line is a scam. >> you get a lot of them. in fact, i think bbb scam tracking, which tracks all these things, 23% of all the scams reported to them is identity theft from irs impersonation. it's horrible. >> absolutely. we've got tips on how to spot a scammer. the first one, if they call you on the phone or they threaten to arrest you unless you wire the money or the caller says you're entitled to a refund but they need personal information, that should be a red flag. >> absolutely. irs will never ever call you and threaten you with arrest, threaten you with deportation, ask you to send, wire your funds or ask for routing numbers. never. >> you did say -- you told me in commercial that they will be able to make robo calls but they have to send you a letter first. the problem is you don't know if the letter is valid. you have to get a letter first. when you finally get a call from the collection agencies, you don't know who you're dealing

all right, for decades the u.s. economy has helped shape elections but following the attacks in san bernardino as well as paris, national security now taking top priority, but will it stay that way? dr. larry sabateau, you were telling me it's all about the economy. let's look at this poll now and tell me if you've changed your mind long-term. national security now number one with 34 followed by economic issues at 32, followed by immigration at 15 and social issues at 8. change your mind in terms of long-term concerns? >> well, the economy is not going to disappear. that's a statistical tie between the economy and national security northern policy. if you're asking me, have things after paris and san bernardino changed to the point where national security may be the equal of the economy, i would say yes. first of all, memories are going to last from those two horrific

events, and second, unfortunately the world being what it is, you're probably going to have additional events between now and the election that will keep it fresh in people's minds. >> all right, so looking at that right now, if terrorism ends up top and economies second, cruz looks stronger in the latest fox poll with 30% of people saying he's best in the gop side, trump with 20 followed by rubio and bush. if you go on the economy, it is trump by a mile, 41-17. >> yes, trump would benefit more from an emphasis on the economy, although i think his tough posture appeals certainly to his base and they see him as an appropriate person to handle the issue. it's true for cruz, it's true for rubio. it's true for christie. could you even make an argument for some of the candidates who are way down the list, bush and lindsey graham. >> who is better on terrorism? it's pretty much republicans by

10, 44-34 and that's pretty traditional, wouldn't you say, mr. sabato? >> yes. i took a look at this, ever since 1968 that great mixon humphrey wallace election where vietnam was so dominant. whenever foreign policy has been a major issue in the campaign, republicans have benefited from it and done well, with only one exception, 2008, in 2008 you had a situation with the iraq war being unpopular and on account of that, the democrats benefited but that was the exception that proved the rule. >> that was a little bit of an anomaly. who has most at stake on tuesday's debate? >> oh i think at this point we're going to be looking at cruz and trump. they're going to be going back and forth at one another. they're battling for iowa. it's the first contest and the other contense ants on the stage there are just going to be trying to get a word in edge wise. >> it will be interesting, too, because i know rubio and cruz have been sparring about the,

organized on the ground in iowa, and you know, it's later in the race and now that you start to see that materialize into something that really can bring people to the caucuses. >> let me put this one thing in here, the last attack on our own soil when it comes to radical islam and terrorism. certainly it's on the front of americans' minds. when asked which party handles terrorism better, republicans get the win there, 44% in terms of people that believe the republican party handles terrorism better. will that hurt hillary? >> well look, i think there's an opportunity here. hillary clinton is the only one of the candidates running on either side that has any significant foreign policy experience. i think what we need, what hillary needs to turn the numbers around, what hillary needs to turn the numbers around is the opportunity to get into a debate with whoever the republican candidate is. we know donald trump has not laid out any specifics on foreign policy. he's just bellicose, has a lot

kind of important. poll of 3.5% in iowa as well as new hampshire or have a certain number with the national poll, correct? >> yes, that's right, so cnn changed the criteria a bit and focused a little bit more on the early state polling and that saved rand paul, giving him a slot on the main stage. so he's in the top nine, and then there are four in the second debate, the second tier, including huckabee, who dropped from the first stage to the second. >> the good news though chris christie after he was on the undercard he's back on the overcard. >> thanks to new hampshire as well, also helping kasich and fiorina. >> exactly the new hampshire polling helped them significantly and christie clearly has made a move in new hampshire. >> sure. >> he's second, and he's in double figures, and he's surging and they say that you got to win one of the first three to stay alive and right now it looks like cruz is cruising in new hampshire, but trump is trying to take him down personally again and those have been very

effective those attacks. >> when you look at the stage, bret, it's been set. trump in the car, and flanked on his left and right are senator ted cruz and dr. ben carson. as you move out, carly fiorina, john kasich, to the right of donald trump, ted cruz, as i said, governor bush, chris christie, rand paul, as you move toward the left there, when you look at ted cruz and donald trump right near each other it's sort of echoes the recent polling, recent fox news poll of the republican preference among iowa, republican likely caucus goers, ted cruz is now jumped ahead of donald trump by two points. so of course what would donald trump do then but take aim at ted cruz and he did so over the weekend. listen to this. >> you look at the way he's dealt with the senate, where he goes in there like a, frankly, like a little bit of a maniac. you're never going to get things done that way. look, i built a phenomenal business. i'm worth many, many billions of dollars.

blown them up and they've gone back. but in this case, ted cruz we're talking about, he doesn't respond with an attack. he responds with a little joke and of course what started it was ted cruz was recorded off camera somewhere at some event where he said some disparaging things about donald trump. >> yes, and listen, you are going to see this back and forth because clearly donald trump doesn't like to be second in any poll and he points to the polls he's number one in iowa, but the sand is shifting beneath him, i think, in iowa. now you have two polls, three polls that show ted cruz out in front, the biggest is the "des moines register" poll where he's up by ten. you can see the gop electorate changing and what's interesting is you could never see the establishment leadership saying ted cruz is going to be in the acceptable alternative. >> right. >> now they do. >> and let me bring you to that.

evidently the establishment, whatever that means, even he's a tea party candidate that came out of nowhere to win the senate seat, is marco rubio. do you sense in washington people are going to rally to rubio, because they can't figure out trump and they never liked ted? >> i think so, but you know, as he is kind of in the middle of the pack and we'll see what develops over the next month, even ted cruz is becoming more acceptable to leaders here in washington than donald trump, and that's really amazing. marco rubio clearly has some of the consolidated support here among his colleagues on the hill. >> right. and we are talking with these polls about iowa, where it's neck and neck, cruz and trump. nationally, the real clear politics poll has trump at 30, cruz at 16 and rubio at 14. but we've got some other things in iowa, when it comes to the things that are important to you, if you're concerned about national security, that's your

number one thing, 34%. 32 for economic issues, and then when you look at the particular candidates who address these things, ted cruz is the number one person when it comes to national security, as we see he gets 30, trump gets 20 in this poll right here. rubio gets 11, but when it comes to handling the economy that of course is donald trump's wheelhouse. he blows way ted cruz, he doubles it, 41, 17, followed by rubio and bush. >> so the top two concerns are split between the top two candidates right now in the republican side. >> no, that's right. i do think that terrorism national security is going to overtake any other consideration, if you look at any poll, it's number one. in ap, 7 out of 10 americans believe there will be or think there could be another terrorist attack like san bernardino and that is making peopleni anxious. it's why the president is going to the pentagon for the visual of meeting with his generals
