something at the convention. it doesn't work that way, folks. >> yes, and mr. trump true to form took this issue head on calling it a little movement. but we did talk to the gop delegate leading the charge. she a bound delegate from colorado and she tells fox news she has at least 200 other delegates to the convention in cleveland who want to deny the presumptive nominee his nomination. they would do this by appealing to the rules committee to allow what they call a conscious clause, something that would have to pass the committee and a majority of delegates as well. it would mean when it comes time for the first round ballot, those who chose to could inbind themselves from trump and support another candidate on the second round. >> you have delegates who

believe they are doing what is best for the party and preserving the party and spent their entire adult life implementing conservative presen principals. >> all of the discussion about the rnc rules committee acting to undermine the presumptive nominee is silly. there is no organized effort, strategy, or leader of this so-called movement. it is nothing more than a media creation in a series of tweets. as for the familiar sight of pro testers, that was avoided with the security ultra tight and there was not a spot provided for protests. a couple people were escorted out of the venue itself. and trump headed straight to arizona where he is scheduled to speak any time now. >> greg? on the democratic side, hillary clinton taking a break

pictures. we are live from orlando, florida, now with more. steve? >> there has been a steady stream of funerals beginning yesterday with eight and five more today in orlando including that of cory cornell, just 20 years old, there were several firefighters in the audience at his funeral and fire trucks pulled up as well. the mayor of orlando made him an honorary firemen today. two officers were injured in one of the funeral processions. a woman driving on a side street got impatient and tried to speed through and wound up hitting two motorcycle policemen who had to be hospitalized. they are both expected to survive. more than $7 million in aid has been raised for the families of the victims of the shooting. the mayor says it will not go to established charities but he will try to deliver it directly

to family members, many of whom have urgent need for cash for things like rent and groceries. back to you. >> live orlando, thanks so much. orlando regional medical center says that five more victims have been discharged. that leaves 19 patients still hospitalized and of those, four still in critical condition, three in guarded condition and the rest are stable. the hospital says doctors have performed 54 operations since the shooting last sunday morning. all of this as we learn more about the shooter himself and his history of acting up throughout his childhood. later this hour we will talk to a former fbi profiler on what she looks for and how omar mateen may have slipped through the cracks. hundreds of people gathering in berlin today to remember the victim of the orlando attack.

you can see the crowd coming together near the brandenburg gate. many people in the crowd holding signs and others carrying candles in memory of the 49 people killed last sunday at pulse nightclub. the oakland police have lost their third chief in eight days. amid a growing sex scandal involving a teenaged prostitute. the city's mayor vowing to root out corruption and put an end to a toxic macho culture in the police department. we are live from los angeles with more on that. lauren? >> yes, it's been a revolving door of police chiefs for the city of oakland. three in just more than a week and now the police department is under civilian control, a rare step from the mayor in an effort to reform the pd while it deals with two scandals. one involving more than a dozen

>> david hawkings is the senior editor of "roll call" what i'm hearing from young people over the last week is doesn't it make common sense to keep guns out of the hands of people on a no-fly terror list or a -- you know, a terror suspect list? and also, assault weapons as well? so where does congress find the rationale to oppose that? >> they're not going to vote on the assault weapon ban. the senate is going to have four votes on monday evening, two on republican proposals, one each on expanding background checks and on tightening the watch list to make it more difficult for suspected terrorists on the

watch list. one democrat and one republican proposal. assault weapon is off the table. the nra is so emphatically opposed to any change in the regulation of assault weapons that that's not even being considered. the only question is this watch list issue and the background check issue. and republicans say they're open somewhat to some controls. >> but everything i read says that it will never pass. >> and i suppose the question is why? >> well, why? because in today's congress and today's senate it takes 60 votes to get anything done and all the republicans adds up to 54 senators voting for the republican plans, probably on -- when the democrat votes happen, all 46 senators on the democratic side will vote. maybe they will be joined by a couple of republicans. kirk from illinois in a tough

re-election race, tumey from pennsylvania, but other than that they will be offsetting. there is some talk by susan collins, a moderate republican from maine trying to find middle ground. >> there is no middle ground or common sense on capitol hill. is donald trump the least predictable if not inconsistent on gun control? >> yes, i would say that is a fair assessment. he picked an unusual -- he's picked an unusual issue on which to try being subtle. this is not something that the proponents or opponents of gun control really see a middle ground but donald trump was talking about tightening gun control for suspected terrorists. then he wept out and emphatically sought the nra's endorsement, which he received. now he returned to this idea of

saying he is okay on clamping down on anyone who might come close to one of those terror watch lists. the nra says there are not enough league protections for people on the list erroneously. >> that is a legitimate concern but at what cost. have donald trump's statements in response to the orlando shooting given fuel to the dump trump movement? >> i think they have. at the top of the hour you did a segment on the dump trump movement. sean spicer says it is nothing but a bunch of tweets. it's more than that, i promise you. there are concerted efforts of delegates disgruntled with structure to reach out to others disgruntled with trump and the new issue they have now is the gun control issue. there are conservative nra type delegates who think this is

>> great to see you in american. -- person. >> how much of a tight rope is the rnc walking? sean spicer saying he is denouncing the anybody but trump drive and speaker ryan saying that you have to vote your conscious. what is going on behind closed doors? >> they are in a kwauquandary because he is making inflammatory and controversial comments but he's their nominee. he won their nomination outright by winning 17 million votes. and he's got a lot of people behind him. 40% of the electorate. if they walk away from trump they are stuck. >> do they believe that he can beat hillary clinton? >> the polls are showing that she is getting ahead of him.

some polls have her up by 12 and some of the internal polling shows she is ahead of him when it comes to faribilty and effectiveness and that looks bad for trump. >> if the party establishment is pinning their concerns on the polls and numbers you pointed out and they don't think he can beat hillary clinton is there a savior on stand by? >> no. there was an effort to get in a third party candidate but who can win? he has the 40% that doesn't seem to go away. so they would need someone who could bring everybody in together. it would be difficult to do that at the convention because he's got more -- way more delegates than a small but maybe significant faction that would like to have somebody else. it would be almost impossible for them to do this without a parliamentary trick with the rules committee. they pledged not to do that.

it looks like he will be the nominee. >> where does trump go from here? >> there is talk of him prifivog and sounding more presidential but it has been hard for him to make the change and stick to the script. if he can do that and stay away from the things that drag him down and give misgivings to the electorate he can build his base. if he can't get beyond 40% it will be tough for him to win the general election. you have to be much higher than that to get the right number of votes. hillary clinton is winning with women and minorities. she's outdoing him in the numbers department. he has to start building that base broader than the 40%. he has to figure out how to do that. >> we heard him say get behind me or shut up or i'm better off by myself.

could he say i'll run as a third-party candidate. does he have enough to support him? i mean, could trump take down the republican party and could he possibly throw his support behind hillary clinton? >> i don't think he will throw support behind hillary clinton he is saying i'm the candidate for the republican party and the general election. if he walks away, there is no way they can get the republicans to win. it will split the vote too broadly to defeat hillary clinton. for republicans it's to decide whether to get behind him. he says i won the primary without the gop establishment, which he did. but this is not the primary. he needs them to help with the ground game and get the bigger group of voters behind him. they need each other but they don't like each other. it's a very inconvenient marriage. it could lead to divorce at some point. but they are stuck with each

homicidal and suicidal ideations. so it's a deadly combination. and it began years before this shooting event and from what i can tell what's been made available there never was any intervention. >> was it predictable and you mention intervention which invites the question, could someone have seen this coming? to put in the plain layman's terms? >> early on it seems like his teachers saw it coming but if you are asking as it got later he had not acted out violently but his wife said she was the victim of abuse. but there is no incident of violence. so the majority of people who might be similar to him never act out in a violent way. but he is unique in that he had this combination of traits. he had the combination of ideation plus he had a strong desire to the this. i think that's important.
