here's new york city. the drop is 15 blocks away. everything is roped off. 5,000 police officers walking times square. they're saying this could be the safest place in the world today. >> that's right. >> speaking of times square, that's where our leah gabrielle is. officials have been alerted to potential terror threat in london. all 2,000 police officers will be deployed to keep people safe as they ring in 2016. >> the same is true here in the u.s. where a threat from overseas mentioned new york city, los angeles, washington, d.c. >> new york will have an unprecedented level of security in sometimes square. leah gabrielle joins us with that. leah? >> reporter: good morning. unprecedented security. over 6,000 officers will be here watching over times square. new york city's mayor and the nypd saying everyone coming to ring in the new year can count

on being safe. >> what we can assure you is the preparations are extraordinary and we are benefitting from a new element that is our critical response command. >> we have a constant analysis threat stream that we are constantly reviewing. again, we are not aware of any threat at this time that we deem credible to this event in times square. >> the nypd, people should feel safe this new year's eve because we're there. >> reporter: and among those new elements that are in place, the newly established counter terrorism unit with 500 plus officers. the bomb squad will be here with bomb sniffing dogs. overhead the nypd police will have helicopters watching over times square. times square is surrounded by hotels, parking lots, as well as theaters. those will all be security swept and in particular they'll be swept for chemical and biological threats. as for the 1 million people that are expected to come here to times square, they won't be allowed to bring in back packs or duffle bags, of course no

different angles. >> when i looked at it walking by there, it looks like a layered defense. military terms, layered defense. barriers for vehicles, initial scans for the people. inside they have plain clothes officers. they're doing everything they can to make that safe. >> some of those barriers, you have the big cement blocks. the nypd brings in blocks. no vans driving into that area. >> more on that throughout the morning. right now we'll get to the news head lines. we'll start with this. fox news alert. the mother of the affluenza teenager is back in the united states while her son remains at a mexican teen facility. tanya church is back. a judge temporarily blocked her son for an unknown amount of time. tanya and ethan couch were arrested on monday, two weeks after ethan missed a probation check in texas. back in 2013 if you'll remember ethan couch killed four people in a drunk driving accident but never got jail time because a psychologist argued he was too rich to know any better.

now to extreme weather. 19 leaf have vi now to extreme weather. 19 leaf have es along the missi river threatening downtown st. louis. the river is supposed to crest at 47.3 inches. almost up to the overpass. nearly 14 feet over flood stage. since tuesday crews have been rushing to help residents including this man and his dog who waited on the roof of his home for help. the death toll from flooding rises to 20 in missouri and illinois. most are people who got trapped in their vehicles after driving into flooded areas. embattled comedian bill cosby arraigned on three felony sex assault counts. the 78-year-old made his way into a pennsylvania courtroom, cane in hand. he entered no plea. paid 10% of a $1 million bail and surrendered his passport. prosecutors decided to pursue the 2004 case where a former

temple university andrea constance said he drugged her with pills and wine and assaulted her in his home. at least 50 women have accused cosby of assault this year. he's back in court on the 14th of january. family and friends in law enforcement say good-bye to one of new york's finest killed in afghanistan. the funeral of former nypd detective joseph lemm held on fifth avenue in manhattan. his 4-year-old son sitting on the shoulders of an nypd officer saluting his father's flag draped casket as he went by. lemm was an nypd officer for 15 years. he was killed last week while on patrol by a suicide bomber outside of bagram air force base. >> i saw that yesterday on the streets. incred dib fwkred dicredibly po donald trump getting ready to fling 2016 on top of the polls. think back a year. can you imagine donald trump sitting on top of the polls?

the rest of the field nationally not even close. he yesterday on the attack going after bill clinton and the clintons sort of reminding all of us of what happened during the 1990s. he says, look, this is war. listen. >> by the way, low energy can be applied to hillary. i just don't like to use the same thing twice on one of my enemies, right? because i consider them enemies. we view this as war. don't we view this as war? it's war. it's war. it's war because the husband wants to come and she wants to accuse me of things and the husband's one of the great abusers of the world? give me a break. give me a break. >> some big words. you know, you use words like war and abuser, those are over the top. his campaign has been over the top. not the words i would necessarily choose, but strong words. >> people are starting to look at the trail of corruption. in the wall street journal there's a report out. we can show you some of the

amounts of money that were given for speaking fees by ubs, $1.01 million. ericsson, $750,000. goldman sachs, $600,000. >> these were fees paid to bill clinton right after hillary clinton had gone through her confirmation hearings as secretary of state. one of the things she said according to "the wall street journal" piece this morning, there's not going to be any conflict of interest. no appearance of impropriety. >> not even an appearance. >> extraordinary steps to avoid an appearance. >> what happened while she was secretary of state were paying bill clinton, abu dhabi paying bill clinton $1 million to speak while she was secretary of state and obviously negotiating with them. so they're not just negotiating but a contentious deal about a u.s. passport center at the abu dhabi airport which many members of congress didn't want.

technically not illegal but the appearance, wow, it's right there. >> the fact that they were dealing in these negotiations and paying her husband to come in and do -- does that not fly in the face of the appearance of a conflict of interest? maybe stepping out of that role and while it's being negotiated. >> not just speaking engagements either. also 15 of these companies donated between $5 million and $15 million to the clinton foundation. now if hillary clinton were to become president of the united states, bill clinton has not said whether he would continue doing any speaking engagements and things. he's kind of given mixed signals on that. it's a bit of a winding story and i think that actually plays to hillary clinton's advantage. >> well, we'll see. trump's attacks are bringing this back into the headlines. we've heard about the clinton foundation before. it's another reason to look into it once again and say, hey, what is this relationrelationship? what kind of sticky fingers could be in there.

house. a group of conservatives though dubbed the cruz caucus pulling for senator ted cruz, and one of them is texas congressman louie go gomer. especially on new year's eve. you're always working. >> you went out to iowa. you were with senator ted cruz. you went to a number of stops with him. why senator ted cruz? >> i didn't endorse anybody in 2012 and we ended up with the only republican nominee who could not criticize obamacare because they really did model it after romney care. this time i thought early on i need to get behind whoever i agree with most. that was ted. he's been a stand up guy. he's worked with us behind the scenes. i think he'd make a great president so i endorsed him several months ago. >> so do members of congress endorsing senator ted cruz, does that help or hurt him? >> well -- >> this is sort of a referendum

on congress. >> i was scared it was going to hurt him. >> right. >> so i told him, i don't know, april or so, if you want to float that, fine. if you choose not to, i understand. he actually did a press release. >> so here are a few of the cruz caucus members from the house up on the screen here. you know, yesterday we saw trey gowdy on the show talking about senator marco rubio as a rock solid conservative. he's the only rock solid conservative in this race. you disagree with that? >> well, look, if i'm choosing sides on litigation and i get first choice, i choose trey gowdy. he's the best litigator, best cross-examiner, closing argument guy we've got but, you know, we have differences of opinions. he supported -- in fact, nominated or seconded boehner's nomination twice. i was trying to do everything i could to get boehner out. he supported paul ryan, i did

not. so you can have great respect for each other and still have a difference of opinion on who ought to be president. >> here's the real clear poll particulars average polls. donald trump leading and ted cruz at 18%. how can he close the gap? what can he do there? >> what he's been doing. he's been getting out, getting the word out and just -- >> and he's leading iowa. >> yeah. but it's getting around and meeting people. of course, the more people get out, the more they can demonize others. so when you get out there and you shake their hand and look them in the eye and you let them know that you agree with them on important issues, then you go up in the polls. >> final question, how can he go up against -- we heard that donald trump's going to be throwing $2 million into the states with money. can he compete with that? >> well, sure. he's done extremely well.

welcome back. some quick headlines for you starting with a fox news alert. a missouri couple lucky to be alive after their small plane crashes into the front of a high school. both on board recovering in a hospital this morning. witnesses say the plane was flying low possibly due to some engine trouble. and a house panel will launch an investigation into reports that the nsa spied on private conversations between members of congress and israeli officials, including prime minister benjamin netanyahu. the agency reportedly considered surveillance over fears that netanyahu would strike iran without any warning. anna, pete? all right. here we are, mister. 24 minutes after the hour. as you're counting down to the new year, be careful not to let this happen. >> i don't know why i'm so scared of this. pretty easy, right? >> ah! >> oh! >> we've all done it. champaign, one of the many common causes for concern this new year's eve. here to help us separate the

>> good morning to you all. happy new year's to you. happy birthday. severe turbulence aboard an air canada flight sends 21 people including three children to the hospital. this flight was from shanghai and it carried more than 300 passengers. it was diverted to calgary due to extreme weather. passengers watching the door as people were thrown from their seats. listen to this. >> you see everything flying around. whoever didn't put the seat belt on was popping out. >> like in the roller coaster. >> a lot of passengers had to be treated for neck and head injuries. as americans prepare for their new year's sell will he bragtss, the state department is releasing thousands of hillary clinton's personal e-mails today. many of the already released e-mails have been related to the attack on the u.s. consulate in benghazi. clinton was forced to turn over more than 55,000 pages of e-mails to the state department from her personal e-mail address and server earlier this year.

basic ones to take a look at. the first is about public safety? >> actually, i think most of them are really coming into play because there's compelling interest out there for safety of citizens in the environment we live in. we're seeing it kind of go here. so we're talking about things like homeland security issued a real i.d. where they're saying that driver's licenses now have to be uniform across the country in order to use them in an airport. so this means if you don't have a uniform driver's license, you may have to bring your passport to the airport zpl i think one of the states, minnesota, my home state. some drivers may be required to have a passport. another valid form of i.d. >> they will be. ultimately all the states will catch up. there may be a little grace period. we can see some changes to make it easier. >> certainly will affect a lot of people. another one you say is vaccines. >> yes. california recently passed the law that all children in private or public schools will have to be vaccinated. of course, this follows last year's outbreak of measles.

131 cases were reported. it does cover all vaccines, not just measles. a lot of people up in arms because there's always been exemptions for this. >> are there exemptions? >> it can be done on a case by case. the compelling interest for the public safety at large, they're saying the religious exception which a lot of states have won't apply in california. will there be challenges? certainly. will they make it? i doubt it. new york just brought a case all the way to the u.s. supreme court and they said they won't hear it based on a religious challenge. >> interesting. another hot topic is gun control. >> we're seeing a lot of laws go both ways. in texas they're expanding the law allowing people to carry and not conceal weapons. >> sure. >> and then in california we're seeing them kind of constrict the law and saying even though

you have a license to carry, you can't bring it on campus. >> may be interesting to watch and see which way the public trends are with losening and tightening gun control laws. quickly, minimum wage hikes. >> yes, the hot topic. minimum wage hikes go into effect in january. a lot of states have implemented them, especially new york will go up from 8.75 to $9. probably more what you want to watch is the raise in the hospitality industry because they're now saying the hospitality wage hikes go up. while we're seeing a shift in national averages on a statewide basis, hospitality is going up 50%. >> another state-by-state issues with states taking it into their own hands. >> marijuana laws. >> loosening, california, colorado, now we have legal marijuana. so in regard to that, it's hard to make a good case that they should strengthen them or give you more serious penalties. >> moving into a new year.

as you mentioned, police are going to be everywhere. in fact, there are going to be about 6,000 police here in this area right here in times square. around 1200 of those police officers have just graduated from the academy. now new york city's mayor and the nypd say that everyone can count on being safe as they ring in the new year here. >> well, we can assure you is that the preparations are extraordinary, and we are benefiting now from a new critical response command. we have a constant threat analysis stream that we are constantly reviewing, and again we are not aware of any threat at this time that we deem credible to this event here in times square. >> people should feel safe this new year's eve because we're there. >> they heard about that new element. there's a newly established counterterrorism unit with around 500 officers. there's also going to be the bomb squad here, as well, bomb sniffing dogs, mounted police will be in the area.

a light show at the arc de triomphe will be shortened in order to keep the crowds small. back here at home, some extreme weather. 19 levees along the mississippi river threatened by historic flooding there. in downtown st. louis, the river is expected to crest today at 43.7 feet. that's nearly 14 feet over flood stage. since tuesday crews have been rushing to help residents who have been stranded in the floodwaters, including this man and his dog. they waited on the roof, of their house, for help to come before getting away. the death toll from flooding rises to 20 in missouri, and illinois. most of it was caused by people getting trapped in their vehicles after they drove into flooded areas. well the embattled comedian bill cosby arraigned on three felony sexual assault counts, in a case that's been simmering for nearly 12 years. the frail-looking 78-year-old, as you can see right here, made his way into a pennsylvania court with a cane in hand. he entered no plea, paid 10% of a $1 million bond, and

surrendered his passport. prosecutors decided to pursue the 2004 case where former temple university employee andrea constand said that he drugged her with pills and wine and then sexually assaulted her in his home. at least 50 women have accused cosby of assault this year alone. he'll be back in court on january the 14th. and he's the real man of the people. democratic presidential candidate bernie sanders, winning support on the campaign trail for flying coach. fans are posting pictures online using the #sandersonaplane. praising the vermont senator for not wasting money to fly on a jet. one person even wrote i'm going to vote for the guy who's willing to sit in the middle seat. that's what we're all about as americans. we all aspire to sit in the middle seat some day. >> wonderful. >> that's when you don't do the man spread. >> that might be when you do it. you want a little additional >> everybody else -- >> kills your knees. you know, if you're tall and lanky like me.

there's a lot that i'd love to do. i know what he's talking about. i'm from the south, the boots come off, you know it's time to play. he tried to play the nice guy here but is he doing it because he knows that every time somebody throws a punch at donald trump, their poll numbers seem to go down and donald trump's miraculously seem to go up. because he was just knocking on senator rubio for not spending enough time in florida, or not spending enough time in washington, d.c., representing his florida constituents. >> yeah, he says i know i want to. you know i'm from new jersey. we're not going to shoot inside the tent. you're exactly right. they've learned that lesson, fighting back. doesn't work with trump as much. >> you saw it with jeb bush, when he fought back, went after him, things did not go so well for him during, you know, during the debate. and then subsequently we've seen his poll numbers. he was leading in new hampshire at one point. not any longer, he's seventh there now. we get word this morning from the jeb bush campaign, they're basically going to stop spending money on certain ad buys in iowa and south carolina, and they're redeploying their staff from miami. so from their miami offices, sending people up to new

hampshire, and some of these early voting states because they've got to get out, going door to door. the retail politics. >> that's right. >> the ground game. >> they've got to go with where they think they can win and that's new hampshire where they think they've got the best chance. brings to mind the rudy giuliani campaign. he kind of went all in on florida. he can be attacked successful but it also is indicative of a campaign on life support that needs a win in a critical play. >> we've seen governor chris christie spend a lot of time in new hampshire and he's doing quite well there to your point on that. >> he had an interview earlier talking about those that we elect obviously have repercussions, and they have repercussions in the form of regulations. so whether it's the state or the national level we've got some new regulations to ring in the new year for you. 2015 set a record for all-time high, look at that, the number of pages of regulations, 81,000 pages of regulations. >> wonderful. wonderful. >> can you feel it? >> everywhere you go. >> let's handicap small businesses for example. that's a good way to get the

was sentenced to probation after a defense expert argued he was too rich to know any better. sounds ridiculous. but our next guest says don't blame the teenager for this bad behavior. here to explain, psychiatrist dr. keith ablow, and one of our fox news medical aid teams. nice to see you, doc. happy new year. >> happy new year. >> i know you haven't -- ethan or his mom. having said that. >> that's true. >> you think the blame is on the family, not him? >> well, here's the thing. when the expert witness in that trial after ethan couch took four lives, you know, coined the term affluenza, there's nothing affluent about the life experience of this man. this young man now. this person who was underage when he was tried. because here's the thing, sometimes life delivers the truth over time. running away with his mother, you know, the truth is, he probably should have run away from his mother back at like age 6. because he never instilled those

lessons that a good parent would in her child. >> what do you make of that? her fleeing the country with him. what does that suggest to you as a psychiatrist? >> well, listen, again i haven't evaluated them. but when people team up like bonnie and clyde, and it's a mother and a son, and the son seems to have no regard for life, you wonder whether that son has any regard for himself. was this mother able, in any way, to consider this person a separate person from her? or did she simply indulge him to own him? see there's nothing about a gift when it has to enslave you. there's nothing laudatory about that. and so, perhaps, the psychologist, in testifying that this person wasn't able to conform himself to the requirements of the law, that he wasn't the full person, was right. because you know what? it's possible that his mother has been feasting upon him from

childhood. so -- >> this idea that you say the question is did she occupy her son. it's powerful. did she occupy her son so completely that he was really like devoid of his own personality? >> again, and there's nothing rich about that. that's all about poverty. you know, i have a blog up about this on foxnews.com, and one of the points i make is that if you're a slave, if you're enslaved, at least you have the freedom to hate the person who enslaves you. i'd like to tap ethan on the shoulder and say, listen, dude, you realize you're running away with this woman. have you ever thought whether, in fact, she added to your life or siphoned it away. is she really somebody who embraced you or is she something of a vampire who took all of your potential from you, and left you to wreak havoc on the highways of america and take four other lives? but was yours the first life that was taken, ethan? >> five seconds left, doc, is he going to be able to recover from this? or how long will it take for him to recover? >> man. you know, recover from taking four lives, from you know,

>> hey, guys, good morning, and happy new year's eve. you can see out here it's beautiful. very festive. as people get ready to ring in the new year. they'll be hitting up all these restaurants and bars. but this is also the time when the focus for some, like the d.c. police department, becomes keeping people safe. this is especially true after those reports you mentioned. terror threats, plots said to be planned between christmas and new year's targeting three major cities, los angeles, new york, and right here, washington, d.c. also, in light of that, and the recent deadly attacks on san bernardino and paris, security is definitely heightened in this area. the d.c. police department confirms they are increasing patrols across the nation's capital this new year's eve. and the fbi is also boosting the number of field officers they have out and about in major cities. now, we spoke to people who plan to head out to celebrate to ask them what they're doing. some say they plan to celebrate like they would any other year.

authorities to seize someone's weapons without notice. goes into effect. officials can only take guns if they think there's potential for violence, but is that enough to strip one of their second amendment rights? here to debate it, edward walker an attorney for u.s. law shield a firm dedicated to protecting the second amendment rights. and wendy patrick a prosecutor and president of the association of threat assessment professionals. san diego chapter. thank you both for joining us this morning. edwin i'm going to start with you. they say that guns can be taken away from those, quote, thought to be a danger to themselves or others. what do you make of this law? >> well, as you know, california leads the nation in gun laws, and of course every law they pass has the potential of stripping somebody of their second amendment rights. and this one, this law is extraordinary in that it allows an individual's second amendment right to be taken away without any notice or opportunity to be heard. the law provides for an ex parte

restraining order, which an ex parte order is an order that is obtained by one side without even giving the opportunity -- giving the other side an opportunity to respond to it. the ex parte order can go into effect for 21 days at which time the judge and apparently only the judge, has nine the ability to have a hearing where he can thereby continue the order for up to a year, and then renew it for each year after that. so basically what it does is it leaves the second amendment rights of an individual in the hands of a singular person, who may or may not have their own personal beliefs. >> so initially -- initially it's a 21-day without prior knowledge, a weapons, but it can go longer. wendy, where is due process in this calculation for a person who's been called out by a family member or otherwise and now with the whims of a judge? >> due process comes at the order where you actually have a hearing after 21 days. think of this law. not as a complete deprivation but as a time-out. and remember it can't just --

you can't just ask that somebody's guns be taken away without facts to back it up. if somebody provides reason for the family members or law enforcement to believe they are in immediate threat to self or others. why is that important? remember this law comes from the may 2014 rampage, the shooting by elliot roger in isla vista, california. at that time there was no mechanism available by which his weapons could have been taken away. think of this really as a way to have the people closest to the perpetrator, who are always the one who are in the best position to see red flags, to do something about it. after the 21 days, you have a hearing, that's where you get due process and both sides have an opportunity to be heard. because remember, if prevention, if prediction is prevention then motive matters. and what are we always saying after one of these terrible tragedies has occurred? we're always finding out that it was the family members that often knew something, knew mental health history. >> sure. >> saw red flags. but they weren't in a position

to have the person's guns taken away. so it's not permanent, it's simply a time-out. and it's much needed in our culture of gun violence. >> wendy makes an adamant argument about a time-out. we're seeing time-outs to the first amendment on our campuses and safe spaces. should we have a time-out on the second amendment. what say you, edwin? >> well the thing about it is, is that i just think that in this -- with this particular law, the threshold is just simply too low. obviously we have laws that do restrict firearms ownership for certain individuals but usually there's a lot more due process entailed. of course, the folks that we know have never been able to possess weapons are felons. well felons have to go through the criminal justice system, they're convicted by evidence that is beyond a reasonable doubt. and it's a fairly high standard. now you're lumping these folks in the same category as the felons, based upon nothing more than the word of a family member

here, says that he drugged her with pills and wines and then sexually assaulted her in his home. at least 50 women have accused cosby of assault. he's back in court on january the 14th. now to some extreme weather. 19 levees along the mississippi river threatened by historic flooding there. in downtown st. louis, that river is expected to crest at 43.7 feet. that's nearly 14 feet above flood stage. and then overnight the missouri department of transportation closed interstate 55 in both directions near the merrimack river after water continued to rise there. you can see as drivers taking a chance, try to cross a flood-filled highway. by the way the experts say don't try to do that. the death toll from flooding rises to 20 in missouri and illinois. that was caused by most people who were trapped in their vehicles after they drove onto those flooded ways. a new list of words to be

he joins us now live. good morning, thanks for being with us. >> good morning. >> good morning to all of you. thank you. >> we'll have you back on to talk more about your book. but when we see these polls, the realclear politics average of all these polls, this lead for donald trump i mean it's, it's defying so many, what, so many pundits have been saying since the very beginning they didn't even think he'd get in the race and look at him now 35.6%. is it that people just believe exactly what he says, that he's no nonsense? >> i think it's because he is touching a chord with the same people that are conservatives who believe that we have three major problems, and as someone said earlier, he is a fiery candidate. they want some fire in our president. to attack three big problems that mainstream usa and the conservatives recognize, but the political establishment basically don't do anything about. number one, this is a sluggish economy. it is not the new normal. donald trump projects the fact that we can do better.

number two, this runaway spending and all the establishment candidates do is make excuses for this runaway spending. and three they want a fiery leader to fight against the war on terrorism. those are the three things that donald trump appeals to. and, he doesn't play by the rules. and that's what a lot of people like. >> so, you -- let's go back in time. let's go back in the time machine, get the flux capacitor and go back. you were the front-runner at one point. when the 9-9-9 plan came out and you talked about that at the debate and suddenly shot up in the polls and suddenly out of the blue you were the front-runner. >> yes. >> and many people likened it at the time to your no-nonsense straight talk approach where you weren't getting politicy and flowery. >> yes. >> then things didn't work out so well for you in the end, of course. so how does donald trump keep that going and not peter out after iowa and new hampshire and south carolina? >> the difference between donald trump's rise, and my rise, and me dropping out of the race, is

that quite frankly, he has enough money to do all of those people who rely against them. i didn't have enough money to have three lawsuits going on at the same time plus the impact on my family. we could have endured the impact on my family. but when you are distracted from your campaign worrying about how the media is trying to create a frenzy, some of them, not all. when they're trying to create a frenzy to bring you down, you have to make a decision, a business decision. as well as a personal decision. that's the difference. i believe that trump has staying power because, number one, he's not playing by the rules. he doesn't care about political correctness, and that is connecting with main street usa, as well as a lot of conservatives. >> mr. cain, speaking of conservatives, a lot of the candidates have tried to remind voters of previous liberal positions that donald trump has taken years ago, unsuccessfully in doing so, and trying to paint him not as a conservative. do you look at donald trump on the spectrum of conservative to

6,000 police officers descend on times square to keep americans safe as they ring in the new year. >> well, we can assure you is that the preparations are extraordinary, and we are benefiting now from a new element that is our critical response command. we have a constant threat analysis stream that we're constantly reviewing, but again we are not aware of any threat at this time that we deem credible to this event here in times square. >> people should feel safe this new year's eve because we're there. >> in addition to the task force, bomb sniffing dogs, helicopters and plain clothes officers will all be on hand. so, will the nypd mounted unit. >> the police forces aren't just there to take pictures of tourists, of course. they're the very first line of defense against terror in many of the most populated areas of the city. i hit the streets to see just how much training they go through. >> shots fired. >> as americans feel anxiety associated with terror attacks hitting the west -- the nypd is

soothing those fears with four-legged partners. >> the best thing to counter terrorism is the visibility of us. we're so high in the air, it's comforting to the public. it's a deterrent to the bad guys. so it's a real tool to use in counterterrorism. >> reporter: a critical tool, used in times square five years ago. a pakistani immigrant who later admitted getting $15,000 in explosive training from the taliban tried to set off a car bomb in times square. smoke, but never went off. how is the mounted unit utilized in 2010 during that incident? >> one of our officers was assigned to times square. he was alerted by one of the street vendors that there was a vehicle on fire. once the officer approached on horseback, having the higher vantage point to see into the vehicle he was able to alert the people on the street and get them out of the area prior to anything happening. >> it's a prime example of

residents being an extra set of eyes and ears for law enforcement, and abiding by the requests, if you see something, say something. >> for some reason people are very, very hesitant to pass three or four cops on foot but talk to a mounted policeman. that's what happened in that scenario. >> the mountained unit has 100 officers and 60 horses keeping us safe and on new year's eve they'll be working overtime as up to 1 million people gather here to watch the ball drop. what are these horses capable of? if there were ever an incident where they needed you to come in, fire trucks were needed, more police officers needed to come in by vehicles, how would you lead them in? >> we would alert people which way to exit and we would be there to stop them from coming back in to the location. >> you line up horses, and that is a deterrent. people really don't want to cross that line. >> caring for these horses and getting them trained is a tall order. the nypd recently unveiled a 26,000 square foot facility that has 27 box stalls and comes with a price tag of $30 million.

>> we hear sirens right now. these horses are not rattled at all. how do you pick a horse with a proper temperament? >> our horses are selected through a purchase and it's a 60-day trial period with training. our horses go through four types of nuisances, we have smoke, we have fire, we have sirens, we have loud bangs. to desensitize the horse to that. so that when they come out on patrol they're not spooked or rattled by any of that. >> reporter: with the war on cops reaching a fever pitch in some communities, mounted units like the nypd are great for community relations. >> i love being out here. i love meeting people. you meet people from all over -- all over the world. you're really an ambassador. they're not just police the department, but for new york and for the country. >> a lot of international folks, i did speak to the inspector, he says the mounted units are not utilized nearly enough across the country, there are fewer than 100 forces. but just a decade ago there were

yesterday in handcuffs. accompanied by u.s. marshals. she was arrested on charges from texas of hindering the apprehension of a fugitive. she was taken to jail, in l.a., her now 18-year-old son ethan was moved yesterday from a jail in guadalajara to mexico city. the couch family has reportedly hired a team of mexican lawyers to delay the extradition process and yesterday a judge issued a court order temporarily blocking his deportation. couch back in 2013 was driving drunk and killed four people after he slammed into an suv. he received ten year's probation, no jail time after his lawyers brought up the infamous affluenza defense saying couch's wealthy parents never set any boundaries for him. earlier this month couch and his mother fled to mexico after ethan couch apparently violated his probation after a video surfaced of him at a party where alcohol was being served. now tonya couch, if she is convicted of hindering the apprehension of a fugitive, is
