and second, let's provide better training on implicit bias. that remains a problem even in our best police departments but it also remains a problem across society. and i'm asking for all of us to really search our hearts and minds to make sure we don't have those implicit biases. let's learn from police departments like dallas that have made some progress everyone in every community benefits when there is respect for the law and when everyone is respected by the law. remember, when gunfire broke out in dallas the peaceful protesters and the crowds that had gathered to support them ran to safety, while the police who minutes before, had been taking pictures with, protecting the protesters, the police officers ran the other way. they ran into the gunfire. [applause] that's the kind of courage and dedication our police and first-responders show every single day, so, yes, let's take real, meaningful action to end the epidemic of gun violence in america. [applause].

from sandy hook to orlando, to dallas, and so many other places, these tragedies tear at our soul, and so dot incidents that don't even dominate the headlines. just this past sunday a young man, seth rich, who worked for the democratic national committee to expand voting rights was shot and killed in his neighborhood in washington. he was just 27 years old. surely we can agree that weapons of war have no place on the streets of america. [cheers and applause]

our police and first-responders should never have to face a madman, a racist, a person filled with hatred, with an assault weapon. we owe it to every officer who puts his or her life on the line to protect us. let's protect them. we can't stop there. this is part of a broader challenge across our country. inequality is too high. wages are too low. it is just too hard to get ahead for too many americans. [applause] we need an economy that works for everyone, not just those at the top, not just the millionaires and billionaires but for everybody, to do that we need to go big and go bold.

this isn't a time for half-measures. [cheers and applause] we're setting five ambitious goals for starters. in my first 100 days as president, we will make the biggest investment in new, good-paying jobs since world war ii. [cheers and applause] more jobs here in new hampshire and across our country, especially in places that have been left out and left behind. in communities of color, in coal country, in indian country, everywhere where a person deserves the same shot at the american dream as anybody else in our country. [cheers and applause] when i say good-paying jobs, i mean it.

as bernie said, donald trump thinks wages are too high. he actually stood on a debate stage and said so. he does want to get rid of the federal minimum wage all together. well, both senator sanders and i believe anyone who is willing to work hard should be able to find a job that pays well enough to support a family and bernie is right, $7.25 an hour is a starvation wage! [applause] so, sorry, donald, if you're watching. [cheering] we're not cutting the minimum wage, we're raising the minimum wage! [cheering]

and we're going to create millions of good jobs by making america the clean energy superpower of the 21st century! get married because of all the student debt holding them back. so with your help, we're going to make it so future students will not have to borrow a dime to attend public colleges or universities. [cheers and applause] thanks to the new proposal senator sanders and i worked on together, for families making less than $125,000 a year, we will eliminate tuition at those schools all together! [cheers and applause] and we will do more to help students cover all of the costs of getting an education, including books, supplies and living expenses. new hampshire, paying for college shouldn't be the hardest thing about going to college. [applause] third, we're going to rewrite the rules and crack down on companies that ship jobs and profits overseas. [applause] let's reward the companies that share profits with their employees instead. and we will defend and strengthen the tough reforms president obama put in place on the financial industry. not let donald trump them up, because we do, we do to make sure wall street can never wreck main street again. sure wall street, corporations and the super-rich pay their fair share of taxes. [applause] when people say the game is rigged, the best evidence is our tax code. it is riddled with scams, loopholes, and special breaks. it is wrong some millionaires do pay a lower tax rate than their secretaries and we're going to stop it. now compare, compare what senator sanders and i intend to do with donald trump's plan. his tax plan would make our current system even worse. independent analysts say he would add $30 trillion to the national debt in order to give a massive gift to the wealthiest americans. wall street money managers and our largest corporations but after all, what else should we expect from someone who calls himself the king of debt.

[shouting] we've been pointing out, we've been pointing out the problems with his tax plan for months and i think donald is starting to feel the pressure. in fact even as we speak he is apparently bringing in the biggest names in trickle down supply-side econmics to help him figure out what to do. these are the same advisors who brought us 30 years of a disasterous republican philosophy that gave the huge breaks to those at the top. now you don't have to be psychic to know what is going to happen next. they're going to come back with another plan with maybe some bells and whistles, bernie, that tries to disguise the fact they are still slashing taxes for the wealthy, large corporations, and donald trump himself. and they will try to use voodoo economics.

[cheering] to tell us all the ways it will actually help the economy. but they're not fooling anybody, at least i hope they're not. just like his current plan which he calls inspiring tremendous, and amazing. [laughter] you know he uses a lot of adjectives to avoid telling you any specifics. [cheering] here is what we know for sure. whenever he comes out with next, it will give huge tax cuts to the corporations and the rich at the expense of the middle class. now, there is that old saying, you've heard it, i used to hear it a lot in arkansas. you can put lipstick on a pig but it is still a pig.

[cheering] i got to tell you, the first time that the republicans pulled voodoo economics, you know, they fooled us. shame on them. but if they come back with the same argument and people fall for it, shame on us. but i will promise you this. senator sanders and i will spare no effort to make sure the people of america know once again trump and his cronies are trying to pull the wool over our eyes and come back with the same failed policies that hurt us before. we're not going to let them get away with it again. [applause] it is past time to end stranglehold of wealthy special interests in washington and get back to government of the people, by the people, and for the people. from my president, very first days i will make campaign finance reform my first priority. we will do everything we can to overturn citizens united. [applause] and we will require everybody, democrats, republicans, independents, whoever, to disclose all of their donors. and while we're at it, we are going to create a small donor matching system, to make it easy for more americans to be elected at every level of government.

[applause] because just like, just like bernie, i have met so many impressive people here in new hampshire and across america, with great ideas for our country. i want to see you run for office and win. and here's another radical idea, let's make it easier to vote, not harder. on their 18th birthday. [applause] every state should have at least 20 days of in-person voting, and no one in america should ever have to wait more than 30 minutes to cast their ballot. sandra: hemmer. >> we 40 minutes to kill. harris: they have been at it more than two hours. lawmakers questioning attorney general loretta lynch, her decision to accept fbi director james comey's decision not to prosecute because using a private email server while she was second tate of state to the private mighting she had with bill clinton days after or i should say before the fbi recommendation was announced. her is a bit, watch. >> why did you not see fit to recuse yourself from the investigation to conclude that no prosecution would take place without examining and drawing conclusions regarding questions i just asked, does not seem to be a responsible way to uphold your constitutionally-sworn oath. >> the buck stops with you. it looked like we're seeing a double-standard here, unequal treatment under the law. >> i think in this case i think it's a travesty because i don't

think hillary clinton has been treated like any other american would have been treated under the same circumstances. harris: all right. so you get the theme there. lawmakers hammering attorney general lynch all morning over the clinton email investigation. she defended herself repeatedly with statements like this one. >> you know, director comey has chosen to provide great detail into the basis of his recommendations that were ultimately provided to me. he has chosen to provide detailed statements and i would refer you to those statements. i as attorney general am not able to provide any further comment on the facts or substance of the investigation. harris: i now know how to answer any question about secret recipes. check the records. >> she made it no news. harris: that is what she wanted. >> there is a reason for that. and the reason is, she met on a plane with bill clinton in phoenix on june 2th and four days later she said because of that meeting i have to take a back seat in this investigation.

why do we even know of the meeting that happened on a plane in phoenix? sandra: a reporter was tipped off. >> we were told somebody at airport told a reporter then it became national news. which may be true. but now you ask your question, she knew she was going to testify at some point. this hearing similar, hearings like it had been on schedule. she could talk about gun violence in america but would certainly be asked about the hillary clinton server/email investigation. if you want to conclude why you're getting no news, and why she's referring you repeatedly back to the fbi, she was given a reason to take herself away from the case and that was once that meeting with bill clinton went public, she had to withdraw. and i would present to you today, this was something that was cooking in the background. harris: i'm following you. >> you will never be able to prove it but i think the reason stands. julie, as a democrat --

republican was accept recommendations whatever james comey recommendations. wait a second. all of sudden that is not good enough because those recommendations were not to his liking. liz: hey -- there is broader issue. there is a broader issue. basically loretta lynch is not answering questions how the fbi and department of justice effectively rewriting a law says you now need intent for gross negligence, basically when lower level soldiers have been indicted or convicted rather of gross negligence. in other words, hillary clinton, to prove the email case against her you needed intent. the law doesn't say that but she is not answering questions effectively because of that bill clinton meeting. >> you had to have the meeting. it had to go public in order to have rationale? liz: yes. sandra: in chairman goodlatte's opening statements at this hearing this morning he said, we're a rank-and-file federal employee to do what secretary clinton did they would face severe punishment, including

termination, revocation of security clearances or criminal prosecution. bill, to your point, we're left with more questions now than answers. i spoke with judge napolitano in the last hour, who shares a similar theory as you by the way. >> republicans on this committee want to know whether or not she lied under oath last fall. the fbi's conclusion made quite clear. all the work emails were not handed over. all those work emails -- harris: would you forgive me, bill? congressman jason chaffetz right now talking with loretta lynch this is live on capitol hill. let's watch it together. >> again, you know, more facts on the hypothetical but i would look at a number of things and depending how you previewed it could go any number of way. >> is it legal or illegal to store, house, or retain classified information in a non-secure location? >> again i would refer you to the statute. one could in fact have liability. again, depending on nature of facts and circumstance. >> do you have any examples

where it's legally acceptable to retain classified information in a non-secure location? >> i'm, i don't have hypothetical answer for that. >> is it legal or illegal to provide false testimony under oath? >> there are a number of statutes that cover that. both at federal and state level. there are a number of ways in which that could be found. >> you, there's a difference between prosecuting something and whether it is legal or illegal. you know, these questions are pretty simple. we've got millions of people with security careerance. how are they supposed to go through the gyrations that you have laid out in order to make a simple determination? >> congressman, if we had a specific fact situation or fact pattern, that could be reviewed. >> i'm just -- >> talking about hypothetical situation, it would be unfair to come up with a blanket answer to someone without reviewing all of the facts of their situation. >> i'm asking if it is legal or illegal to share classified

information with somebody who doesn't have a security clearance? >> again, i would refer you to the appropriate statutes. and i refer you to the facts that every situation. it would be unfair to give a blanket answer to every hypothetical. >> why aren't you telling all federal employees and contractors who have classified information, those in our military, why aren't we telling them you can't do this, it is against the law? why can't you say that? >> we give them guidance. every agency does. we give them examples. we give them information. how to make those decisions. we show them and again, every information is provided by agency. >> why is the law not sufficient guidance? you believe, is there a flaw in the law? is there a suggestion on the law? i mean -- >> i don't have a comment on the state of the law. my answer is that -- >> somebody asked me, somebody asked me to consult and attorney, you are the attorney general. and i think you're sending a terrible message to the world, to those people trying to make some simple decisions.

the lack of clarity that you give to this body, the lack of clarity on this issue is pretty stunning. these seem like simple issues. let me ask you, the team that you talk about, secretary clinton email scandal, outside of the fbi, who was on that team that you referred to that made the recommendation? >> as i indicated before, that would be career prosecutors. >> okay. so they're prosecutors. anybody else on the team that was participant in the investigation? >> not to my knowledge. i'm not sure if you're referring to anybody else, give me some further context for that? >> i don't know, like, if they go back and do security clearances, determining classification, whether it is secure or non-secure i would think somebody outside of the fbi that would help you make those determination. >> the department of justice team would be department of justice employees. >> i'm trying to ask specific to which departments within the department? department of justice is

largeorg organization, right? fbi is harte -- part of it. who besides the fbi was involved in this investigation? >> as i indicated before the doj team was composed of career lawyers and seasoned agents in there. >> i didn't know if there was another unit or other people that was part of it. that was my question. my time expired. i wish i had 20 more minutes. i thank you,>> the committee win recess for approximately 15 minutes. harris: all right, so we have been watching a little bit what is going on capitol hill. we're monitoring this. they will take a quick break with loretta lynch on hot seat. you saw that exchange with congressman jason chaffetz. we were just mentioning him and a back and forth. i want to get your thoughts, bill. >> if you think about what could come ultimately out of this hearing, i am left to wonder what it will be. because so far there is not a lot.

what we're trying to say before we went back to loretta lynch, that republicans believe hillary clinton did not tell the truth last fall. harris: a lot of people believe that. even democrats. >> but whether they asked comey last thursday, specifically about that question, whether or not he lied under oath, he said we were not charged with that part of the investigation. harris: that is not an answer. >> if you have then give a confession to open up a new investigation, they would have to determine that. you're now within four months after national election and the fact they're having this hearing today, if you were to open a separate investigation, whether it concludes in four months or four years, that would be something that hangs over hillary clinton campaign well through november. harris: i don't want to go down the rabbit hole of conspiracies but it was interesting/convenient, to have announcement of a bernie endorsement while this is going on. julie, go quickly. >> don't know about that i think they made endorsement as quickly

a gunman during thursday's "black lives matter" protest. his visit comes as tension across the country continues to mount. there were protests in several u.s. cities last night including atlanta, where police arrested demonstrators blocking traffic. meantime the president of the dallas police association slamming the administration. >> i don't think law enforcement believes they have had the full cooperation of the president or many of our politicians in this country. it is time for all of them to get together, stand up and have a positive conversation for both sides and everybody needs to listen. sandra: after a meeting with president obama and law enforcement at the white house yesterday, the fraternal order of police, telling "politico" struck by what could be a new tone from the president. jim pasco saying one really striking thing the president said in opening remarks the shooting in dallas was many ways

strikingly parallel to the dylann roof shooting in charleston, in a sense it was a hate crime. what do you expect out of this today, to hear from the president as by the way he will be joined by former president george w. bush? >> i think it's a story that has so much deep texture. it is culture and it is race and it is law and it is order and it runs deep. listening to that african-american surgeon yesterday he is deeply affected by what he sees in st. paul and baton rouge, louisiana, and i don't think anyone can sit here and take that away from him. as an american i am so happy to see president obama and president bush, i am so pleased to see ted cruz on air force one flying out of washington to his home state. this is the kind of stuff we needed seven 1/2.

thank god, it is happening today. sandra: but at same time we heard from the dallas police association slamming the president for his rhetoric around police officers and liz, when you were just, we were listening to hillary clinton, you very passionately reacted to her calls about how to make our police forces better. liz: yeah. what america is looking for now is a unifying leader. somebody who will move beyond the divisiveness that this country has been suffering for a number of years right now. the question is who is that unifying leader at a time when both hillary clinton and donald trump's approval ratings ratingt so great. who can electrify the nation to that forgiveness and compassion toward each other. whether the president can pull it off, remains to be seen. we talk to people in the fbi and law enforcement they feel the president has been divisive and negative towards cops, not liking it at all. sandra: to the point, we feel

like this is moment today where we could see unity in the message put out there. do you expect that to happen? could this be a turning moment? >> i don't know, i would love the hope politics could be put aside once in a while as bill alluded to, i don't know we're there. unfortunately talking about people who on one hand think "black lives matter" issue is a bunch of terrorists. on other hand talking about democrats that want to focus on gun control and other divisive issues and when everybody has their hobley horse, i'm not suggesting one or the other is not valid, would be nice today if of all days, ted cruz, the president, david brown, an amazing leader throughout all of this -- sandra: the mayor of dallas. >> and former president bush can stand up on the stage together wherever they will be and actually just talk about the killed and slain police officers as opposed to talking about whatever the political message of the day is. sandra: in addition to the addressing the city of dallas and first lady will be meeting with the families of those

fallen officers as well. harris: you're watching now live, you will see the camera take different shots here and just a moment ago the five officers and beautiful portraits that are up at center of the stage there and now five seats that are set for them, look at that. just take a moment to take all of this in. this country has been through so much in the last few months. the culmination, i mean we've been through orlando. culmination of that in recent days with the loss of these police officers, stories coming to light. bill mentioned the black surgeon who was trying to keep the officers alive. we saw a black woman yesterday or i should say over the weekend talking about how officers covered her and changing the narrative that has so divided this country and it is so necessary right now. what a blessing to hear those stories. but as we watch the empty seats we know who we're missing today. we want to draw our attention to the screen. keep your eyes on the screen. this is live event.

sandra: eloquent words of police chief yesterday, bill. many of us were taken aback at his ability to convey, what is a very difficult challenging, time, for the police forces of this country, and very boldly said we're asking too. of cops. >> when i saw chief brown on friday morning address the people of dallas and people of this country i knew they had the right guy at the right time. when he used that line about you know, in this job lately we had a lot of bad days, let's make sure today is not one of those bad days. just thought his message was spot on. keep in mind with the dallas police have done, they have adopted a lot of the recommendations that have come from washington and other police departments -- sandra: escalation. >> to work on that and work on that sense of community between the police and the citizens. they have done that very well in dallas. no, no one clearly deserves this. but they have the right guy at

sandra: we're days now away from finding out donald trump's running mate. his campaign manager revealing the presumptive gop nominee will announce his choice for vp by the end of the week. the top contenders report he had i include indiana governor mike pence set to join trump on the campaign trail today and new jersey governor chris christie who was with trump yesterday at a rally in virginia.
