"shepard smith reporting" live from the fox news deck. >> continuing coverage of breaking news coming to us out of baltimore, maryland, and a story that hits close to home for us at fox. these are live pictures from fox 45 in baltimore where the pictures are coming to us through the facilities of wjz, which is our network news service affiliate. we're not getting them from the local station because they're station has been evacuated. there has been a fire and a bomb threat and a man inside the television station in baltimore who according to the reporting of the local station, has threatened to the blow the place up. you can see police tactical units are on the scene, the bomb squad, atf as well, and the live

pictures, this appears to be -- they man in the panda suit -- these live pictures are -- my goodness. well, i'm thankful that was not up because it appears that the police have just taken down the suspect. some pictures to you from earlier. this is the television station, inside the television station is this man who was dressed in a panda suit, wearing a surgical mask. could you get closer? a man in a surgical mask wearing sun glasses and panda suit. came into the station -- first they found a fire in a parking lot in a vehicle, and the station was -- there's a fire in the parking lot, call the fire department. during that time this man in the panda suit came into the vestibule of the station, which is a secure area. he was not able to get past the

vestibule area so there's a guard there with whom you can speak and this panda-dressed man said to the guard, i want you to put this information on the air imhave a flash drive. computer drive that i want you to see. it's similar to the panda papers and people need to know about this, and wanterred to put it on the air. obviously they're not going to put some guy's stuff on the air that just walks into the television station hail. said bus the flash drive through the opening that they had there, maybe for package deliveries or whatever, but you don't get past security, and they requested he do that, and he wouldn't and said instead he would blow the place up. the news director reports they evacuated the television station. the man was still in the vestibule, and the bomb squad was on the scene and set up a monitoring area and staged a scene for the employees to come out, and then we got this video from our local station.

right? >> yes. one of the workers at the local station videotaped her talking to the security guard, and here that is. >> i spoke to for over an hour. can't tell how much time passed by, but, yeah, he was pretty serious. >> what was he saying? >> his first words that came out of his mouth, this is not a joke, i have a bomb and, i want my message to be heard. >> what was his message? >> his message -- he didn't say what the message was. he had a flash drive on him. >> and he was wanting to get on television, and that's the security guard. if we can put the feed up into the big wall again i'd appreciate it. he wanted to speak with someone, and wanted his information to be on television, and just moments ago, as i was speaking on camera, we were watching this live feed coming from wjz, and as i was standing talking to you, the man in the panda suit

was walking across the parking lot, and as he walked, it appeared that he jumped a few times times and it appeared to our producer tuesday in the control room they might have been shooting at him, and as i was stand thing speaking to you, watched on this big wall as the man in the panda suit fell to the ground beneath this crime tape. i'm not sure of the perspective. the come a may have moved. but appears authorities have neutralized the suspect. we don't know whether he had a bomb on him. we know that he claimed he had a bomb on him. we don't know what his real intentions were. but as you heard, the security guard said he had spoken to this man, who showed up at the station, for about an hour, trying to keep him calm, said he had a bomb. he certainly wanted his information brought to the television viewers for fox 45 in baltimore, and as all this had

happened, the entire station had been evacuated. they have employees in pr and sales and news and -- you know, editorial and technical operations, and now we have gotten word from shelly ohrman at fox 5 -- let's listen in here. >> on the ground they're waiting for police to move in right now. right now we're just waiting for the cue on police to find out what exactly happened. the man walked into the building here earlier this morning, claiming he had a bomb stranded -- strapped to him. the entire road was blocked off. we have been pushed back consistently and can now the man is potentially lying on the street so we're waiting to find out what happened. we'll keep updating you as soon as we know more. >> that's the information we have from wjz, cbs 13, and we thank them for that. at tames when our own station is compromised they allow us some video feeds and we appreciate it to all of our friends at wjz.

enough have a report from pam guess gessler no who otherwise on scene who said three shots from outside the station, and we watched on the feed as it happened. the first two shots seemed to stagger the man. i don't have any way to know what was shot. sometimes they shoot beanbags, sometimes they shoot tear gas. there was no smoke or steam or anything that came from it, but something certainly jolted the man, once, and then again, and then curious site of a man in a panda suit, head to toe, wearing sucks glasses and a surgical mask. a third shot rang out and then that man fell to the ground. the bottom half of the screen what blocked so the -- between the camera and the man was some sort of vegetation so once he fell, we could not no longer see

him. that's the picture of him inside the station and as the security guard mentioned he spoke to him for an hour, they were just trying to talk him down. you can imagine as authorities were arriving and they work out a way for -- if not a postage situation but a response unit to try to keep this man from doing anything to harm himself or anyone else. they were waiting to have discussions with him, and then one of the things we don't know yet is the circumstances under which he began walking across the parking lot. he did not appear to be escorted in the video. it was a live feed. so i suppose it's entirely possible he walked out the front door of the station and began walking across the parking lot where they had the fire earlier. that what's initial report, 2:00 eastern, a fire in the parking lot in the gas tank of a vehicle at fox 35 in baltimore. that was the initial report. then the map -- man into the

building think vestibule area, and then the live feed of the man apparently walking by himself, and getting instructions from authority. the authorities depends like the way he responded to those instructions and we saw him jolt a couple of times, and then a third time he fell to the pavement, i believe, behind the blockage which was some sort of vegetation. we have some more securityof the guard interview over here at bat 6. i have to take this hike crow phone with me. we don't know the condition of the man. we don't have a way to know that and we don't no whether it was actually a bomb strapped to him. a more from the security guard. >> right. here it is. >> covering up a lot of things -- >> what does he look like? age? >> about 6'0", 6'1", caucasian male, cat fews on his hands -- tattoos on his hand, approximately 22, 24 years old.

>> what's he wearing? >> he is wearing a red vest with -- over that he has an animal onesie. >> so he was able to see the security guard, that red vest, which was underneath this panda suit, and the reason for the panda suit, according to the man himself, who was making demand, he was wearing a panda suit to be illustrative of the panama papers. his insistence that of what was on the floor drive was information similar to panama papers wherein people from around the world oh who had apparently been putting their money in offshore accounts, including in panama, the informing about their accounts and their identity had been posted, and sent to journalists all over the world. volumes and volumes of informing about offshore accounts. it was quite a stir in the news,

and this man said he had something similar. we have know way to know what he had. that was his claim. then as he made the claim he said he wanted to be on air. the news director came downstairs, into this vestibule area, and sent out a series of quotes just a short time ago. said, somebody came in the front of the building and apparently said they had some information they wanted to get on the araneism news director came down at one point, not knowing a person was in the lobby there. the news director says he talked to this man. he was wearing the garb he had with the flash drive and information he wanted to get out on the air. shelly ohrman, who is on scene, has been tweeting, shellis an employee of fox 45. said she is hearing once the suspect is cleared, they're going to give him medical attention right away. that was the word that we got initially. and then the reports of three loud shots fired. and then our own visual of

really sort of stunningly in this big wall over here where a local television reporter now from wjz is reporting on this. was their camera and on this wall we saw this man jolt once and then jolt again, and then on a third jolt, fall to the ground behind. so, it's become pretty clear -- we don't know the suspect's situation but the threat to whatever level there was one at wbff in baltimore, that threat is neutralized. there is no more, as far as we can tell, dane injury to anyone. we do not in the condition of the man making demands wearing his panda suit and certainly changing the day for fox 45 in baltimore. we'll get updates throughout the hour when he know the man's condition and we'll let you know, and whether he actually had some sort of explosive device. still ahead here, this is "shepard smith reporting", a

statement breaking news in baltimore continues. first the former house speaker, john boehner, says ted cruz is satan himself. john boehner called his one-time capital hill colleague, and i quote, lucifer in the flesh. in an election season narked by name-calling and insults that's a new one. lucifer in the fresh is brand new. according to stanford university's newspaper, john boehner made the remarks during a speaking gig at stanford, quotes boehner saying i get along with almost everyone but never worked with a more miserable son of a blank in my life. it's not the first time he's attacked ted cruz. far from it. once called million a jackass but this comes during a due or "time" for at the cruz campaign. most analysts put is, ted cruz is toast if he does not do well in indiana next week. remember now, it's all about indiana. can't shut down donald trump but

producer, chad pergram. he said ted cruz as one time was john boehner's lawyer and worked for years on a case that involved john boehner. we asked the cruz campaign and he aides said he was a junior assistant that helped with legal briefs, still ted cruz was involve enough that he gave several interviews, even to newspapers, in which he was quoted as boehner's attorney. for his part donald trump held a recall in evansville, indiana. how can he top lucifer in the flesh. that's pretty good. trump piled on cruz's criticism and says cruz is not popular on capitol hill. >> in the senate he's known as a liar. marco rubio, who is good call, called him a liar during the debate. he said you're a liar. i said that great, when another senator can call a senator a liar, now can i do it always. so we women up with liin' ten.

this hour. carl cameron in d.c. what's the area reaction to cruz-fiorina. >> not a lot of enthusiasm. obviously just a day old and they will fan out across indiana, and how to cruz has another surrogate in his would-be running mate. carly fiorina is a very aggressive and tireless campaigner and a wonderful attacker on hillary clinton because she is a woman, and she can sort of neutralize the left's assertions that run runs are waging -- republicans becaming a war on him. she only got to the new hampshire primary and dropped out shortly after that, but after the first primary she was gone, and there were unfavorable problems with fiorina when she was a candidate. her history as a ceo, though she broke enough another lot accomplice ceilings, she made enemies. she was at the top of a corporation frat food chain and that's an aggressive place to may in, and she made some enemies. so its helps cruz in the sense he has stolen the buzz. it doesn't help in the sense

tight race ahead of next week's primary in indiana. the real clear politics average shows 39% of republican voters supporting trump in indiana. 33% supporting cruz, 19% support kashich. that average comes from three different polls, including the latest fox news poll. trump's lead was within the margin of error in each of the individual polls. we should note, news organizations conducted the polls before john kashich announced he would stop campaigning in indiana and before ted cruz introduced carly fiorina as hit, quote, running mate, unquote. tom bev vein -- tom bev vein -- bevin is here. are you sensing any half. in indiana? >> we don't know yesterday. we only eave an -- anecdotal evidence but we don't have hard data to find out if the kashich supporters will swing to cruz or the impact of the carly fiorina

announcement. >> you mentioned anecdotal, and our people have asked people, are you switching? the ones we talked to said no. and others have said i don't like this whole thing. >> it does seem to have turned some people off. i've seen some interviews with some kashich supporter that didn't go to cruz and went to trump. there's also the issue, shep, that there's been early voting in the state of indiana for almost the entire month and there have been 140,000 votes cast, and i think there are 68% republicans so that would net out to 19 or-20,000 votes of that if the polls accurate would have voted for john kashich, they can't those votes back. >> they're trying to keep the not trump crowd, the "krasich --" they're trying to keep donald trump from getting to 50%. it's not a within take all state but you can winner take most there, right?

in baltimore, man wearing a panda outfit claiming he was going to blow the station up because he wanted information. here video of him walking out of the television station. just came out. nobody knew what he was doing. at this point police approached him. they had battering rams in front of them and he continued to walk across the parking lot. you can -- on the video that we have, we could be heard -- we could hear him say -- the police saying, get down, get down on the ground, and then watch your cross-fire and then at least three shots fired after the first two the man was still standing. he stopped and then fell to the ground. the reporting from scene is the man is still on theground. authorities believe he may have a bomb on him so they're working to get a robot in there, and there's the robot, we'll bring

three delegates. d. >> attraction excuse me. we have a live briefing from police in baltimore. listen. >> something over his face. he made some suggestions to a person that he encounters. the person wasn't actually an employee of fox 35. immigrant was a contractor servicing the business for something else. he said something to him and then displayed what appeared to be wires and some other things inside of his jacket that appeared to be some type of explosive device. outside of the building, a vehicle was set on fire. it appears to be arson-related. that vehicle that was set on fire, as what we know is there was a rag inside of the gas tank area of the vehicle. it was no type of explosion, no type of bomb detonated at any time. at this point in time, the suspect came out of the building

and started advancing towards the officers with not listening to any of the officers' orders. officers were telling him to take his hands out of his pockets. he had on a hooded jacket. had his hands in his pockets, surgery mask on, and a countersniper shot the suspect. the suspect is not tee ceased. the suspect is in the roadway or in the street area at this particular time, and we were using our robot to advance on him and give him commands. the suspect is still not complying with the orders as officers are giving it to him as we speak, and right now, again, still on evolving situation. at this point in time we dent have a lot more information. we're still urging the public to stay away from this immediate area as we try to secure the situation. i know there are going to be a litany of questions. i understand we might not be able to answer all the questions right now, and as the commissioner said we'll provide another briefing at we get more

information. why did he do this? we don't know the answer. we want to know the answer to that. what i can tell you is what we believe the suspect is a white male, appears to be in his 20s, and we don't have a confirmed i.d. on the suspect at this point in time. >> what do you know about what is on he chest -- >> threat to the public -- >> of course there's a threat. with haven't not secured the person or confirm what is on his body. he had a twice in his hands a he -- as he gave orders, so to speak to the witnesses in the building. >> you say police shot him. what did they shoot him with? >> i don't know what type of gun but it's a countersniper, so odds are a long type rifle. >> rubber bullets of beanbag -- >> no. no. it was not less lethal force.

the situation is not secure or safe. we're still approaching him. we're using a robot to approach him, and literally at this point in time, the officers are still using the robot to talk to him to give him commands, and unfortunately, we can tell that he is still alive at this point, and he is not complying with those demand. >> we'll use the robot to manipulate his body as well, because one thing we obviously want to manipulate is that hand still inside of his pocket. we don't know if that's on a trigger switch of sorts. the robot dot a loss. >> is he able to speak at this point? >> right now the last update is he does appear to be conscious. [inaudible question] >> we don't have the exact information as to where he was shot. we haven't been able to -- we are doing our best to get him to cooperate with us so we can get him medical treatment and resolve the situation.

[inaudible question] >> we have not -- we were able to confirm with fox 45 that all of their employees are accounted for. we were able to confirm that all of our police officers were accounted for so we don't believe anyone else is in the building but we haven't been able to get entry because the suspect was in the building. >> does he have -- >> when he left the building did he leave fig? >> we don't know yet. >> have an actual bomb? >> we can't tell you've right now if it's an annual explosive device, but certainly based on the information it's something that looks like. we don't information whether it actually is. >> es he saying nothing you -- [inaudible question] >> that's happened at 1:20. it's 3:30, and we haven't security the premises. so, a lot of to the questions we hope to get the answer to. is it a coincidence, happened to be an arson car fire?

likely not but we can't confirm that yet. >> has he said anything to you? >> what does he want? >> -- involving a television station in the last two years? any thoughts about that? concerns? >> i have stayed in public spaces where people get their news from, and government agencies that serve our community are occasionally vulnerable. not always vulnerable. i think particularly important to train employees in all of our work places, like fox 45 has done. in the middle of the critical event, we have to act, and fox 45 did a great job and their employees assisted to us getting to this point. we'll be here for a while tonight, even after we secure this person. we have to check the rest of the building. we have to make sure the are no other cars that he may have manipulated or drove there out immediate concern right enough

is getting this person in custody and in a safe manner. >> also important to note to follow up on what the commissioner said, the situation last you're at channel 2, different security procedures in place there had they have been for other stations here, and this area is a secured vestibule area which might -- >> okay, the update, very difficult situation for the locals there in baltimore. this man in his panda suit, coming in, making demands, and then apparently without warning, after more than an hour -- this is a still picture of him just before, according to the police officers there, a police sniper shot him. he had been in the television station, fox 45, on 41st 41st street in baltimore city. he had spoken for more than an hour with a security guard, and then came outside and was walking, and police were like, get your hands out of your pockets, get down he want do any of the thing says said.

[ laughs ] bernie sanders is shifting the focus of his presidential campaign. there's a shift on. hillary clinton has all but blocked his direct path to the democratic nomination, and his new goals are to help shape the party and reform the nomination process. sanders yesterday announced he is alive off hundreds of staffers in states that already held democratic contests. rich edson is in washington. sanders' campaign downplaying the layoffs in a big way. >> reporter: that's right. campaign officials say they're simply a consequence of the primary schedule. in a statement the campaign says, quote, our campaign has now completed 80% of the primaries and caucus. that means we no longer require many of the loyal and dedicated state and national support staffers where the nominating contests have been completed. the spokesman adds the campaign will retain 300 works. sanders says he is staying in
