and fox news military analyst, general jack keane. >> the northeast finally sees some white stuff this weekend. janice dean joins us with the nation's weather as millions of americans travel home for the holidays. welcome to "america's news headquarters" from washington. i'm shannon bream. >> nice to be with you. nice to be you at home. i'm leland vittert. thank you for spending your sunday with us. and a fox news alert. suspicious device discovered in the bathroom of an air france flight is now a hoax. that's according to the airline's ceo. but there is still a lot of questions about what appeared to be a fake bomb made from cardboard, paper and a timer evidently found in a bathroom that caused a packed paris bound flight to make an emergency landing in kenya. paul is following the story from johannesburg.

hi, paul. >> we understand that air france officials are asking the french national prosecutor to investigate today's bomb scare. so many questions. among the questions, which need answering, is what is just a stupid prank or was security procedures being tested by terrorists. air france flight 463, a boeing 777, was several hours into a flight overnight from mauritius to paris, france, when a passenger reported seeing a suspicious package in one of the airplane's bathrooms. the pilots requested an immediate landing at mombasa, in kenya, on africa's east coast. 459 passengers and 14 crew used the plane's emergency chutes to leave the aircraft as quickly as possible. no one was injured. bomb disposal teams removed the suspicious package. six passengers are still being questioned about the package. i've seen a picture of this dummy bomb. and it looks real. there is a large digital clock on the top and some wires going from that to what looks like several sticks of explosives,

taped together. the question, how could such a sophisticated fake bomb get through security at mauritius airport and get on board and why in midflight did the passenger put it in the plane's bathroom. air france insists they check the bathroom before takeoff and it was empty. this was a french plane, coming from a resort island, popular with french tourists and was en route to the french capital paris. the question, was this a sick joke, or a trial run by isis who may again be targeting french interests because of france's attacks on islamic state in syria. leland? >> obviously in light of what happened over egypt, out of sinai and russian jetliner, everyone had a lot of reason to be concerned. paul following the story from johannsburg, thank you, paul. >> military planes dropped leaflets warning residents of ramadi to evacuate the city within 72 hours, a sign of imminent air strikes. the city fell to isis and the

recapture would be a turning point for the u.s. and its allies. air strikes will not be enough. retired four star general and fox news military analyst jack keane joins us now. always good to see you. >> good to see you, shannon. >> last night, this took up a lot of time of conversation during the democratic debate. i want to read something that hillary clinton said, former secretary of state, she said with regard to isis and syria, we're finally where we need to be. we have a strategy and a commitment to go after isis, which is a danger to us and the region and we also have a u.n. security council resolution bringing the world together for political transition. are we where we need to be with isis or syria? >> not even close, unfortunately. the president has a strategy where he believes it will take many years, several years in fact, to defeat isis. and he refers to strategic patience. and he says isil will eventually be defeated. the reality is that isis, shannon, is executing the global strategy. and they kill people in lebanon, turkey, in france, in the united states now, they brought down a russian airliner and they'll

keep doing that. so that the multiyear strategy has got to be shelved. and we have got to have a sense of urgency and resolve to bring this to an end as quickly as we can. that's where the major policy shift has to be taken. and the sooner we get on with that, the better in terms of the safety of the world and american citizens. >> most seem to agree that just striking from the air is not going to get the job done. there is agreement about where you go beyond that. last night, senator bernie sanders talked about he doesn't want any u.s. troops on the ground. he says it has to be muslim troops on the ground. hillary clinton is different in saying that special operators could be there, but doesn't want to see combat troops on the ground. how does this work in the long-term, this really truly eviscerating isis. >> i think in iraq, i don't believe we need combat troops. i think what we do know, we need considerably more advisers, trainers and tactical air controllers on the ground. i would triple them to something in excess of 10,000.

we're moving special operation forces in there, that's a good thing. so that makes sense. but we definitely need more troops in there, yes, not in a combat role. in syria, we're not going to have troops on the ground in syria in any consequential way. we will not be able to put together an air coalition, shannon, until such time as we bring the war to an end in syria. they will not participate on the ground against isis until we do that. that is why so many observers are criticizing the administration for not establishing a safe zone, for not establishing no fly zones, which would move the war to a political termination in most of our viewpoints. that's what we need. and then you can put together an arab coalition to deal with isis, maybe even including the turks put skin in the game which they said they would do and limited u.s. participation of a few brigades. no one has been talking about large commitment of u.s. forces. >> so what i hear from you is you think it is the opposite strategy of what we heard from senator sanders last night, who

kept saying isis is the number one threat right now, ignore the assad issue, get isis under control or eviscerated and then we'll worry about assad, but we can't deal with that issue right now. you have to tackle both at the same time. >> yes, you do. you have to put a priority on actually bringing the civil war to an end. that's really where we need to be. and frankly, the only reason russians are there is because assad was in a precarious situation that the rebels had been gaining on him, largely underreported over the last year. we have got to shift that momentum again in favor of the rebels to bring this to a political conclusion. the vienna talks are not going to get us there because secretary kerry is already made a major concession saying that assad's removal is no longer a condition for a cease-fire. that is staggering. what that means is the rebels keep fighting, won't be a cease-fire. >> more there is instability there, the more bad actors will be able to exploit it. that's without debate.

an unusual stretch of spring-like weather snapped to an end for some new yorkers spending their sunday digging out from piles of snow. it blanketed parts of western and upstate new york, that's beautiful. after cold winds moved across the warm great lakes, nearly three feet of snow fell in some places. but dreams of a white christmas may not come true. temperatures are expected to hit the mid-50s this week. new york is not the only place seeing snow. kids in fargo, north dakota, happy to get enough powder to open a favorite shreddi isleddi. things were not so fun in other parts of the state this week when snow left thousands without power. will snow be a problem for millions of americans getting ready to hit the roads and the skies this week? janice dean is tracking the weather forecast. i think she has a forecast i am going to love.

>> there is your disclaimer. shannon will stay tuned until the end of the forecast when i bring her the best forecast possible for christmas eve. first, let's talk about the west. they have been seeing storm after storm after storm and this weekend is no different. we have another storm moving in. yet another monday and tuesday. so this is typical of an el nino year, seeing tons of rain and mountain snow for the west. and we're going to continue to see this in some cases several inches of coastal rainfall and several feet of snow in the mountains, which is great news for the skiers out there. this will also help with the drought. so look at the forecast precipitation as we head into wednesday. many inches of rainfall, that's going to cause flash flooding, possible mudslides and again feet of snow for the mountains. there is your future radar. we'll see a couple of storms t. also energy from that western storm bringing some showers and thunderstorms for parts of the gulf coast, tennessee river

cospinas. two plus hours of them mixing it up a little bit. does it move the needle for anybody, up or down? >> probably not. i thought it was one of those status quo debates. i think all the candidates did pretty well. no real mistakes or anything that somehow would change the fundamental dynamic of the race. not to mention the fact when you talk about a few days before christmas, i'm not sure that viewership was record-breaking. >> is that part of the plan? that's some of the criticism from the republicans saying they're hiding debates on saturday night, at a time when nobody is going to watch them, they're buried so that hillary clinton doesn't stand any public challenges. how do you respond? >> i don't know if it is part of the plan. personally i think it would have been better to have more debates and more high profile. on the other hand, it hasn't served the republicans really well. didn't have record-breaking coverage in terms of debates, but in terms of highlighting the extremism of the candidates and trump's interesting statements

and political logic, i don't think necessarily more viewers helps you when you're saying some pretty crazy outlandish things. >> he's one of the ones when we look at head to head polling, he doesn't do well against hillary clinton. there are other republicans who do beat her. the margins are very tight and we have -- lifetime in politics before we get past the primaries and to the general. you saw sean spicer refer to something hillary clinton said that got attention from last knight. want to play the sound bite where she talks about having isis in a syria situation where we want it to be. and we'll get pete's reaction. >> no. we now finally are where we need to be. we have a strategy and a commitment to go after isis, which is a danger to us as well as the region. >> so she talked about having both the strategy and a diplomatic channel that is going on now and says that puts us where we want to be. >> shannon, she simply isn't living in reality right now. to say we actually have isis where we need them and where we

real conservative, so let's let them fight it out. i believe the best ideas and the best candidates will win. i tend to be an anti-establishment guy. i like to have someone who is centered with the grassroots and has policies that can advance our country forward. we have four or five candidates, all which of would beat hillary clinton. >> chris, obviously, i was going to be the first contest. is there any real challenge to her at this point? are the debates helping to refine her. saturday night, not many people watching, to get her ready for the general. >> i think there is a couple of ways to look at it. in terms of the democratic race itself, senator sander has to pull an inside straight. has to win iowa. has to win new hampshire, just to have a chance to shake up the fundamentals of the race. the problem is he walk s into south carolina and i don't think that she can be beaten and i think the race takes over. that's assuming he can win both. i don't think he can. the other part to it, in terms of setting herself up for the

to get this pushed through. did the freedom caucus get sold out by paul ryan? >> some of our members voted against this legislation, primarily because it is just once again an example of where the washington establishment betrays the american people generally and our kids and grandkids particularly by increasing our debt by tens of billions of dollars. that debt burden will be pushed on our kids and grandkids to pay and that's not right. >> we had representative king on from iowa, one of the fellow nays in this vote. he said that voting for this bill would have been a violation of his congressional oath of office to uphold the constitution. pretty strong words, you agree? >> i don't know the analysis that steve king may have used and i haven't looked at this legislation in the context of the constitution. but steve king is a very knowledgeable individual and when he says something like that, i'm sure he's got a sound

basis for it. from my perspective, it betrays the american people, because it increases the likelihood we'll have an insolvency and bankruptcy that would debilitate the united states of america. very, very dangerous, the financial path we're on. look at greece. their unemployment rate is 25%. for the life of me, i don't understand why their elected officials in washington who want to put america not only on the same path, but in the same position as greece. now, another aspect of it that is really damaging is that it pretty much undermines the ability of american workers to, a, get jobs and, b, when they get those jobs get them at wages that they can use to support their families. they have another surge of foreign labor taking jobs and suppressing wages for struggling american workers, just not the right thing to do. >> there was a discussion earlier that the other option of -- rather than this bipartisan bill was a government shutdown. do you feel as though house leadership caved too quickly and went the bipartisan route? was there more to be gained from

the white house on issues that are important to folks especially inside the freedom ca ca caucus? >> they try to coerce congressman and senators into implementing bad public policy. it is not like we don't have a december every year. we do. and we can start our work in january, february, march and complete and fully fund the government early rather than late. the house and senate leadership and the white house they want this kind of catastrophe scenario sitting there to use that as a coercive device to force bad decisions under the threat of government shutdown. easy to avoid a shutdown if you have the right representatives and right senators making the right decisions. >> you got 95 nays, but not enough to stop the votes. is there anything folks in the freedom caucus and your constituents can do to try and keep this from happening in the future if they so choose? >> well, quite frankly, we need help.

outraged after her ninth grade son came home with an assignment that involved practicing calligraphy and practicing a phrase. there is no god but allah, the first verse of the koran. she said her rights as a parent were violated and others are coming out and supporting the teacher, saying this was a lesson about different world religions. >> hopefully parents can do nothing about it, frankly. the whole thing seems a bit outrageous to me. we are -- our country is based on the notion of pluralism. our constitution is based on the notion of religious freedom and pluralism. and that means we can learn about in a comparative religion class, different religions without teachers being threatened with being fired.

so that's my strong perspective on this. >> i know in addition to being a fine criminal defense attorney that you are -- you do work for the aclu out there in colorado. if a school in boulder had sent kids home with a homework assignment to trace out in hebrew, for example, i am the lord thy god, thou should have no other gods before me, you wouldn't have a problem with that? >> no, i wouldn't. i mean, indoctrination is one thing. but this doesn't come close to that. that's the dividing line. education versus indoctrination. so if a teacher was preaching it if a preacher was pushing kids in any way to accept it, that would be different. here the teacher was making a point out of a workbook used by other schools that calligraphy can be complicated and difficult and that was the lesson she was trying to show them.
