"outnumbered" starts now. harris: fox news alert. police officers under deadly attack in dallas, texas. last night we saw the greatest loss of life of our law enforcement since 9/11. dallas is hurting today. we all are. peaceful protest against shootings was underway, at least one sniper ambushed men in uniform. we know they were targeting white police officers. i'm harris faulkner. here today fox business network's dagen mcdowell. democrat strategist, julie roginsky. commentator and national spokeswoman for the libre initiative, rachel campos duffy. fox news contributor. host of david webb show on sirius patriot. good to see you here. >> glad to be here under terrible circumstances. harris: five police officers murdered and seven others shot an injured. it is being called a well-planned police attack during a antipolice brutality. one suspect said he was upset about recent shootings of black men and wanted to kill white people, especially white police officers. here is the police chief. >> dallas officers are hurting. we are heartbroken. there are no words to describe the atrocity that occurred to

our city. harris: and there are new developments. william la jeunesse is live for us in dallas. william? reporter: the gunmen who did kill some of those officers, he was killed last night in the parking lot you see behind me, the red brick building. he has been identified as 25-year-old micah johnson from near by, mesquite, texas. according to "l.a. times" and local cbs affiliate he was army reservist until 2015 of april. he was a member after gun club, excellent marksmen and he had previous weapons and drug charges. we know there are three other suspects in custody right now. one is a woman. two are men who were seen leafing the scene in black mercedes with a cam mow duffle bag. they were apprehend ad few miles down the road on the freeway. we don't know how many guns were used. was it four, was it three, or was it two? we know the police chief said there were at least two

shooters. 60 rounds what witnesses say. likely some kind of a assault style rifle, maybe ar-15 variant. there was a lot of echoing going on and cops did not immediately know where the gunmen were when they walked into the planned ambush. >> you see video footage after video footage of them running toward gunfire from an elevated position, with no chance to protect themselves. and to put themselves in harm's way to make sure citizens can get to a place of security. reporter: as we know there were 10 officers who were, excuse me, 12 officers who were injured. five fatal. now there were two last night in surgery, three critical. we've been told they have been upgraded or released. that's the good news. they were honored last night by their brothers in blue at parkland hospital and baylor

medical center, both level-one trauma centers. that is the good news for them. now chief brown, he did explain last night what motivated johnson. partially social media and previous incidents this week. the police shootings of black males in minnesota and louisiana >> the suspect said he was upset about "black lives matter." hehe said, he was upset about te recent police shootings. the suspect said he was upset at white people. the suspect stated he wanted to kill white people, especially white officers. reporter: among the fatalities four belonged to dallas police department. one belonged to the dallas area transit authority. his name is bret thompson. he was 43 years old. he was training previously, police officers in iraq and afghanistan and he was married,

just two weeks ago. back to you. harris: we learn more about these officers we will know the kinds of americans that we will miss forever. lost to this rampage. you know, there were some details about how police officers took this guy down last night that you have now gathered. what are they, william? reporter: well what's interesting, harris you've probably seen this before. it's a tactical robot. you typically see it when you see a backpack, they don't know if it's a bomb or not. it will shoot shotgun shell or normally a stream of water that can go through your hand or metal. i'm told this one specially outfitted with explosive device. they used that. how they likely communicated with johnson, a camera and microphone. remember that negotiation went on for a long time before the gunbattle ensued. they used that to kill the guy rather than send in dogs or gas or snipers to put other officers at risk. back to you. harris: william la jeunesse. thank you very much.

you know as we learn more about this, it has been interesting, they were looking for ieds. this guy said he had planted devices. that is one of the reasons i'm understanding from officers i've spoken with today, they didn't want to send a person in there because they weren't sure if he booby-trapped the area or not. a couple things have come in, and david, i want to come in about this. president george w. bush has made a statement, expressing that he and his wife are heartbroken by this heinous act of violence. he goes on to say murdering the innocent is always evil. >> it's not unusual for president bush, if you think about his relationship with the troops, the way he feels about law enforcement, about those who protect us, it's a well-done statement. i read it when you handed it to me as we were listening to william and i think it is an appropriate way to say these were innocent police officers who by the way were protecting the innocent protesters. harris: free speech. >> who were peacefully protesting under our constitution.

harris: protesting. it was an anti-police brutality rally that was going on. free speech those officers were protecting. two more developments to tell you about. texas delegation is holding a moment of silence for those dallas police officers. that is what is going on. we have producer chad per groom on capitol hill. there in dallas, i will ask our producer jay to keep me honest on this, the group that organized protesters is speaking. are they there? let's watch. >> all the way down to the courthouse. we turned around there at the courthouse after a couple of people said a few words. a couple of ministers. and the whole time i'm sitting there with one of the police sergeants and we're talking

about how great of a protest this has been. how non-violent this protest has been. and we keep pushing and we pass austin street. and i might have gotten 15 or 20 feet past the intersection of austin street when i heard, pop, pop, pop! and in succession. immediately, when i heard the shots, i looked up and i saw what i believed were two police officers that went down. i didn't know what to do. the first thing i did was i grabbed my shirt because i was, i felt like i might have been shot. so i was feeling around.

the sergeant ran towards the shooting. i ran the opposite direction. i was concerned about the 7 or 800 people behind me. i was screaming, run, run! active shooter, active shooter! run, run! and i was trying to get folks out as fast as i could. i had a cross in my hand. that cross very quickly became a shepherd's crook, a shepherd's staff -- harris: responding to what had unfolded as they were peacefully gathering. so that is from their perspective as witnesses on the ground. you know he mentioned 7 or 800 people who were behind him. meanwhile all of this, the department of justice, attorney general loretta lynch, is supposed to be taking the lecturn that you see in the center of your screen to speak momentarily. we've been waiting for her. she was supposed to speak last

hour. as soon as this happens we'll take you there live. the question now becomes, dagen, what really can be said. we saw the president toggle, quickly as he does with tragedies in this country recently, he toggled to gun control. we know legalities of weapons and some things about instances that happened recently. we're learning more about this, but what we do know we lost police officers. dagen mcdowell -- >> we know police officers were running towards the gunfire. officers responders as firemen and police officers did after 9/11. we need to hit that again and again and again. but in terms of what we're hearing from the protest organizers and leaders across the country we need to hear words of inspiration and unity. i read that statement from president bush, it was like the most moving thing and it was more moving in words than in

written word than our own president's spoken words. i just want to point out one more thing. it was a little more than a year ago that president obama gave the eulogy for reverend pinckney at mother emanuel at charleston. we need more than that he needs to do that for these officers. harris: give me your hand. are you all right? >> yeah. >> we have to have a point of honesty about the guy you saw speak. jeff hood is list name. let me read some things jeff hood put out there, organizer of dallas protests. he put it out in videos, twitter and social media. in a recent post on his blog, he invoked, keep blowing the "s" word up, baby. just this past week i felt the hands again one by one of the children of god of the church of fort worth stopped to affirm ministry. jesus showed up my dear friends, my friends, keep blowing this

up. this is not a peaceful guy. loretta lynch the ag. >> several more were injured along with two civilians as they sought to protect a peaceful protest in dallas, texas. our thoughts and our prayers and condolences go out to the families of those who have lost loved ones. the department of justice, including the fbi, atf, the u.s. marshals service and the u.s. attorney's office on the scene is working closely with our state and local counterparts and we intend to provide any assistance that we can to investigate this attack. and also to help heal the community that has been severely shaken and deeply scared by an unfathomable tragedy. this is an unfolding situation. we'll be providing additional information when it is available and appropriate. but more so, this has been a week of profound grief and heartbreaking loss. the peaceful protests that was planned in dallas last night was organized in response to the

tragic deaths of alton steriling in louisiana and filandro castille in minnesota. we're providing assistance to local authorities in minnesota and who are leading the investigation there. we're seeing devastate stating loss of dallas rapid transit officer, thompson and four officers whose names have not been released pending notification of all the families. people are feeling a sense of helplessness and uncertainty and fear. these feelings are understandable and they are justified but the answer must not be violence of the answer is never violence. rather the answer, our answer, all our answer must be action, calm, peaceful, collaborative and determined action. we must continue working to build trust between communities

and law enforcement. we must continue working to guarranty every person in this country equal justice under the law. and we must take a hard look at the ease with which wrong doesers get their hands on deadly weapons and frequently which they use them. and we must reflect on the kind of country that we want to build and the kind of society that we are choosing to pass on to our children. and above all, we must reject the easy impulses of bitterness and rancor and embrace the difficult work, but the important work, the vital work of finding a path forward together. and above everything, we must remind ourselves that we're all americans. and that as americans, we share not just a common land, but a common life. not just common goals but a common heart and soul. and those we've lost this week have come from different backgrounds, different neighborhoods but today, they're

mourned by officers, by residents, by family and friends, by men and women and children who love them. who needed them and who will miss them always. they are mourned by all of us. to the families of all who have lost their lives in this series of tragedies, we share your pain, and your loss. to our brothers and sisters who wear the badge, i want you to know that i am deeply grateful for the difficult and dangerous work that you do every day to keep our streets safe and our nation secure. our hearts are broken by this loss. and the department of justice will do all that we can to support you in the days ahead. and to those who seek to improve our country, through peaceful protests and protected speech, i want you to know that your voice is important. do not be discouraged by those who were use their actions for

we wanted to wait to see. rachel i want to come to you on this. certain things that needed to be said. that was very moving from loretta lynch. did you hear what you wanted to hear? >> no, i didn't. i felt like she was minimizing this. the roots of the black lives movement has always been beginning in ferguson, violent roots. the guy as dived webb who -- >> jeff hood. >> jeff hood on behalf, read his tweets. they are, he is using religious things that sound almost apocalyptic. they're full of rage. this is a way to minimize what's really happening. the only people who can stop this kind of violent movement, that is affecting and killing cops, is loretta lynch, is obama. is hillary who just this week was tweeting and legitimatizing blacks lives movement. there is a serious thing. only people who can stop it are these leaders and they're not doing their job. frankly i thought that was really underwhelming. harris: you know, julie, i want

to come toy on this point because in balance there are members in chicago and other areas in chicago and come out an corn demmed what happened overnight. that they represent dignity and so on, so forth. we saw hillary clinton, this time yesterday, america woke up yet to another tragedy of life cut down too soon. black lives matter. she is hashtagging the things going on. there is legitimatization as rachel and david pointed out at very high level of this movement but at the same time the movement says they're not of what we saw overnight. >> they're not. how many peaceful protests have we seen last few days all across the country until this one until a maniac came out and did what he did? the the reality -- harris: plural. we don't know. >> plural, maniacs. harris: we don't know. >> these officers were protecting peaceful protest and gunned down for that reason. i was down in union square yesterday. i saw peaceful -- harris: fifth avenue. >> you can not minimize what happened in dallas by any stretch of the imagination, but

no more than can you minimize what the black lives movement stands for -- harris: i want to get you in quickly, david. >> i was there when this farce started, this violent farce in ferguson following lie of michael brown following hands up, don't shoot. i was there beginning august 2014 and after that. this has roots in violence. by the way, dnc, formally invited "black lives matter" to host a presidential town hall. >> what is wrong with that. >> all these major candidates have been in bed with violent basis. >> that is not violent. >> they minimize people who are peaceful and real issues we need to discuss. >> she said we need to come together as americans. but the "black lives matter" means it excludes people. harris: we'll come back to this if you watched it live on fox news, you know about the words by the dallas police chief, many calling for necessary strong leadership. he spoke about the truth officers are living with. they do not feel supported.

>> oh. harris: fox news alert, officers in new york city, philadelphia, and d.c. will poo troll in pairs for immediate future -- patrol. because of what you see on the screen. officials are not certain they have identified all suspects involved in overnight assault. it claimed lives of five police officers in dallas, texas, seven others wounded. today, emotional words from the city's police chief who said his officers don't feel supported by the community. and he says it is time for us all to come together. >> we are heartbroken. there are no words to describe the atrocity that occurred to our city. all i know is that this, this must stop, this divisiveness.

harris: people are very proud of what that man has to say. let's bring in a former nypd robbery detective. tell you on streets of certain philly, metro d.c., here in new york, they are now traveling in pairs. there will be no more solo posts. what does this mean for the public? >> it means a couple things, harris. first of all i take my hat off to chief brown. that was a heart-felt and spot-on statement by him and the fact is police need support. they need support across america. it starts with ending narrative from the top, from obama to jesse jackson to the minnesota governor where they're dehumanizing the police. the police are being declawed, harris. that is part of the reason there are double patrols. on one hand you declaw and dehumanize the police through rhetoric and words, very severe and sometimes deadly consequences and on other side of the equation you embolden and empower the bad guy.

so chief brown, the support he is referencing not just the community support, it is support from the individuals who pass judgment and who pass judgment astonishingly on shootings within minutes of the shooting, governors, and mayors, and top officials, including obama, basically said, not a justified shooting. it is astonishing. it is sixening and it has declawed, dehumanized police and has got to stop. by the way, no lessons were the learned with the assassinations of lew and ramos in 2014 when de blasio was up to blood with his armpits with his involvement with chanting and perpetuating a tacit of approval, kill the pigs, pigs in blanket, what we want, dead cops, those words have deadly consequences. wake up people, this is why bad guys feel empowered to the extent they can open fire and murder five honorable officers in texas, wound seven more. don't forget two civilians.

there are 14 victims here. there is a horror show. it is terrible. harris: i want david webb to come in real quickly and we'll come back to the faxes of investigation they are coming about come to light. david. >> pat, in terrible moment you brought up ramos and liu. we went on the tame patrol with cars and dallas and others doing it. the rest of the community is now stressed, protection of the community. dress that from the police officers point of view. how do you protect the community when you actually the half your resources potentially? >> precisely, david, you put it perfect. that is the unknown and ancillary loss of bill bratton in new york, when he puts out double patrol of empowerment of bad guy and diminishment of good guy, the good people, vast majority of new yorkers have diminished police response

because police are turning their attention to other matters when in fact they're not serving and protecting to the extent they normally done on mundane issues. basically dilutes and minimizes the protection all citizens of new york should be afforded. a lot of cost benefit analysis apart from the horrible savagery of five dead, nine wounded, seven of which were law enforcement. comes down to words have consequences. i can't say it enough. listen, shut your pie hole. if you have got nothing good to say, don't badmouth the police and certainly don't jump to judgment on a case that took governor huckabee, sorry i'm a little on fire, took him years of parsing critically every page on a death penalty case before he determined that there was justification to put someone to death. let's at least give similar, similar examination, analysis and assessment of the facts before we make statements that corrupt and toxically alter the

minds of individuals who are deranged. it's a bad thing. harris: before we have to let you go. >> sorry. i'm on a roll. i'm on a roll. harris: we're learning that the suspect they killed was a u.s. army reservist. we're learning that this could not have been planned in a short time according to some experts. they feel like this had a lot of big, big planning, and possibly more people. we know they have suspects. others are in custody. we don't know what the connection is with this one guy. he said he acted alone. i want to get into your mind as an officer now about the investigation. your thoughts? >> absolutely. my immediate questions are why and second question is why. why we can probably address in the framework of the investigation based on preliminary inquiries that he had some black power and "black lives matter" predilections to the extent he wanted to hurt officers, white officers specifically. but what he neglected to note. there is no color.

the police are color blind. they are blue. he went after blue to be clear. to your point, this appears to be strategically aligned, mathematically efficient firearms assault on multiple individuals and multiple targets. there was sense of triangulation. i don't buy there were not others involved from the facts that i have. so, my feeling and also the fact that the protests was just planned 27 hours prior to the first bullet coming out of that rifle. so, my belief is that it would be unusual that that level of disciplined planning and programing, nor -- for that type of assault, effective assault could have happened in that time frame. i can't say for certain. there is not a lost fact known. there is lot of murkiness. preliminary earnings very well-organized more than one body. harris: based on your years of experience. if this is what is coming, we need our officers more than

the fbi is now providing all possible assistance to the dallas police department as they are investigating what is now the deadliest attack on u.s. law enforcement we've seen with loss of life for officers since 9/11. chief intelligence correspondent catherine herridge live at department of justice headquarters in d.c. with the very latest. catherine? reporter: thank you, harris. we just did hear from the attorney general short time ago. it was a four-minute statement she outlined what kind of resources will be available to the investigation. in addition to the fbi, atf, and marshals service as well as members of the justice department to really expand the capabilities of this investigation down in dallas. we heard earlier this morning from chief brown. >> we're not going to be satisfied until every lead is exhausted. so if there someone out there associated with this, we will find you and we will prosecute you and we will bring you to justice. we are not going to let a coward who would ambush -- reporter: the attorney general

also described this as a period of tremendous heart break and loss. quite unusually she did not take questions from reporters this morning this may be one of the few times she has not done some this was protested by reporters here at the department of justice. we shouted out our questions at end which is what she believes explains the spike in murders committed against police officers, but we may have a chance to put those questions to her in the coming days. back to you. harris: we could hear you shouting. i was commenting because i wasn't sure if she would turn around and take a question. catherine herridge, thank you very much. let's bring in texas lieutenant governor dan patrick for more on this you heard our reporting, lieutenant governor. you're with us? >> yes i am, harris. harris: first of all our condolences across the nation. >> thank you. harris: we're all praying for what happened in your state and your home city. just big questions now about the reporting that just happened. some of the assets that are coming to you. first of all, what help you're getting and what help you need?

>> one of the, one of the areas we needed this morning and we still need are counselors. we're solving that issue. because every police officer involved in a shooting has a chance to sit down with a counselor and quite frankly there were some police firing last night, we were short of counselors. we're bringing that assistance from around the state. you know, harris, i heard a lot, i've been sitting here listening to the show and i want to bring us back to real people who died last night and were wounded. brent thompson, married two weeks ago, shot 10 or 12 times yesterday. had a bulletproof vest on as they all did, bullets pierced vest. he was taking on the gunman who outgunned him who had body armour. many officers never had a chance, didn't know what hit them. shot in the black and i do blame people on social media, with their hatred towards police. i do blame, i saw jesse jackson, on fox the other night calling

police racist without any facts. i do blame, former black lives matters protest. last night was peaceful. others have not been. we heard pigs in the blanket. this has to stop, harris. these are real people. i was at the hospital and saw four bodies of deceased officers go by on the gurney and police officers are standing in salute. we have a precious few thousand, harris, in every city, that protect millions. we're not going to have them much longer. spouses of husbands and wives or parents of sons and daughters are going to say, you can't do this as career. or men and women who serve, black, brown, white, asian, at all, those reflecting our community, i have a family i will protect. all of these officers had been said last night lost their life protecting who were protesting against them. this has to end. i grew up in a recalled would, i've been around long enough, we always had bad people, we always had dangerous people but the general public respected police.

too many in the general public, who aren't criminals but have a big mouth are creating situations like we saw last night. this was obviously organize weeks ago because someone said earlier this rally, or this protest wasn't arranged until about this time yesterday morning. this was going to happen at some point. these men were going to use a trigger moment. let's not forget these people. they left behind children and wives and husband. this is at, this is a tragedy not just for dallas, not just for texas but for america. and we have to have the backs of law enforcement. they have to know, from the general public that we will not tolerate when people threaten to kill them. all those protesters last night, they ran the other way, expecting the men and women in blue to turn around and protect them. what hypocrites. i understand, i understand the first amendment. i understand freedom of speech. i defend it. it is in our constitution and is in our soul but you can't go out on social media and mainstream

media and everywhere else and say that the police are racist or police are hateful or police are killers. these are people -- harris, are only people along with firemen and few other positions police officers are really own by people that have job description. every day when they go to work, part of their duty says, if i have to give my life today, for a stranger that i don't know, who is another citizen, whether they're for me or against me i will. that is what we saw last night. harris: yeah. >> i don't do that. you don't do that. the president, no one goes to work in this country with part of their job responsibility saying i will die for someone i don't know because that is my duty. we have to have their back. and i'm sick and tired of those who are protesting our police and putting their lives in danger. where there is wrong and it has to be addressed but this is got to stop and needs to stop now. harris: lieutenant governor of the state of texas. people are just tuning in.

harris: welcome back. president obama has reacted earlier, hours ago, to the deadly sniper attacks in dallas. here is a bit of that. >> i believe that i speak for every single american i say we are horrified over these events and that which stand united with the people and the police department in dallas. we also know that when people are armed with powerful weapons, unfortunately it makes attacks like these more deadly and more tragic. and in the days ahead we'll have to consider those realities as well.

harris: the president's latest push for gun control came just hours after police were gunned down in dallas, texas. it comes amid the growing showdown on capitol hill over gun legislation. your husband, a congressman, sean duffy, from wisconsin, your thoughts today? >> look, i mean he immediately went to the politics. i think we need to look at what the lieutenant governor said. he said we need help from the top and you look at what hillary clinton is doing. i'm sorry to bring it back to that, this is somebody who is aligning herself with a very dangerous movement because it is politically expedient for her at this time. she needs the black vote. i think flirting with "black lives matters" at this time for politics is troubling. shows how, what a political opportunist she is and again shows what poor judgment she has. people have died because of this. harris: julie. >> first and foremost it is not a zero-sum game. you can mourn what happened in dallas and massive national tragedy and you can mourn gone

on two days prior to that, two black men seemingly innocent get gunned down no cold blood by police officers. not to be antipolice to say this happened and should never have happened. governor patrick may be right. there may be innocent explanation for this but videotape that we saw didn't lend itself to one immediately. so i will say you can not say that, you're anti-cop if you castigate police officers who murdered black men in innocent blood. no more than you can say this murder of police officers in dallas represent blacks lives matter who were protesting peacefully until a maniac came in or several maniacs came in and gunned down policer. as for gun control aspect of this we talked about, look you have good guys with guns, police officers, many of them. good guys with guns, nevertheless did not stop a massacre. put away fallacy, good guys with guns can stop bad guys with gun as well. harris: we'll come back from the
