>> the word murderers is inscribed in the paint here in this building. >> black lives matter, did it have anything to do with the terror attack in dallas? caution. you are about to enter the no spin zone. the factor begins right now. ♪ ♪ hi, i'm bill o'reilly. thanks for watching us tonight. murdering cops in dallas. that is the subject of this evening's talking points memo. in a vicious act of domestic terrorism, five dallas police officers were shot dead, seven others wounded in a hidden terrorist armed with a semiautomatic assault rifle and a handgun targeted cops at a peaceful demonstration. police say 25-year-old micah johnson, a vet, who served in afghanistan, planned his mass murder after hearing reports of two black men shot dead by police earlier

this week. we'll get to those incidents in a moment. johnson, the terrorist, was killed when police unleashed an explosive device. >> the suspect is deceased. as a result of detonating the bomb. the reporting that the suspect killed himself is not accurate. we have con girmd that he has been deceased because of a detonation of the bomb our hostage negotiator did an exceptional job getting this suspect to talk before he died during the hours of negotiating that eventually broke down. the suspect said he was upset about black lives matter. he said he was upset about the recent police shootings

the suspect said he was upset at white people. the suspect state he wanted to kill white people, especially white officers. >> at this point investigators say johnson was not a member of black lives matter or any other radical group there were three other people taken into custody but police believe they were not associated. johnson did act alone. speaking from poland, president obama said. this. >> let me just say that even as yesterday i spoke about our need to be concerned as all americans about racial disparities in our criminal justice system, i also said yesterday that our police have an extraordinarily difficult job and the vast majority of them do their job in outstanding fashion. >> talking points believes the vast majority, as the president said of american law enforcement are honorable people, less than

2% of all arrests made in the u.s.a. involve any kind of force by cops. however, there are too many incidents where minority americans are being killed or hurt over low level beefs. that's the truth. and law enforcement leadership must compel their own individual agencies to act with restraint. i support the police. you know that and i do not believe they are targeting black americans in general. i don't believe that. and the stats back me up. but, again, fatal mistakes are unacceptable and there are too many of them if you watched the factor last night, did you not see analysis of police in minute society killing 32-year-old if i land doe castile in a traffic stop. did you not see that on wednesday we did cover the police killing of 37-year-old alton sterling of louisiana but we used restraint in our report with martha maccallum because all the facts are not in. i did not do the minnesota story at all because facts

were sparse and emotions white hot like ferguson. any thinking person had to know hate was in the air. >> you don't have to be a black man in america to know we have a serious problem with police killing black men. >> and we are in the 21st -- century of high tech lynching. do you think african-americans are being hunted? yes. facts don't lie. >> you are literally getting death sentences in this country for being african-american. i trust law enforcement to a certain degree. but my question is can you please stop killing us? >> even worse than those provocateurs was the governor of minnesota. >> would this have happened if it was -- passenger or driver was white? i don't think it would have. so i'm force to do confront and i think all of us in minnesota are force to do confront this kind of a racism exists and that it is incumbent upon all of to us

vow we are going to do whatever we can to see that it doesn't happen, that it doesn't continue to happen. >> dayton may be right in theory but you do not, you do not throw a rhetorical bomb like that just hours after a horrendous death at the hands of police. that's just dangerous to law enforcement. it's dayton's job to provide calm, not to inflame the situation. huge mistake on his part. back to last night. while the dallas protest was peaceful, at the same time, the black lives matter crew, the inflamers were in oakland doing what they always do. >> there has been some damage here in the side of the police department headquarters, oakland police. the windows shattered, red paint thrown out about, and the words murderers scrawled in that red paint here on the side of the building. at the top of the freeway, i have to tell you sort of festive as protesters are making a line. they are sitting in the middle of traffic.

some of the demonstrators actually jumped up on a tractor-trailer. >> number of arrests, destruction, the usual. so, here's the truth in summation. micah johnson was a hater and a terrorist. black lives matter inflames rather than illuminates. it is essentially a hate america group. law enforcement leaders should make fair dealings with minority americans a top priority. finally, we as a nation need to fight the racial madness that is harming the u.s.a. by being fair ourselves and calling out behaviors wherever they may be. and that's the memo. next on the run down. we have complete coverage of the domestic terror attack in dallas without any spin. we will begin at ground zero and then rudy giuliani will provide analysis. after these messages.

impact segment tonight how things unfolded quickly in dallas last night. joining us from that city reporter for kdfw covered the story for most of the night. do you believe there is more than-to-this than one lone gunman angry at police is there anything involved that you have come across? >> so what we are sure of, bill, according to the mayor and police chief is that this one man is the only shooter but certainly, perhaps, did not act alone, had to have some other help, perhaps not in planning but in assisting to getting to downtown dallas on last evening. and that's what investigators are looking for now and part of what they took from his home today including ipads, computers, cell phones. they want to know who he was communicating with in the 72 hours prior to last night. >> what is the evidence that indicates he may have had a confederate drive him to the

kill zone? is there any hard evidence to indicate that? >> so there has been no report of his vehicle being removed from the downtown area unless he came in on mass transit here in dallas, someone had to bring him. >> now, would it be possible to hold an assault rifle, i guess it would be, if you had it, i guess, covered up and stuff like that on a bus. there is no real trainee could take it. it would have had to have been a bus. i guess it is possible that he could have taken mass transit, correct? >> it is possible but probably not probable we would say. it's possible but likely someone brought him downtown. >> how far does he live? i use to work in dallas way back when. how far does he live from downtown? >> he is in mosquito so about 15 miles. it doesn't have mass transit. >> the odds are somebody brought him there or he put his car somewhere that hasn't been found. is that fair? recommendation that's fair. >> okay.

now, in his apartment in mesquite they found a whole bunch of explosive devices and literature. tell us what that's about. >> bomb-making materials. the types of devices that you would use to detonate those bombs. sources tell me they were sophisticate and elaborate. they were surprised, in fact, at the type of twices that were found in possession of this 2 a-year-old. not only that but ballistic vests, bill, rifles, ammunition, a journal on combat tactics. all of this stuff and one source told me we were scared at what we found. and had he really deployed these bombs, they don't know how many officers could have been injured or lives lost last night. >> but i want to be clear, sean, they didn't find bombs. they found bomb-making materials; is that correct? >> bomb-making materials. >> okay. >> explosive devices. yes. >> they would have had to have been put together but obviously the guy was

seeking to cause mayhem, it was just a matter of when. now, you have been in dallas, i guess, 20 years, right? whenever i get down there, i watch you. you know the police. you know them very well. they weren't expecting, as far as i know, the police department, any trouble with the demonstration. it was a peaceful demonstration, correct? >> that's correct. none of the police intel indicated anything like this might happen. so there were 100 officers assigned to work in downtown last night for the crowd of 800 to 1,000 people there were no snipers on top of buildings as you would normally have in place if you expected something like this to happen. now, swat teams were just blocks away because whenever you are having a protest rally there is also the potential but with no good intel that someone was planning some sinister attack, they didn't have their highest levels of response already in place. >> what about the statement by the police chief that in

the negotiation the terrorist basically flat out said he was upset by black lives matter. now, he wasn't, as we pointed out, he was not a member of black lives matter. do you know what that statement means? he wasup set by black lives matter? what i really think it means he was upset at the officer involved shootings of black men by white police officers. he had articulate to do neighbors that black men were under attack by police. there was the incident in baton rouge following that less than 48 hours later the incident in minnesota. that's what he was referring to. >> he wasn't referring to the group. he was referring to the overall opinion that black lives matter and then that's what stoked his hatred. >> yes. >> the guy is a vet. afghanistan. we're trying to run down whether he had any beefs in

personal story segment tonight. reaction to the domestic terror attack in dallas. with us now here in new york city rudy giuliani. mayor of new york city. i wanted you you tonight. i asked specifically for you because you oversaw a police department of more than 40,000 individuals. >> correct. >> under few police chiefs. >> three. >> you had to know that within a body of an organization that big, you're going to have some racists, they are going to be there. >> and we did. >> what was the policy? what policy did you and the city impose to keep the racism at a minute mum? >> we did everything we could to train our police officers in treating everyone fairly. police commissioner schaffer

instituted a policy called courtesy, professional and respect you will see on every police car in new york city. specific course they were taught in the police academy and then retaught every two years. we also worked very hard. and this hearkened back to mayor coach, mayor dinkens and me and mayor bloomberg to make our police force a non-majority white miss force which it is. >> you recruited minorities. in the nation's largest city and i covered this as a local reporter. have very few of these incidents, we had one where a guy was killed last year with you not so many. this is not a lot of racial tension. >> i had three. >> three in how many years. >> three in eight years. one was absolutely horrible. >> abner. >> yes. absolutely horrible situation in which the police officer used baton and put it up back side.

>> yeah. right. >> that police officer is in jail for 25 years. that case was prosecuted by the way bylor let that lynch and investigated by howard schaffer, our police commissioner. he suspended all the police officers in that precinct and he got five of them to testify. we had a second one. and that is one in which the four police officers were found not guilty by a jury, including four blacks and we ha third one in which there was a tape recording, thank goodness, of the police officer almost being killed by the suspect and therefore it was justifiable shooting. so i had a bad one, one that went to a jury and the one that found the police officers not guilty with four blacks on the jury and then i had one that was totally justified so i know you can have. >> supervision all of these different situations you can have a different set of

facts and don't draw your conclusions until the facts are in. >> until the facts are. in as mentioned that's why i didn't cover the minnesota thing right away. when you see something like minnesota where it's a low level beef, the guy had a brake light out and all of a sudden he is dead that's how people are going how can that happen? >> i'm not defending minnesota. i don't know that i can. i don't know all the fact. it doesn't matter if it's a low level arrest or high level arrest, the minute an arrest takes place it's a violate situation if the person doesn't completely submit. the police officer becomes nervous about the answer is if the police officer tells you to put your hands up, put your hands up. >> that is the answer. if it doesn't happen, i think restraint has to be taught. >> absolutely right. we tried to teach them that if you have ever been in these situations emotions take over. >> slawl. that's what happened in ferguson.

>> some police officers are excellent at it. >> and some aren't. >> and some aren't. most of them are he excellent. right after you we have the branch of the knap. he has been sim pam they thick to black lives matter. my problem is black lives matter is exacerbating racial tensions here and by the way they are going about protesting. making things worse than better. with martin luther king you could see how he was trying to make things better. these people aren't in my opinion. how do you come down. >> of course black lives matter but so do blue lives, police officers. white lives and asian lives and all lives matter. and black lives matter were concerned about black lives they would be concerned about black crime. there are some of these incident indefensible by police officers. they are significantly manipulate school comparison to the enormous amount of

hurt that takes place black on black. >> black lives matter is not existing when in chicago. >> do you know who is there trying to stop that. >> the police officers who get killed. >> even worse with plearts. they are protesting rit this second in front of the white house. are they protesting the terrorists of the five who kill the police officers? there is not one side in that whole crew you know what? we have got to stop these haters, nothing. >> i have no doubt my police strategies bernie character, michael bloomberg and ray kelly save more black lives than any matters ever save. >> that's because you grout down crime. >> by the thousands, bill. >> i came in there were 1029 murders and i left mike with 500 and mike got it down to 300. just think over those years how many black people we saved since 70% of the

people killed in new york city are killed by blacks and by other blacks. >> police haters say it's not because of the police. they came down for other reasons. the police didn't have anything to do with that. that's what the police haters say. >> police haters are wrong. rams and lewis murdered in new york city were protecting a black housing development where there was too much crime. one by the way was augers and the other was hispanic. >> right. >> they were there trying to save black lives. hand, in fact, new york city police officers over the last 20 years have saved more lack lives than any in the united states. >> does president obama have an issue come to fore. that rather than terrorism? does he have a point? >> no. guns don't kill. people do. when people don't have guns they use bombs ant when they

morning reflects the shattered nerves in oakland, today. this was the scene just hours ago on the 880 freeway. about 1,000 protesters stopping traffic for hours. all started with a peaceful rally in downtown oakland. thousands of protesters expressed outrage and concern in the community. some have and laying stores, the foot locker and smart and final. >> the question this evening is the group black lives matter inciting racial tension. joining us now from washington hillary shelton director of the naacp in washington, d.c. so, you know what i think. i think if you really want, if african-americans really want to bring the country together and have good racial relations, they have to distance themselves from black lives matter. am i wrong? >> no, i disagree with you. let me first offer our thoughts, our prayers and our condolences to the families of those who lost their lives in dallas. it was an awful tragedy. it should not have happened. we are all very saddened by it we have to get to the

bottom of that issue arrests well. the reason i disagree with you, in my conversation with leaders of black lives matter and even my participation in a demonstration in which we marched from the capitol building here in washington, d.c. to the front of the white house in a very peaceful demonstration with a number of members of congress in many the same way those marched in dallas, texas, we saw things very differently. we have to take on those issues in a very significant way. let us not forget two things, bill. number one is that those marches were for good reasons. indeed, if we look at the disparities and attacks in african-americans and the killings of african-americans by police officers, even unarmed african-americans, the numbers and the data is important as well. i heard you share a number very helpful antidotes and help make the rooted. both have rooted in data. we see that twice as many african-americans and unarmed african-americans are shot by police officers than white americans in our sews. that raises a problem. when we look at the images

of those vehicles that we saw and we see an african-american, each of them had a gun, neither of them were reach foorg gun and in both cases those guns were quite legal. all outrage to do see the video on the wall that we saw on our television screens. >> here it is. if you look at the amount of crime proportionately committed by african-americans it's far higher than whites and far higher than hispanics. so you are going to have just based upon you want stats, these are stats. you are going to have more confrontation between law enforcement and african-americans because they are committing more crimes. but, i don't want to talk about that tonight. >> you will need data when we talk about that. i would love to come bang and talk about it. >> we have the data and we have given it many, many times. we will do that. >> sure. >> let the's get back to trying to bring the country together. i submitted to you tonight and there are millions of people watching us right now that there are you have few

respect black lives matter just because of what they did last night in oakland. just because of what they are during right now in front of the white house. there is not one sign up there saying you know, the dallas police officers. that shouldn't happen. we're protest that too. they despise this cruise ship if we don't understand that, we are going to grow further apart. you have to look at what's in front of us. if you look at the film clips have you even shown what you see is black lives matter marchs are extremely welt integrated. african-americans, latinos, there are plenty of white americans. >> you know what's driving the violence there. you know who it is. >> t. look at the video to the tableg. there was not one incident of violence going on. people were there because they were equally outranged. the investigation. >> it was low level. >> no, no, no. >> it was a local group.

dallas, it was a local group. >> watch your competitor from time to time. cnn has the march organizes on. they were members of black lives matter. >> they had their own group under their own banner and, look, i don't care what the other -- my competition is reporting i'm telling you what the facts and the police are reporting. it was a peaceful demonstration. >> it sure was. i agree with. >> you it isn't a peaceful demonstration because black lives matter. you know, pigs in a blank ceted, kill them. >> but, bill, let's also talk about solutions. quite frankry that the marchs were going on in all three places is because we really do have a problem with the policies and training. >> everybody understands that. >> well, they don't. because we have not seen one piece of new legislation there are several bills now pending in the house and senate that address the issue of racial profiling and the issue of misuse of force by police officers. as well as body cams. as you realize in the case

of baton rouge, both police officers had body cams but, guess what, neither body cam was on. that raises major concerns as well. the other side of this issue that we must talk about is the issue of guns. when you talk about at dallas, one of the reasons there was so many confusion about being used. 10 citizens able to legally carry long arms on their back. what the police came in what they didn't realize the shooter like so many of the other were carrying ar 15 military style assault weapon recommendation i. to see that debate but it's not going to solve the problem. >> well, disagree with you. the debate won't went the problem. >> there is a growing racial divide and black lives matter is making it worse. >> i disagree. i agree. >> that's why we have you on. >> i look forward to coming

department. is he a navy veteran. he served three tours in iraq, and he has two kids. >> two young kids. >> two young kids. >> yeah. two young kids. >> michael krol, 40 years old? >> michael krol, is he one of those guys who has always wanted to be a police officer. he has always wanted to serve and help people. is he a 9-year veteran. he moved to dallas from michigan so he could help the citizens of dallas and keep them safe. >> and then we have michael smith, 55 years old. michael smith was just getting ready to retire. he was coming up on his retirement. he is a 27 year veteran of the dallas police department. is he married. he has got two children. he was an army ranger, too. >> so he was a short timer and his children are teenagers. oh, boy. lorne ahrens 42 years old.

>> lorne moved here from california. he was a college football player in california. weighs one of those guys everybody looked up to because he had such a big figure. it's one of those guys you would never think anything can happen to this guy. he is -- he had great personality. he is married to a fellow police officer. she is a detective on the department. he has two young children. and it's tremendous loss. >> oh, it's incredible. when you think about the families and, for what? for what? you know, for what? >> and these. >> go ahead. >> and these -- you know, it always gets lost that, you know, they are just police officers. and that's why i'm glad you are doing this segment because these heroes are -- you know, they were in people's churches. they are sons and they are daughters and they have kids. >> yeah. >> they are soccer coaches and football coaches. they aren't just police officers. >> you have seven officers

injured. three of them are dart transportation officers. are they all going to recover? anybody in danger at this point? >> i have been told all three the dart officers are going to recover. we haven't gotten any information on the dallas officers. there is four of them. but we are hearing that all four of them, some of them have already been released but they are all going to be recover. >> we are not expecting any more fatalities from this terrible terrorist incident. one civilian -- two civilians were shot. one has been named taylor, 38 years old. just in the wrong place at the wrong time, right? >> yeah. she is just at the wrong place at the wrong time. and, you know, i don't think that -- she was a target but it just happened to be. that's what happened when people start shooting. >> and we don't know, she actually an interesting story. she threw herself on top of her 15-year-old son to shield him from the bullets and then she took a bullet while she was on top of her son but she is okay.

now, overall, i mean, you are the president of the association thatnts dallas police officers. and as greta van susteren said earlier on fox news, you know, our words, we can't really make the pain go away or lessen the pain or anything like that. is there anything you can say to put this whole insane thing into perspective? >> well, i don't know if there is any way to put it in perspective. our officers are professionals. they're going to continue to go out there and serve the citizens of dallas. they're upset. they are hurt. but they are going to continue to go out and serve the citizens as best they can. >> let's hope the citizens have a change of perspective in the big d. i worked there for two years. it's a changed a lot since i have been there. the police chief was eloquent. he said you know what? we are not getting a lot of support. that needs to change. i think if that changes, it will be something good come out of this. mr. pinkston, we appreciate

you're looking at a live picture outside atlanta where protesters -- it looks to be about 1,000 -- are stacking up against state police. the protesters trying to march into the city on a major highway. police are not permitting that. so far, no violence or anything like that.

we don't know exactly who's behind this protest. don't know if it's a black lives matter. but the reports are that it's been largely peaceful. but there is a standoff tonight in atlanta. in the back of the book segment, fox news has provided very comprehensive coverage of the dallas terror attack all day long as you know. joining us now from that city is fnc correspondent rick leventhal. so you're in a zone that's a crime scene right now. keeping everybody away, is that correct? >> reporter: yeah, there's several blocks in downtown dallas that have been sealed off. i can give you a quick look at some of the police officers on scene. there's tape there obviously, and they're surrounding that red brick structure, which is the parking garage where the sniper was shooting many of the officers. they're still processing that crime scene, bill, and they're telling us some of these blocks may be closed until wednesday of next week. >> yeah, based upon our reporting earlier in the program, rick, they're trying to

find the shooter's car because if he didn't have a car, that indicates he may have had someone drop him off because he lived in mesquitmesquite, 15 mi away. i guess they're trying to fan out and find out whether he has a car or not. >> reporter: there are conflicting reports about that. there were some reports that his mother's car, an suv, was found at the scene. so he may have driven himself here. that's unconfirmed right now. police aren't giving out a lot of information. >> yeah. >> reporter: because this is an ongoing investigation. there were also, as you know, a handful of arrests. there was a woman who was taken into custody and apparently questioned and released, and two guys who were stopped driving away, questioned, and apparently released. there were a lot of guys there with guns who were stopped because police need to talk to everyone and anyone who may have connection to the shooter to make sure they're not part of this, if there was a plot, that they're not connected to it. >> we have to point out that texas is an open carry state so

that people can carry guns. and in a situation like that, it does get a little confusing because the police are getting shot at, and somebody has a gun, they don't know what's going on. >> reporter: at this point it does appear there was just the one shooter. >> yeah. everybody says that just one. it's whether the person had an accomplice to get him in there or not. >> reporter: right. >> and, again, you're the first one mentioning the mother's car, but we'll try to see if we can confirm that. anyway, you've been talking to law enforcement officers about this. what have they been telling you? >> reporter: well, i mean they're devastated. you know, this is a very, very awful time for law enforcement in general. this is the worst single day of fatalities for law enforcement since 9/11. you know, they feel awful about what happened here, and they feel awful about anytime that an innocent person is killed by a

police officer. this is what they're telling me. every day these officers have to make these split-second decisions and they're faced with these decisions every single day. and when bad things happen, when someone gets killed, it's obviously a terrible, terrible thing. but police officers don't wake up in the morning and say i'm going to go out and kill somebody today. but that's what this guy did. he got his guns and ammo together and came here and sniped police officers who were out here protecting people who were protesting police officers. so he targeted the cops. he woke up and decided he was going to kill cops. police officers aren't doing that, and this is what the law enforcement community is saying. we're out here trying to serve and protect. >> every fair minded american knows there is no comparison between a police -- and even if it's a mistake, all right? a police shooting in a conflict situation and somebody goes out and commits domestic terrorism. thanks very much for the hard work. i will have some final words on this situation when we come right back. ♪

finally tonight, the usa is taking an image pounding all over the world, and we're perceived in many places as a violent, selfish society. that's a faulty picture but one that is becoming ingrained in the minds of those not sophisticated enough to understand that the freedom we have here in america can lead to chaos and bad behavior and often does. now, there will always be haters. since the dawn of mankind, there have been haters. and some of those haters will kill people. in a free country, it's easier for them to do that than it would be in a totalitarian regime. so whether it's isis or homegrown terrorists like johnson,he evil is the same, but they have access. and all the gun control in the world is not going to stop that access. it's always going to be there. they want to kill people. they're going to be able to kill people. not to say we should not have sane laws.

we should. there is no solution to random violence, but lessons can be learned. we need to stop racial dollaisu. we need to be more fair, especially those who hold power. they have a special responsibility to treat everyone equally. that could happen. but first the haters will have to be marginalized. we have to stop the black lives matter stuff, all right? because even though mr. shelton doesn't agree with me, white people are going, you know, this is not the group that's going to bring us together. this is not martin luther king jr.'s crew. this is a violent, we don't like america crew. but it's not going to be acknowledged, and therefore the racial divide is going to grow. it's going to get worse. anyway, we're going to continue our reporting on this throughout the evening.
