impact on policy. there is the ticket on your screen, donald trump and governor of indiana mike pence will run together for the ticket and watch it all unfold here in cleveland over the course of the next several days. that is it for us. bill hammer will join us, and "happening now" is underway right now. >> fox news alert, how things have changed over the last 24 hours, we expected to open this program with donald trump's announcement of his vice presidential choice and we will do that in a more subdued way after the terror attacks in nice, france. 10 minutes ago donald trump made official with a tweet, he has chosen the governor of indiana to be his running mate. joining us now, bret baer is the anchor of special report. john roberts alluded it is tough to keep this secret. it would be the worst kept secret in politics, mike pence would be the choice but it is official. what does he bring to the table?
8:01 am
>> good morning. is someone who is obviously a governor of the state that has been successful on the economy. although he's having a tough run for reelection in indiana. he's got a lot of experience in he was elected governor in 2012 in indiana. before that he spent a decade as a congressman, he was the head of the house publican conference. he was also on the house foreign relations committee, he traveled to iraq and afghanistan and around the world and in that capacity so he brings a foreign-policy experience as well so i guess what he brings most is a contrast to donald trump in campaign style, how he talks about things and perhaps outreach to the base of the party jon: there is a scramble now to figure out who's going to
8:02 am
be the republican nominee for governor of indiana. apparently the names include eric holcomb whose tight with the formergovernor mitch daniels . also another member of congress who may be in the running, todd nikita and perhaps representative susan brooks. any thoughts on those names brett? >> there will be an interesting battle there for indiana and some breaking news here, i have sources telling me that mitch daniels is considering another run. for governor. and that he may be recruited to that position and that would be welcome for the party in indiana and actually welcomed by senate majority leader mitch mcconnell if you game this out when evan by announced he was going to run for senate in indiana as a democrat. there were some concerns
8:03 am
about that race with mitch daniels if he gets in the race with the governor, it changes the dynamic and brings republicans so that's a familiar name but we will see. sources tell mehe's definitely a possibility . jon: brett behr live in cleveland, coming back later this hour to talk about goings on there and those developments regarding mike pence running with donald trump. thank you. melissa: more on this development of a vice presidential candidate running alongside donald trump. richardson is reporting live from cleveland now. which, what do you know? reporter: we've spoken to a number of republicans yesterday at the rules committee knowing that this could very well be a mike pence election, much of the buzz we heard from yesterday was that was going to be my pants and that announcement had been put off because of the terror attacks last night in nice. the reactions we got from a number of republicans you're mostly positive for mike pence and as you talk about with brett and john is that
8:04 am
it does fill a void. there are a number of republicans who feel and believe donald trump is not a true conservative, doesn't have his conservative bona fides on economic issues and that mike pence would help fill that void and that's the sense we got from a number of republicans yesterday but there was also concern having to deal with just the match between the two. donald trump is a candidate who, if pizzazz is one word you want to use, he's controversial, he's flashy and mike is that type of person so there was concern among some republicans that perhaps mike pence would be a good match but there are others who say that an asset because it's a grounding factor for the entire ticket and rounded out nicely so so far early reaction before the official announcement we got was that it was a positive, donald trump would pick someone like mike pence and now that's come to fruition. melissa: we have seen newt gingrich on the attack especially in the wake of
8:05 am
what happened last night in nice. what is the chatterabout what happens to newt gingrich in the wake of all this , that he will still play some essential role ? >> what we've heard from a number of republicans and even newt gingrich himself is he has is going to remain active in this as a circuit for donald trump and that issue that you discussed, we've been talking with convention officials this morning about how this may change the calculation in cleveland. what we've been hearing is that terrorism had always been an issue, that they had hoped to capitalize on politically, push the message of how donald trump and deal with these issues and then hillary clinton can. there's was polling showing donald trump is underwater to hillary clinton when it comes to the idea that who would we trust more to handle terrorism but republicans have always been the party typically in polling that voters tend to trust more on issues like that so they are hoping to gain ground on hillary clinton on that front, especially when you
8:06 am
look at president barack obama's numbers on that issue . the latest fox news poll shows the president underwater, that fewer americans trust the president on his handling of terrorism then don't so they are pushing back, hoping it's going to be an issue and expect to make it even more so. melissa: richardson, thank you for your reporting. jon: we are learning new details about the man behind that horrifying terror attack on the french riviera last night. at least 84 people are dead including many children and to americans. good friday morning to you, i'm john scott. melissa: i'm melissa francis in for jenna lee. authorities say he was a 31-year-old tunisian man living legally in france. the deal capturing the moments when he plowed right through a crowd. gathered to watch fireworks celebrating france's national holiday. the truck speeding down the promenade for more than a

mile, sending bodies into the air like bowling pins. before police shot and killed the driver and this massacre follows to deadly attacks in paris last year. >> the idea is to use a pickup truck as a mowing machine, not to mow grass but to mow down the enemies of allah area pick your location and timing carefully, go for the most crowded locations to achieve maximum carnage, you need to pick up as much speed as you can while containing control of your vehicle to strike as many people in your first run. that is exactly whathappened tonight , al qaeda published it in 2010 in their magazine inspire. >>. [screaming]

>> you walk on the street and there are bodies everywhere. there's blood everywhere. i was standing in blood and didn't even realize it, my wife told me. >>. [shots fired] >> when i look down i didn't see people you know like, walking away hurt, everyone that was down was completely lifeless and you could realize looking down there was nothing you could do any of those people that were out. they were obvious signs of them being deceased.jon: unbelievable. ebony hall live in nice as france declares three days of national mourning. benjamin.benjamin is apparently not able to hear us at this moment. sometimes we have trouble establishing our contact with our cruise in the field.but

(vo) but you get to keep the memories. love. it's what makes a subaru, a subaru. melissa: another fox news alert, at least 84 people killed, dozens more injured after a truck plows into a crowd along the french riviera, mowing down men, women and children. in what the french president has called a terror attack as we learn more about the driver who died in a shootout with police. french officials are describing him as a 31-year-old tunisian man with no known connection to any terrorist groups. let's bring in tom johnson,
8:17 am
senior fellow at the foundation for the defense of democracy and senior editor of the long war journal. danny colson, a former deputy fbi assistant director is back with us, we hope he can hear us this time area,, i'm going to start with you. there's a hashtag now enough. the front page of newspapers saying again. americans and people around the world can't believe this continues to happen. what needs to change? >> one of the talking points here in the counterterrorism community and among politicos is we need to be resilient. i found that to be callous to the people who died yesterday in france. i find it calloused to the people who died in baghdad before that or around the world. it's not about resilience, the west is resilient. we need to fight back in a way that puts an end to this threat. we need to take the fight to them in a holistic way that ends the spread of this ideology. we have to discredit the ideology on the battle field, that's the starting point for
8:18 am
ending this threat. we don't know a lot about the attacker yesterday. there are details i don't know about as i sit here, he has not claimed responsibility, i don't know his background but we have a caveat. given the spread of the jihadist ideology, it's somehow related to the seven danny, let me ask you because hillary clinton with bill o'reilly last night saying we need an intelligence surge. it seems like when you have people inspired on the sidelines by this type of attack as we said at the beginning with what was described in detail in the inspire magazine that it's not about intelligence. you have individuals out here who are acting on their own. how do you battle back against this as we see really the death toll mounts around the world? >> there's a lot of aspects to this thing, we are at war and part of the war machinery is what they call immigration. i call it invasion. when you overwhelm your intelligence services, your law enforcement agencies with too many people that have
8:19 am
this same ideology, you're not going to win. you can put your finger in the dike and stop the trickle, you can't stop a tsunami of people that invade countries under the ruse of immigration when in fact they're not assimilating, they're not blending in with the community and they want to impose their own way of life and their own laws and if they don't do that, they kill you so you have to get control of the immigration policy. you have to limit those people that want to come here to various parts were like that but more importantly, intelligence is only effective if you act upon it. we can have all the intelligence in the world but if we are not willing to act on it, wipe out theirenclaves in the middle east , to go after them in the united states, to unleash the fbi and other law enforcement agencies to do the job they are trained to do without restricting them to get worse. what happened there is coming here. you will see a truck driving through the streets of the united states in a couple months probably.
8:20 am
melissa: we see that in orlando, seen in this country already. tom, you're the senior editor of the long war journal. this is feeling like a very long war. donald trump said last night we are at war, he's gotten blowback for that. is that an accurate statement in your opinion? >> we are definitely at war. i wish the long war journal was a defunct brand, i wish we were wrong but one of the things to keep in mind is back in 2010 we call this type of attack. al qaeda backed away from that. osama bin laden said indiscriminate slaughter, don't do that type of thing. they have become more discriminant about that type of thing, very precise military style operations that goes in and kills the infidel, meanwhile isis is increasingly openly encouraging its attackers to
8:21 am
do that sort of thing. they say get in your car and run people over. it's two different styles waiting terror attacks against the west and elsewhere and we don't know a lot about this guy yet, i don't know a lot about this type but it fitsthe m.o. of what we see them calling for . melissa: i would ask you, bill bennett was on last night with megan kelly and saying the only answer at this point is we need to attack the head, break their hearts, repairs. you the idea that this situation is coming out from so many different directions in so many different ways that this point is out of control and that's how sony people around the world feel. how do you battle back in a situation that seems out of control? >> first of all, you can kill the head but if someone else takes up the banner, it's not just that. you have to have a comprehensive approach with our allies in the middle east and especially muslim countries were being victimized . they have a total policy that utilizes international efforts, domestic efforts and basically it can't be a single-minded, single target take-out. taking out a leader, that

jon: france and really the world once again shaken to the core by a terror attack that left 84 people dead including two americans. the suspect in last night attack ran over dozens of people with a huge truck before dying in a shootout with french police. it is the latest large-scale attack on a nation still reeling from a massacre last

november. 130 people were killed, more hurt when terrorists struck in paris. joining us once again, brett behr, the anchor of special report and again, world events intrude on politics. donald trump was set to have a big rollout of his vice presidential nominee at 11 am eastern. instead he decided to push the official rollout of 24 hours, we know that it's mike pence but how do the campaigns now respond to another act of unbelievable brutality in france? >> john, i think it's laid out last night on the o'reilly factor. bill getting both donald trump and hillaryclinton on the phone talking about this attack , talking about how terrific it was but also talking in their own way how they are going to deal with if they are presidents the terrorist problem. donald trump saying this is a war, he obviously has talked
8:27 am
strongly about fighting terrorism. uses that to say this is not what's coming out of the administration as far as how they talk about it, in tone and tenor. hillary clinton saying more needs to be done and pushing for better intelligence. that's nuance, not speaking ill of the obama administration which she obviously was a part of as secretary of state but saying that there needs to be a stepped up efforts to go after isis. you're going to see this play out significantly in the selection and national security is going tobe a big part if you look at the polls after all these attacks . jon: it's going to be a difficult issue i would think for hillary clinton to walk because she was part of basically the architect of the obama foreign-policy for the first four years of his administration. she's got to be able to say she would do things radically differently to get a handle on this thing that has metastasized essentially during his term. >> that's right and it's a difficult line to walk.
8:28 am
with the obama administration, what they said is they are now putting the pressure on isis in territory, that they are squeezing the territory, they are continuing to go after them in iraq and syria and that is producing more of these one-off attacks like you saw in nice france last night. that's fine to say but it is not drink to the american people that you're going to be able to prevent it or take isis off the face of the map. so i think this orally, voters are reacting to trump on terrorism but you asked the question, who's better to handle a crisis and so far the polls go toward hillary clinton by double digits. jon: brett behr, anchor of special report. we will see you back on that broadcast tonight, thank you very much.melissa: dozens of people still fighting for their lives after last night attack in france area and what police are saying about the truck driver and how he may have planned the attack.

8:33 am
morning, we would probably still be in the middle of that now but he postponed the event until tomorrow in the late of the terror attack in france. international correspondent john roberts live in new york city with more on all that. reporter: this is not the way that donald trump had wanted to do it, he wanted to have a big event at a downtown hotel here in new york city. he wanted to have a lot of his supporters there, wanted to have cheering, music, whatever else goes on with a typical vice presidential rollout but he thought that in the wake of the horrible terrorist attack here in nice france it wouldn't have been the appropriate thing to do so he was delaying the announcement but then the flip side of that coin is he was up against a hard deadline that indiana governor mike pence had until noon today, a little less than half an hour from now to file papers with the secretary of state in indiana to say he was withdrawing on the governor's race for his name would have appeared on the ballot so one way or another, the cat would have been out of the bag so donald trump fought well, it's 11:00. this is when i said i was going to do it and he tweeted out that pence would be his running mate.
8:34 am
the big event will likely come tomorrow, the advance team trying to put that together. we are getting all kinds of reaction to penn suspect although it was the worst kept secret of the last 24 hours especially when responding and getting off the plane borough in new jersey outside new york city, he was either here to be the running mate or to see hamilton on broadway. likely the former rather than the latter but here's what we are hearing from marco rubio, great. mike pence is rocksolid and and coulter has been critical of this said i hope that pence is the truth because he thinks mike pence folded to his conservative roots when he wrote in some different provision in the religious freedom act there that he passed earlier this year in the state of indiana.megan mccain, or to, pence puts me to sleep sleep. the clinton campaign coming out against pence. think trump is divisive? meet his running mate calling
8:35 am
them the most divisive pic in a generation. mike pence and donald trump are on the same page. he signed the religious freedom act. he cited new restrictions for abortion. he did vote for the iraq war but voted against a deadline for withdrawal. he opposed the no child left behind act, also pulled indiana out of common core and voted against the troubled asset relief program. a couple areas where they don't diverge is he supported the transpacific partnership, said he thought it would be a good thing and trump suggested his ban against muslims, said that it would be quote, offensive and unconstitutional so a couple points of departure but a lot of things in common and john, what this really gets for donald trump is a lot of attention for him on the right. there have been a lot of conservatives skeptical of donald trump based on his past record. this will give them some comfort that he has a staunch conservative allied will be
8:36 am
whispering in his ear, many if not every day during the campaign. so that gives him a little more confidence to support donald trump. there are some people who say they would never vote for him or republicans and conservatives, john? jon: the battle goes on. john roberts at trump tower in new york city. melissa: investigators now combing through evidence after a devastating attack on the french riviera. at least 84 people died when a man drove a large truck down the seaside promenade packed withpeople. the crowd celebrating bastille day, the french national holiday . the french president says 10 children died in the attack. at least 50 people are still fighting for their lives . the death toll also includes at least two americans that we know of so far. relatives say 51-year-old shawn copeland and his 11-year-old son brodie copeland were texas residents on a european vacation. police say the driver was a 31-year-old father of three who lives a few miles from

the scene of the attack. investigators nowquestioning his estranged wife . they say he rented the truck last week and asked for the largest one available. jon: the presidential candidates weighing in on the tragedy in france last night, donald trump and hillary clinton both talking to bill o'reilly and describing the fight against isis as a war. listen. >> we're spending a fortune made-up that don't make a fair contribution. we're supporting nato and we should at least get something out of it and getting rid of isis and getting rid of this cancer that we're watching all over the world, that certainly would be a good thing. a good thing for nato to be involved and we need strengthen our alliances and i include nato in that. we've got to domore to understand what this is , a war.
8:38 am
against these terrorist groups, the radical jihadist groups, it's a different kind of war. we need to be smart about how we wage it but we have to be determined that we are going to win it. jon: let's bring in judith miller, a pulitzer prize winning investigative reporter and fox news contributor area that almost sounded like those two opponents are on the same page when it comes to how to deal with isis. are they? >> and in terms of fighting terror, it's very clear that hillary clinton is much to the right of the president she served, barack obama who doesn't like to use terminology like war, doesn't like to use terminology like radical islamic jihad these area hillary doesn't use the islamic part but she does call it what it is and donald trump has fallen back with a certain amount of tweaking instead of tweeting on his attack on nato. when he first criticized
8:39 am
nato, he suggested the united states shouldn't be part of it, that it was no longer useful. today we heard a call for a greater investment on the part of our european allies and that they should meet their obligations to nato. but both of them are definitely john on a war footing when it comes to isis or ãor whatever else we want to call it. jon: joining us for the rest of this conversation, ellen ratner, bureau chief for talk media and also fox news contributor. ellen, i'm not sure if you were able to hear those two clips from bill o'reilly and hillary clinton talking to, i'm sorry, donald trump and hillary clinton talking to bill o'reilly. both of them said nato's got to do more. but it does seem there has been a lack of military resolve to go at least after isis headquarters in syria. is that something you think is going to be advocated in the days ahead, maybe in the
8:40 am
media, maybe elsewhere? >> i think it's definitely going to be advocated. the question is how do you go after rocca and not have a lot of civilians killed and i think that's honestly to look at barack obama's expected, what he is worried about is how does he not kill a lot of civilians with collateral damage. but on the other hand after we saw what happened in france yesterday, you've got to take some very tough stances. jon: i want to read judy a transcript of part of what hillary said at the top, she said we got to do more to understand this is a war against the terrorist groups, the radical jihadist groups. it's a different kind of war. i don't know, words, we've got to do more. how about some specifics about what we are going to do? >> how about those pesky specifics john? of course we haven't heard any from her. we haven't heard any on this attack from donald trump either. both of them are falling back on very vague realities about
8:41 am
the need to do more. doing more is easy. it's easy to call for that pickup the issue is what are you going to do? are you going to send troops to syria? will that be helpful or will that in meshes in the city civil war that has gone on for five years and has cost 500,000 syrian lives. is doing more against isis in syria the same thing you would do in libya? most people think it's not pickup this is a complex issue. this does not lend itself easily to demagoguery and that's what we are getting at the moment, a lot of vague call for the declaration of war pickup america knows we are at war against isis. now the issue is what specifically are we going to do to prevent what happened in nice from happening here and happening to other western european countries? the other issue ... jon: the question is we are at war but it seems like we're exhorting all the punches.
8:42 am
>> we may be absorbing all the punches but what i think judy and i will agree on is that when the debate comes and there's three presidential's and one vice presidential debate, we don't know who the democrat is going to be but this issue of what are your specific plans, i think any debate moderator worth their salt is going to ask for specifics and then follow it up and ithink that's when we're going to hear it, maybe not till then . jon: the rest of the equipment statement, we need to be smart how we wage the war but were going to have to be determined how we went. no american would disagree with that but the devil is in the details and that there aren't many of them. judy miller, ellen ratner, thank you both. >> thank you. melissa: which candidate is stronger on terror? both of them advocating different approaches now. why my next guest says they feel one of them may be too reactive. plus, this is not the first time a vehicle has been used

jon: there is reaction from the presidential candidates to the horrific attack in nice. donald trump setting his sights on isis while hillary clinton took a more measured approach. senior political correspondent mike emanuel's life from our dc bureau with a look at how those political leaders are reacting. mike? reporter: a new president will take the oath of office and inherit major responsibilities including fighting terrorism in a world of national security. hours after the devastating attack in nice, donald trump quickly offered this assessment : >> this is war. if you look at it, this is war. coming from all different parts and frankly, it's war and we're dealing with people without uniforms. bloodshed it was a busy day on the campaign trail for hillary clinton, she had a chance to campaign with running mate tim came in southern virginia late in the day and she also called into the o'reilly factor to lay out her ideas. >> one of my priorities is to
