officer down. we're not sure. we are not sure. this is my speculation as i look at the screen. stand by on that. i don't know what i'm seeing. this is the control room trying to tell me. they have a better vantage point, so i'm sorry for the speculation. the police are working on -- >> oh, my god. >> i mean we're all seeing this together. this is not clear. it is not clear. it's not clear to me from what we're seeing, but the situation is escalating. that officer is not moving. i mean -- look, we're not going to show -- we're not going to show dead cops or dead bodies or hurt copies or hurt bodies or hurt protesters. we don't know what we're seeing, so we're going to look at new york while we try to figure this out. this is -- this is the state of america today.

eric, you know, this issue has researched reached a boiling point. it's reached a boiling point. the cops are beifed up be being called racist. they don't make a lot of money. they put their lives on the line to protect us. 98% of them are good cops who don't run around trying to shoot people unnecessarily. yet there are questions there are some bad ones and there are questions that young black men in america today, many of them feel like their lives are on the line if they have any sort of an encounter with a police officer. >> and that fear is very realistic. i was pulled over two months ago for a traffic violation. megyn, i'm a well-known lawyer, especially in the south, in alabama where i practice, i was pulled over and i was afraid for my life based upon being pulled over just for a traffic violation. so that reality is something that so many african-americans deal with on a daily basis. it goes back -- we were talking about the police officers. some of them simply should never have been hired.

that's one of the major issues that we have. >> i want to go back to dallas while you're talking because it appears there's some sort of a confrontation now. we're not looking at bodies, and we don't know what the situation is. people could have been crouching. they could have been waiting. but the cops are circling behind -- behind these vehicles. we saw them dragging a couple of people, and the situation appears to be escalating between the police officers and the protesters, we believe. >> oh, my god. >> let's listen for a second. >> let's go. let's go. protesting the shooting of two different black men by police in two different cities in the past 24 hours. we saw that cameraman run to this location. then we saw what appeared to be a body, perhaps more than one on the ground. it was not clear whether the person was living or not. one of whom appeared to be wearing police gear. we cut away out of respect for the situation, and now we return to see more chaos on the streets of dallas. it is unclear what is happening, but clearly there is a confrontation. there is a confrontation under foot, and we still don't know what it is. i mean this is just volatile. this is volatile, arthur. >> and the head of the police department, the chief of the police department and the mayor's office is -- like they're caught flat footed. i can tell you it was obvious to me tonight in new york city, the police were not prepared for this. it was clear. i know we're saying everyone protested paeszfully, but in new

york city, they closed down fifth avenue. they closed down sixth avenue. they closed down seventh avenue. all of fifth avenue, which those who are not familiar with new york, is the major, you know, through way of new york city going from uptown, downtown. so they're dealing with this the best they can under the circumstances, and all it takes is one jerk to do one thing, push a cop, spit at a cop, do something to incite a whole riot amongst otherwise very peaceful people. and it seems like something untoward happened in dallas. >> mm-hmm. and what we can tell you right now in dallas is our affiliate there is reporting shots fired. that is all we have confirmed. shots fired. we don't know anything more than that other than the chaos we've seen. we've seen images. we don't know what the images mean. but it appeared that we heard some shots fired, and we've now heard from our local affiliate that that's their reporting as well.

hold on. we have the former new york city police commissioner, bernie kerik with us tonight. he's on the phone. commissioner, thank you for being here. you can't ascribe motive in what we're seeing in dallas, but tonight there were protests on the street over what we saw in baton rouge and what we saw in minnesota. it appears that chaos is reigning supreme in dallas, texas, tonight. your thoughts. >> first of all -- >> just stand by, commissioner. my apologies. can we cut into our local feed? let's listen. can we listen? we're trying to get the audio. >> huge police presence off of griffin street and commerce street. a lot of dallas police cruisers here. a lot of officers hunkered down behind their doors with guns drawn. all pointed to the bank of america building there in the

but, you know, people seemed to be very in the moment, but no one seemed to be aggressive. there was no indication that there was anything wrong going on. the police are telling us now to move -- the police are telling us now to move back away from the situation here right now. but to answer your question, steve, no, not at all. it seemed to be a very -- it seemed to be a very -- a very animated crowd. but no one showed any sign of aggression. we're hearing from a dallas police officer, who just moved us back, that someone has a rifle. we don't know who that person is or if that person is still mobilized. but we are told from a dallas police officer right now, who just moved us back, said someone has a rifle. we don't know again who that person is or if they have been immobilized by dallas police. but as you see from shawna's

shot right now, guys, i mean even more police. we're seeing a lot of lights and sirens here converging along the corner here of griffin and main streets. obviously trying to assess the situation, make sure it's safe and figure out where those shots were coming from and if, indeed, that person or persons coming from and if, indeed, that person or persons is no longer a threat. >> move! >> reporter: so we're a couple of blocks away. it had been staged at below park at the corner of griffin between commerce and main street. we saw the march, you know, go by here at one point, and then it had come back down main street. and then we saw people obviously

disappear, you know, down the street in the direction from where we ended up hearing those gunshots fired. and then again as we were setting up our live shots, my photographer sean and i started hearing pop, pop, pop. pop, pop. everyone just kind of looked over in amazement, not sure if it was, you know, of course fireworks like you always hear people say, or something else, not gunshots. but then we saw police just really focus their attention over there, and we continue to hear more shots, which again did indeed turn out to be what we believed to be gunshots.

>> all right. so, alex, we just watched that whole piece of video with shawna running with the camera and you as well right toward where everybody is running away from that area. >> it was crazy. what was that like? >> reporter: you know, that was incredible. and, guys, i have some information to pass along, some disturbing information. according to a uniformed dallas police officer, who just approached us, he tells us that two police officers have been shot. that, again, is coming from a dallas police officer in uniform, who just came up to us a couple of minutes ago, asking us to move back a little further. he tells us that two police officers are shot. we don't know from what agency. it would seem probable that it would be from dallas police since this is their jurisdiction, and they were here supervising this event. again, that coming from a uniformed dallas police officer, that two officers have been shot. we do not know the condition of

those police officers involved in that incident. but as you guys heard from the video you just played -- and i can tell you in person from the echoing of the buildings in downtown, those shots could just be heard just reverberating down these kind of echoed streets. and as you can imagine hearing one shot after another after another, it was just sheer panic. well, first disbelief from people not knowing if that indeed was what they thought it was because, again, the march up until this point had been very peaceful. and then, again, people running from that area, from what i would imagine would be the area, like you said, there were shots, coming from main street near the bank of america building. so obviously a very sad situation here. two police officers, from what we are told from a uniformed dallas police officer here, who has been here with the media, that two police officers have

been shot in this very fluid incident that is gripping downtown dallas right now. guys. >> alex, are you feeling safe right now where you are because we see the officers ducking behind cars. how are you guys doing? >> reporter: well feel safe. obviously we're taking whatever precautions we need to take if we feel the need. we have been ducking down at some point. but we do feel that we're safe enough, far away from the situation. we have not heard any additional gunshots within the past several minutes. but you're right. officers taking that defense stand, which they're trained to do behind their vehicles, using their metal police cars as a shield of sorts. some officers, as you can see, still are standing but obviously behind their vehicles. as you saw live several minutes ago, we showed you video of --

or live video of people running across the street who were kind of trapped on the sidewalk and kind of laying on the sidewalk when an officer felt it was safe enough for them to stand up and run back this way towards the park, that is what they did. take a look over here right now, folks. a lot of people. it's kind of dark. you may not be able to see. but a lot of folks now running from behind this hill. it would seem that they were kind of hunkered down, hidden behind this hill, which is part of below garden park. and i don't know if an officer now is telling them it's finally safe to move. but this is the most -- oh, yeah, i see an officer here in the distance. he's moving everybody back, and it looks like he's going to come over here and move us back as well obviously for safety reasons, we are going to listen to him and do what he wants us to do. the officer is telling us to move back right now. we are going to do that.

bear with us here as we give you some live pictures of people being evacuated. shawna and myself, we are standing behind a car right now that's kind of parked along the street here, trying to stay out of the way. you can see a dallas police officer here trying to clear the scene. we are right in front of the federal building, and the officer asking us to still continue to move back, and we're going to do that as well. as you can see, my photographer, shawna, is being talked to by the officer. shawna, did he say anything? >> he's by the lamar intersection, lamar and commerce. >> reporter: talking about the shooter? >> yes. he said he was hanging out by lamar and commerce and we're in the line of sight. if you look right here, you can see the chopper has the video -- i mean the chopper has the light shining on this building right here. it looks leike a parking garage for the fitness center.

and that's where their focus is. >> reporter: okay. so obviously some new information that we're learning from there. you just heard from my photographer, shawna. shawna, watch out behind you. there's a tri-pod. we are going to continue moving back as we are and do not want to be in the police officers' way as they clear this area. again, we're being told that we may be in the line of sight or the line of fire. but, again, hopefully we believe that the threat has been neutralized as we have not heard any shots. and the officer telling us that we are safe to stay here right now. you're seeing a low-level shot because my photographer, shawna, and i are ducked down behind a parked vehicle here parallel to the federal building along commerce. we're in between the below garden park and the federal building. our vantage point a little limited right now as a result of that. but obviously safety is of the

utmost importance right now. we want to make sure we listen to what police are saying. shawna, tell our viewers again what this officer told you again in terms of the active scene there. >> the officer told me he was active near lamar, lamar and commerce in that building over there. so we needed to clear back. and if you looked up, you could see the police chopper circling that building and shining the light on it. so that's their focus there on lamar and commerce, between lamar street between commerce and main. >> reporter: okay. and we're asking right now if the officers are okay. obviously the police officer here on scene going by very limited information that he is receiving over the radio. he sayses not know their condition. but, again, stand by. the information that two dallas police officers are -- or i should say two officers. we do not know what department there with -- were shot in the process of this gunfire with an unknown shooter or shooters. >> alex, we have sky 4 up, and the focus is clearly on the

parking garage. entrance blocked off. a lot of activity. seeming to have dallas police's attention right now. capit exactly what shawna said. the parking garage is the foecu of dallas police attention right now. >> reporter: i can tell you from the vantage point that i have kind of again kneeling down behind these cars, kind of looking through below garden park back to that area we showed you earlier. that was just lit up with dallas police officers. i can tell you it has gotten very quiet there, you know, within the past ten minutes or so. hopefully that is a good sign that this -- >> just to update our viewers, what we are watching here is a situation in dallas texas that appears very grave indeed. the reporting is that two officers have been shot in the wake of or in the midst of a protest that was taking place in the area. peaceful, you heard the description, prior to this

incident. we do not know the condition of the officers at this hour. what we saw on our cameras was coverage of the protests. shots were heard. the photographer and the reporter ran to the scene, and we saw what were clearly bodies on the ground. we have now been told that two police officers were shot, that they've been transported to an area hospital or perhaps more than one. and that we do not yet know their condition. our local reporter at kdfw sourcing that to a eun yormed dallas police officer who told him that. the quote on the ground was that someone has a rifle, and we are not at all certain that the threat has been neutralized as the reporter suggested may be the case, or has not. the attention appears to be on a parking garage. you heard the photographer, shawna, saying it's at the corner of lamar and commerce. if you're familiar with that intersection in dallas, texas, there was a police spotlight on that parking garage, and the police officers on scene have

been crouched around and behind their vehicles as they may have -- may have an active shooting situation on their hands. we had information earlier that they were requesting a rush of emergency services to the scene as would be the case if they had two downed police officers, and that after the initial shots fired, more shots had been fired. we do not know whether the person, quote, with a rifle -- that's what the reporter said -- has been contained or not. but prior to this moment, it had been a relatively, they said, peaceful protest. folks upset over the two officer-involved shootings in baton rouge, louisiana, and in minnesota. let's just take another listen to our locals. >> -- who organized this thing do not want to be associated with this at all, and this could be somebody from outside. we don't know who this is. but when i was there, i didn't hear any rhetoric that would have risen to this level. did you hear any rhetoric that would have inspired this kind of

thing? i don't know how to categorize it, but i sure didn't. >> reporter: it's a good question, steve, a fair one, i think. i can tell you that on the whole, no. again, the big kind of chant that everybody was saying was, you know, black lives matter. all lives matter. but i will tell you that at some point, people -- different people with the bull horn did say f the police. you did have a couple of people chime in and say f the police as well. clearly there was that sentiment as well. but it was definitely in the minority, i can tell you, in all fairness having been in the middle of that rally from the entire time that it started to when they took the streets and began marching. but there was a small amount of people yelling that. but i can tell you really overall, you're right, steve. overall from what i saw and what i heard, people were really more just really upset and frustrated with the fact that two more

black men have died as a result of police shootings that they feel were unjustified. >> people are going to have all sorts of opinions. people that i interviewed, people seemed to be passionate about the fact that all lives matter. some people, black lives matter. but really the focus of this rally was to bring people together. keep in mind you had a variety of racial backgrounds here. you had, you know, white people, black people, hispanic people here. i talked to all of them, and all of them really had the same message, which was that they felt that enough was enough, but that they as a community needed to have their voices heard. but nobody really tried to incite any violence towards the police although -- >> i want to take you to kttv here on the left. let's listen to what appears to be an eyewitness. >> you know, we came out. there was blacks, whites, latinos, everybody. there was a mixed community here

protesting, and this just came out of nowhere. as a matter of fact, we were towards the end of the protest when the shots started firing off, and it was -- i'm still kind of startled and shaken up because as you know, being in the front, it's almost like the gunshots were coming at us. >> i find it interesting na the rest of the protesters are also scattered. that goes to show everybody took off running. you went one way. i know at one point i got separated from my photographer. that just goes to show the way that the crowds dispersed. >> it was complete pandemonium. i knew a couple of guys that had rifles, i told them put that up. give it to a cop because i don't want you to accidentally be mistaken for the person that was shooting. it's bananas. >> when i turned the corner, i heard upwards of a dozen gunshots. >> i would say about 20 gunshots, rapid succession. >> did you see police returning fire? >> because i have a couple of guns and i shoot, i know it was handguns. the police shooting handguns.

and whoever was shooting had an assault rifle because you could tell the difference. it was -- it was one big shot and then a couple shots returned by the police officers. >> i saw fire rescue on the scene a little bit ago. but at this point, no indication of anybody hit or injured. do you know of seasanyone? >> i was told by someone close that they think maybe a police officer was shot. >> i'm getting it right now. they said that -- they said that two police officers were shot on the news right now. >> those are unconfirmed reports. a lot of folks out here getting their information through social media as well. word on the street as well. don't go too far because i want you to stick by here. doug, before i send it back tao, let me get back to giving you a live shot down the street of what it looks like. still a very active scene. again, police out here -- >> i want to bring you the latest now. you could hear the witnesses say it appeared to at least one gentleman that the cops were firing handguns and that it sounded like the shooter had an assault rifle, which is consisten with what our own

reporter, kdfw, alex bouye reported, which is that someone has a rifle according to one dallas police officer. a rifle. we do not know whether this is an active shooter situation, although it would certainly appear to be given the number of police we see on the ground and the posture of those police. and we've certainly had no confirmation that a suspect is down. all we've heard is two police officers are down and that they have been transported out to area hospitals, one or more. we also do not know what the nature of the shooter is. we know that there was a protest in dallas, texas, earlier this evening, described as peaceful in the wake of the officer-involved shootings of two black men in two different states over the past 24 hours. we do not know whether the shooter had anything to do with the protests. we have no idea whether this is an angry protester, this is a random citizen, this is workplace violence, this is domestic -- no idea. there are some reports that may suggest the person is protected, i.e., with a vest.

we do not yet know that as a confirmed fact. we continue to watch the local traffic there and figure out what's happening from our local reporter as we're going to dip back into our local coverage in just a minute. but i have bo dietl with me here on set, and, bo, i want to ask you what you can glean from seeing this amount of police presence. we've seen more come to the scene. they remain outside their vehicles crouched down. >> it looks like definitely there was a shooter at the cops. i was just there three weeks ago with chief brown in dallas, and there's a lot going on there with the cops not getting paid. they're unhappy cops there too. when have a demonstration like this, you have the heat, what's going on with these two shootings that were kind of questionable as far as people concerned looking at them. we had two in new york city, union square, times square. now it's starting to go. >> you're talking about protests? >> the protests. that's exactly what it looks like. what started as a peaceful protest in dallas turns into this because you get troublemakers in there. you got a lot of guns in texas.

a lot of people own guns legally, and now all of a sudden they start having alcohol, and next thing that happens, they start firing guns. it could be really, really dangerous. >> we don't know anything about alcohol or anything like that in this case. he or she had a rifle and that there were several shots. we could hear them on the television, and then you could hear the eyewitness talk about -- one said upward of a dozen. the other said it sounded like about 20 shots. then there was a pause, and then the gunfire resumed. and we simply do not know what the condition is right now of the shooter or whether they have this person contained. what would be the protocol at this point, bo, as we see a group of police officers? >> well, the way it looks, megyn, is they had a place where they felt as though the shots were coming from. they're going to try to find this shooter. they're going to try to keep that shotter in that area. i'm sure they have the helicopter overhead with a light trying to locate where that person is. now, just listen to that one gentleman there.

he was saying there was a lot of men out there on the street with long guns and rifles in their hands. so there are people that are armed other than the police that are there. and when that happens, anything can happen. people are angry. people are angry what they saw on television, and now the heat down there, we have a heat spell down there. and people are really angry, and the peaceful demonstrations can turn violent at any time. and we're having it in new york city right now as we speak in times square, it's going on. it was going on in newark. it's going on in other cities around the country. this is going to get worse before it gets better, especially with this heat wave, megyn. i don't like the way this looks. >> you know, you can see the tensions were running high well before we got to the scene in dallas, texas, as they have been in this country for well over a year, a year and a half now, you know, dating back to at least ferguson, missouri. you could hear them handing hands up, don't shoot, down there in dallas, texas. that started in ferguson, missouri, where michael brown

had a confrontation with a police officer, officer darren wilson, and an eyewitness, his friend, said he had his hands up, said don't shoot. and that cop shot him down. we now know that was a lie in that case, in ferguson, missouri. that did not happen. in fact, the officer, darren wilson in that case was the victim and not the aggressor. we have no idea what has happened tonight in dallas. what was that overshot? we're not in charge of these shots right now. we're just taking our local feed. this is actually ktvt. we're not in control of what you're seeing. this is taped. in any event, what happened in baton rouge, louisiana, with the shooting of an armed black man, but he did not have the gun in his hand. he had it in his pocket yesterday. it remains under investigation, and the doj is already investigating it. then today a shooting in minnesota where a man was pulled over with his girlfriend and her 4-year-old daughter. we talked about it earlier. and asked for his license and registration. he said to the flipolice office that he had a gun.

i think that something is going on. the guy's in the building or something, and they're looking up to the windows, and they got s.e.a.l.s, and they're running in. get ready to take me. come to me. hey, doug, so we just noticed right over here some officers getting shields and starting to move towards this building. and it seemed like some officers are inside. we saw some of the officers pointing up at the building as if somebody were possibly up there, trying to gain some sort of vantage point. the mood definitely changed here in the last five minutes. it got a little bit more serious. the officers started to focus a

little bit more on their personal safety than they were more concerned about keeping this perimeter contained. again, we saw some shields pulled out, and it looks like they've just entered that building. it seems like there might be somebody in there or something in there they need to find or figure out retrieve. and the officers now are getting a little bit even lower out here. so it seems like they might be getting close to something, but no other shots have happened out here since. so we don't know if someone's injured or who they're trying to find. i mean from where i'm standing, it looks like it's the bank of america building, i believe. and if somebody can correct me, it's the one with the green lights out here. and it looked like they were going right into the glass doors.

i saw at least four or five officers walk into those glass doors with those shields you'd see like during a riot. they had one officer in front and then three or four officers tailing sort of like a lead, trying to get in there and in defensive position. now off to my right, you can see people in more -- officers here are sort of gearing up. you can see a few officers out here with helmets on now. there's one right in -- >> possible shooter still out there. >> absolutely. common sense tells all of us to step away, run away, be away from the situation. it's our nature as humans to be interested. >> to be curious and pull the cell phone out. and the situation in dallas, texas, tonight is this. it has turned violent. two police officers have been shot, and the shooter appears to be at large. we do not know his condition, nor theirs. we do know that the -- we saw for ourselves crowds running as gunfire broke out. you can see that here. this is the first few moments as people heard it, and that, folks, is the look of panic on

the face of your fellow americans who attended a protest in dallas, texas, tonight, expecting by all accounts this thing to be peaceful. we still do not know whether the shooter involved in this had anything to do with the protest or merely took advantage of the crowds to unleash something he had already plotted. the motivation here is not at all clear. that will be, we hope, unearthed in the hours or days to come. right now we believe that the shooter has not yet been apprehended. we are not even sure whether it is only one shooter, although that is all that has been reported thus far. one shooter described as holding a rifle. we heard a description of complete pandemonium moments ago. no new yo in new york city, we've seen protests as well. there we've seen multiple arrests in the protests in times square, but we have not yet been given an official number. it is nothing compared to what we see in dallas tonight where two officers have been shot trying to protect the citizenry. bernard kerik, i want to bring

you back now. commissioner, we talk about the risks to young black men in america today. >> yeah. >> and the other flip side of that coin is the risk to police officers who have to go out there and protect us when a gun can very well be drawn on them, and they could lose their lives as well. >> well, this is what they do every day. i mean not in this situation, of course. right now they're going to have to clear that building. they're going to have to go into that building floor by floor. the shields that you saw were ballistic shields. the positioning, i'm sure, they're going to bring in their s.w.a.t. team. dallas has a very experienced, a very competent s.w.a.t. team. >> let's lower the local sound so we can hear commissioner kerik. go ahead, sorry. >> they're going to have to clear that building floor by floor. evidently they know where the shots came from.

it appears as though they do. and according to people, witnesses there, they said it was a rifle. they're going to have to clear that building first before anything else. and the officers going into that building are going to be in extreme danger if that guy is still in there. so it's unfortunate, especially in this circumstance, megyn, when you have what appeared to be, by all accounts, a peaceful demonstration. >> mm-hmm. >> which is what we want to see. people have the right to protest. they have the right to be concerned. they have the right to want to be heard. in this circumstance, you had a peaceful protest, but, you know, some crazy is out there with an intent to kill or hurt someone, and it messes all the stuff up. so it's unfortunate. >> how does this raise the risk for police who are protecting the folks in times square and in other cities across the country tonight where we have seen protests? >> well, look, the police go out

on a daily basis, and they risk their lives. they put their lives at stake on a daily basis every single day. you know, every day they go to work, they do it. you know, but things like this are unfortunate. they bring light to things that create outrage in others. and i'm not saying it's not justified, you know. these two incidents that we've seen in the last few days have been questionable incidents. they, you know -- i urge people wait until the investigations are concluded. they're going to be thoroughly investigated by the local authorities, the police, state authorities, in the one circumstance in louisiana, we already know that the justice department is going to investigate. they will be investigated. if there's wrongful conduct, somebody is going to be eheld accountable. but don't go out and, you know, result -- or, you know, start

demonstrating and protesting to the point that you're creating destruction or you're damaging personal property, you're assaulting people, you know, shooting at people. that's not what these demonstrations should be, and in this case it's unfortunate that that's what's happened. >> mm-hmm. and we don't know -- we don't know what the motivations were in the shootings that we saw in minnesota or in louisiana, and we do not know the motivation behind tonight's shooting, nor whether it had anything to do with the protests. however, on scene, there was a sizeable protest. tempers have been flaring in this country over the past 24 hours in the wake of those two officer-involved shootings, and now we have two officers down tonight. let's take a listen again to our kdfw local reporting. >> we did body camera legislation last session. we're beginning to see more of it, the video, in terms of what is occurring and what generations of african-americans

have said has been occurring in the past. we're beginning to see these things happen now. and especially the generation, the millennials now are seeing it, and they want something done. and i think it's going to turn into more hopefully voter registration, hopefully more activism as it relates to going out to the city councils and state government and the federal government and requiring that something actually be done about it. >> do you worry about how this looks, how people at home are seeing there was a big protest downtown, and now two police officers are apparently -- >> well, i mean -- >> it does not look good. >> i agree with you, but people are going to take this and use it for whatever purpose they want to use it for. the fact still remains that over the last couple of days, we've had two -- last 72 hours, we had three african-americans -- >> i want to bring back in bo deetdle, who live on the set. bo, talk about the ballistic shields. >> i'm sure they have vests on also, but those ballistic shields, they can deter any kind of fire power that is shot at

them. >> a rifle as well? >> rifle or pistol. but this is now bringing me back to memory of a year and a half ago when we had the demonstrations in new york. what do you want? dead cops now. then remember the two officers were gunned down by that fellow that came in from baltimore. >> they were executed, two cops, in their patrol car. >> what worries me is that this becomes tumultuous on the streets. people who are looking for an excuse. they jump out in a peaceful demonstration, megyn, and this is what happens. people start doing stupid things because they think they're going to be with the disguise of the crowd in a situation like this. >> the police appear -- appear. we don't have this confirmed, but appear to understand that he's in this parking garage in 0 or near the bank of america building, and they have it surrounded. they have their police cruisers on the scene. you can see here -- it's difficult with the police lights, but you can see the police lined up outside of this building here. what is the protocol? to go inside? to storm the building? to simply secure it from the

outside? >> what they're going to do again, i would think they have a helicopter in the air with the lights just in case he's on the roof there. then they'll do floor by floor with the emergency service. you're not going to get the regular cops without the arm ament going into that building and searching. they know they have an active shooter so they have to secure every floor they go on. the way it looks right now, it's a lot of confusion going on. i'm just wondering if that shooter in fact is in that building. he could be out of there by now. so we don't know. this is just -- this thing is happening as we're watching it. it's an ongoing, it's a rolling situation. all i can say is i've seen things like this occur where they search that whole building, and he could be gone. i hope not, but that could happen. >> exactly right. we have no confirm he's still in the building. we saw this event as it was unfolding. the police were obviously caught off guard, and the gunfire came. it came in rapid fire, and it came in a dozen to two dozen shots. can we -- i don't know if we can take a listen to that reporting

interview there because the eyewitnesses have the best information. you could hear earlier somebody say they thought the man had an assault rifle who was shooting at the police as they described complete pandemonium on the scene there. and we do believe that there is an active shooter situation on the ground in dallas, texas, tonight. we do not know. we're trying to get word from the locals there on what the police warning is, if any, to the locals in that community. whether they believe they have the threat contained or not. so often in these cases, we get that kind of information. in this particular case, we don't have it. so we continue to watch and wait. but, bo -- hold on a second. we have an eyewitness. stand by. >> what's your name, sir? >> michael batista. >> spell your last name, sir.

what a sight on the streets of dallas, texas, to see a cop in gear like that. >> that's one of the s.w.a.t. team members. they're not going to go in without the protection because if it is an active shooter and he's still in that building, you don't want to face him without the proper arment and without the proper equipment, and you have all the time in the world if he's in that building. >> when you're on the sweat team, do you have elite training? >> i mean you train for it almost every day. you train for different situations of searching buildings. you have two different types. if this was an active shooter and there were people in that building, you'd see something different. you'd see the cops running in there with the advent of what's going on with terrorism, you want to take the guy out right away. >> let's listen. >> born and raised in dallas, michael, you said you were part of the march? >> yes, i was. >> reporter: take me back. you were there when the shots started? >> yes, i was. i was across the street over by the garage, by the green building. i don't know the name of it. >> reporter: okay. >> but i was walking -- i was walking with some other people,

and then i thought shots were coming from inside the garage, but they were coming from down the street. i walked in front of the line of fire, and then i -- i made it across the street into the parking lot, and that's when i saw a downed officer. so i started to put that on my facebook live. i wanted everybody to know what was going on. and i mean the whole -- it's just been very crazy tonight. it feels like a war zone. >> michael, you know, we had people asking, you know, kind of what was the feel of the crowd as marching. was it a very peaceful march? >> it was a very peaceful march. i didn't see anybody that was, you know, outside of the ordinary. you know, they all looked like they were just there to speak their minds. >> reporter: sure. right. and then, michael, what's the next thing you remember? >> the next thing that i remember is we made it to the courthouse, and then i started -- i wanted to be ahead of the group so that i could get photos. and instead of getting photos, i ended up getting shot at.

that just to get you caught up to date, the latest information is what we had a short time ago, which is two officers are down. they have been shot. we do not know their condition. we are calling the local hospitals. we do not yet have confirmation about where they are or how they are at this hour. there have been reports unconfirmed by fox news at this hour, but reports are circulating from multiple sources and multiple local news organizations that the suspect may have been seen in an alley, that he may have just been seen in an alley, not entirely clear whether that was before this parking garage standoff, but it appears to be after at some point in the last 15, 20 minutes. if that is the case, it is possible he has left the parking garage, although we are not seeing any evidence on the ground with the dallas p.d. of movement, of changing, you know, what is obviously a crime scene from one location to another. we're trying to find out, however. let's take a listen to another local report with kdfw. >> since we've arrived, i want to show you the scene behind me

here. multiple police units on scene. there are baylor officers, dallas police officers. also i did see a dart police officer car here. small crowd gathered outside the emergency room. we haven't seen them take any patients inside, but that doesn't mean they've already gotten into the e.r. here. i want to show you to the left, a small crowd outside the hospital. they say they've been here 45 minutes. they say they cannot get into the hospital right now. again, that they have been here for 45 minutes. witnesses on scene are telling me that they did see what looked like an undercover officer wearing a vest being taken inside. again, this is the small crowd outside the emergency room right now at baylor. steve, heather. >> i'm looking over your right shoulder there. is that doctors and nurses with gurneys ready to take any more injured into the hospital? is that what those folks are standing outside doing there? >> reporter: that's what it looks like. they are on stand by steve out

here. they have multiple hospital crews and also multiple gurneys ready to take in extra patients if needed. but, again, i did not see them take anybody inside, but it doesn't mean that somebody isn't already i know it's breaking news and a fluid situation. have you been able to talk with anyone there? more officers and people arrived? >> witnesses did tell me they saw a police car with what appeared to be bullet holes in it running down the street here and sparking but that hasn't been confirmed. that is what witnesses were telling me. they saw what looked like an under cover officer wearing a vest, being taken inside. >> there is a lot to figure out. you're going to stay there and stay on social media. we'll follow you and figure out what happened there. >> yes. and one police officer taken, any police officer wounded in the hospital, many, many

officers show up in support. his and her family. it's a big gathering point. >> talking about many officers in dallas, texas tonight. look at it. look at that. it's very clear that terror was unleashed on that city in one way, shape, or form. it may have been a single shooter with a motivation of these officer-involved shootings and something else. we don't know tonight. two officers according to one police officer, that is the only source tonight just to be clear. one uniformed police officer told our local reporter that two officers have been shot and we saw with our own eyes what appeared to be one officer on the ground. not moving, tonight in a disturbing moment for us all. the tensions are running high. they have been in this country for a long time.

the police officers who go out there every day and risk lives to try to protect us who want nothing to do with bad shootings, feel the shame when one happens, most of the cops are good. some are not. and the rest of the country sits and waits as fallout happens after these incidents take place. again, not assuming a causal relationship. that hasn't yet been established. let's take a listen. we'll see if this gentleman saw it. >> they were bringing him on the stretcher. so we saw first a police car going down the road. and no tire, just rims. after that, we got here and saw an officer in a vest coming out with a patch on his arm. >> when you saw that, what went through your mind? >> we didn't know what was going on. other guys were watching the news and they said what they described as a riot.

to me, it just saddens me, i know what is going on now from what i hear based on the shooting that happened, two wrongs in this society, doesn't make it right. >> what was the officer's mood? >> they were panicked when driving. they got here, everybody was just calmly taking him, the stretcher was waiting. they put him on a gurney. he was just calm but patched up on his left shoulder. >> he was conscious? >> yes. conscious and sitting up. i don't know about the other car. we're told by other people that it was carrying an officer. that is it. thank you.

get them to the hospital as fast as possible. we don't wait for ambulance. the important thing is get him to a trauma center as fast as you can. and if you wait for an ambulance, you throw them in the car. and just brought back eerie memories from 1970s and 80s. it's a horrific thing when a fellow officer gets killed or shot. you don't know if they need it. you want to be there and show support. >> this is what we've seen in this country. we do not know. this could be someone trying to take advantage of the situation. this is the problem.
