10:02 am
senator rubio exiting the race. and the outcome in missouri remains too close to call for both parties. trump leading the pack with 646 delegates. and cruz 397 and kasich 142. >> in the democratic race senator sanders focusing in arizona after losing four states last night. hillary clinton holds the double number of delegates. but clinton could have an uphill battle when it comes to turn out. here is president obama's 2008 campaign manager with megyn kelliy. >> she will have to work hard to get the latino and young turn out. and after eight years of democrats in the white house
10:03 am
they may be ready for a change. trump is creating enthusiasm out there. i don't want to overstate the turn out between trump and republicans. but there is energy in the republican caucuses. and that is a warning sign and you better deal with it and address it. >> we have a tony a straft gist and emily campaign director of center for american progress action fund. welcome to both of you. tony, to you first. david said there is a difference between a democratic coalit the >> he put the stinger on the key. barak obama galvanized large turn outs from young voters and millennials and single women and hispanics. they are natural for the democratic party. but don't turn out at the same
10:04 am
rate of enthusiasm and that is what barak obama was able to do. he was able to win despite the bad economy and approval ratings below 50 percent. hillary's problem where she won big, she's losing, voters under 45. she's losing single woman. the unmarried women and a growing key demographic to bernie sanders. when you see republican enthusiasm and turn out doubling in the key battleground states of ohio, florida and north carolina and virginia several weeks ago, they are indicators when you go in a general election match up, enthusiasm is on the right. and in the year there is a toxic attitude toward the establishment. hillary will run into a problem when it comes to people
10:05 am
galvanized to turn out for her. >> emily, can hillary excite the obama coalition the same way he did? is >> i think it is there, but the striking numbers in the primary is is the millennial voter she lost with high margins to sanders. they are now very engaged in the process and would turn out for her if she is the nominee against trump or cruz. so i think it is it an assumption they will not turn out. but it seems like they will be there and the enthusiasm for trump and cruz works on both side ises. there are just as many people who would not want to see them as president, than do want to see them as president. the challenge for clinton is to present exciting new and serious. she's run the campaign as the
10:06 am
person who needs to govern on the platform. it is less sexy. but if she can continue on in that track and you have this up against trump who is the republican nominee, there is a lot of people said that is not what i am all going about. i will go with a candidate that is serious. >> let's look at the republican side in florida. turn out up 21 percent and in ohio up 26 percent. you can attribute that to the state governor. and illinois up pen percent and only in north carolina is there a drop. all of the other states on the democratic stops. florida down 2.9 and missouri 24 percent.
10:07 am
illinois, two and half percent. doesn't that suggest that you know, for whatever reason there is excitement on the republican side that is just not there on the democratic side? >> there is a lot of the conversation and excitement for trump whether foreor against him in the republican primary. you can't do my that is dominated 24 hours of news coverage for months and two factors to look at. one, there are many more candidates on the republican side than on the democratic side. and when clinton says she has more raw voters, that is true. but the other thing, you have to question trump or any republican candidates are pulling the votes from? democrats or independents. trump is attracting new people to the party and primaries, but he is pulling them from republican voters who vote in
10:08 am
general elections as opposed to primaries and not expanding the votes. >> that's not true. you saw 20000 independent voters in massachusetts and 50,000 in a state of pennsylvania reregister as republicans. and many seasoned voices in the democratic party do and i give them credit. you cannot underestimate donald trump. the former governor of pennsylvania said trump will put pennsylvania, michigan, wisconsin in play because he does add, while you are add there are people in the northeast and republicans in the new york and in other cities who don't like trump, he's going to add more presumably in the working white class kind of voters that you find in the swing states that we have not won in years since 1998 in some
10:09 am
cases. it does change the math. and donald trump, some on the left are doing is wrong. i credit david plouffe. and i credit them for realizing the nature of the battle with trump as nominee. >> there is anger in the electorate on both sides. bernie sanders candidacy angerred by the voters. and donald trump talked about the voters last night. listen. >> is there anger from your people? there is anger. they are not angry people but they want to see the country properly run. they want to see board pers and health care and military rebuilt. our military is in a bad state. they want it rebuilt. [applause] very, very importantly and they
10:10 am
want the second amendment protected strongly. and that is going to happen. >> emily those are not particularly republican or democratic talking points. it is what people want. >> those are not talking point ps. they are just gentleman statements trying to harness on the anger that is out there and that is true and that is a big factor in the race. in the general election the coalitions will change. going into the election, people thought it would be a base turn out and solified in the last presidential cycles. but the math is going to change a bit. there will be independents that move over because of the anger. people are interested in trade what trump is talking about. what are the policies impacting them, we know know that people are looking at clinton. and voters that come up for
10:11 am
trump number one issue is someone who had experience outside of government. >> one person we are not talking about much is the guy nipping at trump's heels. ted cruz. >> do you want a candidate that shares your values or a candidate who spent decades opposing your values. network suit want donald trump as nominee. and that's why they gave him hundreds and millions in free advertising, because they are partisan democrats ready for hillary and know that donald is the one person on the face of the earth that hillary clinton can beat in the general election. but the media, aren't going to decide the election, the voters will. >> is ted cruz right?
10:12 am
can hillary beat ted cruz, i mean donald trump. all of them beat hillary clinton clearly. but it is trump who struggled in the the poll ps. trade is an area where trump gains the reagan democrat in pennsylvania and ohio and michigan. he has more trustworthiness on that than clinton who was pro trade and nafta and tpp. i think ted cruz has a shot. but donald trump has turned it into a populs election as has sanders. >> thank you. >> the big story, president obama throwing down the gauntlet

to the republicans. republicans have stood firm saying they will block any name submitted by the white house before the election. what are they saying about the prospect of a well known moderate? and here's reaction from capitol hill. >> good afternoon, heather. republican leaders continue to maintain the position that the supreme court vacancy should factor in the 2016 presidential election and the republicans will insure that the next president fills this vacancy. and the democrats called the republicans obstructionism. and harry reid said the senate's constitutional responsibility to consider the nomination of meric garland. >> a hundred years we have had this and he and his congress
10:14 am
have no consideration for the nominee. it is hard to compreend. that's what he said. it appears all republicans fall in line with this. >> reporter: republicans are pointing to a 1992 statement from vice-president biden in a election year in the term of president bush. we should consider the judiciary committee not scheduling hearings. biden said he was urging the senate to fix the broken process. republicans are applying the biden rule here. >> it seems clear that president obama made the nomination, not with the intent of seeing the nom no confirmed but in order to politicize it for purposes of the election which is the type of thing then senate judiciary

panel. wendy, to you first. judge anton scalia i hero to conservatives, is judge garland that same man? >> he's not that same man, jon. he's not the polar opposite an stop scalia. he is far more moderate than the nominees that president obama could have selected here is the thing. what we normally would do, if it was a nominee, he spent 19 years on the court of appeals. and there is a lot of information to vet. but the gop leaders are not looking through the 19 years which i might point out is noncontroversial. but there is soft on the second amendment opinions out there.

go to a second or thir ballot and the person who brings the party together is not one of those two? >> it is insane. you live in a age of television and social media millions of people have voted and two strong personality ares and trump and cruz are not shrinking violets. and the idea that someone would magically appear and push those two guys aside. my hunch is they would probably join forces to block another person just out of sheer anger. they are disrupt the system candidates and will not turn it over to someone who represents the establishment. >> lisa booth is a republican strategist and contributor to the republican establishment. and single contributor to forbes.com. and on sirius xm radio. thank you for joining us.

10:40 am
look at exit polling. north carolina and howard jarvis and the sheer amount of voters who believe that the republican partythem. and you can see first time. there is only one candidate in history who has not served as a politician or military connection that is a majority, major party nominee. there is a lot of history being made and you can't under estimate the anger from the voters right now. >> rick, in terms of a contested convention. strange a liiance. >> there will be. just to early how they will shake out. it will all hit the fan in the rule's committee. each upon one will want to gain control. kasich can't. and trump may or may not be able to. rule 40 b.
