donald trump campaign troph and response to the killings. we have adam with the national journal and elenna. there seems to be a change in tone and tactics in the wake of the dallas shooting? >> right, jon. where was this donald trump two and half months ago, he would have made republicans so much happier had he issued the statement in the wake of the dallas shootings that was serious and sedate and gave concern for the murdered police officers and two african-americans were shot and did what republicans wanted him to do in the wake of a couple of tragedies, he stopped talking and cancelled his campaign events and removed himself rather than calling attention to

himself as he did in the wake of the orlando shooting by a gentleman who affiliated himself by isis and brexit, when he talked about how wonderful brexit will be for his golf club. this is the donald trump that republicans are waiting to see. >> he said he would be able to act more presidential in the drop of the hat. is this a change in donald trump or campaign management? >> that is the key question. we have seen a shift in tone from donald trump in the past few days. we anticipated a similar shift a few days later, he proves us wrong. and this has to do with the now campaign staff that he brought on. he is professionalizing his campaign and brought in seasonal aides to it help him navigate the political issues. he's not used to dealing with

this and we'll see how he reacts in the first public shootings in dallas. and there is a clear effort to tone things down and make it less about him and focus on the tragedy at hand. >> hillary clinton has tried maybe with success to paint him as someone who is impulsive and flies off of the handle and could not be trusted with the nuclear codes. if he can, put forward this reserved somber kind of image, it goes a long way to dispel those notions? >> he's played into the characterization of himself as someone who has a hot button temple and temperament ill soughted for the presidency. and the one off reaction that is presidential will not be be enough to disspell those characterization. but it will take time and we'll

have to see this sort of reaction and disciplined and sedate donald trump for him to dispel those characterizations and we'll see what happens when he appears in virginia. >> we have seen from him, adam, a tendency to tweet first and ask questions later. we saw that in the eygptair flight and saw it after the orlando shooting. there are those in his campaign who will welcome a more contemplative, maybe less shoot from the hip donald trump. >> he's not been as active on on twitter. he likes to take a shot at crooked hillary here and there. and this is a clear effort from the trump campaign. the issue of temperament is the biggest obstacle facing his

candidacy. looking at 60 or 70 percent of the voters don't think he has the temperament to hold office. even if they don't like hillary clinton and don't find her trustworthy. temperament is holding him back p. it is tough when they are choosing someone who has been in the positions and somebody who we don't know how he will act in this position. thank you both. bernie sanders and hillary clinton coming together hoping to lead democrats for a victory in november. it could be a big day as sanders is expected to endorse her there. jennifer griffin is live for us in washington. what are you hearing today? >> reporter: the sanders' campaign released a statement

that he will appear in new hampshire to campaign tomorrow. that is where the long- awaited endorsement is slated to occur in a high school in port smith, new hampshire. reme and clinton appeared in unity after she lost to him. here's what they done over the weekend. support for a $15 minimum wage and public option in health insurance. states can allow government health plans and additional funding for families. and families earning under 125000. >> it is a victory for secretary clinton and her campaign. the democratic platform is a meaningless piece of paper and inside baseball.

closely. the trial continues today for the fourth police officer. lieutenant rice, the highest ranking officer faceses manslaughter, assault and reckless endangerment and misconduct in office chargeses. he is bloweding not guilty to all of them. prosecutors claim that rice was negligent and uncaring when he helped to place gray handcuffed on the floor of the van without securing him with a seat belt. gray died with a spinal cord injury in the race or drive to the police station. welcome to both of you. heather, you say that lieutenant rice could face greater jeopardy than any other of the officers. >> he has more exposure.

i don't know that he will be convicted. he was the highest ranking officer. oftentimes with a jury, here it is a judge. we say who was in charge and made the final decision and based upon that, it could be that he has more exposure. with a judge, it is less likely. >> the same case will be heard by barry williams who heard the last two cases and both of those officers not guilty with the judge. >> i expect more of the same. the theme going on here. the judge who happens to it be african-american, look, being uncaring and negligent does not rise to the level of criminality. we can't have police officers worried if they make an arrest without probable cause they will be thrown in jail. if somebody is arrested without probably cause we as defense attorneys can fix that and so it

but that promise has been broken by our politicians, like so many other promises our country has made, not only to its veterans but to its citizens as a whole. president obama has allowed our veterans affairs, health care, all systems, really, denied them the help and support. and we really have to do it. we have to get on the ball. we have to do it right. hillary clinton recently said of the va scandal that it's not been as widespread as it's been made out to be. that's a quote. she actually thinks that the veterans health administration is well-run. that's because she's been part of this rigged system for a long

time. perhaps it's easy for politicians to lose touch with reality when they're being paid millions of dollars to read on a teleprompter speeches to wall street executives instead of spending time with real people in real pain. the disconnect -- [ applause ] thank you. the disconnect in america is deep. there are two americas. the ruling class and the groups it favors, and then everyone else. the va scandals that have occurred on this administration's watch are widespread and totally inexcusable. an internal memo from the senior va official describes, quote, lawlessness and chaos at the veterans health administration, including the payments of $6

billion a year in violation of federal contracting rules. the memo also says they waste millions of dollars by paying excessive prices due to breaches of federal laws and warns that these unlawful acts may potentially result in serious harm or death to america's great veterans. and you know it and you're seeing it. even the white house's own deputy chief of staff described, quote, significant and chronic systematic failures in veterans affairs, including a corrosive culture that has led to personal problems across the department with poor management and a history of retaliation against employees who raise issues, and very good issues. he said -- he said there is a lack of accountability across

all grade levels. on that he's correct. 40 veterans, just as an example, have died waiting for care in phoenix. 40 different va facilities nationwide were found to be manipulating and falsifying wait times. a va employee who was involved in an armed robbery was kept on staff, as was a convicted sex offender. the va spent $8 million on solar panels, good old solar panels, for a facility, knowing they would likely need to be tearing it down in the very near future. the st. cloud, minnesota va built a $2.3 million wind turbine in april that hasn't supplied power since 2012.

can you imagine the waste and corruption we'll find when we begin a full investigation in january of 2017? include the best mental health care. a shocking 20 veterans are committing suicide each and every day, especially our older veterans. this is a national tragedy that's not talked about. the evidence shows that if veterans are in the system receiving care, they are much less likely to take their own lives than veterans outside of this horrible, horrible, and very unfair system. that is why we must increase the number of mental health care professionals inside the va while ensuring that veterans can access private mental health care as well. have to do it. we have no choice. [ applause ] america must take action to improve mental health services for the country at large. this is for everyone. this includes expanding the

number of facilities, integrating primary care and mental health care professionals, reforming confinement rules, very important, and making it easier for family members who see warning signs to get their loved ones to the care and of the care they need, especially in the many emergencies that we're having all over the country and doing nothing whatsoever about it.
