of the natural world? whatever your definition of success is, helping you pursue it, is ours. t-i-a-a. i'll see you back at noon eastern tomorrow on "outnumbered." >> welcome to the great state of wisconsin for on the record one hour town hall with president candidate donald trump. wisconsin is the birth place of the republican party 1854 in the small town of griffin. you all know wisconsin is the state of political passion in the site of hot political warfare governor walker's bargaining reform sparked protest at the state capital a recall effort to unseat governor walker and even a senate walkout where state senators threfled t neighboring state of illinois. now all eyes are on this state wisconsin's primary is tuesday and it's a big deal. it's a stand alone primary. there has been none in two weeks
7:01 pm
and there will not be another for two weeks. our guest tonight and joining me at the university of wisconsin milwaukee is presidential candidate donald trump. nice to see you, donald. >> thank you very much. the audience will ask you request he is. i am i am going to take the first couple questions. you want to get rid of obamacare. >> we will. we will repeal it with something less expensive and so much better. it doesn't get worse. >> tell me what let's say a woman had cancer 20-years ago in her early 20's now 40 two children single and there's no more obamacare she is got breast cancer back again. under trump care what will it look like? >> we will take care of her. >> how? >> let me explain something. we have so many options. we are getting the lines between the states.
7:02 pm
we will have competition among all of the insurance companies that want to compete. although actually they like the monopoly. right now they have monopolies in states. we have whether it is healthcare, if you look at the healthcare savings accounts, if you look at there's probably nine different options. the worst option is obamacare. i don't know if you know it, i can tell you the audience understands 35, 45, 50 percent increase this year in premiums. the deductibles are so high so outrageous unless you are just about ready to go you will never be able to use it. obamacare is a catastrophe. we are going to take care of people. we are going to take care of people just like you said. wither going to have great healthcare for much less money. >> are you saying much less money because of competition? what drives it down? medical costs are going up. >> it is competition. plus in obamacare you get things you will never use. you will get things that you won't use. you are paying for them what we want you can tailor make it. you will have a lot of options. you of
7:03 pm
options. the insurance companies like the way it is. they are making a fortune. one will have new york and one will have this. you won't have competition around. they are probably going to fight it. when they approved obamacare, i call them the boundary lines around each state. they almost got rid of the boundary lines you but it didn't happen. it is going to be unbelievable if they do it. the different companies, whether it is insurance or electric or lumber or what -- they totally control the politicians. i am a self funder. i am self funding. i am going to do what's right for the people. i am the only one i think probably since ross perot i think i am the only one since maybe ross perot? it has been many, many years. i am self funding. i am going to do the right thing. >> will it be universal healthcare everybody will have healthcare. >> whoever wants it is going to have it. >> like it is a money problem. people can't afford it. >> you know what i said and i
7:04 pm
took a lot of heat from the republicans. i said nobody is going to be dying on the street if i am president. nobody is dying on the streets. the republicans said oh, that's terrible. every time i speak and i say that to big audiences they are republicans mostly. although we have a lot of democrat turnovers. women have a lot of crossovers from democrats. we have a very, very big ill election coming up right here in wisconsin. every time i said we are not going to allow people who have no money to die on the streets i get standing ovations from republicans and some of the so-called conservative geniuses, the people that write the different levers where they make money or magazines, they say oh that's terrible, that's terrible. i tell you what, people don't want to see that. we are going to have unbelievable healthcare when people can't afford it we are going to help them out whether it is through medicare or whatever, we are going to help them out. >> we have got to. >> today on george stephanopoulos this week gop
7:05 pm
chairman said to george, tone and tenor matters in this election. u gotten a lot of criticism for your tone and tenor. is it going to change or do you have any objections to it? >> i agree with him 100 percent. tone does matter. i get criticized jeb bush. the tone. i don't like the tone. in the meantime, oo he is go-- gone. my tone is going to change as soon as i finish the victory. we have 17 now we have two left. i am leading by a lot. i am leading by millions of votes. they say i am leading by almost 300 delegates but i am leading cruz who would be a terrible candidate by the way. you talk about healthcare. he would be a terrible candidate. i am leading by hundreds of delegates. almost 300 delegates but i am leading by millions of votes which nobody ever talks about. tone to me matters. being presidential matters. my wife -- >> what does that mean?
7:06 pm
>> my wife said please be more presidential. don't be so aggressive. in a way we want an aggressive president? but that's okay. and my daughter said, the last debate, yef van kau just had a baby by the way. i am very proud of that. sort of why i am doing this. people say why are you doing this? maybe the reason we are doing it is to make america great again. ivanka said be very presidential. i have done great in the debates won according to drudge and everybody else i have won all of the debates every single one of them. be presidential. i said look if somebody hits me, i have to hit them back. i have to. i am not going to sit there and be like oh i am wonderful, i am a president. i am going to win and i will be so presidential. >> what does it mean to be presidential. >> it means not be so aggressive not is get so personal. when people get personal with me. they say oh they don't like my hair. okay? if i ever said i didn't like their hair. they are allowed to say whatever
7:07 pm
they want about me. if i said something about hair they would say oh. it is my hair. it isn't that bad is it? what happens is they hit me and i hit them back harder. usually, almost in all cases they do it first. but they hit me and i hit them back harder and they disappear. that's what we want to lead the country. but i promise you, let me finish it off, i will be so presidential. greta, you will be so proud of me. i am a smart guy. being presidential easy but you make it boring. she won't want to interview me any more. >> what does it mean you are going to stop tweeting? >> i don't think so. no. i tell you what. this is a modern forum. it is like owning my own newspaper. twitter 7 and a half million people picking up hundreds of thousands of people in a short period of time. on facebook i have close to 7 million, more than 7 million people. instagram like 2 million.
7:08 pm
i have 16, 17 million people. that's my -- that's like owning the new york times without the losses. why should i give it up? why should i give it up. >> as president? >> as president i would take it differently, yeah. as president i think he would be very much different on that. i wouldn't be doing it much. obama does it a little bit. not that i want to use him as an example. that's some example. but as president, i would probably not be doing it, maybe not be doing it at all. i have millions and millions of people, they rely on it, they love it. i think it is one of the reasons frankly i am doing so well. you understand what you were introducing you said candidate, but i am by far the frontrunner. she didn't say that. i was surprised. i was going to say let's do that entroe dux again. the truth is i think some of it is because of social video. >> abortion. 1999 to tim russert you were very pro choice with your words.
7:09 pm
>> that's a very important thing. just before that they never play that. >> i said it. i read it. >> i was pained when she showed it. if they go 10 seconds before i was pained when i said it. like i really don't like it. then i said very polite. but i am pro-life. >> so what -- 2015 you made the public announcement that you are pro-life. >> and this last week it has been all over the map at one point you said -- >> i wasn't all over the map. >> correct me. >> i am pro-life. ronald reagan was pro-life with the exceptions, life of the mother, rape, incest with the three exceptions. will that was pron nald reagan. that has been me. it has been me for quite a period of time. when they ask questions about different things or they ask theoretical questions in theory, in theory if you do that and if
7:10 pm
you do that. the question that was asked to me i have so many people on twitter and so many roger jeffers. pastor jeffers. he was saying what an answer. that was a good answer. so many people said good answer. i wanted to frankly nobody is going to do more for women than me. nobody respects women more than me. and i took that answer and i didn't like it because i think a lot of people didn't understand it. women go through a lot. they go through a tremendous punishment of themselves, and i didn't like it because i wasn't sure people would understand it. so i clarified it. but it was just a clarification and i think it was well accepted. >> now a question from the audience. we have a question from amy. >> hi mr. trump. thank you for taking my question. my husband and i are hard-working middle class folks every year it is tax season i am always shocked to see how much
7:11 pm
we pay every year. i know people who have no jobs no income who are getting 4,000 to $5,000 tax returns. how does this happen and what are you going to do to create a fair and balanced. >> a fantastic economist and guy loves my plan. a lot of people love my plan. we are giving the biggest tax decrease of any candidate running or has run like it is not even close. in fact the one criticism t would be it is too much. our middle class has been run out of town run out of the country. jobs are taken everybody has been taken. people are paying more tax than ever paid. in terms of taxes, so country in the world has higher taxes. i have a policy it is on donald j. trump.com.
7:12 pm
it is a great stacks plan. your taxes are going way, way down especially the middle class. i think you are going to love it. we are simplifying it. not only cutting it st substantially we are going to sifrp ply it. you don't have to may a pore tune to hire h and r blocks. very siem tell, very peru practice. we have companies that are leaving the country because they want take khan into the country. not only are the taxes too high there are trillions of dollars outside of the country. you look at pfizer is leaving now and so many companies are leaving our country. country. so many companies are leaving our country because they have money outside of the country. everybody wants to live, democrats and republicans and they can't make a deal because you have a president that's not a leader. all of this money is going to be allowed to come back in and we're going to keep our companies in the united states. so important. a big big tax reduction.
7:13 pm
>> does everybody get a tax break, even the very rich in. >> the very rich are going to be paying -- well, first of all on the very rich, let me explain. we have things in the very rich that are so unfair to the general public, especially the hedge funds guys, that are very complex that a lot of people wouldn't understand. but i'm getting rid of carried interest and frankly the ones that i'm really concerned about -- you know, i like the workers. i call them the workers of this country the best. i don't necessarily like the very rich, even though i'm one of the very rich. but the very rich are going to end up probably paying more but there's an incentive for them to invest in the country and create jobs. >> let me ask you about washington. i' in order to change the tax code you've got to get the house -- you've got to get washington to work. and there's so much special interest built into this whole
7:14 pm
tax code. every single one to have 3300 exemptions is a special interest of somebody. how are you going to get this to happen? how? >> i've, dealing with politicians my whole life. if you can't deal with a politician, there's something wrong with you. i built a great company and as you know i filed all of my papers, they're beautifully filed, and the press went down, they said at the federal elections office it's like a feeding frenzy because they were hoping maybe it wouldn't be so good. it turned out it's not only good, much bigger than anyone would have thought. it's a phenomenal company, very low debt, very big -- >> but you think you can get washington to work? >> and i will tell you -- yeah. and i just want to say the reason i'm doing it is because that's the kind of thinking -- i'm not saying that in a bragging way. that's the kind of thinking our country needs. we have $19 trillion in debt et cetera. i deal with politicians. i was an establishment person nine months ago before i decided
7:15 pm
to run. once i decided to run trump wasn't an establishman. it's not like they're bad people but they have reasons for not doing it. they're fighting each other. there's total gred lock in washington. you have a president that has no control over his own party let alone the republicans. you're suppose to get them in the room and make good deals, not bad deals, great deals. that's what i can do. >> a question from the audience from jay my. >> what are your thoughts on minimum wage and the fight for 15 movement? >> the minimum wage is a complex situation because we have a noncompetitive country. if you look at what's going on throughout the world, we're considered -- one of the big problems we have are wages. i'm going to make our country so competitive that people of minimum wage are going to escape the minimum wage. they're going to go up and make a lot of money. they're going to be involved with companies that are really successful where they can be paid more and more money. if you start raising the money
7:16 pm
mum wage, you're going to make aat of our companies even more noncompetitive. we're going to bring jobs back from china, from mexico and japan and all of these countries that are ripping us off, taking our money, taking our jobs. knocking our manufacturing. in wisconsin you take a look. your manufacturing jobs in wisconsin are way, way down. i used to think wonderful things about wisconsin. i was given a plaque by the governor because i supported him. i gave him a lot of money. >> he's not in support of you? >> no, he's not, you know why? because i knocked him out of the presidency. and you know how i knocked him out? and i was actually surprised. it was a story in "time" magazine, a nice story, cove story on him. i've had more than him lately. there was one paragraph toward the end, a very bad paragraph, it talked about a deficit of $2.2 billion, imbhans of the
7:17 pm
budget, $2.2 billion, all sorts of bad thing, the schools are in bad shape. i said what is this all about? and when i looked at it i said, wow, that's true. when i got up and started hitting him with information about wisconsin, your jobs, your loss of so much, all of the sudden he went from being the front runner to saying buy b ii i'm getting out of the race. >> we have another question. >> people don't know the facts but those are the facts. >> first of all, are you supporting donald trump? >> i am currently an independent voter. >> he will be. >> we'll see. >> go ahead. >> i'm an iraq war veteran and i've seen first hand the devastation war caused on our servicemen and women. 22 veterans commit suicide per day. you have said you intend to repeal obamacare how would you address the mental health needs
7:18 pm
that our veterans have been -- excuse me, our mental health needs the veterans have been clearly ignored. >> i get the question all of the time. especially regarding mental health for the veterans. because they've gone under trauma like nobody has seen trauma. here's what we're doing. the veterans in our country have been treated horribly. i am endorsed by so many veterans groups. i'm sure most of your friends are endorsing me. we're going to change the va. the va is so badly run -- first of all it's corrupt. the phoenix va is so corrupt. it's all over the country. we're changing t we are changing the va and going to make it good. if people are waiting on-line you know this better than anybody, 5, 6, 7 days just to see a doctor. you know there's suicideses. we have so many suicides in veteran's administration. have the veterans nobody has seen anything like it.
7:19 pm
it is nobody wants to talk about it it is such a bad problem. you know about the problem. a lot of them take place they can't get to see their doctor. when a person is waiting ohhen line for you go to a hospital a private or public that's in their community already. some of the people have to travel for a day just to get to a veteran's hospital. it is a horrible situation. i know it so well in new hampshire. they endorse me in new hampshire. they have a tremendous veteran's population in new hampshire. i learned so much about the veterans and the veterans problems from the people of new hampshire. i said, let me tell you, you put me in, we are going to solve the problem. we are solving the problem. you are going to be able to see private doctor or go to a hospital public or private get yourselves taken care of. we have to. in the end it will be less expensi expensive. we are going to take care of it. you will see. okay. >> is that the answer you
7:20 pm
wanted? >> you will be happy. they should have done that a long time ago greta. should have done it a long time ago. >> much moerp on the record 2016 town hall with candidate frontrunner donald trump. that's next. henry! oh my. good, you're good. back, back, back. (vo) according to kelley blue book, subaru has the highest resale value of any brand. again. you might find that comforting. love. it's what makes a subaru, a subaru.

7:24 pm
donald, you talked a moment ago about how important competition is. in a president trump administration what would you do about the fact, for instance, alaska airlines is looking to purchase virgin america. we have had since the 1980's many fewer air carriers and even seen less and less competition. what would your an try trust division look like? >> i am not liking a lot of the mergers we are seeing. you will end up with one big fat airline. i would look at not the republican thing to say, but if we don't have competition that keeps some competition we are going to have a lot of problems with the country. i see mergers of different things. i won't say it what do i need certain industries against me for the fact is you have got to have competition to be great. when you see these big fat mergers and the companies get bigger they get bloateded and they don't do well. they don't even do well for their stockholders. but all of a sudden they don't have the competition.
7:25 pm
in the airline business they have all of these gates nobody else can get in nobody else can break the system. i would be very, very careful about that. i want to see competition at all levels. >> donald we have a question from an audience member. who are you voting for on tuesday. will you tell us? >> let's see how he answers my question. >> that's fair. go ahead. >> i don't know how much you know about wisconsin. we have a lot to be proud of, the beer, the cheese, the packers, for me the thing i am most proud of is our university system. we are incredible blessed with amazing universities. (applause) >> in fact we have to give our university a shout out we were awarded r 1 or research 1 status here. big deal. my question as a students and someone who teaches under graduates we are very worried about the rising cost of education the ability of our students to be able to afford college tuition.
7:26 pm
several other candidates come out with their plans for lowering or even free education at the public university level. do you have a plan and if so do you have a way of paying for that plan. >> there's no such thing as free education you know that ultimately somebody else is going to be paying for that education. (applause) as a -- i can't believe i am saying this as a politician. i am not a politician as somebody that is now in politics in the political world. i would love to say free education. if somebody gets free education all of the people paying their rates are going to go up. i watch bernie. if you took 100 percent of everybody, if their taxes if everything was paid in taxes they nayed nothing you wouldn't be able to pay. it is words, just words. i get that question more than any single question especially since i have gotten into so many young people. they are great. we have packed colleges.
7:27 pm
the first thing is student debt. why is it so expensive? the students become a conduit to the united states government and the colleges are not watching their costs they don't care. because students is here the government gives them the money and the colleges, you take a look at the way college costs are rising, there is no reason for it, they are letting them go up and the problem is the students are getting crushed because again, the government just keeps giving them more and more money and the students give them to the college. we are going to look into that we have to keep it down. we have to keep it down. some of the colleges do a good job. many of them, i don't think they care what the costs are because they get so much money. we have to do something with extensions and lower interest rates and a lot of good things, because if we don't do that, and greta, it is unbelievable, i get this question so much and constantly not even in from you dents from people who got crushed. the best answer of all. i am going to create jobs. what does that have to do with
7:28 pm
it? the biggest problem is you have student debt you are a good student you went to a wonderful college everything is great and you look for a job you can't debt a job. we are not going to let china mexico all of these countries i could name 40 of them. they take our jobs and money. we are going to keep our companies here not let pfizer and all of these companies go. you go through you do well and now you are going to look for a job and get the great job. the kind of job you want. we are going to do something with exceptions and low interest rates. >> okay? thank you. >> we have more questions for donald trump. we are going to take a short break. we will be right back with our on the record 2016 town hall. >> i take prilosec otc each morning for my frequent heartburn
7:29 pm
because you can't beat zero heartburn! ahhh the sweet taste of victory! prilosec otc. one pill each morning. 24 hours. zero heartburn. why do people count on sunsweet amazin prune juice to stay fit on the inside? it's made only from prunes, nothing else. it's a natural source of fiber and five essential vitamins. amazin prune juice and amazin prune light. from sunsweet, the feel good fruit. whewhat does it look like?ss, is it becoming a better professor by being a more adventurous student? is it one day giving your daughter

and help reduce the risk of dvt and pe blood clots. xarelto® is also proven to reduce the risk of stroke in people with afib, not caused by a heart valve problem. for people with afib currently well managed on warfarin, there's limited information on how xarelto® and warfarin compare in reducing the risk of stroke. you know, i tried warfarin, but the blood testing and dietary restrictions... don't get me started on that. i didn't have to. we started on xarelto®. nice pass. safety first. like all blood thinners, don't stop taking xarelto® without talking to your doctor, as this may increase your risk of a blood clot or stroke. while taking, you may bruise more easily and it may take longer for bleeding to stop. xarelto® may increase your risk of bleeding if you take certain medicines. xarelto® can cause serious, and in rare cases, fatal bleeding. get help right away for unexpected bleeding, unusual bruising, or tingling. if you have had spinal anesthesia while on xarelto®, watch for back pain or any nerve or muscle related signs or symptoms. do not take xarelto® if you have an artificial heart valve or abnormal bleeding. tell your doctor before all planned medical or dental procedures. before starting xarelto®,
7:32 pm
tell your doctor about any kidney, liver, or bleeding problems. you know xarelto® is the #1 prescribed blood thinner in its class. that's a big win. it is for me. with xarelto® there is no regular blood monitoring and no known dietary restrictions. treatment with xarelto®... ...was the right move for us. ask your doctor about xarelto®. >> we are back in milwaukee with our special on the record 2016 town hall with gop presidential candidate donald trump. he is hoping for another big day this coming tuesday. of course that's the day that the voters in the great state of wisconsin will hit the polls. i will ask you about north korea and nuclear weapons. i heard you the other day say when asked about south korea and japan having the possibility of nuclear weapons as a deterrent to north korea, i wonder if that
7:33 pm
might not spark a large nuclear arms race and no. two, do you worry that the odds of terrorists getting access to nuclear arms is greatly enhanced unless we prevent stop japan kree crating uk nature weapons. >> the thing you can do is knock the hell out of isis fast and furious and get rid of it. this is a threat. can you image how great generals like general pouring patton and mcarthur not being able to handle isis. the whole thing is ridiculous. we are going to knockout isis make our military bigger, better stronger than ever before it's the cheapest thing we can do and nobody is going to mess with us. i was they take little segments. i gaye an answer to a show and they were talking about nato. i gave a great answer. turned out to be a great answer. for two-days i took it all of a sudden all of the great analysts trump is right about that i said it's obsolete and too expensive for the united states. >> nuclear weapons in japan and
7:34 pm
south korea -- >> the experts said we never thought about it that way because it is not focused on terrorism which is a bill problem we have now. we have to go to germany japan, south korea, saudi arabia they have money like nobody has ever seen money before. we defend all of the countries. we are not properly reimbursed for the money we are spending. we are defending the world. we are like the policemen to the world. we are defending japan as an example. >> they pay 2 billion for it it a year. >> it is peanuts compared to what we are doing. it is pie nuts to what they are doing. i used japan. they are sending us cars by the millions, making a fore ktune o of us. everybody makes a fore kun. we have the worst trade deals ever negotiated in the world. we go to japan and the others also and we say listen you have to pay more. we want to defend you. i don't want them to have nukes. i don't want to have them defend
7:35 pm
themselves. at some point we can't continue to do this. we can't continue. we have 19 trillion in debt because of the horrible omnibus budget it will be 21 trillion very soon. we go to japan, we go to these countries and we make better deals. you have to be prepared to you can with a. it is possible they will have to defend themselves. but we cannot spend billions and billions and billions of dollars on defending all of these countries that have plenty of money to defend themselves. they view us as people that are not very smart. they never put that in. they always say trump wants japan to go nuclear. i don't. i really don't. listen, when you have north korea and you have japan and they are very close to each other, and frankly, we are sort of semi involved. we don't want to be involved. at some point it could happen anyway, but i want them to pay. this is true for all countries. saudi arabia was making a billion dollars a day, a billion dollars a day, now a little bit
7:36 pm
less because of the presence -- you have never seen money like this. if something goes wrong we are defending saudi arabia. i want to be reimbursed. i want to be reimbursed. nobody in the media ever says that. >> patrick has a question for you. patrick, first of all have you decided who you are veeting for on tuesd -- voting for on tuesday. >> i think trump but i am here to figure that out. >> i am a criminal justice major at uwm. i am a proud brother of a police officer in sue falls south dakota joe mede. my question for you today, mr. trump, america seems to be caught in the middle of a political storm, passions flaring from coast to coast, one thing we can all agree on is the safety of every american both afrabroad and at home. on august 19th, 2014, an american journalist jamed james

foley a marquette grad in town lost his life to the hand of evil. if you were to become president, what would you do to ensure the safety of everyone at home, everyone abroad and those still missing like robert levinson who has been missing since 2007 with little or no known whereabouts. >> i assume he is still alive. >> it is one of the worst deals ever negotiated. obama said he is very disappointed in iran something to the effect. i said where has he been? i could have told them that long before they signed the deal. one of the dumbest deals i have ever seen. he should have been a part of the deal. when they brought the prisoners back they paid $150 billion. those prisoners should have been back years ago before we started negotiating that very dumb deal. james foley. i know his faparents very well. i made a major contribution in honor of james foley.
7:38 pm
i know exactly what happened. it is a disgrace a thing like that is allowed to happen. we have to stop that. we have to stop it with veracity and it has to go back. we are dealing like in the medieval times when i was going to history class when i was going to grade school i would study medieval times they would talk about chopping off heads. nobody has seen this before. this is a new thing. james foley seems to be the first in terms of so public where it was so horribly done and people saw it. we are going to get it stopped. remember this. the border patrol. if you look at sheriff joe from arizona. the toughest, smartest people are supporting and endorsing donald trump. the toughest and the smartest. we have to create strong boarders. we have to fight them over there before they come here. no. one we are going to have strong borders but we are going to have a very important thing, the syrians coming in, the migration is coming in. we have to stop it. we don't know who these people
7:39 pm
are. they are not documented. tloos no documentation from any of them whatsoever. are they isis related? thousands of them are coming in. i predicted that. thousands and thousands are coming in. we have no idea who nanny of the people are. we have to be strong and smart and be vigilant and in honor of james foley and others we have to be tough and wipe out what's >> we are going to take a quick break. we will be right back with more questions for presidential candidate donald trump on the record 2016 town hall continues next. gp candidate donald trump. the on the r
