after days of torrential down pours the rain is finally tapering off. that's good news. sadly, the damage has been done. at least six people have died as a result of the massive floods across the region. high water completely covering roads and creeping up to the front doors of homes. janice dean at the weather center with the latest. what can we expect? >> unfortunately, more of the same today. but as we get through the new work week, the rain will start to taper off. we have the threat for not only heavy rain but severe weather. tornado watches for oklahoma and arkansas and northern louisiana. tornado watches meaning that we could see large hail, damaging

winds and tornados. favorable conditions for tornados. we don't have any tornado warnings but we have several severe thunderstorm warnings on the border of oklahoma and into arkansas. so large hail, certainly damaging winds and later on we could see the potential for tornados. so be advised and keep alert of your local warnings. taking a look at where we'll see the worst of the precipitation, these are areas that have seen over two feet of rain over the last four to five days. anymore rain is going to cause major concerns. we still have flood warnings in effect along the mississippi river valley and in towards louisiana. as the rivers in some cases have not even crested yet. so your future radar, we have the chance for more rain today and into tomorrow. a drying out period which is great news. but we have to get through the next 12-24 hours with not only the threat for heavy rain, but the severe weather. so there's the threat through tonight. bulls eye here for arkansas as well as oklahoma in towards mississippi with hail damaging winds, isolated tornados.

vows they made at last fox news debate. saying that they would support mr. trump if he became the nominee. just yesterday, in ohio, john kasich said, quote, donald trump has created a toxic environment, it makes extremely difficult. here is marco rubio. also wavering. >> i think a significant number of republicans will not vote for donald trump at the votering booth. they won't do it t. they'll abstain. i have never argued anyone should abstain in an election. i need to lead by example. i'll be frank it's getting harder every day. >> let's talk about more with the washington editor for national review magazine. good to see you, thank you. >> thanks for having me. >> okay. what happens if donald trump wins enough delegates to become the gop nominee, but the other candidates who took the same
1:22 pm
pledge that donald trump took which is to vote for the gop nominee decide not to support trump? what does that say about the process? >> i think that marco rubio and john kasich are a prelude of things to come if donald trump is the nominee you'll be hearing increasingly from republicans who say that they can't vote for donald trump and will either be supporting hillary clinton voting for hillary clinton or abtaining from voting entirely. i think more importantly, than these big famous figures are the run of the mill republican voters who may abstain from voting in large numbers which would signify the party breaking in two. into a populist movement led by donald trump and the old conservative movement that has existed for five decades. and you know, we really don't know what would happen if that happened. it would signify the death of
1:23 pm
the republican party. >> some analysts are suggesting that governor kasich and senator rubio should stay in the race, even if they don't win their home state primaries, just to remain spoilers for mr. trump as republicans head towards the convention. is that possible? and what does that say about the process again? >> it is certainly possible. it's -- even if they don't remain in the race and ted cruz remains in the race, which is i think almost a certainty, a contested convention, an open convention is very likely. i don't think that says anything about the process. that is what the process is. if a candidate does not win a majority of the delegates at stake, then we have an open convention. that simply is the process. i don't think it's fair to read anything more into it than that than the party is genuinely guided this time around. and it's a rare situation. >> so, you know, then there's
1:24 pm
talk that some big money republicans plan to use their deep pockets to stop trump. first, have you heard anything about that and how could they do that? if you have heard. >> sure. it's already happening. there are donors funding anti-trump super pacs. they've come into the game a little bit late to really mount the robust effort. there are certainly questions as to how effective running ads against trump is when he dominates the air waves. but an anti-trump effort would look something like mounting ads, encouraging the guys to stay in the race and starting to think about what an anti-trump strategy at a convention would look like in terms of delegates. the particular delegates who are going to the convention and how to swing them on a second or third ballot at a convention. which is perhaps the most important aspect of that. but i think people have woken up to the threat a bit late. it's going to come down probably
1:25 pm
to ted cruz as the likely final adversary to donald trump. >> so what do you think about what's happening inside the republican party? >> i think this is something the republican party had to reckon with. there have been people saying the republican party needed to do a better job of appealing to the source of lower middle class voters who are rallying around donald trump in terms of placing less of an emphasize for tax cuts on top bracket, more of an emphasis on the rising cost of higher education. and what many rank and file republicans object to as donald trump as the vehicle for addressing those concerns. i think the republican party is getting a justifiable comeuppance. so it seems to me these are real issues the party has to reckon with and donald trump is forcing that. >> we'll keep watching, thank you so much. >> thanks.
1:26 pm
senator ted cruz is in hot pursuit of donald trump. and right now, he's got a warning to try and catch up. that slams the democratic front runner at the same time. he's speaking in north carolina. we'll have more on that when we come back. e beautiful, unless you have allergies. then your eyes may see it differently. only flonase is approved to relieve both itchy, watery eyes and congestion. no other nasal allergy spray can say that. when we breathe in allergens our bodies react by over producing six key inflammatory substances that cause our symptoms. most allergy pills only control one substance. flonase controls six. and six is greater than one. complete allergy relief or incomplete. let your eyes decide. flonase. 6>1 changes everything.

south carolina has 72 delegates at stake on tuesday. ted cruz is at the charlotte motor speedway in concord, north carolina. no incidents as the senator spoke. they're running late today as he had several rallies. he will continue to try to ramp up his campaign and his political predictions 48 hours to go before the primary on tuesday. of course, he's trying to gain ground on donald trump. will he be able to do that? let's bring in the former attorney general of virginia and a supporter of the senator.
1:31 pm
mr. attorney general, welcome. what does senator cruz have to do on tuesday and how will be able to catch up with donald trump and make this a two man race? >> right now it looks like rubio is getting killed in florida, his home state. senator cruz won his home state overwhelmingly. he went to washington and did what he told texans he would do. marco rubio really didn't do that. and the people who know him best are poised to deliver him a mortal blow. it's almost a two man race, cruz versus trump. you mentioned senator cruz being in north carolina. he was -- spent a lot of time in missouri, the other states that are up on tuesday. we expect to do well in both of those places. as well as picking up delegates in illinois. and so we'll come out of tuesday, i believe in a position where this field is finally
1:32 pm
narrowed to the point where a one-on-one near exclusive one-on-one is a likelihood. in that scenario with about half the delegates remaining, ted cruz can not only beat donald trump, but can get over the 1,237 delegate threshold to go into the convention with the majority. we saw him consolidating support with carly fiorina, who has a powerful endorsement and conservative icon, mark levin. we've got a lot of momentum. tuesday is going to add to that. we had our big win in guam yesterday. along with wyoming. wyoming we won 2/3 of the delegation in wyoming that was available. so doing well there. and i have to laugh. we came in last in washington, d.c. and i actually find a bit of irony in that. even given that ted cruz has gone to washington and fought
1:33 pm
washington so hard. >> isn't that a great point in a sense? doesn't that say something? >> yes, it does. >> the establishment and all these others -- >> they live in washington. >> they went down to the -- that one polling place and they voted against ted cruz. what does that say? >> gee, we lost the georgetown republican vote. i can hardly believe it. >> you were talking about guam. we love guam out there in the pacific ocean. >> absolutely. >> it was a good point. getting these delegates because they're all over the country. everyone's been talking about ohio and florida. it's winner take all. did you know that missouri, illinois, north carolina, they have more delegates than ohio and florida put together. >> that's right. >> as we just saw, senator cruz in north carolina, talk about that strategy. >> north carolina has more delegates than ohio. by itself. 72 versus 66. it's proportional. everybody is going to come away
1:34 pm
with some. there is a difference when you come out on top. that's very important to us. you do not win the nomination without winning a significant number of states. right now, the only person other than donald trump who has won a significant number of states and has any hope of winning a significant number of additional states is senator ted cruz. and a lot of people are getting on board who are concerned with donald trump. concerned about donald trump for the republican party. those people are coming together. no less than ed rogers who is a washington fixture of a lobbying group. he's been successful, powerful, fixture of the establishment. wrote a letter this week in the washington post saying look, i'm comfortable with ted cruz. this guy knows what he believes. >> sorry to interrupt, how do you get there? you have kasich, the governor is ahead in his home state of ohio. he stays in. senator rubio shows no inclination to drop out, even if
1:35 pm
he potentially loses florida. quickly, what happens from here? >> if rubio loses florida, he becomes nearly irrelevant very suddenly. if you just look back a week or two at what happens without rubio in the race, we win louisiana. we win state after state. that we're losing because as donald trump's strength which is a high floor, if you will, he's getting more media coverage than anybody in history is a weakness. he doesn't have a lot more room to move up. senator cruz has more room to keep coalescing more and more republicans and independents to our banner. he's a true conservative with conservative ideas that match his record. and no other candidate in this race can say that. and he continues to pound his record of commitment to conservative principles and success, beating amnesty, fighting to defund planned parenthood, obamacare, when the leadership of the republican party was fighting him.
1:36 pm
and, yet, he stuck to his principles. that's the kind of president i want. that's the kind of president a lot of grass roots conservatives have been looking for. and they get it in ted cruz. >> mr. attorney general, we thank you for talking to us. by the way, guam, he picked up nine delegates. >> yeah, hey. >> you get bit by bit bite and maybe you'll get there. >> i won a state senate race in recount by 101 votes. do you know what they call you when you win by 101 votes? senator. >> maybe president we'll see. thank you so much for joining us. >> my pleasure. >> of course. okay. and we move on as israel's prime minister is calling on the world power to take immediate action against iran. the latest provocation from tehran has has israel up in arms. the boston fire department filing two lawsuits, two years after this horrible fire here that killed two of its own.

now, they apparently made a may day call asking for water for their hose, but that water never came. here is the photo of the hose that was burned through. recently, the feds issued a scathing report criticizing the boston fire department in the deaths of those two firefighters. citing lack of training and inadequate staffing and poor tactical decisions. on the heels of the report, fire officials are filing a lawsuit, suing the maker of the truck engine for what the department says is problems in more than a dozen city fire trucks. the lawsuit will preevlt future disaste disasters. here to discuss this is former defense attorneys and the maker of the manufacturer we're talking about is nava star international. does the boston fire department have a strong case? >> i would say that they have --
1:43 pm
not so much a strong case, but i can see where it may be -- i can see why they're doing it. the reason why i say that there is a whole bunch of liable parties. it's not just the manufacturer of the truck. it could be the city -- the fire department can prove that they petitioned the city to say we need more equipment, better trucks, better funding, the city did nothing, the city should be more liable than just the manufacturer of the engines. >> do you agree? more people should be liable? >> the lawsuit that the commissioner spoke about is against the truck company for times where the fire trucks needed service and was not available for the department. that's very different than holding the fire truck company accountable for the deaths of the individuals or people that were injured. those lawsuits can be brought by the victims' family and other individuals that are damaged. i will say that the timing of
1:44 pm
this statement is very questionable to me. because they could have brought the these lawsuits against the trucking company years ago. they've had these trucks for about six years now and have never filed a lawsuit. it only comes on the back end of the 77 page report by the federal agency which was scathing, as you said in the intro. so the timing of this announcement is questionable. >> but you know what, i feel that if they knew the trucks weren't working for six or so years, they should have did something about it. that puts liability back on them. >> them being the fire department. >> right the fire department. get better trucks. have the trucks replaced. don't wait until a tragic incident like this happens to say we're suing you because your trucks were lemons. they should have done something about it prior to this. >> there were a number of other parties that would be liable in a situation where a family brings a wrongful death action. there's a welding company that started the fire let's not

forget about that have responded to a fire there were a number of other parties potentially the city itself for not properly training their department for inadequate payroll or putting the firefighters -- the scheduling of it. there are a number of other parties that would be liable in a wrongful death lawsuit. >> the fire department may be able to shift the liability to the city. >> if they've made it known they need more training, men, or women, or they need more funding in general, and the city did nothing about it, then that shifts the liability, in my opinion to the city. and as far as the welders, i'm sure they'll argue they're not liable because it was an unforeseeable incident. >> the reason why she's bringing up welders, this happened on a brown stone in the back bay area of boston. the welders were working on wrought iron and the spark is
1:46 pm
what sparked the fire in the first place. david you get final -- >> there is a criminal investigation by the da to determine whether the welders were criminally responsible. they didn't call 911. they have left without reporting. the da came out and said no criminal charges that does not mean they're not civilly liable. >> this is detectifinitely not . we want to remember firefighter ed kennedy and ted walsh. >> well said, thank you. trade deals and the resulting loss of american jobs are a big issue in the presidential race. donald trump and senator bernie sanders have been especially critical. up next, we're going to take a look at what the deals mean and what could happen if they are canned. we never win. we don't win with the military. we don't win with trade. we don't win with deals. we asked a group of young people
