like one of your pinheads. >> caution, you are about to enter the no spin zone. the factor begins right now. ♪ ♪ >> hi, i'm boyle. thanks for watching us tonight. personal attacks and the american voter. that's the subject of tonight's talking points memo. first, rock solid statement all famous people in america are targets. if you have money, power, or fame you need protection from those that would accuse and exploit you. there is a full fledge extortion industry in this country that attacks the wealthy and corporations through the legal system. all journalists know that. we know. we can find people to say negative things about any public person. we know we can make any

story come out a certain way. and the politicians who business person involved it's a lark. enter donald trump and bill clinton both men have been severely hammered in the american press as you know. article in the "new york times" implied mr. trump mistreats women. immediately one of the women in the article repudiated what it said. >> spun it where it appeared negative. did i not have a negative experience with donald trump. and i don't appreciate them making it look like i was saying it wassing inive experience because it was not. never made me feel like i was being demeaned in any way. he never offended me in any way. he was very gracious. >> we really stand by our story. we believe we quoted her fairly and accurately and the story really speaks for itself. >> but the story does not speak for itself.

american voters have no idea what donald trump did or did not do. reporters define that so, saying the story speaks for itself is misleading in the extreme. the public is reliant on a third party, a reporter to inform them honestly. sometimes that happens, many times it does not. talking points does not know how mr. trump treats women in general. what we do know is that he is a flamboyant entertainer, a provocateur who lis la viciously, voters will have to make up their own minds about mr. trump's private behavior. that will not be an easy thing to do. the same thing is true with president clinton. also the subject of a provocative article last week. on clinton foundation money, going to a for-profit energy company, owned in part by friends of the clintons.

one footnote the "new york times" did not see fit to brintd that story even they have covered questionable clinton situations in the past. anyway, the clinton is loaded innuendo about friendship with a neighbor in chappaqua, new york. talking points has no idea about that what we know for a fact is that clinton foundation money flowed to a private company, which is now failing for the benefit of people who have helped the clintons in the past. that in itself is a major story. the innuendo is meaningless. american voters are going to be subjected to an incredible amount of speculative garbage over the next six months. the american press is not fair. it is heavily ideological. and will spin all kinds of things to try to get their

candidate elected. it should not be this way. but it is. and that's the memo. now for the top story tonight, reaction. joining us from washington charles krauthammer. and you say? >> well, we have a pretty long and distinguished history of a partisan press. i mean, i bring you back to the first campaign you covered 1800 adams and jefferson were the jefferson press accused adam of being excredible. they called him math amath they wrote this in their papers that he was an atheist and under his presidency murder, robbery, rape, adultery and incest. i love the incest part, will be openly practiced and taught in the country.

so, we have got an old tradition of this. >> there is a tradition. >> it is a tradition and it's been -- it was a hell of a lot worse. we have developed the so-called objective standards which people at least in the press they want to appear to adhere to. they don't. we know the mainstream media is liberal and biased against conservatives that is like telling the sunrises in the east. >> what did you think about the "new york times" reporter who wrote the front page article saying well, the story speaks for itself. that really got me here you have got the woman the lead in the story by the way. she comes out a bunch of bull, it never happened this way. they spun my words. the guy says the story speaks for itself. come on. it's absurd. >> well, anybody in journalism knows no story

speaks for itself. >> why did he say it? >> if he knows that, why did he stay? >> is he protecting himself. that's what you are supposed to say. that's the talking point. everyone knows it depends on how you frame it, where you put it in the story at the top or at the bottom. there is a classic example of what they say in soccer own goal. they score upon themselves. the winner here was trump because the headline is trump challenges "new york times" and the woman supposedly who is in the middle of this supports trump. so, there is no question that he turned it around on them but, to me, the entire story from the beginning was totally lukewarm and uninformative. this is supposed to be behind the scenes, the real hidden secret trump how he deals with women. what do you get with it? he treats some well. he treated some boorishly. how is that different from how trump a public man, has

in public treated women? he treats them well, appointed them to high positions. >> i agree there was a point in the story and he. >> and he treats others badly like carly fiorina, megyn kelly and others. the same guy inside and outside what was the point of the story? i don't know what the point of the story was only to apply that is he antiwoman. >> the clinton foundation, once again, this giant charity where billions of dollars flows in. this, to me, looks like a fairly subsubstantial story. the "new york post" headline aside. i don't care about that using a charity for private gain to help your friends, to employ your friends, i don't think it's right. >> i have thought from the very beginning and i have said this a lot, especially on "special report," the big scandal is not the emails,

necessarily it is the scandal having to do with the so-called charity which is a slush fund, doing favors or what appear to be favors and that's the real story. i speculate -- this is pure speculation. i wondered what was in the 30,000 emails that she deleted. she said it had to do with wedding preparations and all this stuff i somebody if it was ever uncovered deleted emails. the charitable money for self-dealing, i don't know what's in there, the press has touched on this here and there. but the real story is the gigantic slush fund that we know was used by the clintons to advance themselves. yes, a few good causes but if you wanted to help the victims of haiti's earthquake, you wouldn't actually think the best

a republican. you heard the talking points memo. you heard charles. how do you think the women voters are going to respond to all the personal attacks that we all know will be launched? katie? >> okay. i think that women voters in general are going to tune out. women in general decide that they are not going to be part of malicious personal attacks. they really do want to focus on the issues. if donald trump wants to win women, which he needs to considering they make up a majority of the electorate. i think he should start courting bernie sanders voters. he is courting women on the left. he should focus there if he wants to move forward in the general election with female voters. we were talking about this "new york times" piece with donald trump. donald trump had issues with women before the "new york times" piece came out. is he going to have issues moving forward unless he does something to show that he is presidential and can he really stand up and get past all of the personal attacks that women don't

like. >> how about you, mary ann? are they going to stay home many women voters because it's going to get nasay. >> historically women do turn out for elections. they throw up their hands and say i'm not going to pay attention to this and not going to vote because it is not going to make any difference. that is to donald donald trump's advantage. he is going to have an easier time making this a negative campaign and keep them at home than is he to try to support them. hillary clinton and donald trump both need women to win and they need white women specifically. that's why you hear hillary clinton going out there and talking about issues like child care and equal pay for equal work and items like that that really do matter, men mum wages specially for single white women. >> she can talk although wants as katie pointed out sanders is beating her with white women. >> at this point. >> at what point? hold on, mary anne, as she said concentrating on these

issues it is not resonating because bernie sanders only says one thing, wall street is rigged and white women are voting for him more than hillary. whatever she is doing doesn't seem to be working. am i wrong? >> in a general election hillary clinton will win women more than donald trump. she will take back a number of women from the sanders voters. okay? she has over performed with women in the primaries. the battle will be between donald trumpclinton for white w, especially single married white women have traditionally voted republican. single white women have been more supportive of democrats. the nastier the campaign, the less women votes and this that's what donald trump is trying play. >> if it gets to be mudslinging all over the place then a lot of women are not going to show up. >> yeah. >> trump's primary message as i understand it to women is, look, i'm going to bring jobs back to america so you're going to have a better job. and that's going to benefit you and your family and he is going to run on that job

creation mantra, indicated at this, does that actually work. >> i think it actually will, you compared this election cycle dot 2012 campaign and granted we are note totally into the general election yet. but the 2012 election with mitt romney was very much focused on social issues when it came to women. birth control, abortion. we haven't really heard a whole lot of that on the campaign trail from hillary clinton or from donald trump. if donald trump can stick to the message which he has of bringing jobs back new york a secure country i think he can siphon off female voters. he has a long way to go, 70% unfavorable rating among women. and he quite frankly has some work to do republican women at this point as well. >> okay. last question. mary anne, if you are advising hillary clinton, which i guess you might be in your little thing you got going on up there in boston. >> my little dewey thing?

my colleagues are very supportive and very helpful. >> and trump comes at you in a personal way by saying oh, you are enabling your husband to do x, z, and z. do you they will her to reply to that or ignore it? what do you tell her? >> that's what the "new york times" is frankly look how we got here. hillary clinton raised questions about donald trump's policy positions about women on abortion and other matters, used his own words to describe it and donald trump's response was a personal attack on her personal life about women and her marriage. so, you can examine if you want but it exams professional and personal relationship with women answered doesn't like it. are you reince priebus now saying you know what? donald trump's personal life should be off limits if that's the case so should hillary clinton. that's what's going to anger women if there is a double

factor follow up segment tonight, as you know, the obama administration using the departments of justin and education ordering american public schools to allow transgendered students access to any locker room they want. yesterday brit hume said. this. >> what happens when a man with male parts decides that he is really a woman and would like to take a shower in the ladies locker room and there he is with his male parts exposed? now, is this really something that people are going to think is really okay in the name of -- in the name of civil rights? i don't think so. >> joining us now from washington is mr. hume. so you really think this is going to hurt the democrats politically? >> i'm tempt to do say, bill, that my story or my comments speak for themselves but i don't think that's the answer you are looking for. >> it's different when you are actually talking than when you are writing stuff that nobody knows what you really have. but go ahead. >> well, just a couple of thoughts about this, bill. this standard by which one

homelessness. >> it's awful, it's dirty. >> test camps and street crime. >> there is a ton of drug use out in the open. >> markisha law and the public works crew are doing housekeeping. they picked up blood spattered drug sir rick's. >> this box, over 100 plus needles in it. >> hose down feces and urine. >> how are you doing in there? >> and this is one homeless camp out of dozens throughout san francisco. >> and joining us now from the city by the bay christine hughes, chairman of the republican party there so, why are the homeless flocking to san francisco in the first place? >> well, it's been going on for years, bill. i'm a third generation native san franciscan. we have always had chronic homelessness but never to this extent. it's really the bottom line is it's with the liberal permissive policies that have encouraged more homeless to not only camp

out in san francisco but be very aggressive in terms of their behavior without any repercussions. >> why do they come there though. do they receive money, welfare? is it easier to be on the doll there? there must be a reason. >> well, there is many, you know, there is many what i call accommodating strategies that the city spends probably 30 to $60,000 per home ms. person. and what happens is that the homeless feel they are treated in some instances, bill, better than a citizen, a resident of san francisco. >> what do they get for the 30 to 60 kay. stood famps what else did they get? >> there is a whole network of nonprofits that i would say become institutionalized in san francisco. they can get food and temporary shelter.

they can get medical care. they can get all these types of services. yet, just go in and out. they get some services. they have go back on the street. they go back. in they go back on the street. there has been the interesting thing is because it's so chronic now, the attitude of the board of supervisors is that they don't -- they had time before their camps are going to be moved. there is no toughness ins of des as a -- really a public safety issue in the city. >> all right. >> should be dealt like with any other situation that involves crime or abuser violence. >> all the reports are that not all the homeless do this but a lot of them expose themselves and do things in public that are gross and it's a public health issue

and tourists are assaulted by pan handlers and the property crime is through the roof. all of true? >> it is true. and i will tell you myself two weeks ago downtown at 9:00 a.m. in the morning at union square which is the main shopping area, a homeless man dropped his pants, turned around and proceed to do urinate and spray all over me. >> what did you say to that man? >> there was nothing that i could do. i couldn't call the police because the police will not come. they will tell you is anybody injured? if nobody is injured they will not respond. there is nothing you can do. >> that kind of extreme behavior is now normal for san francisco? >> well, it's pretty uncivillized but it is becoming the norm because homeless are defiant because they realize there are no

thanks for staying with us, i'm bill o'reilly in the campaign 2016 segment tonight, number of reports are saying that donald trump is not, not going to hold back in his personal attacks on hillary clinton. if that's true, this might be the nastiest presidential campaign in american history, jefferson, adams aside. joining us from austin, texas, karl rove. so, i want to open with when you were working with president bush the younger, against al gore in 2000, things got nasty, but it was

mostly policy. it wasn't a lot of personal stiff. i don't remember, was there? >> yeah, no. there wasn't. we made certain, for example, that when we commented on bill clinton's indiscretions in the white house we did so without ever mentioning it directly and did so by responding affirmatively saying we would restore -- president bush would restore honor and dignity to the white house. we found out back then that if the -- that the republicans had damaged themselves in 1998 and 1999 by going after clinton's infidelities to the point that people said enough is enough. they did want to know that somebody would be different. they wanted to change but fed up with being reminded about hanukkah lewenski and the goings on. >> if you found that out, does it still hold today in 2016 is that if you go after the clintons on the personal stuff that will turn voters off? do you still believe that? >> let's define personal stuff. if by personal stuff you

mean she benghazi. that's all fair. but if you want to go after bill clinton's infidelity, my advice would be this plane would dynamite. the first one who brings up this kind of stuff in my opinion is going to be the person who loses the issue. maybe he needs to counter punch but he has got vulnerabilities of his own. nothing on the scale of clinton but he is on the record talking about his prowess with women and prowess with dating and so forth. you have got to be careful about this. she wants to be a victim. she has been successful in life when she has made herself a victim. she took rick lazio. thrust a piece of paper under her nose and demand she sign it and turned herself into a victim. last thing donald trump needs to do is turf her into a victim go after her on things people consider to be reasonable, prudent and go to the heart of what he said in that he made a wise remark. one of her weaknesses is she ♪ -- not seen as sincere and

authentic. bring monica and and bill clinton's in campaign. >> he counter punches anti-women and bully and comes back situation is that there is a line of thinking that says that says if you tell the truth as you see it about the clintons, that will galvanize people to vote for you because you will be a straight talker. nobody else wants to say it but you will say it you are a straight talker so the voters will come to you. do you reject that entirely? >> no, no. but there are limits. he goes on and says you lied about benghazi. >> you know what i'm talking about. >> that's fine. what i'm trying to point is to the things that he ought to go after. there is plenty of ammunition there.

going after her on the clinton foundation and using it to publish up their lifestyle and reward their friends. that's legitimate legal. going after owe males is all legitimate and effective what i worry about things -- don't tone it down. it's worked for him so far. well, it's worked for him so far and driving up his negatives. from here on out be careful on the range of things that people believe to be reasonable for discussion and where she is dead wrong and be careful about playing with kind might. >> final question. >> hillary clinton's history is not to use surrogates. you know them. they are killers. the poem she has on the payroll. they are killers. >> right. >> i expect those surrogates to try to provoke trump into what you are talking about. do you expect that? >> right absolutely and he shouldn't take the bait.
