to have to determine in terms of the shooter, identity, go through social media any kind of correspondence to try to create a fabric to weave together exactly what happened. what was the motivation here.

what's the background of the individual. did he belong to any groups, organizations, to try to get a better shooter profile to understand why this happened. which is always helpful for the future in terms of being able to secure places. it seems like they're taking extra steps, we don't want people to worry at home, in terms of putting police security at planned parenthood. right now we don't have any information to skug sugg that planned parenthood was the intended target. does anybody have a follow-up question here? i think we're good. harris we'll check back with you in a moment. but now we're going to go to cody fish anywhere colorado springs with fox 21. cody? >> we have a little bit of a delay. we want to know if you can give us the latest what you're seeing and hearing on the ground, cody. >> i just heard you, yeah.

hello? >> we want to get the latest on the ground. i understand there's a bit of a delay. so we'll work with you on that. >> we can tell you about what we are seeing here. >> the latest here on the ground now, we know a few minutes ago, csp telling me that four officers are injured here on the scene. and officers are engaging with the shooter inside one of the stores. they wouldn't tell us which one of the stores. just after police talked to us, we actually saw some civilians come out. around five to seven of them. they're immediately rushed into a waiting police car. those lights turned on and they drove off. among those people who came out earlier was the father that said that his daughter was inside planned parenthood when this all started. and he saw his daughter and excla exclaimed, she's safe, she's fine. so at least one family knows that their loved one is safe. from the shooting right now. but that is the latest that we

get harris. julie, you had a question? >> i did, i'm not sure if harris or cody can hear me. >> i can hear you. >> harris, she's back. where is the shooter now? >> i'm glad you asked that the reason that the audio seems to be looking down, if you have video on the screen. okay, the suspected gunman who shot and wounded several people near a planned parenthood clinic is still shooting from inside the building. we were very careful to report this earlier as the shooting began. some reporters were inside that perimeter. we knew that, you got to give people a chance to get out of the way. and police had been saying -- everybody kind of got pinned in all at once as they tried to figure out which way this guy was going to go. apparently he's still in the clinic building. we have the individual inside the building. and as of one minute ago he was actively shooting at us. coming from the the colorado springs police department.

and we're told that they have been effecting rescues from inside the building. so this mirrors a little bit what we got in the last news conference about 40 minutes ago now. it boggles the mind to think and we haven't been inside this complex. we know it's big. how you protect your assets of people, yet go after this individual who seems hell-bent on putting himself between law enforcement and the people who are willwith him or near him. as this unfolds, your question is an excellent one. they're shooting at the guy and it looks like he's shooting back. >> so obviously it's an active shooter situation. they're going to try to set up forces on the perimeter. the question remains, at what point do tough go in with a tactical entry team and take down the shooter before other lives are lost it could be a potentially active hostage situation. >> harris, when we're looking at this and seeing ems positioned around the perimeter. you can't endanger firefighters

or emergency medical personnel. how did they move them in and out effectively from what you're seeing on your end? >> they used several different things, they were up to more than eight ambulances lined up. when they first went in. once they made that movement, they started bringing people out. they were using the armored vehicles and their own tactical units that had shown up, too. >> any way to get people away from that scene and outside that perimeter. >> you see the reparking or repositioning if you will of am banses as they pulled back into place with more medical reinforcement. that to me has been the most jarring part of this whole thing. in the beginning you had a couple of ambulances. as they get more and more it talks to you about how many people would have been injured. i want to get back to what kir berly just said what was one of

the first things we learned in paris, what was one of the first things that the tactical units came out in the days 0 following the attacks? was that they wish they had gone in sooner. with certain ideology. you know they're not going to take hostages. if they do, they're not going to treat them well. they made a decision to move in and now they're actively engaged in this guy. and we prepaay for the people involved in this to get out. >> we hope the next word we give you is that the shooter has been taken down. as we have them moving to get closer. we'll come back with the latest here on the shooter situation in colorado.

building. when you know a hostage watts hurt. but in the environment we're living today, commanders have to make those decisions quickly. it looks like you got to go in and eliminate those suspects immediately. or we're going to have a lot more nth people killed. there's one more point. i can dell thaw i talk to law enforcement officers today as this was ongoing. the concern is, that the justice department just recently has ordered the withdrawal of military equipment and military tactical equipment from local police departments nationwide. that's troubling when you see something like this and what happened in paris. because we're going to need all the equipment we have to cut down the shootings. we still don't know, there's fairly little information. we don't know if this is a lone gunman, if this is a terrorist, whoever this person is. but we have to find out who he is and what the motive is and take it from there. >> steven, it's dana perino. i was curious, who makes the call about when to go in?

whose decision is that? >> the tactical commander on the ground. the person on the scene. that's the person who has to make the decision, because that's the person who's going to get the information, not within minutes, but within seconds. if he hear as shot inside a building, he knows that was probably a shot fired at a hosta hostage. he's got to make the decision to move in. >> you mentioned the tactical manneder on the ground. state, fbi and local. at this point, are fusion centers involved? is there coordination at that level? >> i believe there's coordination with regard to intelligence-gathering information but usually there's one person on the ground in charge and that's your tactical commander. no second guessing, no off-tier generals, there's no room for error and that tactical commander is the person that this decision has to be made by. >> steven, it's julie.

at which point do you make a decision how do you keep the hostages safe. while at the same time taking this guy out? get made? >> the decision is made again, to feel or to know a hostage has been hurt or shot at is when you make the decision. and sometimes you know, we used to in the past think about negotiations and things along those lines. but you can't afford that any more. it's a tough thing for a commander on the ground. for him or her to make. you know your instinct, your gut is telling you you got to move in and realize this -- it's a sad fact, but realizing that there may be some collateral damage and some innocent people killed when you go in and try to eliminate that target. >> it's kimberly guilfoyle. so i used to be on the shooting team for the sfda office, when there was an active shooter. i know in situations like that

that also would try or attempt to make contact with the shooter if that's possible and also utilization of cameras inside that facility if they're able to have access of those to get a better idea because time is of the essence in a situation like this. especially when you have someone who is really just like an active shooter. the reports you're getting from harris faulkner where that there were rounds still being fired. hopefully they're closing in a little bit on them. right now we're not getting any report that there's been contact. sometimes those chooters will try to contact, if they have demands, but we're not hearing that, yet. >> i think kimberly, you bring up a good point. the rules of engagement in the past. once the hostage or police officers were shot, all bets are off. they go in and neutralize this individual. obviously they want to get him alive. because they have a lot of questions. but my guess is this will end very, very terribly for this

suspect. there's no room for trying to negotiate any more. >> one quick follow-up. is there any way they can figure out how much ammunition he has? if you look at what he was carrying or could have been carrying? >> well, no, good question. they'll obviously i'm sure they know what type of ammunition, what type of weapon. i understand it's a long rival. i heard earlier -- rifle. the atf is on the scene. this guy may have explosives. i found that unusual. fbi, yes, other officers, yes. but atf, a little unusual. >> they'll be able to know what kind of will slugs are in people, to determines if it matches with the same weapon or multiple weapons. it will give you an idea of the whether or not. >> where he got the weapons from. the importance of getting him alive is to get answers to his

people, the innocent civilians, who are still in that building. so we appear to be in a waiting game right now. there's been no gunfire for something like an hour. there was an intense exchange of gunfire just about an hour ago. with police reporting they were taking fire from inside that building from the shooter. but since then, it has gone quiet. police appear to be weighing their options. and of course, again the most important thing for them is getting this guy without anybody else getting hurt. that appears to be what they're trying to work out. exactly how to do right now. da dana? >> we're going to go to kimberly next. >> obviously this is evolving situation. but because of the heightened level of threat, with multiple shots still being fired, obviously an active shooter. this guy doesn't seem in any way to be deterred, it's an ongoing shooting, do you see or are we getting any information about additional units coming in?

anybody going in on the roof or trying to get other access to have that element of surprise to get in, to get this guy and take him out? >> they've been for the last few hours, they've been getting more law enforcement personnel there. atf are on the scene, colorado springs police department is taking the lead. s.w.a.t. teams are all over this area. they've set up a very wide perimeter right now. we don't want to give away too much information. we are hearing obviously through sources, and through various methods we have of exact measures, those s.w.a.t. teams and the police are taking. clearly in this situation we don't broadcast everything we know, because we don't want to compromise the integrity of the police operations. but they are constantly looking at this situation, constantly i can tell you looking for a way to end it. and as i say constantly looking for a way to end it without anybody else who is innocent getting hurt.

kimberly? >> gutfield? >> jonathan, any updates on the civilian injuries? >> what we have at the moment from the various reports we're getting from the hospitals and from reporters on the scene, greg, is that at least nine people have been injured so far in this ongoing shooting incident. what i can tell you for sure is that four of those are police officers. initially there was a gun battle when police first arrived there. three officers were injured in that gun battle it appears from our reporting. they were all transported to the hospital. the commander on the scene said their injuries were not life-threatening. then this second gun battle tool place, with the shooter firing from inside the building. then as we understand it, another officer was hit in the leg, he's also being transported to the hospital. not life-threatening injuries at

this point. if you take it that we have nine, at least nine injured, four of those confirmed to be police officers, that leaves five civilian there is we know of at the moment injured and transported to two hospitals in the area. greg? >> julie? >> any idea how many hostages are left inside? >> we're not being told numbers by the police on the scene. what they're telling us is that there are several people inside, they cannot perhaps give numbers. they've got we believe access to security cameras that are wnt the planned parenthood building. they were looking for remote access to those earlier. they may not know for sure themselves. we believe they've been able to get a few of those hostages out of that building and all of the other buildings this is in a strip mall that has a subway, a king's super supermarket in it a

japanese restaurant. they're telling everybody else in those businesses to shelter in place. clearly this remains a very, very dangerous situation. and i want to just emphasize, julie, while we're talking about. we do not know in any way shape or form, as the police put it. what the quote mentality or ideology of the shooter is we do not know if he targeted the planned parenthood clinic or if that is simply where he ended up after the initial gun battle. what we do know is that 1:38 eastern, 11:38 a.m. mountain time, the first 911 call came in. and police have confirmed that that call reporting an active shooter came from the offices of planned parenthood. that of course could simply mean that they heard the shooting outside their building and they were the first to pick up the phone and make that 911 call. but that's all we know for the

moment. we have no idea what the ideologist what the motive of this shooter is or was. >> we have one last question, a quick one from david. >> in the area, are there any military style tactical vehicles being used by the police? there's been a lot of talk of removing those from police departments. >> teef been using every sort of resource at their disposal, david. i'm not sure whether we'd have to check after this whether they are using vehicles that actually came from the military. of course they have military style vehicles. pretty much every police department does have military style vehicles. now it's not those that have been proposed to be removed from police departments. but a stop more in the supply of these sort of vehicles directly from the military. so there are two different things there. i think that debate about a military style vehicle and whether any of these came

we're still following the active shooter situation in colorado springs. let's bring in grant white, retired swat team leader. he was on the s.w.a.t. team entered columbine and led the s.w.a.t. team in the platte can cany canyon. what about the lay of the land? what's the building like? is it one story, the end of a strip mall? >> let me say that my sources believe that contact will be soon. they've got it down from what we're all hearing to the narrative down to where he's at now and they thought if it

happened happened already. that it would be happening soon. the information they're giving me is correct. obviously my experience you know, every 15 seconds, someone is killed when the mass shootings start. so they've got to get to them quick and they've got to bring this to an end. >> let's go to kg on this. >> hi, grant. when you go in on a situation like this. if you can take us, take the viewers through what kind of the process, the analysis is going in in terms of how you're going to eliminate the target, in this case the shooter. >> well if it's transition to a hostage rescue, obviously they should be putting explosive bombs in place to get to him quick if he starts shooting anybody else. however in this case where he's shot law enforcement civilians, as soon as they find out where he's at. they should make immediate entry. has nothing to lose, statistically these are suicidal missions, anyway. the only chance he has to survive that is to drop his gun

immediately and hold his hands up. >> grant in a situation like this, i would presume you want to get him alive. because you want information about what's going on. what's the best way to be able to do that and still be able to subdue him? how would you go about doing that? >> i wouldn't take that into consideration right now. for instance i would make immediate entry into that room. like i said if he doesn't give up immediately. then i would take him out before he has a chance to hurt anybody else. so that's not something i would even take into consideration at that point. my own consideration would be can i save anybody else's life. >> grant this is david. back to what you just said, you know it's not about his life, it's about the hostages lives. in that situation, tactically going in. how many officers, depending on the lay of the land. the rooms, do you come at him from multiple directions? >> we do, we divide from multiple directions, one will

break left, one will break right. he has to focus on one person. if he fires, ideally they have shields up front. when he starts firing, the ballistic shields will take the impact of that round and the other team immediately takes him out. >> thanks, grant. >> i was interested if they had any kind of like robot cams in the building. that were, that were getting information out to the people outside. >> my sources haven't told me that normally if you put that into a hostage rescue. if you see something like that. they may start shooting people. they will use a small fiber optics and we had those that we will use inside the rooms. and the human eye picks up that movement. and people would see that. so that often wasn't an option, either. >> grant, thank you. >> stay with us for the latest,

bo dietl. you think this guy should be taken out. he's shot at four cops? >> i've been following the story all afternoon. as far as i'm concerned right now, i don't, this thing has taken too long. and if there are other people in there, if this person is doing anything to them. he tried to kill four cops already. you got to get him. shoot him in the head. there was talk about him sitting in the chair. if they could see him sitting in the chair, they should take him out. there should be no negotiating. every round he fires at them, means he's trying to kill him. you take him out. put a bullet in his head. >> dana? >> bo i was wondering about a report we had earlier that harris faulkner filled us in on. that the nypd has been put on a heightened alert at all area planned parenthood offices, even though there is no credible threat and we don't know where the shooter originated. we might find out that was his original place to end up.

what do you think about that? is that a necessary precaution? >> everyone is on precaution. everyone is walking on after this isis stuff, everyone is terrorized. maybe he tried to rob the bank and ran into this planned parenthood. until we know the exact situation. is there an overreaction? i don't know. are they prepared for a planned effort against planned parenthood? i don't now. i think it's something that they're stretching it pretty far. if they feel that every planned parenthood is getting attacked. on the other side of the coin, you rather be safe than sorry. greg? >> if it turns out to be the bank. do reinforce all the banks in new york now? you're very critical of why they're waiting. why do you think they're waiting? >> i mean, it's obvious when they tried to go out on the first couple of times, he was shooting at them. i saw they had an armored carrier there. i don't know if it was military type or what. but they were getting some

people, i believe some injured people with that military carrier. they got do to go in, use flash grenades and take this guy out. the longer they wait, the more worried i get. two weeks ago, everybody was talking about they had 150 hostages in paris, in that concert center. they waited. maybe they could have saved 50 people. you got to go in there. with animals now, shoot them in the head, get them out of there. let's get going there. >> we're getting reports earlier in talking about the justice department stripping local law enforcement officers, of much-needed tactical supplies, military style equipment after ferguson and what not and the investigations that happened. you just think of a situation like this where the police need every available resource to put down an active shooter situation. especially someone that seems to be heavily armed. it doesn't make sense to me why we would handicap our police

officers when we need them so much in a crisis situation like this. >> this is our president acting like a fool again to say something like this, we notice when the attacks occurred in paris, when the cops in the car getting attacked. we have to prepare ourselves, this is the law. where it gets personal against this country. it's going to open up in america. we also got to start training our officers in the use of high-powered equipment. with dealing bad people here. a little 9 millimeters are not going to do anything against somebody with an ak-47. let's start the belief that we're in fairyland here. we have to deal with this, prepare ourself for the worst and pray that the worst don't happen. >> stay with us, more on the colorado springs active shooter situation after this.

this is a fox news ale. there's still an active shooter situation in colorado springs. let's bring in harris faulkner from the fox news desk with the very latest. >> we've seen some movement just in the last few minutes if we can pop up some video that's just come into fox news what we've 11ed is they are taking people out. rescuing them one by one at this point. and a brand new statement from the president and ceo of planned parenthood in the rocky mountains quote, our top priority is the safety of our patients and staff. our hearts go out to everyone involved in this tragic situation. planned parenthood has strong security measures in place, works closely with law

enforcement agencies and has a strong safety record. we don't yet know the full circumstances and motives behind this criminal action and we don't yet know if planned parenthood was the target of the attack. one more thing to tell you is they take people out one by one. there was a lot of quick movement and then suddenly they pulled, let's go back to the live shot now. >>. threw a blanket on her. she was okay the next person they needed to load in the back of an ambulance. they appear to be going inside this building. i hear one of your guests say this is the course of action. would you go room by room as they are sure that this gunman has moved on. because they're engaging with him. and you're able to rescue people at that point and you just hope

that they are walking wound sod you can get them out quickly. but they have been lifting people. there were at least two people we saw, who were lifted and had to be carried out. so this is, i would say a painstaking situation for them. many of them brought out in their t-shirts. it's freezing, some of them patients, they're throwing blankets on them and trying to get them out as quickly as possible. when you're caring, they're slow to clear those areas that they can reach. one more statement this from the king super, supermarket chain that's just down the road, 150 people in our store, from customers and associates, the store team has executed our emergency preparedness plan and everybody inside in the store so far is safe. we will continue to work with law enforcement on the next step. we know they've been clearing some of the areas out including that grocery store, but some of the other restaurants, the nail

salon, some other areas have guys behind shields, s.w.a.t. members, either posted outside or starting to carry some of those people out, too, as they try to move more and more potential victims away from the scene. back to you guys. >> harris, what are you getting right now that's coming across the urgent, the injured? >> we still have four police officers shot, they're all accounted for. for a long period of time we had at least one of them that hadn't been evacuated. that has changed now. at least five, but it looks like many more. the numbers are changing so quickly. i counted seven people that they brought out. they hadhospital. we don't know definitively, what we're looking at. but from the statement that was earlier by planned parenthood's ceo and president, there were quite a few people inside that building so now we're starting to see some movement with them coming out. i do my best to count. i know we're counting here on the fox news desk, it's going to

take a while to piece it together. hospitals will do their reporting as well. as far as how many victims they'll take and i imagine late they are evening we'll get a better idea. >> certainly with respect to the fact that they're bringing people out, going room by room to be able to clear that area, contain the situation and further narrowing the area around the active shooter. to be perhaps be able to take them out. any activity at or around inside the chase bank that's right there? >> not that we've seen in the last little while. i will say this, though, because you had asked about this earlier. the team and i had been trying to work out whether new york is the only city to actually put now vehicles on the move. i can report to planned parenthood locations throughout new york city, as a precautionary measure so far we haven't learned from homeland security, there are any other cities. to be strong on this. we don't know what the shooter was going after. he may have just ended up in that clinic because the door was
