the problem is they got more rain yesterday, the ground was saturated, and the water had nowhere to go. we saw a number of homes surrounded. residents have been trickling back in to see what has been salvageable. are they going to rebuild or what will they do? this is the worst flooding we have hadded in 100 years here. >> thousands of residents had been impacted by the torrential rains we have seen here in texas in the past week. many we have spoken to don't have insurance. the state plans to file a federal disaster declaration this week. that should open the door to free up fema funds to help these

a fraction of a percent. i think you really have to see she is hanging on by a thread as she clinches this nomination, which she will more than likely do by the time california polls close on tuesday night, but she goes into that convention very, very week. >> i spoke to a bernie sanders delegate yesterday, and he said those super delegates could switch sides, so what's the likelihood of the delegates to witch from bernie to hillary clinton? >> it happened in 2008. they went to senator barack obama. so if sanders is really playing this ground game to switch over these super delegates, that is possible, but at the same time that really depends on what happens in california. if she goes in having lost the

largest state in the country, i don't think a lot of candidates think she will be the strongest to go against donald trump. i think super delegates have a lot to consider, especially going into california on tuesday. >> so what if clinton loses in california? is it better for the voters and their power at the ballot box in the future, or better for bernie sanders and the wind that would put in his political sails? >> i'm not entirely sure. i think we have seen momentum on sanders side, so if voters vote for sanders and clinton losses,i don't think momentum is going her way. if she wins if california, they cannot be denied at the convention. if she loses there, we have seen
