a half century, a republican speaker of the house refusing to back his party's nominee. speaker paul ryan explaining why he's not ready to get on the trump train at least not for now. >> i'm not ready to do iat this point. i'm not there now. i want to and i hope to, but what is required is that we unify the party. the bulk of the burned has to come from our presumptive nominee. he needs to bring the party together and appeal to all americans. sandra: donald trump quickly fired back saying i'm not ready to support speaker ryan's agenda. maybe in the future we can come together and decide what is best for the american people. they have been treated so badly for so long, it's time to put

americans first. while saying speaker ryan's remarks surprised him, they don't phas faze him. some were really surprised by the and not happy about it. i had many endorsements from yesterday. they are coming in left and right. he was the only one that was surprising. sandra: in trump saying he expects to meet with speaker ryan next week. meghan mccain, you had your reservations about donald trump. speaker ryan has had problems with what speaker ryan has said about the kkk and muslims as well. >> speaker ryan is giving cover for those of us who are still hesitant. what i find confusing is if we

want to unify the party, why is the onus only on those of us who are still hesitant? donald trump said two days ago he doesn't care about uniting the party. if people don't want to come with him. they can wait 8 years after he leaves the white house. donald trump should say i want to meet with speaker ryan. what's liberating is my fight is over. my side lost. r. right now it's his turn. i represent a demographic he needs. young women in america. unmarried young women. he will need us and he will have to start having to do things. sandra: could he still win over your support? >> if he chooses a vice presidential candidate that is more -- that is more

presidential. right now the party is so fractured. sandra: do you feel that donald trump has a lot to prove and a lot to show? >> donald trump changed the way politics runs completely. he changed the whole face of everything. to see this fracture within the party feels kind of healthy. i don't mind it at all. i like speaker ryan a lot. i met with him before for hours. he's a very straightforward guy. i was never a trump guy from the get-go anyway. so i feel like i'm in speaker ryan's camp. i would like to see the two of them hash it out. sandra: maybe it's not so bad to agree to disagree, and maybe this will look healthier than anything. kennedy: maybe a lot of americans are going party smarty. i care about my bottom line and

paying the bills. with the economy on the brink of recession, it's starting to dawn on a lot of people, it may not get better anytime soon. talking about different corners of the big tent, it's kind of exhausting. donald trump says he about the s he reacting to paul ryan? it seems so wildly immature and so far outside of the focus where most voters are. this is a year of economic populism on both side. kansas city donald trump and speaker ryan will sit down and say i have a problem with you saying you want to ban muslims. harris: 1 -- 1 other guys ran against him. i would like to be a fly on the wall. i think it will go something

like this. we need each other. can we get to the middle? the country is at stake. i don't think it will look like paul ryan standing his ground like others have. i don't think it will be where the rest get schooled by paul ryan. but i could be wrong. four of the five former gop presidential nominees til politically alive are planning to kip the republican national convention. mitt romney along with both of the former president bushes have made it clear they will not endorse the billionaire businessman. the on one who says he will be at the conventional all but just briefly is former kansas senator bob dole. but he has yet to formally endorse donald trump. john mccain says as a loyal

republican he will back the eventual nominee and he stood by that. >> i will support the nominee of the party. both jeff and i said that all along. there is no doubt there are significant disagreements i have with mr. trump. i will do everything i can to convince him on national security issues that he needs to do differently than what he had planned. harris: former speaker of the house nude gingrich weighed in. >> there is something wrong when these folks the republican party has done a lot for. the bush and the romneys, the party has been good to them and they owe a little bit to the party and the people who make up that party beyond their own being about of all. i prefer what mitch mcconnell did and john mccain did. they said game's over, we have a

nominee, i am with him. harris: your father says he thinks he's in dangerous places politically in arizona. >> my father is in the race of his life, and a lot of people said he was caught off camera. but everything that was public is on the record. he and other republicans, the down ballot voting is a real thing. i don't have the luxury, i'm from a border state. you have got to get 45% of the hispanic vote or you won't win. i think donald trump continues to ignore this. harris: are republicans poised to take on that issue of demographic? i fail to understand how he complicate that matter particularly. >> calling them rapists and

murderers will probably compromise the hispanic vote. >> i think the party has done a poor job of reaching out to minority and ha -- and hispanics specifically. people make the argument that hispanics are a naturally conservative base and republicans have just done a bad job of mess anding there. i think what donald trump has done is magnify a tenuous situation. is it beyond repair if he put out one photo on instagram of him eating a fiesta bowl? does that heal the rift? i don't think it does. it's entertaining, but people who feel their cause is a life and death struggle, i don't think they want to be entertained right now.

harris: i don't know of one person who will make up the continues but there is talk of susanna martin ets from new mexico. when you look at the void that's there, what are your thoughts? >> he has been divisive to a lot of people. i have gone on some spanish-speaking stations. they were really going after him. harris: can he make up that ground? >> he can of course. everyone along this road said he won't be able to do this. think i his downfall. and it hasn't happened. can he? i think he can. i hope he can. i hope he does. but somewhere along the line there may be a third party. sandra: are you getting indications from your dad that he will campaign with trump? >> my father i in the race of his life. and he is planted in arizona

until the elect. i think that's the appropriate thing to do. people like kelly ayotte. if we lose the senate over this, we'll have a lot more to complain about than donald trump in 2016. harris: would he welcome donald trump campaigning with him? >> i have no idea. i'm focusing on young people and millennials in arizona. he's not a fan of people who were captured. harris: we know exactly how you feel. >> i come on 9 show and always keep it real with you guys. harris: the investigation into hillary clinton's email server is getting hot. her top aide huma abedin is being interviewed by the f.b.i. hillary clinton is set to sit down for her own interview in the coming weeks.

martha: president obama making a statement on the economy. >> wages have been rising. but the global economy as many people here are aware, is not growing as fast as it should be. you are still seeing lagging growth in europe, japan and now china. here in the united states there are folks out there still hurting. so we have to do egg we can to strengthen the good trends and guard against dangerous trends as a global economy. if the republican congress joins us to take some steps that are pretty common sense, then we can put some additional wind at the backs of working americans. to create new jobs they should invest in our infrastructure, our road, bridges, water mains.

some of you joined me when i went to flint this week. it's an example of the kind of work that is out there to be done. we could be putting people back to work with a huge multiplier effects across the economy if we started investing in the infrastructure that would make us more productive. congress should raise the minimum wage. this is something that would not only help those individual who are getting a bigger paycheck. but it means they are spending more and that would be a boost to business. to level the playing field for american workers and crack down on unfair foreign competition, they should pass smart trade agreements. and reform the tax code which includes closing loopholes and simplifying the tax code for everybody. i have been talking about this

for a while. only congress can fully close the loopholes wealthy individual and corporations often take advantage of, often at the expense of working class families. if they are getting out of paying their fair share of the tax bruden that means families have to carry the burden. close loopholes to make sure families and small businesses who don't have fancy lawyers and fancy accountants are being treated the same as big corporations who do. it's fair to say that congress will not act on a big tax reform plan that will shut down these loopholes. but what my administration has been doing is looking for steps we can take on our own to make

the tax system fair. in recent months we have seen how big a problem corruption and tax evasion have become around the globe. we saw what happened with the release of the panama papers and the degree to which both legal practices of tax avoidance that are unfair and bad for the economy as well as illegal practices that in some cases involve nefarious activity continue to exist and to spread. so combating this kind of tax evasion and strengthening the global financial system has been a priority of mine since i took office and part of our ongoing efforts to make sure the economy works for everybody. here at home we made our tax code fair and asked the wealthiest americans to pay their fair share.

taxes they avoid paying in america that they rightfully owe. we have take be steps to crack down on offshore evasion. as a result thousands of individual have come forward to disclose offshore accounts and pay the taxes they owe along with interest and penalties. today we are building on those efforts. i believe you heard from treasury. but i want to amplify what they told you in detail. we are requiring banks and other financial institutions to know, verify and report who the real people are behind shell corporations that set up accounts at those institutions. one of the main ways companies and wealthy individual avoid taxes is by setting up shell corporations and making it

harder to trace where monies are flowing and where taxes are owed. we are saying you have got to step up and get that information. we are plugging a gap in our tax rules. the treasury department and the irs are making sure foreigners cannot hide behind anonymous shell companies formed inside the united states. these actions will make a difference. they will allow us to continue to do a better job of tracking financial flows by making sure that people are paying the taxes they owe rather than using shell corporations and offshore accounts to avoid doing the things that ordinary americans, hard-working americans are doing every day, making sure they pay their fair share. having said that, we are not going to be able to complete this job unless congress acts as well. so i'm calling on congress to

pass new legislation that requires all companies formed inside the united states to report information about their real owners to the treasury department's financial crimes enforcement network that will help law enforcement prevent financial crimes, i'm calling on congress to provide the justice department with additional tools to investigate corruption and money launderers, and i'm calling on the senate, in particular senator rand paul, who has been a little quirky on this issue, to stop blocking the implementation of tax treaties that have been pending for years. and these treaties improve law enforcement's ability to investigate and crack down and offshore tax evasion. we'll need to cooperate internationally because tax evasion and tax avoidance, money laundering, these things are

taking place in a global financial system. if we can't cooperate with other countries it makes it harder for us to crack down. if we can combine the actions we are taking administratively with the new tools i'm asking congress to provide the justice department and treasury. these actions will prevent tax evasion, they will prevent money laundering and prevent terrorist financing and ther most importantly they will uphold the principle of our country. i'll take a couple questions with that. let's see. >> mr. president, what's your reaction to donald trump becoming the presumptive nominee of the republican party, and given the delegate math do you think it's time for bernie sanders to step aside on the

democratic side? >> with respect to the republican process and mr. trump, there is going to be plenty of time to talk about his positions on various issues. he has a long record that need to be examined. and i think it's important for us to take seriously the statements he made in the past. but most importantly and i speak to all of you in this room as reporters as well as the american public. i just want to emphasize that we are in serious times and this is a serious job. this is not entertainment. this is not a reality show. this is a contest for the

presidency of the united states. what that means is that every candidate, every nominee needs to be subject to exacting standards and genuine scrutiny. it means that you have got to make sure that their budgets add up. it means that if they say they got an answer to a problem, that it's actually plausible and they have details for how it would work. and if it would not work, that needs to be reported on. the american people need to know that. if they take a position on international issues that could threaten war, or has the potential of upending our

critical relationships with other countries, or would potentially break the financial system. that needs to be reported on. the one thing that i'm going to really be looking for the next six months is that the american people are effectively informed about where candidates stand on the issues, what they believe, making sure their numbers add up. making sure their policies have been vetted, and that candidates are held what they have said in the past. and if that happens, i'm confident our democracy will work. and that's true whether we are talking about mr. trump or mrs. clinton or bernie sanders or anybody else. but what i'm concerned about is

the degree to which reporting and information starts emphasizing the spectacle and the circus because that's not something we can afford. and the american people, they have got good judgment and good instincts as long as they get good information. all right? i think on the democratic side, let the process play itself out. you mentioned the delegate math. i think everybody knows what that math is. i think senator sanders has done an extraordinary job raising a range of issues that are important to democratic voters as well as the american people generally. i know that at some point there is going to be a conversation between secretary clinton and

bernie sanders about how we move towards the convention. the good news is that despite the fact that during the course of the primaries everybody starts getting chippy. i have been through this and it's natural. sometimes even more with the staff and supporters than the candidates themselves. but the good news is, there is a pretty strong consensus within the democratic party on the vast majority of issues. there is disagreement about tactics and political strategy or policy nuance. but both secretary clinton and bernie sanders believe every american should have healthcare, so do i. both candidates believe that we should be raising the minimum wage. both candidates believe we should invest in our infrastructure and put more people back to work. both candidates believe that we should pass a comprehensive

immigration reform policy to make sure we are enforcing laws and improving our legal immigration system and making sure our borderers are secure but also that we continue to enjoy the incredible boost we get from attracting talent from all around the world. both candidates agree that we should be prudent in terms of how we use our military and care for our veterans when they come home. if you look at 95% of the issues, there is strong agreement there. you don't see the same kinds of division you see in the republican debates. >> what do speaker ryan's comments tell gut state of the republican party and how would you advise your fellow democrats

who have to run against donald trump, how they can win. >> i think you have to ask speaker ryan what the implications of his comments are. there is no doubt that there is a debate taking place inside the republican party about who they are and what they represent. their standard-bearer at the moment is donald trump. and i think not just republican officials, but more importantly republican voters. they are going to have to make a decision whether this is a guy who speaks for them and represents their values. i think republican women voters are going to have to decide if that is the guy i feel comfortable with in representing

me and what i care about. i think folks who historically have been concerned about making sure that budgets add up, and that we are responsible stewards of government finances. have to ask, is mr. trump's budgets work? those are going to be questions that republican voters more than republican officials have to answer. and as far as democrats, i think we have run on what we are for, not just on what we are against. for the last 7 1/2 years, we have been pretty clear about what we believe will help working families struggling out there. and also sit has been difficult

to get through republican congresses to get those things done. the truth is that they continue to be prescriptions that would really help people. making sure that families get paid sick leave. and family leave. and early childhood education. that would help families. raising the minimum wage would help a lot of people. rebuilding infrastructure would put back to work guys and gals in hard hats. that need to work. those are good jobs that can't be exported. now is the time to do it. i want democrats to feel confident about the policy prescriptions we are putting forward, and the contrast i think will be pretty clear.

i'll leave it up to the republicans to figure out how they square their circle. i'm going to take two more questions. >> mr. president, ways your message to democratic voters who have yet to cast their vote who may be hesitant to vote for the democratic frontrunner because of the ongoing email scandal and investigation, and also did you see donald trump's taco bowl tweet and your thoughts on it. >> i have no thoughts on mr. trump's tweets. as a general rule i don't pay attention to in trump's tweets. i think that will be true for the next six months. you can just file that one. in terms of -- in terms of the democratic vote coming up, i'm going to let the voters cast their ballots, and not try to

meddle in the few primaries that are remaining. we'll know soon enough. it won't be that much longer. >> on infrastructure, not long before your nuclear summit with 50 world leaders here. d.c. metro was closed for over 24 hours. i'm wondering what that says that the nation's capital metro system was closed for 24 hours and having a number of safety-related problems. and what can your administration do if republicans are standing in the way for the d.c. metro for more funding and support for such a critical service. >> this is a somewhat self-interested question because a bunch of folks here take the metro. but it is just one more example

of the underinvestments thanked have been made. the d.c. metro has historically been a great strength of this region. but over time, we underinvested in maintenance and repair, and the steps being taken now i'll defer to the department of transportation. but safety comes first and we want to make sure if there are safety concerns that they are addressed. but the broader issue is we have bridges and road, we have ports, we have airports. we have water mains and pipes as we saw in flint. that suffer from neglect. and in many parts of the country, we are still relying on systems that were built 30, 50,

and in some cases 100 years ago. and the reason we have been neglecting them is not because we don't know how to fix them. it's not because people haven't been aware of the need. we have known for years now that we are a trillion or 2 trillion short in terms of necessary infrastructure repair. i talked about this when i came into office and sought to do more in terms of investing in our nation's infrastructure. the problem we have is that the republican congress has been resistant to taking on this problem in a serious way. the reason is because of an ideology that says government spending is necessarily bad. and i addressed this when i was in flint. that mindset, that ideology has

led to us not investing in those things that we have to do together. as you point out, this metropolitan area, the nation's capital economically is doing really well. it doesn't matter how big your paycheck is if you have been taking the metro and suddenly it's shut down for a month. now you are stuck in traffic trying to drive to work instead. you can't build your own metro system. you can't build your own highways, you can't build your own airport. and so we have a specific problem with underinvesting in infrastructure. now is the time, by the way, for to us do so. interest rates are so low and there are so many contractors

and construction workers that are underemployed that you can get jobs done on time, on schedule. it would give a boost to our economy because when we spend a dollar in infrastructure, you get a bigger bang for the buck in terms of the economy overall. surrounding businesses, suppliers, food trucks. everybody does better. it gives a huge boost to the economy. think about the investments we made at the hoover dam and the golden gate bridge, or metro? it's a good thing to do. it historically was not and should not be partisan. but if we have a mindset that says whatever government is doing must be bad. then these are going to be the result.

and it will continue to get worse. it's already tough in poor community like flint, but we are seeing these kind of truck problem that spring up in community all across the country. it doesn't distinguish by race or by regional, everybody need road. er need airports. -- everybody need airports. this is a good example of making sure that the candidate are speaking to the [inaudible] as you goib to the presidential elect. i put forward figure proposals how i would pay for infrastructure investment. the numbers add up. so the question i, how do the

re -- so the question is how do members of congress intend to tackle this? what is the republican agenda for structure? how do they pay for it? do they pay for it by cutting medicare or medicaid? if they do, that need to be fleshed out. the consequences for working families need to be explained. all right? thank you everybody. sandra: that was president obama initially making comment on the economy. his comment specifically on the economy, he says the global economy is not growing as fast as it should be. he called on congress to take steps to grow the economy and close tax loopholes to the rich. he made that a big part of the initial part of this comment asking them to quote pay their fair share.

he spoke quite a few time about the presumptive nominee donald trump. he made mention of him saying he has a long record that need to be examined and candidate must be accountable to their past, he said. he also asked about a recent tweet by donald trump. he says i won't be commenting on donald trump's tweets for at least the next six months. there was a discussion in the q and a part about bernie sanders and hillary clinton, he said they will have to talk about a way forward. harris: it was the longest answer ever. that was something that stood out. the other thing that toad out to 450e was the fact -- that stood out was he asked about the hillarthe -- about the hillary n email scandal. we are watching the confirmation

that one of hillary clinton's hop aides, huma abedin, is being questioned by the f.b.i. kennedy: i don't think it was ever appropriate for him to comment on the situation. his comment on "60 minute" dovetailed with her outright refusal to admit there was a problem and her comment that the f.b.i. was investigating the server. the server is going to get it own lawyer and be deposed. it's nonsensical. she has been so blase' on this whole thing. we asked this before. what information does he have that would lead him to that conclusion? harris: we don't know what the f.b.i. has, as it should be. but we heard it's being taken so seriously, james comey said he's watching this personally, the director, and there have been some report there will be leaks

out of the investigation if the right thing were not done based on the evidence found. the other part of this, and it was right off the top with the economy. he said april. 74th consecutive job growth. when you look at 167,000 jobs. that's not what the economy was looking for. 67,000 was in the business sector. but are there 4 million people out of work right now? sandra: the jobs report was the key takeaway, it was a disappointment how many jobs grew. but the number of people that are out of the labor force. 94 million. 562,000. megyn, you may have been here. it was a few month ago that the president broke into this hour with a statement on the economy touting how well thing were going. >> i was commenting during the break. all he ever does is blame

wealthy people for not paying their fair share of taxes. small business owners. people who don't want to raise the minimum wage. but at what point in time are you going to take any culpability. sandra: this is all coming down to the election, jobs, women. and donald trump this morning on "fox and friends" said he's going to go after hillary clinton on jobs and the economy. he thinks that's where he will beat her. but moving on, in what was going to be a statement on the economy, he did delve into the current state of the elect and he did mention donald trump more than several times. >> i fell asleep for part of that. i was sort of dozing. he's not calling that one reporter who asked that question about hillary clinton's emails

ever, he won't get called on ever again. i felt like it was pulling teeth. that was a very long press conference. he gets into this polarizing thing all the time which drives me nuts. to me that's not presidential. he's sort of in the weeds running around. i want the president to stay out of the elect, stay above the fray. to me it was a boring press conference. i did want to hear about the labor participation rate. kennedy: the white house never talks about that. they only talk about the unemployment number. where it was in 2008 and where it i now. and it's incredibly misleading. harris: deep into the article as sandra was pointing out. you get the numbers that say how many more people have you added to the rolls. the 5% unemployment rate did not

change. over 500,000 decided -- >> actually peeled off and are no longer. >> that chunk of innovation and creativity and energy in your economy to sit out. >> people paying taxes and using the money they get from their jobs. harris: the president turned his finger to the media. you can't help but take it personally. when you got up this morning did you feel you were drawing attention to the spectacle of the circus by reporting the facts. when he was asked whether sanders should step aside. he said i'm concerned about the reporting emphasizing spectacle and circus and this is a serious job. i took that to mean donald trump because he mentioned his name three times. this is not entertainment. >> clearly he's going after

trump, there is no question that's what he was doing. that could have been a trump press conference. harris: does hillary clinton need that kind of help? >> i think as much as president obama wants to espouse he doesn't want to pay attention to donald trump. he's going home and obsessing over donald trump. donald trump, my biggest problems i have with him. he eclipses president obama in publicity and tweets. that's the only thing president obama does. kennedy: his foreign policy advisor said hillary clinton was part of the blob. he lummed in leon panetta and robert gates. harris: the blob. sandra: being president is not like being on a reality show.

harris: we can confirm something that's been happening for about an hour. this is the d.c. area. this is bethesda, maryland. we are getting some details of the shootings at montgomery county mall. police believe the shootings may be connected to a second shooting incident at a grocery store. first the mall. three people there. the mont gopy police department is saying one person is deceased in all of this. the three people at the mall survived but the one at grocery store, a woman, did not survive it, the aspen hill area. not a lot of information coming from this. but we can tell you these two

sites are 8 miles apart. i have been working to find out wither this happened simultaneously. sometimes the call for help can come from one area and it may have happened at the same tie but there may have been a delay. the way the reporting came into us is these two things have followed one another. and then a second site. we knew when the mall was first hit an hour ago, two men and a woman, there was a person at large. police were looking for that person first inside the mall, then outside in the parking lot. we do not know if that person left the premises and went to a second site. let's bring in former d.c. homicide detective vo rod wheel. first of all, tell bus this area and put sit together for us. >> it happened -- first incident happened at 11:20 this morning

at the mounted gop are you county mall. what happened real quickly, there was a woman getting out of her car near the macy's. a man came up to her, there was an exchange, some kind of discussion they had, then the man pulled out a handgun and shot this woman supposedly in the shoulder. but from what i hear now she is in critical condition. two others came to her aid and they were shot as well. this happened at around 11:20. at around 11:30 this morning, about 10 minutes after that there was another shooting at the aspen hill mall outside of a giant grocery store. police aren't sure if the shootings are related. i live in this area. it would have been difficult for that gunman to getfrom that

montgomery mall to the aspen hill mall. but it doesn't mean they weren't related. harris: the way the report went out, the montgomery county police department was asking for the public, based on a description of this man at large to please participate in helping them catch this person. some of it was unclear whether he would be able to navigate his way from the aspen hill grocery store. can you tell me what's going on right now? >> yes, there is a lot going on, a lot has transpired the last few minutes. the montgomery county police department has brought their senior command center. they are setting it up as i speak in the parking lot. why did they bring this major command center? the reason is the gunman is

still at large. that's the only time you bring that command center to a crime scene. here is the other thing you haven't heard yet. one of my police sources are telling me the police are looking at another shooting that happened yesterday in montgomery county at a high school where a guy shot and killed a woman. they are looking at the ballistics. and that guy is still at large. they are looking at the ballistics from that shooting and comparing it to today. the suspect in today's shooting, guess where he lives? he lives not far from the giant in aspen hill. you can see this is still a very fluid investigation. harris: you are helping us puzzle this together with your sources inside the montgomery police department and we are grateful. was this near or at a high school, the shooting they are look at and possibly some ballistics or forensic connection to what happened

today? >> it was at a high school yesterday right around 4:00 in in the evening. a woman was killed getting out of her car. police identified a suspect in that case but they didn't find him. now we find not far from where the suspect lives is where the other shooting took place. we are trying to put together all of these pieces to see if they are related. but the quickest way to do it is by ballistics. we could try to match that up quickly. that is very important and significant an investigation. har already what we don't need right now is a lot of speculation. i can only imagine the people inside that mall as we were approaching the lunch hour must have been terrified. it looks like a lockdown situation from the outside. >> there is a lockdown situation
