>> the terror attack in orlando is the deadliest mass shooting in american history. >> my god. people are getting shot, dude. my god, dude. >> firing off shots. >> police say a gunman stormed a crowded nightclub this morning opening fire with an assault rifle and a shotgun killing 50 people. and wounding 53 more. before he was killed in a shootout by a swat team three hours later. police identified the 29-year-old omar mateen an american citizen from port st. lucie florida. welcome to a brand new hour
2:01 pm
inside america's election headquarters. >> we are now lending that the gunman called 9-1-1 just before the attack pledging allegiance to isis coming from a united states official. we also know the f.b.i. was aware of omar mateen by 2013. authorities say he was not the subject of any active investigation. the city of orlando now coming together to mourn the dead and help their families in anyway they can. >> we not be defined by a hateful shooter. we will be defined how we support and love each other. >> we have a fox team coverage at the scene. we start with katherine herridg: what do we learn of his previous contacts with the f.b.i.? >> we are learning a lot about the two contacts with the f.b.i.
2:02 pm
the first was in 2013, the chairman of the house homeland security committee told fox news that in that particular episode, there everyone inflammatory statements made by the suspect, omar mateen, and they were so alarming to the co-workers they contacted the f.b.i. there were two meetings with the fbi but they were not able to substantiate the claims of the co-workers and it was effectively closed. the most significant contact came in 2014. it had to do we are told with another we american who in 2014 became a suicide bomber for al-qaeda affiliate in syria and a congressman was briefed by the f.b.i. that the suicide bomber haiti with mateen that year in 2014 after he traveled back from syria. he then returned to syria and that is when he exploded his
2:03 pm
suicide vest. what is important here, at that time it was not considered a significant enough contact for the f.b.i. to leave an open investigation on mateen so it was closed. >> what concerns me not just as we sit here today but what could happen the next month or two during the season. this is the event we have been worried about for quite some time. we felt this would happen in europe. particularly in france. we were hopeful it would not happen in the united states but it happened. >> the congressman said this period of ramadan, the holy period, for muslims was considered to be a high threat period but they hoped not to have something happen in the united states but something has. >> it is terrify they actually met in person. it is not like they have a social neededdia contact but met face-to-face contact.
2:04 pm
tell us what you know of the overall isis connection. >> today, isis official media branch of the news service claimed responsibility for the attack calling mateen an "isis fighter." key is whether it was inspired or whether it was directed but i spoke a short time ago with the chairman of senate intelligence committee and he said he believes there may have been direction from overseas. >> this has all the hallmarks of some type of direction from a terrorist organization. the reality is, own through this investigation will we find digital foot limit we need to make the connection to a specific isil member or to a specific cell. i'm confident in the next 42-72 hours we will discover that. >> there are three components to every terrorist attack:
2:05 pm
commitment, the nets training. we know he had armed training as a security guard, and the final component not to be underestimated is the media component and both the senator account chairman told fox it was a half hour before the shooting that the suspect called 9-1-1 and took responsibility driven by allegiance to the leader of isil. >> goodnesses before the shooting he called sunday money and made that claim. >> thank you, catherine. >> new details from from the scene including shocking eyewitness accounts of the moments he began firing inside crowded theater. >> suddenly we heard, boom, boom. i thought it was the stereo and thought, my goodness, just the music. after the second shot there was a pause. it started shooting, shooting, shooting and we knew something was wrong and everyone dropped

to the ground and started running. >> steve is in orlando with more. steve? >> they have set up an information center at a hotel an the corner from this medical trauma center behind me. it is certainly a grim scene. you have family members and friends sitting in mittal seats lined up most of them in tears. we saw a young map found out some bad news of a relative collapse in his parents' arm. a number of people are unsure of the fate of their love ones. we spoke to a woman would spent most day trying for find out news about her cousin and his partner. >> i wants to hear he is okay and alive and...at 9:00 in the morning, three hours i have been here just...i have called every

hospital in florida. and they can't tell me anything. >> because of the ongoing investigation, most of the 50 bodies have remained inside the pulse nightclub for most of the day. so far, authorities have just identified four of the bodies and noticed next of kin. here at the trauma center the wounded started to arrive shortly after the shooting began at 2:00 a.m. with one trauma surgeon on duty, pretty soon there were two, three, and then six by the end of the toll. because they had to deal with such tremendous amount of casualties many of the wounded suffering from wounds from assault rifle, wounds to the torso, the abdomen and limbs and the surgeons performed at least 26 operations throughout the day account overwhelming responsibility people in the city for blood donations has filled the blood bank but, really, some tremendous work by a first-class medical facility. fortunately, just half a mile away from the scene of the

carnage. >> thank you, from orlando. >> police are stepping up their investigation into the orlando nightclub attack. >> law enforcement and the entire country came together to talk about what we must do to ensure the safety of our homeland because what has happened here was not purely an attack on the residents of florida or of orange, orlando, but, indeed, an attack on our nation. we appreciate the support that will coming from across the country. >> let's bring in a retired police officer, forensic legal analyst, and certifyied medical investigator. let me start with this, what is the first question on your mind? in the initial hours after this horrible attack. first i have, how did the investigative protocol take
2:09 pm
place? we know the f.b.i. had contact with reporting parts that stated that mateen had made terrorist threats or disparaging and violent comments about other people. the making of a terrorist threat -- that is the legal term for it -- is a felony in most states. the f.b.i. starts their investigation with reasonable suspicion and starts obtaining information through digital foot aren'ts working to rob cause. when-- probable cause. then they can continue with the investigation. there is information that he was a licensed security guard, so what happened with the suspension of his permit or license if he had a federal firearms license or federal license for weapons, why is that not being suspend? and the investigation being continued from that point with surveillance. >> we know that the f.b.i. had
2:10 pm
checked him out at least twice because of these threat he made to co-workers. also, he was licensed to carry firearms because of his job as a security guard. we also know that at least one of the ex-wives divorced him other at least one ex-wife divorced hip because he was violent. that sounds like someone who ought not be allowed to carry a legal firearm. >> i agree. the f.b.i. has over a thousand investigations ongoing throughout the 50 states. they have a multiagency task force that is involved with 24/7 surveillance. they have to reconsider the investigative protocols and guidelines they have in order to initiate ongoing investigations. the fact he was contacted twice and nothing resulted from that is quite troubling.
2:11 pm
>> we do not know yet how deeply in contact he was with isis or any of their so-called leaders but we know that according to catholic's excellent reporting that isis has essentially claimed credit for what he has done. is that just them claiming the glory after the blood has already been spilled or do you think they are going to find there was a connection with this gay ahead of the attack? >> that is the question. i will not speculate on that but i will tell you that isis can make or claim responsibility for the actions but the real investigation is going back over the digital footprints, look at the contacts with isis. the bottom line, it doesn't matter whether isis directed it or not. we had a person with terrorist intent that was able to complete the mission and kill 50 of our united states citizens and wound
2:12 pm
53 others including a police officer on the swat team. >> there is a question on the swat team and the length of time it took them to enter the building. i am not trying to be critical i know it was chaotic but there was a shoot out with a liver at the door and he took hostages and went inside and there was a three hour lag before the swat team want in. why? >> well, i teach a lot of this stuff, active shooter we produce an active shooter class for civilian and remain ad civilians. it really has a lot to do with the intelligence gathering. you have an active shooter but do not know what the inside of the building looks like. unless he is actively shooting at other people at that time it looks like he was gathering hostages, perhaps for the final shooting, and it is very difficult for the swat team to be able to deploy that quickly.
2:13 pm
i might add, what is very alarming, we had one shooter and one soft target with as many people dead and injured can you imagine what would happen in the same jurisdiction in it was a paris-like attack where they simultaneously had three attacks in different part of the city? law enforcement was overwhelmed and that is a lesson for everyone. >> we hate to give them ideas but i am sure it is not something that they have not already thought of. >> absolutely. >> thank you for your expertise. >> we are taking a look at a news conference held by the organization care, the council for american islamic regulates and the leaders are condemning the orlando shooting. we will take a listen. >> we must stand up for the victims and for their fames. the criminals and the extremists
