especially crazy capital gains tax, which will be the heist in america history. that hurts investment, small businesses. so, if you want to be like france without the charm, that's what she's going to do to the american economy. make the obama years look like the roaring 20s. >> making no bones about this, bruce. she had an interview with the daily news. we have just the audio of that interview. let's play the tape. >> i'm well aware this is a heavy lift. i understand that, but i think connecting what i'm asking for to the programs, to the outcomes and results that i'm calling for,give me a stronger hand and that's how i'm going to go at it. >> she calls it a heavy list. can we afford that, bruce? >> well, i think what she wants to do is party like it's 1999 and '98 and '97 and '96 when the deficits went down when her husband's tax plan, it did raise tax, but they paid down deficits.

i think the tax policy center says it would reduce deficit by a trillion dollars and i don't think that's a bad thing. >> rich, the fact is that what she's going to be using, the tax money, is to expand government. we've got a list of some of the programs that she's going to be spending that tax money on. it goes on and on and on. >> yeah, look, most of them aren't investments as she says. they're transfer payments. we already have a big scandal about disability payments. far too many people are fakesing disab disableties. what bill clinton understood and what hillary clinton does not understand is first, you have to grow the economy. then we can talk about more revenue out of government, but to tax people more off a 2% growth economy would be disastrous. >> bill, bruce says this is not going to grow the deficit at all. is he right on that or wrong? >> little skeptical. now, i think taxes are damaging to the economy. but big government spending is even more damaging to the economy.

so, here's my truce with president hillary. i'll let you raise taxes by x if you cut spending by 2 cls x and of course, she's not doing that. >> no, john, the reason she's not doing that, she believes that spending is investment. i'm reading from her website where she describes some of these new programs. she says i plan to boost federal investment by $275 billion. how is that federal investment stuff worked out during the past seven years? >> there's no such thing as federal investment. government can only spend or invest what it's taxed or borrowed from its first. you have to consider the unseen what we would be doing in the private sector with that money if the government didn't take it away. such a huge tax on the u.s. economy. not to mention, capital gains tax will be a penalty on the very people invest ng the companies and jobs of the future. bad idea. confused anything. >> carrie, i'm looking again at her website. 25 billion for an sfrux bank.

now, i used to cover latin america. i remember these so-called infrastructure banks the government controls. they turn into big boondoggles in which all their buddies get the cash. why wouldn't that happen here? >> you're right. if it were the case you would spend your money on infrastructure and prosperity, we would have seen that in japan where they've spent so much on infrastructure. they've got nothing to return. we don't want to be like japan. we also don't want to be like argentina. hillary clinton's basically setting her up to be the new perone of america. it's interesting what she was saying in her case. i'm caring about outcomes. no, she's only caring about input. we need to be accountable for the outcomes and that hasn't happeneded. we've had the war on poverty. trillions of dollars that have been spent. paul ryan has been good about this. we haven't had outcomes, accountability for the money we're spending. >> talk about the inputs. meaning taxes. you know, we are supposed to be simple. but a lot of people want to simplify our tax, particularly

as we get close to paying. we see how complex it is. her tax code is so much more complex. she adds new taxes. she has eight separate tax brackets by the way. 18 new accept ras taxes. this is becoming more come plek, not simplified, right? >> right it's all part of a government power grab. complexity feeds the power of politi politicians. they love this. so, we have complexity, which means more government control. she thinks he's going to control more of the economy. and the point, john and other os make that if you want infrastructure, you have to have resources. by the way, let's not forget the infrastructure problems in this country come when government controls infrastructure. we have no problem with railroads, no problem with fedex and ups and trucks and dlifing packages. government in charge, you got a problem. >> i think bill would object to that. you don't like potholes too much. you think this might save some of that.

>> i would love it if you would fill some potholes. i don't think that's going to happen. you're a citizen in the brokest nation in the country. we're 14 trillion in the hole and another 23 trillion in the hole on social security. i think both of those numbers are going to get worse under the clinton administration. >> and bruce, all of those failed promises we had with obama stimulus plan, i remember poor joe biden making all these promises. well, we'll have this many unemployed. wee going to reduce the unemployment, et cetera. those promises were not fulfilled by that huge spending program that president obama had. >> well, i think you know, one of things with her, it's a conversation starter. i think when she's talking -- >> well, it started this conversation. >> which is better than what the internet is doing in counting delegates. >> if she's going to reduce the deficit. i think that's a good thing. trump's plan would explode the deficit and i think she needs to

simplify her pitch. >> are the other people ignoring the problems of the deficit? as the taxes have increased to record levels, our deficits are get i getting bigger, too, so we're going in the wrong direction both sides. >> politicians like hillary clinton and some of the republicans make a huge mistake when they assume this sort of static analysis. when in fact, if you have eight different tax codes as hillary clinton proposes and a very high capital gains tax, people will take evasive action and the richest and most clever people will take the most evasive action so she won't even get the revenue she wants. >> by the way, john, she's also proposing to increase the estate tax again despite some of the advice from people like you. >> yeah, the estate tax is is one of the best ones to reduce all together. it frees up the most crucial capital at all. they're willing to experiment with it on new ideas.

we have silicon valley. rockefellers and vanderbilt. you want to get rid of that all together. >> this week, we have found out retail sales decreased. we're having a problem, the same old problem with the slow economy, it's been slow for years and years and years now. is this going to help speed it up or slow it down more? zwl it's going to bog it down even more. we need more job creation. people from my generation, we're afraid to form businesses. the fed has shown this, because of student loans. colleges and universities, they have this endless binge bottomless pit basically from the federal government that keeps giving taxpayer money for degrees that are kind of worthless, so, it's really upsetting and it's going to come on my shoulders. rich is absolutely right as far as fraud. there's $60 billion of fraud in medicare every year. let's clean that up instead of piling on more spending. >> by the way, your shoulders

obama's seen as weak, so china's pushing, trying to divert attention from their domestic problems. putin's doing the same thing. divert attention from his domestic problems. by being aggressive against their neighbors. that's bad for the economy and bad for world peace. >> john, when we let our guard down, that's when our enemies start testing us and that's what's going on now. >> i don't think so. i'm not understanding this. let's face it. military spending is a tax just like any other government spending. it's not that we shouldn't have one, but should we be spending this much. what interest do we have in the south china sea. do we think if we don't flex our muscles there, they're going to move on us near the united states? why would they anger their biggest market in the world? i don't get this. >> so, bill, would you just let the chinese aggression go unattended. >> i think being a pushover now invites trouble later. steve is is right. it happened 78 years ago in germany. it happened more recently in syria, you can't be a push joef.

>> these chinese statement, they are liers. the chinese foreign minister said china has given a commitment in not engaging in militarizati militarization. they haven't. they've gone towards militarization. that's what we saw this week. >> well, i think what the obama administration has done, they haven't done nothing. they while they shifted the naval, more of the naval fleets there, or in the process of doing it, it's more of a 60-40 split rather than a 50-50 split and bush and cheney should have been more of that while they were fud ling around in the middle east. >> and it's true. what bruce said. they're trying to beef things up a little bit. spend i spending more money on programs in the philippines. but here's the problem. john kerry, secretary of state john kerry in january meeting with the chinese, said the following. >> with respect to the

militarization issue et cetera, we had a good discussion about you know, what is the definition of militarization, which is one of the reasons why you need to get into a legitimate kind of diplomatic process negotiation try to resolve it. >> legitimate discussion. we had a good, open discussion. well, the fact is, the discussion failed to stop the militarization of those islands. >> that's the -- his policy, the president's policy, just talking these things out doesn't work. >> no, no. and as marco rubio has pointed out, this president has cut spending by 21%. that's enormous. almost a quarter of the budget. it's not just the philippines. japan, vietnam, the entire south china sea. we need to see more from japan. japan's prime minister has been trying to step up and take more responsibility. we need to back prime minister abe up. when we p pull out and don't

show leadership, that's when isis comes. when we pull out our troops in the middle east, that's what happens. >> and you're not talking about russia. rich, the fact is, russia has a lot of interest all over the world right now from the middle east back to their own areas. we remember what they did to ukraine and these flyovers were really disturbing, were they not? >> yeah, they were very disturbing and steve just nails it as he always does. the collapse of oil and gas prices around the world is has dealt a devastating blow to russia's economy and they're trying to either distract us or become terror torly acquisitional. we have to spend better in our defense spending. we spend a trillion dollars on an f-35 next generation fighter jet and nobody likes it. why can't we get elon musk and jeff besos to design this jet. >> that's not a bad idea. john, what do you think of that? >> i think that would be just as bad of an idea as it would to be to increase military spending.

i don't see what interest we have in the south china sea. do we think china wants to commit economic suicide by tangling with us and shrinking the biggest market in the world? >> hold on, steve, go ahead. >> they know they can tangle with us and try to drive us out of asia because we don't respond. they don't take barack obama seriously. we saw in the 1930s when he was just stand down or don't face up to aggression, you get more of it and we pay a huge price later. not just in money and resources but in blood. >> tooef is right. >> china's economy is growing. >> national defense is is tangling the asia? >> you know how bullies are. if you let bullies like russia and efb get away, they'll push it further, won't they? >> that's fine, but i think a much bigger threat sa government

being the land of second chances, but i think all companies are different. some should be free to hire those with criminal records and some should choose not to. it's an individual choice. >> and it is something that could affect a company. the rate at which people who commit a crime go back and commit other crimes is very high. 68%. rearrested within three years. 77% within five years. >> you also have the problem of liability. the company hires somebody with a criminal background and commits violence, company could be liable for it and there are obviously ranges of crimes. nonviolent crimes to very, very silent crimes. employers should have a chance to see this person we can take a chance with. the other one, not so sure. >> and i'm thinking of sexual predators. they actually have to be listed in public record, so, why shouldn't bosses be able to ask about something that's public like that? >> right, no, i would absolutely want to know as an employer and as a co-worker, i would want to know. if there was some violent

history, but steve is right though. it depends on the type of crime. i do believe in second chances. i think most americans do. when you look at the data, the -- in new york, good think tank, they've shone if you're a violent criminal, your rate is much higher. it's more difficult to hire a violent criminal than a nonviolent criminal. >> rich, some want to ban the box. ban employers from having the right to ask that question. you agree or disagree with that? >> i think it's silly to deprive employers of asking that question. i think bill baldwin brings up an excellent point about the quo consequences. it's going to affect a whole class of people that are struggling to today. >> bruce, what do you think about this? >> depends on the business and i think the businesses should have some say. it is a pledge and i think you want people to if they've served their debt to society, that she should be able to go to work
