this guy -- new information that we have is that this guy was planning perhaps a bomb attack of some sort. over the weekend the dallas police and the fbi conducted a raid of his home. they executed a search warrant and they found a lot of bomb-making materials at his home, which is in maine skeet, tec -- mai texas. he made the statement, guys, that he had planted bombs around the city. now law enforcement don't believe he was able to carry that out, but we do believe that was his intent. if he would have had time, he probably would have carried that out to a much greater attack than what we saw on thursday. >> rod, as i understand it as he was talking to the police via the robot machine, whatever they had set up, he was talking about i can blow things up just to make sure he wasn't making stuff up, they went to his house.

they saw the stuff with their own two eyes. if he's saying it, he might actually pull it off? >> that's right. but you know what, they actually believed him when they were talking and negotiating with him because the police chief said himself that this guy was someone credible in terms of the things he was saying. the reason real quickly that they believed him is they looked at the type of weapons, for example, that he did the shooting with. he had kevlar vests on, all kinds of material, a lot of material. the guy was credible and what he was saying. what law enforcement's challenge was to figure out whether or not he carried out some vests. >> rod, in the report we're all reading this morning, i listened to your report earlier. he wrote out rb in blood. what does that mean, do you know? >> no, we don't know yet. law enforcement is going through their computer, digital fingerprint, trying to figure that out. i have a couple of ideas but we n't want to speculate quite yet. later on this week they're going to determine exactly what that

meant. real quickly he wrote the r&b when he was losing a lot of blood. i suspect, i'm he only suspecting, that that r&b was an abbreviation for something. he wasn't able to write out the whole world because he was getting weak. we do know that at this point. >> i saw one report saying it could have been rbg, he hadn't written a g, standing for red black and green but we may never know. thank you very much. meanwhile, another fox news alert. hundreds have been arrested over the weekend after protests in baton rouge and minneapolis. as you can see right here, it looks as if the police have changed tactics in the wake of ferguson when so many police officers were accused of strong arming many of the protesters. now, you know, after a period of time where they for the most part let protestors break the law, looks like they're getting

tough. >> they sure are. i was in minnesota over the weekend and followed the protests closely. the showdowns on i-94, main intersection there. these were not peaceful protests. maybe they started as such for some but ultimately bricks, bottles, fireworks. 21 injured in the st. paul police department. one had a concrete block dropped on his head from the overpass. >> unbelievable. >> this is a movement where the black lives matter and new black panther party coming together. it's got some bad scenes to it. >> 200 people at the protest. 100 arrested. 21 cops injured which is incredible because the cops are trying to save lives. many of the people they are trying to save don't like them. in a tough position. >> we showed the video over the weekend on the channel about before it was happening down in dallas there was a protest in oakland and, you know, they stopped traffic. they were climbing on cars and stuff like that. there were very few arrests out there, but now it looks like the tide has turned.

meanwhile, rude did i giuliani was on "face the nation" on cbs. he talks about how he believes black lives matter because it widens the gap between white and black americans. he also has a problem with the name. listen to this. >> want to deal with this on the black side, you've got to teach your children to be respectful to the police and you've got to teach your children that the real danger to them is not the police, 99 out of 100 times, 9900 o999 times out of 1,000 times because, son, there's a 99% chance that the black friends will kill you, not the police. >> rudy said all-americans regardless of race need to make a greater effort to understand the unique struggles of their peers. whites have to realize that

african-american men are in fear of being arrested by police. >> the nypd kpigs ner bill bratton asked about that interview with rudy giuliani. he said the majority of his criticisms are appropriate. he said rudy is mitssing the mak a little bit. there are 800,000 police individuals, people who work in law enforcement throughout the country. yeah, we might have one, two, three, however that are racist, that are there or this that, or criminals, whatever, the majority are wonderful people and want to protect you. >> indeed, there are always bad apples. you have to listen to a guy like rudy giuliani. community-based policing. at any time draw a distinction between race. all lives matter. protect them in all boroughs. thankfully rudy giuliani will join us on the couch in the 7:00 a.m. hour. call him a racist. he said, of course, he's just

calling it like it is. meanwhile, this is going to be a very big week for politics. we're a week away exactly before the rnc starts in cleveland. there you see donald trump shaking hands on april 20th with mike pence, the governor of the great state of indiana in indianapolis. according to "the washington times" that is the source of the reportage. there is a 95% possibility and probability that donald trump is going to say mike pence is going to be my running mate. >> well, guess what, if that's the case, we're going to find out this week because mike pence has until friday to -- >> noon. >> -- at noon to declare whether or not he's going to run for governor or if he's going to be the vice president. >> donald trump saying i'm not going to announce until i'm on the stage at the convention which would have made the convention very exciting. he has to announce by friday. >> there's a 95% chance of almost nothing in this world. that number strikes me as a

>> good morning. how are you? >> i'm doing okay. donald trump has talked a lot about that big wall and mexico's going to pay for it. do we think that that's going to be in the platform? >> steve, i'm 99.9% sure that that will be in the platform. republicans have generally for many years going all the way back to congress in 2006 been in favor of a wall. i think you're going to see something in our platform that is a real wall, not sensors, a physical barrier. that will be in contrast to what the democrats have because they stand for an open border policy. i say i think because the platform is an organic process. it's 112 people here in cleveland today and tomorrow. can change it, can amend it. >> the platform committee meets today and tomorrow and on thursday and friday the rules committee meets and, you know, that's when the never trump people are going to make their last stand, right? >> i think so. >> yeah. let's talk about a couple of

things in the platform. this time around it sounds like there will be some changes made to the language regarding same-sex marriage, punish nations that violate trade pacts. of course trade is big with donald trump. and mexico is more of an adversary than a friend. who's pushing these things? >> well, you know, different delegates have their own preferences so i'm -- i'm, for example, not pushing any changes to our statements on the issue of traditional marriage but there may be some delegates who try and we'll have a debate about it. >> sure. >> that's an interesting thing. we have an open process in the republican party where the media is there able to watch me and others argue it out. >> sure. >> the democrats are much more closed on how they decide. >> chris, one thing that's different than the last platform debate four years ago is isis. we didn't know about isis four years ago. >> yes. yes. >> will there be some language in there or some stance on isis and getting tough militarily? >> i believe there probably will be. that's one of the reasons why we

28 minutes before the top of the hour. in the wake of the deadliest day for police since 9/11. president obama says america is not as divided as we think and he prepares 20 visit dallas tomorrow. >> live in washington. good morning, kirsten. >> reporter: good morning. this morning president obama is back at the white house after cutting short his trip to europe. tomorrow he's leaving for dallas where he'll speak at the memorial service forty-five officers killed in the ambush attack. at that memorial service he will be joined by dallas resident and former president george w. bush. so this will be a bipartisan affair, as it should be. in his remarks president obama is expected to talk about race relations and gun control. now he gave us a preview of what we can expect when he spoke at the nato summit in poland on saturday after expressing outrage over the officers killed in dallas, president obama then

pivoted to the two african-americans killed by police earlier last week. he essentially suggested that the licensed gun in the car of one of those african-americans, ferlando castille had, quote, caused in some fashion those tragic events. he then went on to say this. >> part of what's creating tensions between communities and police is the fact that police have a really difficult time in communities where they know guns are everywhere. if you care about the safety of our police officers, then you can't set aside the gun issue and pretend that that's irrelevant. >> now while in dallas president obama will also meet with the victims' families and with members of the dallas police department who are now mourning their own. that will be a private affair. then you have this very public

lists being maintained for veterans? >> well, what we've learned from a number of investigations that have gone on over the last two years, that there's really a corrosive culture within the va. what we also know from the most recent report by the caron commission is that it's being weighed down and crushed by its own bureaucracy. >> the commission on care, this whole week we're looking at the va and whether it's making progress. we're going to dive into that. there's a quote bob min reactin. he said, as we review the recommendations of this commission on care, we will continue to look for other ways to build on the progress we've made to date and ensure we are doing everything possible to serve those who have served this country. i think the operative part of that quote is building on the progress we've made. do you feel like va has made progress on its corrosive

culture? >> you know, i think they've made some progress but it seems like there's always one step forward, two steps back. what we know is that six months ago they had planned that they would be at a zero back log and now they're at a 70,000 back log. they're not doing very well on that front. they've tried to fire employees. that has backfired on them with the mstd reinstating those employees. i think they've made a lot of steps forward but there's still obviously a lot of problems. what the commission on care has said is just that it's very systemic. one important take away by the commission on care is that they said the overall health care being delivered at the va is quite good. it's a civilians health care network. that's good news. the problem know is that there's so much bubureaucracy, there ar so many steps, it's antiquated, outdated, they don't have updated i.t. there are problems across the board. >> the report says while the health care may be good in some places access remains a problem.

in fact, wait times are up 50%. how can wait times be up two years after the scandal when that was the crux of the scandal and we spent billions more on va? >> well, frankly, part of that i think is because of the choice act that was enacted two years ago. congress tried to sell and said it was a massive overhaul and it would reduce wait times. it did not do so. why is that? because it has peculiar language in there where vets after they exceeded the wait time and they could go out to outside care but only for 60 days. it created this ridiculous rigamarole that has extended wait times. they've had problems getting private practitioners paid and getting them certified to work through the va. there are a lot of logistical wait times. >> as a result, veterans have been left holding the bill

ignored over the weekend in which police officers were killed. police officers killings are largely ignored. and when there's a police killing of a black person it becomes a major national story so a disproportion takes place. and they're all wrong. none of them should happen. there should be better training, to the extent there's crimes people should go to jail. but the dishonesty that's created -- when i was on "face the nation" a woman got after me and i asked to go back on. and she said, you know, he's never been in the black community. he doesn't know what the black community is like. i saved more black lives than anyone in the his four of the city. i took over the city with all the murder, i gave mayor bloomberg a city with 500-plus murders. 75% of the people saved in that period of time were african-americans because that was the shooting and death rate at the time.

number two, i spent a lot of time in the black community. i went to hail house all the time. i went there every christmas. i cleaned up 125th street. no national stores. after me, 125th street which is a black neighborhood, national stores. tremendous economy. i believe i saved a lot more black lives than black lives matter. i don't see what black lives matter is doing for blacks other than isolating them. all it cares about is the police shooting of blacks. it doesn't care about the 90% of blacks that have killed other blacks that's just a simple fact up. >> you know, when i -- >> that's a simple fact. even at correcting my statement the other day in which i think i said 99% instead of 90. i meant to say 90. i was 9% off. they were 90% off. it's 90% of the blacks are killed by other blacks. now it's true, 82% of the whites

obama said that he can't -- we can't untangle the motives of the dallas shooter. when the shooter says that he wants to kill white people, wants to kill white cops, is associated with the black lives matter movement, and i'll toss this out to anyone, does that confuse -- does that lack of clarity muddy the waters and the job you do on the ground? >> well, i'll chime in. i think that it was very clear what the shooter's intention was -- he wanted to kill white police officers but we should not focus on the president's lack of clarity in his comments. i think we need to focus on getting better, moving forward. it's a very complex issue, race and police. we have professional men and women in law enforcement. i think they'll continue to risk their lives and do a great job. >> chief jones, to that point, we heard the dallas police chief say he didn't feel supported. wasn't feeling supported. a lot of it based on rhetoric.

trump? >> it is possible. we're hearing it is this week, it had to be if he's going to choose indiana governor mike pence. he turns into a pumpkin on friday. in other words, he has to be on the ballot one way or the other, as vice president or as governor of indiana. and he is in the running we're told. one of the finalists. others, newt gingrich and lieutenant general mike flynn who's made the rounds on the sunday shows. he'll be on several fox programs in the next couple of days. he is in the running as well. >> hey, what do you make of the reports that washington times says 95% chance that it's mike pence? any way to know that at this point? >> i mean, we're hearing that it's -- that he has -- that donald trump has seen things in mike pence that he likes as far as unifying the republican party. i don't think you can put anything at 95% with donald trump as we have seen throughout this primary. you know, i mean, there's a lot of surprises. a lot about kind of the moment

figuring out what is in the official 2016 platform. we had kris kobach, the secretary of state of my home state of kansas, he's on the committee. i asked him whether or not in the gop platform will there be a big, beautiful wall, which mexico will pay for as donald trump has said many, many times and this is what the secretary of state told "fox & friends." >> i mean, i'm 99.9% sure that will be in the platform. republicans have generally for many years going all the way back to when congress voted on this in 2006 have been in favor of a wall. i think you'll see a real wall, not a fake wall made of censors, but a real, physical barrier. that's a big contrast to what the democrats stand for, because they stand for the open borders policy. >> that do you make of that? >> i think he's probably right, they'll put it in the platform. i doubt they'll put that mexico

all right. let's talk a little bit about this. it looks like the police are starting nationwide to change their tactics. you know it started a couple of years ago after what happened in ferguson where police were accused of using too much force against the protesters and then the cops it seemed like nationwide were backing off. when people were breaking the law this would let it all happen. whatever happened in dallas, it looks like when there's a big protest and people are breaking the law, some police departments are coming out with flash grenades and they're arresting people. which is different. >> especially as they face resistance. over the weekend i was in minneapolis, in st. paul, 21 officers were injured. a brick dropped on the head of an officer, vertebrae broken. >> yeah, its a un -- it's unbelievable.

contributor rod wheeler has latest information for you. good morning. >> good morning. we are learning about this gunman, johnson. and two new things we learned over the weekend we learned this, he actually had maintained an arsenal of weapons at his home. in the dallas police department and the fbi, they executed a search warrant at his home which is located in mesquite, georgia -- mesquite, texas, right outside of dallas. they found all kinds of things, bomb making material. they found chemicals that's used to make bombs. they found armored vests. so this guy had been planning this for a while. >> now, rod, we're looking at the house in mesquite, fantastic. is that his mother's house, is that his house, does he share that with anybody? >> an excellent question. he shares it with other family members. his sister for example. you know, his sister posted her
