really look great on me but it's a fun piece of equivalent to have in the office. >> and you didn't bring your wife who we enjoyed last week. the last time you had her, now you really are outnumbered. >> she's letting me come by myself this time so i have my training wheels on. >> let's get your home state. donald trump and hillary clinton finding themselves on the defensive in wisconsin. on the democratic side, bernie sanders who's been on a winning streak lately, looking to gain fresh momentum against front-runner clinton as his camp says sanders has a quote, clear path to the nomination. if he keeps on winning. on the republican side takers hoping to gloss trump's march to the nomination by winning big today. both men confident they will come out on top in the badger state. >> i can't tell you how many media analysts i heard saying trump is going to run away with wisconsin. one thing they forgot is the actualvoters of wisconsin .

i believe tomorrow night were going to have a terrific victory here in wisconsin. >> i'm on millions of votes more than 10 and the votes do matter but millions of votes. i went in many states more than 10. i think him up to 22 or 23 and he's at like 10 or something. and i'm doing very well and i think weregoing to have a surprise tonight because i see this and even , they are interviewing the people and everybody likes trump. i'm very happy. >> you heard him, everybody in diners in wisconsin wants trump. what is going to happen tonight? give us your production. >> in my district they do like him a lot more than in southeast wisconsin. if you look at the polling, i think ted cruz at the edge but only part of the delegates are apportioned by who wins the state and the others are who wins each congressional district. i think i'll trump will do well in mind which is southwestern wisconsin because there's a set of voters who i think feel like they've been ignored.

they feel like they haven't taken advantage of a growing economy,, they've been left behind and their patriots and their concern about what's happening globally. they're concerned about the rise of isis, a president that will go to leaders and bow to them. they're concerned about the southern border but we have this unique dynamic in wisconsin where we have the progressive movement that started in wisconsin. the republican party started in wisconsin. we had the recalls, a very engaged electorate and they pay attention to the candidates and their messages but i think what's unique is, but i'll trump talks about this idea that he's going to build a great american team. if you look at wisconsin, it's not like any other state. you would think he would say, conservative talk radio, they don't really like me. you would think they'd understand scott walker's popular but scott walker's reforms our love not just by republicans but independents and democrats and to think that donald trump has come to our state when he was up in the polls and attack scott walker makes me question, where's the

great campaign team? also build a great campaign team that can give you advice on how to navigate our state. >> didn't scott walker make it clear early on that he wasn't for donald trump? we don't have to guess about that because they were competitors and we have like 17 people in the race he didmake that clear but i think what takers did was voted scott walker so he actually endorsed . >> he tried to put a lot of people including ben carson. >> crews on the endorsement of that but because he didn't get scott walker's endorsement doesn't mean you have to attack his reforms. just let it go. disengagement when you startto attack very successful reforms and you use the point that democrats , progresses they use to attack scott walker that turns off conservative republican voters. and i think that'sbeen the downfall of donald trump in our state . >> how's the economy played a part in this whole process because we know wisconsin has

had huge losses, manufacturing jobs, the unemployment rate there is pretty much in line with the rest of the country so it's not like the state as a whole is worse off in the country but who is appealing to those who are most concerned? >> that's a good question. in my part of the state which is central, northern and western wisconsin we have some of the counties that have the highest unemployment rate, around 10 percent. and it's that group of people who are great patriots, they work hard, two or three jobs to make ends meet. they look to donald trump and his message and it resonates with them. >> what do you think about ted cruz, you mentioned you expected him to pull it out tonight. if you talk to the trump campaign their banking heavily on those independents in the state of wisconsin. why do you think cruz is doing better? what is resonating with the voters? is it just that trump when doctor walker? what is it about cruises message? >> ted cruz is really the true conservative.

if you dedicate your life to the idea of limited government, lower taxes, individual rights, ted cruz is the true conservative that's going to go to washington and and body and fight for those principles. the ideals i give my life to, that i spend time away from my wife for. donald trump is someone who you say, he might embody these principles but he always hasn't in recent history embrace the conservative philosophy so ted cruz has done well because conservative talk radio has helped make this point that ted cruz is the one conservative left in the race. he's your guide to grab the flag and carry it forward. >> how important is wisconsin in the overall race question mark will this be a game changer tonight for either candidate? >> i think it really is. this is a race about momentum right? who has the most momentum coming forward coming to new york and i think it donald trump defeats ted cruz tonight,

this rice is over but if ted cruz wins and wins big, i think he has the argument to make that he has the momentum and win to his back and will do well in new york, in the northeast and california but what i think is an even bigger story, a republican but can't help but notice what happens on the democratic side. bernie sanders is going to do very well. we have a very liberal, progressive movement in madison. bernie sanders appeals to these people. he's raising more money, winning more races and hillary clinton thinks the democratic nomination isover. yes again. wisconsin is going to shake up her campaign and give . [audio lost] >> were going to keep our eyes on it especially when those independents go. he keeps saying he doesn't want it but one republican insider tells politico there is a 54 percent chance, not 50 , 54

percent that house speaker paul ryan ends up the republican nominee if there's a contested convention. top republicans talking him up. ryan is pushing back. saying if you want to run for president, you run the political explains quote, ryan who is more captivating and ambitious than he lets on his running the same playbook he did to become speakers and he doesn't want it, that won't happen. in both cases the maximum leverage is to not want and to be paid to do it.is speaker ryan just playing hard to get? because we know he has some kind of higher condition because he wasn't mitt romney's running mate, now he's third in line for the presidency. is this wisconsin man, is this what you think he wants? is he playing hard to get? >> he might be playing hard to get but i also think right now the race is so volatile that you have to be, you have to be ready for it and want it badly at this point in your life. you can always do it later but this is ugly. i think he throws out barbs all the time and it's already a little bit congested so be smart not to do it but you're

right. that tactic has worked in the past and there's no telling it wouldn't work a ttle bit now if the establishment wants to go against the voters. >> what would happen if the establishment did that? i know you like paul ryan, great guy and he's from wisconsin. but what about the switcheroo? what if they roll out speaker ryan at that convention? you're going to have a whole lot of upset cruz supporters and trump supporters. how do you put the party back together? >> paul ryan said i didn't want to be the speaker and all of a sudden he became the speaker. now all of a sudden he said oh no, you must become president. i'm friends with paul. i was trying to get paul to run for speaker when john bowed out of the speakership and he was like, i don't want it. i want to write tax code and how boring is that? that was my dream job.

i think when he saw that when kevin mccarthy couldn't get the votes to become the speaker, he saw there was no one left and his country called him, his party called him and he stood up and ran for speaker. paul is being honest when he says he did want to be the president. those who ran in iowa should be the ones who are our nominee and it would fracture our party if we don't go with cruz or trump. there's going to be a fracture i don't think youcan pull together and beat hillary . >> that's one thing for sure is paul ryan doesn't necessarily want to get into this race because this is different. i have my short list, the three things you're going to need to go up against hillary clinton. the ability to withstand that death starlight political machine the clintons have had over the years. also, to be able to focus on the things that resonate and keep everything else out but you also have to have this fight. remember samantha power dropped out of obama's primary season campaign for calling lori clinton a monster. we've heard how dirty it can be when you take on somebody who's been in politics this long. does paul ryan have that fight?

>> does he have a fight sandra? and you see this race as harris mentioned, it's dirty, if the ugliest presidential campaign we've seen in recent memory. if someone doesn't really want it, if that's the message, do you really want to draft somebody that doesn't want it or at some point that he wants to spend more time with his family? i joked about the conditions but the conditions were he was able to spend more time back in janesville with his family so if he's ending the same message now and the interpretation is that he really does want to run for president, i guess i can leave that up to everybody else to decide. the state of the republican party today and where it may be i don't know, put any timeframe out there. what does the republican party like some time from now? >> i think it's going to be more conservative party and potentially with different leaders, we will see. >> we will be watching. and of course, we are all over the battle for wisconsin. just before the polls close tonight, our special coverage begins at eight: 50 eastern. megyn kelly and brett bear at

>> private sector jobs creation on record. 73 straight months, 14.4 million new jobs, unemployment about half of what it was six years ago. this progress is due directly to the grit and determination and hard work and the fundamental optimism of the american people . as i travel around the country, what always stands out is the fact that the overwhelming majority of folks work hard and they play by the rules. and they deserve to see their hard work rewarded. they also deserve to know that big corporations are playing by a different set of rules. that the wealthiest among us are able to gain the system. that's why i've been pushing for years to eliminate some of the injustices in our tax system so i am very pleased that the treasury department has taken new action to prevent

more corporations from taking advantage of one of the most insidious tax loopholes out there in fleeing the country just to get out of paying their taxes. this got some attention in the business press yesterday but i wanted to make sure that we highlighted the importance of the treasury's action and why it did what it did. this directly goes at what's called corporate inversions. they are not new. simply put in layman's terms, it's when big corporations acquire small companies and then change their address to another country on paper in order to get out of paying their fair share of taxes here at home. as a practical matter, they keep most of their actual business in the united states because they benefit from american infrastructureand technology and rule of law . they benefit from our research and development and our passions. they benefit from american workers who are the best in the world but they effectively renounce theircitizenship . they declare that they are

based somewhere else. thereby getting all the rewards that being an american company without fulfilling the responsibilities to pay their taxes the way everybody else i supposed to pay them. when companies exploit loopholes like this , it makes it harder to invest in the things that are going to keep america's economy going strong for future generations. it sticks the rest of us with the tab and it makes hard-working americans feel like the deck is stacked against them so this is something i've been pushing for a long time since i became president, we've made our tax code fair and have taken steps to make sure our tax laws are actually enforced including leading efforts to crack down on offshore evasion. i will say it gets tougher sometimes when the irs is starved for resources and squeezed by the congressional appropriation process so there's not enough people to actually pay attention to what

all the lawyers and accountants are doing all the time that we importance of basic tax enforcement. in the news over the last couple of days, we had another reminder in this big dump of data coming out of panama that tax avoidance is a big global problem. it's not unique to other countries because frankly, there are folks here in america who are taking advantage of the same stuff. a lot of it is legal but that's exactly the problem. it's not that they're breaking the law, it's that the laws are so poorly designed they allow people if they got enough lawyers and accountants to wiggle out of responsibilities that ordinary citizens are having to abide by. here in the united states there are loopholes that only wealthy individuals and powerful corporations have access to. they have access to offshore accounts, and they are gaming the system. middle-class families are not in the same position to do this.

in fact, a lot of these loopholes come at the expense of middle-class families because that lost revenue has to be made up somewhere. alternatively, it means that we are not investing as much as we should in schools, in making college more affordable, in putting people back to work, rebuilding our roads, our bridges, our infrastructure, creating more opportunities for our children so this is important stuff and these new actions the treasury department on steps that we've already taken to make the system fairer but i want to be clear . while the treasury department actions will make it more difficult and less lucrative for companies to exploit this particular corporate inversions loophole, only congress can close it for good. and only congress can make sure that all the other loopholes that are being taken advantage of our clothes. i've often said the best way to

end this kind of irresponsible behavior is with tax reform that lowers the corporate tax rates, closes wasteful loopholes, simplifies the tax code for everybody. and in recent years i've put forward plans repeatedly that work would make our tax system more competitive for more businesses including small businesses . so far republicans in congress have yet to act. my hope is that they start getting serious about it. when politicians perpetuate a system that favors the wealthy at the expense of the middle class, it's not surprising that people feel like they can't get ahead. it's not surprising that oftentimes it may produce a politics that is directed at that frustration. and rather than doubling down on policies that let a few big corporations with the wealthiest among us play by their own rules, we should keep building an economy where everybody has a fair shot and everybody plays by the same rules. rather than protect wasteful

tax loopholes for the few at the top we should be investing more in things like education and job creation and job training that we know grow the economy for everybody and rather than lock in tax rates for millionaires or make it harder to actually enforce existing laws, let's give tax breaks to help working families pay for childcare or for college and let's stop awarding companies that are shipping jobs overseas and profit overseas and start awarding companies that create jobs here at home and are good corporate citizens. that's how were going to build americatogether. how we battled back from this great recession , that's the story of these past seven year . that can be the story for the next several decades if we make the right decisions right now so i hope this topic and not being introduced in the broader political debate that we're going to have leading up to an election season. okay?

and with that i turn it over to mister josh furnace. >> given that the release of these millions of pages of financial information, are you concerned that that reflects on the ability of the treasury department to be able to see all the financial transactions across the globe and whether that suggests that the sanctions regimethat you put in place and a bunch of places might not be as strong as you think it is?>> well, we know the sanctions regime is strong because iran wouldn't have for example , a deal to end their nuclear program in the absence of strong sections enforcement. but there is no doubt that problem of global tax avoidance in general is a huge problem. it's been brought up in g7 meetings, it's been brought up in g 20 meetings, there has been some progress made in coordinating between tax authorities in the different countries so that we can make sure that we are catching some

of the most egregious examples but as i said before, one of the big problems we have michael is that a lot of this stuff is legal, not illegal. and unless the united states and other countries lead by example in closingsome of these loopholes and provisions , then in many cases you can trace what's taking place but you can't stop it. and there's always going to be some illicit movement of funds around the world but we shouldn't make it easier. we should make it legal to engage in transactions just to avoid taxes. and that's why i think it is important that the treasury acted on something that's different from what happened in panama, the corporate inversions issue is a financial transaction that is brokered

among major fortune 500 companies to avoid paying taxes but the basic principle of us making sure everybody's paying their fair share and that we don't just have a few people who are able to take advantage of tax provisions, that's something that we really have to pay attention to because as i said, this is all net outflows of money that could be spent on the pressing need here in the united states and the volume that you start seeing when you combine legal tax avoidance with illicit tax avoidance or some of the activities that we are seeing, this is not just billions of dollars, it's not just even hundreds of billions of dollars. estimates are this may be trillions of billiards of dollars worldwide and may make a big difference in terms of what we can do here.i'll take

one more question and turn it over to josh. one more. >> the republicanfront-runner today outlined his plan . >> oh no. >> undocumented in immigrants in the us from sending money back home. will be the real application of this plan and our policies already in damaged us plants. >> the answer to the latter question is yes . i think that i've been very clear earlier that i've been getting questions constantly from foreign leaders about some of the wackier suggestions that arebeing made . i do have to emphasize that it's not just mister trump's proposals. you're also hearing concerns about mister chris's proposals which in some ways are just as draconian when it comes to immigration for example. the implications with respect to any remittances, many of which by the way are from legal immigrants and from individuals for sending money back to their

families , are enormous. first of all, they're impractical. we just talked about the difficulty of trying to enforce outflows of capital . the notion that were going to track every western union bit of money that's being sent to mexico, good luck with that. thenwe got the issue of the implications for the mexican economy . which in turn, if it's collapsing actually sends more immigrants north because they can't find jobs back in mexico. but this is just one more example of something that is not true and is primarily put forward for political consumption. and as i tried to emphasize throughout, we've got serious problems here. we've got big issues around the world. people expect the president of the united states and elected officials in this country to

treat these problems seriously. to put forward policies that have been examined, analyzed , are effective, where unintended consequences are taken into account. they don't expect half-baked notions coming out of the white house. we can't afford that. let's turn it over to josh. thank you guys. >> that was president obama talking first on the economy, counting his performance on jobs and the growth we've seen there but he moved on to reiterate the treasury department's track crack down on the so-called tax inversions and we've got congressman duffy on the couch today. this has become a very hot topic on the campaign trail and just to make this simple for those who don't talk about this every day, this is us-based corporations who haven't

obligation to their shareholders to increase profits. they legally took advantage of this loophole in our tax system whereby they can buy a smaller foreign-based country. we had quarter overseas and lower their tax burdens here at home. those profits go coming back to america. president obama has a major problem with that and looks like there's change coming quickly. >> no wonder because we pay what, 35 percent in our corporate tax rate? you're going to places like island where they pay 50 percent in their tax rate. that's a huge difference if your corporation and then you tax and regulate these businesses more? of course they're going to leave america so the natural response to this problem of inversion should be , let's fix our tax code and i mentioned before, paul ryan was to rewrite the tax code has been trying to negotiate with the president less reduce our taxes not just for corporations but individuals and the president will have nothing to do with it.

he's all about raising taxes, more regulations, driving businesses overseas and killing the small people that work in these places. >> it's so interesting the time you're talking about this because you mentioned paul ryan's name and who else has been talking about this since the beginning is donald trump. also bernie sanders. right on the heels of the wisconsin primary or on theday of , he's talking the every man, i'm looking out for those people who are playing by the rules and working hard and making sure the big corporations do that but the president said he needs congress. he needs you in order to do this. does he? and how much does he? if you want to do substantial tax refunds we need each other but not just for thisone part he doesn't need you . >> know, for this one part he doesn't. he needs the treasury department to go over countries but if you want to put people back to work, increase their wages, you want to make america the hoped-for capital, you want to have the best place for capital which is a lower tax rate and better regulation and

he doesn't buy into that idea. >> is out like he has been in office for years. he put together the simpson bowles commission and they came back with a very i think good starting point. there's not a lot that both sides would agree on but at least it was a starting point and now they've effectively brought down the corporate tax rate to 26 percent. it's almost 40 now, the highest in the country. obama did nothing with that report. this is a president also that circumvents congress so i find it ironic that all of a sudden he says i need congress to act. it's never stopped them before from acting so he's the one that didn't take any action on the stinson bowles plan, congress was willing to do it and so if anyone is to blame for high corporate tax rate it's in. >> i should say this all happening as one of the biggest takeover deals in history is being called into question because of this announcement from the treasury department. pfizer and allergan, an island comedy, a $6 million deal. donald trump calling on perhaps

front-runner stumbled a bit on abortion and his campaign manager was charged with battery in an incident involving a woman reporter. >> i think he's the man and he's respects women. he hires the women on the highest positions and he trusts them and he is the one that will take care of them. he's the only one. [applause] >> first of all congressman, i want to get your perspective. this is easy for anyone to do particularly if you haven't been on the stump on a daily basis so i want first of all to get your opinion on bringing the light into the phone. it's not an easy thing to do. >> i'm lucky,i have a very smart, attractive wife . and it's a real asset for a campaign if you have a wife like that and donald trump is obviously having trouble with

women. it's good that he's recognizing that and to bring melania out, it's hard but i think she did well. and she did well on hannity also sitting there and i don't know if you noticed, i think there's a little bit different tone with a candidate who sits there with his wife. way better. >> she should be with him all the time it was almost like i was ready for her to tell us something else. one of the most notable things she said while sitting on hannity and with her back to her husband was when you attack him he punches back 10 times harder.we know that already so i felt like i was left wanting to hear more just on a personal level because isn't that the purpose of bringing your spouse out? >> there's two points, one is personal. it makes him more human, it makes you more real when your spouse comes out but if you have a good spouse they can say things that you can't say and i think this was just a foreshadowing of what's to come. this is round one of many rounds of melania having a larger role in this campaign. >> i wanted tomention another woman , after melania spoke

donald trump called upon melissa young, a former miss wisconsin who trump met which was crowned in 2005 in the miss usa. she has a terminal illness from what i'm reading now and she says the reason she wants trump to become president is because she trusts that her child, her son will be safe in this nation. it's an interesting point bringing out a woman but talking about the military also. >> it's a stretch to bring a sick child into it. >> she said that. >> but let's face it, she knew what she was going to say and she trusts her child is going tobe okay, maybe i'm just ethical and pessimistic but i don't see how that applies . with the medical care i have, i don't think he's going to revamp the whole medical system. >> hi andrea i want to get your thoughts. >> i think melania is a huge asset and women all waste, commitment and i think he proved it last night. absolutely, he should bring her everywhere. she's a little filter for him.
