highest. government offices work just two days a week to save energy. conventional efforts to remove the president are under way. nearly two million signatures have been gathered on a recall referendum which has yet to be ruled on by the country's electoral commission. several legal hurdles remain that could see maduro or another member of his party still in charge until the end of his term in 2019 unless the situation explodes. >> they're making great efforts to avoid and prevent violence. but these kinds of social frustrations are unpredictable. when it can, these spontaneous protests can grow into a nationwide explosion. >> the hard-core supporters of venezuela's socialist government have always been the very poor. it's those poor are now turning against president maduro, the only ally he has left is the military. >> we'll watch that steve, thank you. meantime, a democratic

socialist in the u.s. is poised to possibly win the democratic primary in the country's most populated state. more on the state of the presidential election in a moment. today came news that the u.s. economy is not looking that great, either. along with indications we could be in the midst of a global economic slowdown. quick wrap of economic reports today. while all eyes are on the federal reserve's interest rate decision later this month. the u.s. economy created the fewest number of jobs in more than five and a half years. only adding 38,000 jobs in may. 85,000 less than april. that is, however, the 75th month in a row of positive job creation, while far less than expected. the unemployment rate did drop, down .3 of a percentage point to 4.7. but the rate fell for a problematic reason, the proportion of adults working or looking for work dropped to 62.6%. near four-decade lows, to put it

into numbers of people. the bureau of labor statistics reports almost 95 million people, 16 years old and up are not in the labor force now. a decade ago, in may 2006, that number was 77 million. stocks were down, the dow lost 31.5, the s&p 500 was off 6, the nasdaq fell 29. for the four-day trading week, the dow dropped .33%. the s&p 500 was up .002. the nasdaq gained a fifth. let's dig into the new numbers and what they may mean for a potential interest rate hike by the fed. trish regan is in new york tonight. how does this potentially impact the fed's decision? >> well it makes it very difficult. the reality is we are in a very slow-growth vine. the fed, they need a little growth foo a they're going to move on interest rates. so the fed had indicated they wanted to move rates high they are june. a report like this puts it all

in question. because if you're not creating enough jobs. if you're not creating enough growth. how do you move interest rates higher, which acts as a retardest on the economy right now. hear the president point to silver linings and structurally how the economy looks, 75 months of job gains, low unemployment rate. you look behind the numbers as we did with the labor participation rate. the big picture what does it look like? >> the big picture is not good. the president does tout the 75 months of job growth. but these jobs are not good jobs right now. in fact if you look at the amount of money an american family has today versus what they had eight years ago when president obama first came into offers. what you say is adjusted for inflation, people have less, this is one of the reasons that americans are so frustrated about the economic situation we're in. this is one of the reasons why this is top on the list of the issues that matter to voters,

supreme leader ayatollah khamenei says working together would be a mistake because america is still iran's biggest enemy. the comments come despite the recent nuclear arms agreement between iran and western nations. officials in germany say they are keeping their eyes on almost 500 islamic extremists whom they consider potential security threats. the announcement comes a day after three syrian citizens were arrested and accused of planning an isis mass casualty attack. all three were living in refugee shelters. the swollen seine river keeps rising in paris, the louvre museum was closed today. so workers could move cherished artwork to higher ground. several other paris landmarks were shut down and traffic was snarled by flooding and road closures. underground railway service has been suspended in parts of paris. flooding across much of europe has left at least 15 people dead. and others missing. back here in the u.s., a spokesman at fort hood says the

search is continuing for four soldiers who were in an army truck that was swept away by high water yesterday. we brought that to you on "special report." five others are dead. the group was in the process of closing roads on the sprawling post following heavy rain that has soaked parts of the state and contributed to deaths elsewhere. correspondent casey steagall is live tonight in richmond, texas. hello. >> brett, good evening this is a search operation on all fronts at fort hood. by boat and by air. canines have been brought in. but sadly tonight, hopes of finding these four soldiers alive are fading. >> the soldiers were training on the range. with convoy operations. this is a normal training, small-unit training, 12 soldiers in that truck. >> that's when officials say the light medium tactical vehicle, similar to this one overturned as they were attempting to get through a low water crossing. >> a quick action of some other

regulating how you get advised about retirement savings is the focus of a major power struggle tonight. supporters say it will help you get better information. critics say you won't be able to afford it. correspondent peter doocy looks at both sides of the equation tonight. >> the first rule of business? figure out how to make money. now it's harder for some financial brokers and advisers to do that. because a new obama administration regulation requires them to only offer retirement advice that is in their customers' best interests, even if it is no good for their company's bottom line. financial advisers offering people retirement advice should do a pretty common-sense thing. which is that they should put the interests of their customer ahead of their own financial interests. >> the labor department said they did the math and customers get a 1% lower return on investments when advisers don't disclose back-door payments and hidden fees.

the possible conflicts of interest cost customers nationwide $17 billion a year. but business groups including the u.s. chamber of commerce are worried about the impact the regulation will have on their operations. so they filed a lawsuit in federal court in dallas seeking to stop the rule in its tracks. >> the rules adopted will make it harder for americans to save and invest, result in higher fees, lower choices, particularly for small business plans, who find it harder to get the advice they need to help create retirement options for their employees. >> labor secretary tom perez is firing back at those plaintiffs saying quote a handful of industry groups and lobbyists are suing for the right to put their own financial self-interests ahead of the best interests of their customers. but those customers may not end up getting much help. >> if you're going to see just a spate of new lawsuits brought against people who give stock advice. and that will actually make it more expensive for people to do their investing, there's some estimates that they this will cost billions of dollars in lost

icahnberry to the global institute for global studies, because he was a three-star general. 46 professors put their names on a letter stating in part we believe it wore irresponsible to remain silent while the university's core mission of independent research and teaching becomes identified with u.s. military and foreign policy. students circulated an online petition, a supporter of the petition was quoted as saying a u.s. general will think about international politics in terms of war and the u.s. interest and research will be negatively skewed. at the university students were not opposed to military service. >> think they serve our country and thankful for that. i don't think it's a negative by itself. >> it's not a negative. >> due to some facts that what they're doing to provide for this country. >> i wouldn't say it's a negative. especially if it's a position of leadership. >> the faculty senate approved eikenberry's posting and said

the reaction from trump and clinton. >> i keep thinking what the media's response to this would be if this were say some group of semi conservative surrounding a woman going into a planned parenthood raly. or surrounding a young college kids going into a hillary clinton rally. if you watch youtube and some of the clips, some of the things said in spanish. the most horrific swear words in spani spanish, said about an inch away from that woman's face, misogynistic, menacing, the assaults would be described as hate crimes. this will get covered for maybe a day or so and in some of the mainstream outlets, it was seven or eight seconds on the lead-up to the morning news. i think it helps donald trump this is what we're welcoming into the country illegally. think a lot of the people at the rally, some were undoubtedly inlegals in the united states. if this is what we're welcoming in the sanctuary cities, then we're in for a really rough summer and a rough campaign. i'm glad hillary clinton finally

by this judge. this judge is of mexican heritage. i'm building a wall, okay? i'm trying to keep business out of mexico. mexico is fine. there's nothing -- >> he's american. >> he's of mexican heritage. and he's very proud of it. >> i completely disagree with the thinking behind that. so he clearly says and does things i don't agree with. and i've had to speak up from time to time when that has occurred and i'll continue to do that if that's necessary. i hope it's not. >> the judge is gonzalo curial. and in this case, from indiana. charles? >> there are two disturbing elements in this. the first has to do with ethnicity, the other has to do with respect for the constitutional structure. ethnicity, you call a guy a mexican who is an american citizen. born here, raised here. because of mexican heritage. imagine if he were to say, he's biased against me because he's a ju or because he's black. you can't do that in this

country. that's number one and that's what ryan is reacting to. the larger issue, apart from that, is a presidential candidate railing against a sitting judge because of a private case. and the implication that there will be retaliation. we have had a quarter of a millennium where the executive has respected the independence of the judiciary. criticism is one thing, the idea of menacing it and implying there are other instances. with the liable laws and other elements, here is an attack on the judiciary. i think that's what a lot of people, conservatives as well on this, are reacting to as worried about what trump would do if he were president. his supporters, trump supporters are not going to move off of this issue. but on a general election, on an independents, looking back on what he, you know about comments about susanna martinez and how she's running new mexico. the republican governor in

mexico. does it add up? is it a problem for him? i think he's committing unforced errors. i don't know why woe go down this road of criticizing a sitting judge. the case is inconvenient for him, there's no doubt about it. if there's a conflict of interest, you file a motion if there's a real conflict, you argue it, that's fine. i think this gets him off-course, he should be focusing on his plan for economic renewal. he should be focusing on his jobs report. which maybe we'll talk about, which was a disaster. he has real fodder out there. the riots in the streets, the under-performing economy, the muddled and confusing and frankly dangerous foreign policy decisions from the iran deal on down from hillary clinton and barack obama. he has a lot to tackle and master and focus on. focusing on susanna martinez, criticizing her? or criticizing the judge? it's bad decision-making. i hope this campaign turns this around. it's not going to do him any good, it's not going to grow his

base and it's going to distract from what i think is a very powerful populist message. let's turn to the democrats. the conflict inside the republican party. here is one of the bernie sanders' biggest supporters, talking about hillary clinton. >> nobody is even talking about this indictment. what happens with that the trust issue of catching her in so many lies. >> there's been no indictment. >> but there's going to be. i mean -- >> we don't know that. >> we don't know that these, he's not going to get the numbers, either it would be very lard for me to send that message that i give her permission to use my taxes. also because she's such an interventionist. she said she learned her lesson in iraq and there goes honduras, there goes libya, there goes syria. i don't want my kids in danger like that. >> actress susan sarandon. bernie sanders is poised to win california and some of his supporters are like that, a.b., no way, hillary clinton, i'm not

voting for her. >> it's awfully late for people to be feeling the bern. on election night in california, she's going to surpass the number of delegates she needs to win before the polls close, even if bernie wins california. he's won 45% of the delegates and his movement is going strong. the party is torn apart. he has some supporters that are going to vote for donald trump. certainly on the issue of corporate donations and on the issue of trade. but that said, i think there, the fear is of for hillary clinton and the democratic party, that a lot of others stay home. they don't like her, they don't trust her and there are furious scramblings going on behind the scenes, trying to figure out how to get bernie do back off next week, i don't think he does. >> there's some democrats who think an indictment is coming. >> it's a reasonable suspicion. i have been back and forth on this issue. it looks as if there's less interest. at the high levels of the

dea, dingdong the recovery is dead. less than a quarter of the jobs created than they predicted. that is staggering. they need about 250,000 to 300,000 jobs to keep the rather tepid recovery going. they got 28,000 private sector jobs, throw in the 10,000 extra for more government entities. this is what donald trump should be talking about. obama was in indiana this week hagel the economy. oh, we're creating jobs. i guess he had no clue these numbers were coming out. that speech this week looks really stupid now. >> bernie sanders hammering them today as well. up next, this week's winners and losers.

we're back with our panel for winners and losers of the week, charles? >> loser of the week paul ryan, you know he hate to do do it but in the end he capitulated and endorsed donald trump. i think had he been an ordinary member of congress he might not have, but as speaker it was only a question of time. he had to do it, and he did it. winner of the week paul ryan, giving up -- because of the way he did it. in the end he had to do it, but he did it in a way that was rather interesting. arms' length, timid statement, no joint appearance. and in his statement at the end he said he did it because to enact the house agenda and conservative agenda, they have to have a republican in the oval office. that's why he did it ie, i'm going to use him. it was an interesting week for him.
