the one in which ted cruz and donald trump both effectively admitted they will not reach the gop convention with enough bound delegates to be the nominee. one thing is certain on a rainy wednesday morning is that everyone is still in the fight and we have plenty of fodder for these broadcasts. back to you. >> mike tobin. thank you, mike. speaking of ted cruz, he may have won wisconsin, but is it enough to overcome his delegate deficit? our political panel has returned to weigh in. fox news contributor and radio talk show host tammy bruce and communication's aide for mccain palin, boris epstein. thank you both for returning. >> thank you for having us. >> we heard mike tobin talking about the delegates who are not bound. >> right. >> heading into a potential contested convention. there are 150 of those. so who do we think those would benefit if it shakes out as it appears to be? >> well, look, one of the

problems is is that these are individuals who are generally loyal to the party. these are people who are involved at the local level, they're known by party officials. there are local elections for them and they're generally, you know, loyal to the party so that is -- if there is a second ballot, that's where they're going to tend to go. if someone's going to try to move them, they're going to be more open to where they think the party wants to go or they've been asked to go there, but ted cruz has a ground game that's moving through the country talking to people who are unbound, going to individuals who are already bound but might become free agents in the second round. that's part of the less glamorous more anonymous kind of work when you have a team that's going there. you have the candidate that's going to talk to those candidates. this is the kind of thing that makes a difference in a contested convention, which is part of the ground game. >> but then there are voters at home, people seeing all of this maneuvering and negotiation happening and that's exactly what they're upset about. >> that's exactly why donald trump is leading by a lot in the

delegate count because he's won a lot of states and gotten really high percentages. he will again in new york, delaware, connecticut, pennsylvania, new jersey, and california. >> you think he's going to win all of those states? >> i do think he's going to win all of those states. as far as the 150 delegates, if trump goes into the conventions i think he'll get 1237. if he's short of 50, there are 23 days. >> june 7th and july 18th. >> july 18th. so a long time for the trump campaign to lobby these 150 to come over and put him over the top if for some reason the campaign is short. cruz is going to roll in short much more than 150 so even if all of them went to cruz, he still doesn't get to 1237. the math overwhelmingly favors zblump also if the system, if the establishment thinks that they're going to be telling hundreds if not over 1,000 delegates between cruz and trump

that they are going to be going for a paul ryan or a john kasich that of course -- >> mitt romney. >> that, of course, is also absurd. so there's going to have to be -- if the establishment thinks they're going to be pulling the strings, both of those men are going to be going into the convention with enough delegates. but i think it's important for the viewers and for voters to recognize and i think it's good for them to see this inside -- the workings inside and to decide if you're a republican, whether you like it or not. >> you mentioned -- >> exactly. you mentioned john kasich. so he has 143 delegates right now. >> oh, he wants to be vice president. >> ah. >> he's not going to become the nominee, but he wants to be the vice president. >> it will be more delegates than kasich. kasich wants to be vice president probably. >> excuse me. >> for somebody like a donald trump. >> tammy, for who, for either cruz or trump? >> well, i think so. i think what the establishment wants is -- because they don't like either cruz or trump.

they want that individual in there. that was one of president reagan's mistakes. george h.w. bush was his fourth choice. he wanted jack kemp for his running mate. that was to apiece the establishment. that was clearly a dynamic mistake. it's a mistake because of the nature of the agenda and then the unraveling of the reagan agenda. >> absolutely -- >> my point is it -- my point is is strategy. when it comes to establishment versus an outsider. i think that it would be an unbeatable ticket to have it be trump/cruz, cruz/trump because then you can move a conservative agenda through the establishment. >> there would be a whole lot of ale po low guising for that to happen. i want to talk about one other thing. there are some models that have apparently accurately been able to predict the presidential elections and according to these two models for decades they've been correct, they say that a republican will win the white

house when it comes time for the general election. now part of their findings are based on president obama's favorability ratings, which have been very low but they are rising now. >> well, if we look at where the country is, it's unquestionably tied to the obama agenda domestically and the foreign policy. the president is very important on foreign policy. that's where republicans are much stronger. it's not surprising at all. we as republicans can over estimate these polls and these numbers. we united the party, united behind the leader now, donald trump, and going to focus on hillary clinton. >> it's 5:00 a.m. why this would be different is that obama's poll numbers are effectively personal. it's less of a statement about the condition of the country. 3/4 of americans don't like the direction of the country. that's the number that should be considered and why the gop nominee will be elected president in november. >> all right. we'll see. both of you joining us again this morning, really appreciate it.

welcome back to "fox & friends first." well, cruz and sanders had big victories last night in the badger state, but what influenced wisconsin voters and what does it mean for the race ahead? pollster and partner joins us now to break down the exit polls. great to see you. >> great to see you. >> let's start with the women vote. it's crucial in these elections. when it came to women in wisconsin, they went for ted cruz. >> they went for ted cruz. this is a big deal. ted cruz is a chameleon. he started this whole thing, i am an outsider. >> aka a politician. >> exactly. i am an outsider, then he became an insider and he is the champion of women. he did a great job. look at the numbers. 48% of women went for ted cruz.

never would have predicted this back a year ago when we were talking about this because women by and large used to be really concerned about ted cruz. his policies are probably among women voters some of the most concerning. >> how much of that was because they were turned off by the comments made by donald trump? >> ted cruz is the alternative. it could have gone john kasich but it didn't, it went ted cruz. ted had a big push on women starting with the town halls. he also went on his website, a lot of videos about women. he told stories about his mother, stories about his wife. what it means to be a proponent of women. that was a lot of the story i've been telling the last week. not only did he capitalize on donald trump's comments but he made -- you know, he told his own story to counter balance that. >> when we ask voters what they wanted with the president, political experience, cruz also won there as well? >> he did. this is somewhat surprising,

right? he ran as an outsider. now we're saying i'm the experienced one. the man's 45 years old so how different is this than when people said i'm a little bit concerned if we have enough experience that it's not the same thing as president obama eight years ago. here he is the candidate with experience. >> we know hillary clinton has strug whld it comes to trustworthiness and honesty. last night she struggled again. you look at that when that's a top quality. sanders, 83%. >> this is an issue. not good for hillary clinton. >> no, it's not. state after state after state. we've seen it in the 80s, in the 90s. this is an issue. she has to figure this out. at the end of the day if you can't trust a candidate it will be hard to pull that lever. >> we asked gop voters. share my values, 35%, can bring change, 34%. tells it like it is, 18%. trump does well with that. >> only 11%. >> only 11%.

>> we also saw this on the dems side it wasn't as big as i would have expected. a lot of people went out and voted for bernie despite the fact theyidn't think he could win in november. >> on this side it isn't the top. tells it like it is isn't as important as we've seen in other states. >> right. >> that traditionally was really important -- not traditionally, but in this cycle we've seen that was important. trump was winning it over and over again. i don't know if it's the gaffe of the last couple of weeks. maybe telling it like it is isn't such a good thing. >> this one was also very interesting. which candidate ran or has been running the most unfair campaign? trump, 54% there. >> this is fascinating to me because trump running the most unfair campaign, what's the evidence to support that? >> right. >> a lot of people up until now have said ted cruz ran a very unfair campaign. trump hasn't been spending the money. $2 million spent against trump in advertising in wisconsin. so, you know, the feeling is that trump's running an unfair

welcome back to fox and friends first. it had a campus, a school president but the university of northern new jersey was a fake from the very beginning. it was created by the feds three years ago to bust a phony visa ring. 21 people are under arrest. they are accused of taking money to help more than 1,000 people illegally obtain student visas. officials say that none of the so-called students appeared to pose any threats. many of them could be deported. speaking of immigration, it has been donald trump's campaign promise since day one. >> i will build a great, great wall on our southern border and i will have mexico pay for that wall. >> the gop front-runner now revealing how he'll do it.

banks and talking about money in politics. that does resonate with people. he has done better than people have expected. that doesn't mean that he's really on a very realistic path to actually winning the nomination. he would have to win 58% of all delegates moving forward which he's pretty unlikely, especially given the states that are upcoming, more diverse, have close primaries. it seems unlikely he'll actually run for the nomination. >> let's check out our exit polling as last-minute deciders, a majority of them went to bernie sanders. clearly you have some momentum. what does that tell you about maybe his ability to change the situations in the states coming up? >> well, the one thing that we know about this election cycle is that it's ever changing. i've been doing politics for 25 years. i've never seen anything like it. people that knew bernie sanders knew he was down 20% in wris con sin. emily is exactly right. it's an uphill battle. the math is against him. unexpected things are happening.

nobody thought bernie sanders would have been this far. winning seven out of the last eight, give him campaign credit. hillary clinton, the senator from new york, the state coming up, we'll see who favors who. right now the momentum in his favor. >> new york coming up 247 delegates at stake. obviously hillary clinton is ahead by a few points now but it's still pretty close. does that totally change the game if bernie sanders could win new york? >> it would be a big deal. new york delegates are 6% of the overall delegates needed. it's a big prize regardless. symbolically in this race, particularly i think it's a very big win for noib would vote in the democratic or republican side. there have been so many unexpected things about this election. one of them is that new york has played a really important role. like first starting the debates cruz accused trump of having new york values. now we have a senator from new york, a businessman from new york, a senator originally from

welcome back to "fox & friends first." and the battle for wisconsin, that is over. there are 18 states and a total of 810 delegates left up for grabs for the republicans. the next contest -- colorado

followed by wyoming and then new york. 1,237 is the magic number needed to secure the nomination. there's some crucial states left including the 95 delegates up for grabs in the empire state, and then, of course, california with 172. even with ted cruz's big wisconsin win last night, is it already too late for him? based on the numbers, the amount of delegates that he will need by the end of this month won't even be available. here to weigh in is lisa booth, contributor for "the washington examiner" and republican strategist. thank you very much for joining us. >> thank you, good morning. >> by april 26th, there will not be enough delegates for ted cruz to win. >> exactly. that's the problem for ted cruz, the math isn't in his favor. for ted cruz, this isn't exactly about winning the nomination outright, winning that 1,237. the path isn't there for him. this is about blocking donald trump from achieving that number, from obtaining that number, and taking this into a contested convention.

>> so what does donald trump need to do from this point forward? >> i think for donald trump, he needs to sort of recalibrate. he had a tough loss in wisconsin. he's coming off the heels of a bad couple of weeks, his misstep with women voters, the anti-trump forces are starting to co-lens against him. we saw -- coalesce against him. we saw an impact last night. he needs to calibrate, focus on new york, his home state. he has a huge presence in the state of new york. he needs to do exceptionally well on april 19th, when the new york contests will be for republicans. >> which state specifically? we talked about new york with 95 delegate. then california, as well. huge numbers there. >> right, those are the big states. so you have new york on april 19th which, as i mentioned, is key for donald trump. he's got such a big presence there. it would send such a strong message if he doesn't do well or doesn't meet expectations.

n th and northeastern states, april 26th, he's poised to do well. you've got delaware, rhode island, pennsylvania, and so the states are teed up for him, which are going to be important for him. all the narrative, continuing the narrative that he's the candidate that can get that 1,237 number. then you mention california. there's over 170 delegates in play in california. this is where things really might come down to the wire. we may not know if he's going to hit that 1,237 number until june 7. >> right. and there are different ways to do the math. everyone keeps coming up with different numbers. one of the latest -- additions i should say that we looked at leaves donald trump short by like 40, 42, 44 delegates. if that were to happen and we get to the convention, then what is next? >> and donald trump prides himself as a dealmaker. there's going to have to be some brokering, negotiations that happens prior to the convention to try to secure the nomination. that's what's going to be interesting. i think that puts him in a

pickle because there has been this, you know, major anti-trump sentiment within the republican party. you look at conservatives that are behind ted cruz and the establishment candidates right now that are already talking about a paul ryan or some white horse scenario despite the fact we started with 17 candidates. that's going to make it tough for donald trump if he doesn't hit the 1,237. i think there will be a lot of people that try to prevent him from getting the nomination. >> he has all of his supporters because he's ahead in the delegates, as we keep saying. we'll see what happens and if his supporters end up voting, if someone else ends up the as the nominee. >> it's interesting. we're in for the long haul. >> lisa booth, thank you very much, appreciate it. abby? >> thanks. about five minutes to the top of the hour. an uber driver gives his keys to a passenger so he can take a nap. and that's not even the worst part. wait until you hear how this one ends. an unbelievable story next.
