a mile on the french promenade. here's more from where the injured were taken, greg? >> reporter: it is a horrible, horrible scene. up to the hospital a mile from the water front and a sad scene and tearful relatives coming and going, it is here where the adult injured is brought and a morg where all 84 where the dead are brought for identification and. down on the water front, in the scene of the carnage last night, investigators are getting a clear idea of what happened. we have an identity of the man who drove the truck. 31-year-old mohammed bouhlel. he was not on any can terror watch list, but he had a petty crime rap sheet.
10:03 am
he was here and he rented this vehicle shortly before this happened. somehow he got around the barriers that blocked the traffic that allowed 10000 to gather to watch the fireworks and we'ved in and out of the crowd and going after men, women and children. that is tragic thing. families ripped apart p. 50 children were injured. ten children were killed in the scene of chaos. and some people fleeing in the sea and some people in the water. they are going through the evidence and the house that the man was raided and exwife was held and he had three children and finally melissa, french president hollande here as well.

of course, terrorism will be one of the next challenges facing our next president. and donald trump announced who he wants to help him fight it. indiana governor p mike pence will be the running mate as they try to win the white house. mr. trump will hold a new's conference tomorrow 11:00 a.m. eastern time. carl has more from trump tower. >> reporter: donald trump called us last night, in the wake of those attacks and said he would postpone the announcement, but as a practical matter, most of the red media reported that pence was on the top of the list. and there was no way that it would not come out today.
10:06 am
even though there would be a now's conference tomorrow in manhattan, trump was pushed into doing this and irritated because so upon much information had leaked. most particularly the partial list of speakers that left an opening for the vice-president nominee and had gingrich and christie. but pence was not on the list. and deductive reasoning said it was him and now comes the delay and for all practical purposes, it was known and pence is looked upon as being praised by the republican establishment where as trump has got ep criticism. rnc and paul ryan are on board. he is a moosier former tv
10:07 am
anchorman and he brings to the table a demeanor and tone that people think counterbalance and compliment the bombastic rhetoric from donald trump. it is the new ticket and we are waiting for the bumper stickers and the two will stand together publicly tomorrow, jon. >> i mentioned they will run for a office to deal with the scourge of terrorism. >> reporter: first of all last night, he said he would cancel the now's conference because he didn't think it was appropriate. he calls himself the law and order candidate and on his strength, he wants to find out what the hell is going on. he was critical of the attack. he a pored on o'rielly as did hillary clinton. and they are trying to plant the
10:08 am
flag and donald trump is very, very tough. this is what he said. >> here we go again. it's going to be a different world. we are living in a whole different world no respect for law and order or respect for anybody. this has to be dealt with harshly and i come out with my nonpolitical statements that so many love and some think is terrible. but you are not wrong the way you started the question. we have to get awfully smart and vigilant and if we don't, we are just not going to i have a society or world anymore. this is crazy what is going on. gretta asked him if it was terrorism. >> reporter: he called me and
10:09 am
gretta and bill o'rielly and wanting to weigh in on this. and again, as horrible as it is fighting terrorism is in donald trump's wheel house and he said he would be far better than hillary clinton. >> he has the phone number. >> and shaun hanity will interview mike pence tonight. >> the clinton campaign react being and calling govern goff mike pence a devisive and unpopular running mate. and now we'll wait to see who clinton chooses as a running mate. she will spend much of the weekend making that decision. clinton reacted to the terror attack in nice and said every american stands in strong solidarity with the people of france and we will not be intimidated or a you low the
10:10 am
terrorist to undermine the democratic values that underpen our way of life. and this to say on o'rielly factor last night. >> one of my priorities is launch an intelligence surge. we still don't have enough intelligence kopgz between those in our country and in europe. in europe they better address this, too. they don't share enough information across their borders. >> we'll talk about it with a couple of experts on the intelligence gather aring that comes with these attacks. retired director derek harvey, michael balboni is a retired new york homeland security official.
10:11 am
mike, you have been responsible fore protect being a state from this attack. >> it is one of the things you can't anticipate. g the problem is, what do you look for? you have someone who didn't have is a bomb to detonate. he simply went and drove a truck in a crowd. how dew screen for that? that you are going to be someone overseas and come in illegally. and yet, in san bernardino and orlando and people here embedded here that were citizenses here legally. and the challenge is all of the assumptions to set up the security system and network and how do you take intelligence and make it actionable be and prevent those attacks in a local level. >> you have said that we wasted
10:12 am
time here on, you think we could have wiped them out. >> jon, we could have done a lot more. it begins with defining them and going after them. it can't be just defense. yes, intelligence ahead of the game and understanding of where the attacks may come from is important. but we understood that isis was developing in 2012 and 13, it was diminished as a threat and called the junior varsity team. and created conditions in libya where isis could grow and not addressed isis effectively. the resourcing is not at the levels required to address the threat and it has inspired am people like this gentleman in san bernardino and paris and brussels, even in boston to do
10:13 am
the heinous acts. it begins with understanding we have a serious threat here in america and also our allies. >> america was hit smack in the face with the terror are attacks of 9/11. and right now, the house intelligence is holding a meeting to release the 28 pages of the 9/11 report. there has been widespread scrutiny about p what they may reveal about saudi government on what happened to 9/11. michael, what are you expecting to read when the the 28 pages are released? >> i expect to see a focus on the saudi system of the medrosis and the schools in which you have clerics that are
10:14 am
radicalized and preach frankly jihadi. and we are going to see what affect that had on the 9/11 attacks. this is politically and internationally sensitive topic because of how close the united states has been with the saudis. and so what we are going to see what those names reveal. but this late and long- time afterwards, i am not sure the impact will be operational with anything that is going on today. >> derek, the saudis, the suspicions about the madrosis and sawed ise funding is confirmed, this is part of the problem we saw exhibited in nice, france? >> i think we have to break it in two parts. the 28 pages will show fbi and cian and other intelligence
10:15 am
agencies looked and examined all of the acertains and most of these will be individuals that had had ties to the 9/11 perpetrators. and we'll see a lot of nothing. and that is going to disappoint the conspiracy theoryist, but coming back to the previous point, we have to have concern about the wahabi support for a agenda that helps to set conditions in which extremism and radicalization occurs. >> it appears it will happen later today to be released. thank you both. >> thank you. >> we take you to the white house where presidential spokesman josh earnest is speaking about what happen in
10:16 am
noise. he is saying that the administration has been in touch with president hollande's government. >> how it was carried out and whether or not he received instruction or direction about p doing so. so this is, we for the early stageses of the investigation and as french authorities begin to collect information that help answer those questions, they will rely on the strong support and capabilities of the united states government. >> the message for the guidance from the president of the united states government after the other terrorist attacks, people shouldn't give in to terrorist, but go about their business? [inaudible] there seems to be an attack every week or ten day, can that still be the measage and
10:17 am
guidance coming from the government since we are seeing it happen on a regular basis? >> let me answer that question two different ways. the first thing is, the kind of advisories that are issued by the federal government are consistent with what the federal government is giving to employees and different facilities around the globe, we believe that it is good practice to ensure information that is being shared to federal employees to ensure their safety and security. it is important to share that information to the u.s. citizens as well so they can take appropriate precautions. encourage people to be vigilant and aware of their surroundings and encourage people to follow that advice. what is also true is that the united states government in an
10:18 am
effort to protect the american people and protect the interest of our allies around the world expend significant resources in countering extremist and protecting the american people. one element of that strategy is deepening our coordination with our allies including our allies in france. the president is determined to do that work and in the days we'll see more of it. >> do you have going to say about donald trump's choice of indiana governor mike pence made official today. >> tpapproximate exporting mike pence? >> no, i don't have any comment on that. >> they are turning to politics, josh earnest at the white house and talking about the white house respops to the terrible
10:19 am
events on france overnight. more on that now. >> french president hollande said the nice attack connected to the wars from syria and iraq and his country and reeling from another deadly attack. here we have a former adviser to nato examiner and a columnist and contributor. thank you for joining us today. >> thank you so much. >> i am struck by the comments that came out. one is something that hillary clinton said. we have allies in the region who are holding the line for us, talking about what is going on in syria and the middle east. do you agree with that statement alloys that are holding the line for us and is that not? >> absolutely not. it is a cardinal sin of why the
quote
10:20 am
war is going so slowly there is no reliable ground troops anywhere. in iraq there is a brigade of noncom bat groups to help the iraqi government take control of mosul. and in syria, the reason the rebels don't want to fight isis for us, they don't trust us and we will not prevent them from being slaughtered once isis is defeated and assad is in control. we have no reliable allies on the ground. >> she talked about an intelligence surge, that's what she is calling for and an element to be a solution in the onslaught of attacks that we see week after week. would that help in this case? >> no. i saw her interview with bill
10:21 am
o'rielly and it was a classic clipt upononian double speak. radical jihadiism. >> it is preposter us but calculated to appeal to the security hawks in the republican party and not offending the democratic hucksteres. and sorry go ahead. >> finish your thought, please. >> no, i was going to say intelligence surge is a good idea, but the policy suggestion that she made which is increased cross board per cooperation and sharing data about passenger list has no relevance to the
10:22 am
terror in nice. it is irrelevant. >> we have to go. thank you so much. >> new developments in the white house playing out on social media as donald trump announces the vp pick on twitter. i'm terrible at golf.

10:26 am
hillary clinton. >> donald trump uses social media to make the announcement about the vp pick. tweeting he selected indiana governor mike pence. here is the host of media buzz. howie so much to discuss. starting with the vp pick and what do you think. >> it is so fitting that donald trump uses twitter ends up tweeting the choice of running mate. he was boxed in because of all of the locs and counter locs and pence, it is not final and not called nought and pence was on saying he did not rk and then make his final decision. and once he postponed this
10:27 am
morning, pence faced the noon date in indiana. and trumpoused twitter to confirm it. and it is a smart and safe and boring choice to some in the media saying that pence is a low key politician. >> doesn't match. you talk about balancing and he could use a side of boring there. because p he's exciting is one word for it in the whole campaign. and somebody who has steadier might make a lot of sense. it was smart from a media perspective to postpone the news conference given everything that happened last night and up against the idea that he had to say something because of the filing to tweet as to not to overshadow or look inconsiderate of the tragedy from last night,
10:28 am
no? >> i think that was a smart decision. more than 80 people dead and horrifying attack in the bastille day, it would be hard to come out and do the ra- rathing with mike pence. it made sense to not. and do the low key. >> and obviously gripping and a lot of the graphic images coming out of attacks in nice. terror just dominates the media coverage and gets reaction. it was interesting to note last night that hillary clinton called in to bill o'rielly's show. she was not receptive to coming on fox news channel, when does it say to you that she felt like she needed to be heard by the millions of viewers that watch this network in addition to
10:29 am
hearing from donald trump here. >> it was a smart decision by hillary clinton. she called in after donald trump. there is a terrible tragedy and she wanted to be. i don't know, i heard criticism earlier in the program but p she used the phrase we are at war with radical jihadiist group. they are not providing a lot of specifics. does that mean ground troops and air strikes and declaration to congress. the american public knows we are at war. and this is starting to it change the campaign when you have orlando and dallas and nice and other attacks. >> bill pressed her. does that mean ground troops and she started fumbling it is an intelligence surge which is what i have been calling for.
10:30 am
and he said does it mean troops and she said we need tough, strong and diplomacy. that is like jum bo shrimp. we'll see. howard, we'll see you at 4:00 p.m. on fox business network and we'll see you on media buzz which is every sunday be at 11:00 a.m. on fox news channel and you can't afford are to miss that one. >> in nice, pouring over the evidence from a mile and half crime scene and learn if the truck driver had accomplices. donald trump names mike pence to be his running mate. what would the trump/pence administration look like. that's next.

10:35 am
melissa, good afternoon. the attacker, mohammed bouhlel who lived in france was identified. and the name would be run through the u.s. government hold haddings including the watch list and map his communications and contacts in the few days leading up to the period where he rented the truck. there was two automatic weapon ands mobile phone and documents. it is part of the crime scene and potential evidence in his home in nice. he had a history of violence and petty theft over the last six years and six month sentence for road rage. he was not known to intelligence. and it was reported that he shouted allah ak bar before
10:36 am
being shot by police. and the use of a truck is used by al-qaeda and isis. though isis has been more indiscriminate is brazen. >> isis is more calibrated. very precise military style operation and goes in and kills infedells, and isis is openly encouraging the followers to do this sort of thing. get in your car and run people over. it is two different styles of waging terrorist attacks. >> speaking to officials who work in the counter terrorism space, there is such a feeling of how heart sick people are over what happened in france and undercurrent of really severe concern. >> i was told by one government official that there was nothing like this on their radar in the
10:37 am
briefing yesterday and the possible use of a truck as a weapon in this way, melissa. >> and thank you. jon? >> donald trump is delaying a planned news conference because of the terror attack in france. he tweeted his vice-presidential pick mike pence. we have our guests here. what does pence bring to the ticket, katelin. >> he fills in gaps for trump and they are very different. think of how unconventional trump is. pence is a conventional post. conservative and well known and well liked and respected mong the congressional colleagues and a former member of congress and a current governor of indiana and brings midwestern appeals
10:38 am
perhaps and he's mild mannered than trump and of course, mild mannered than gipping rich and christie. and he's wildly received as a positive choice for donald trump. i talked to several conservative activist and leaders who are welcoming this choice. they see this as a step in the right direction and looking forward to working with pence. >> does he expand trump's appeal, josh? >> he does more to unite the republicans, at least republicans were wary of donald trump and ultimately support him anyways. >> the never trump crowd. wumaybe that is not. >> some of the never trump crowd. but the bigger challenge he doesn't have the close personal relationship to trump that christie and gingrich.
10:39 am
he has ambitions. he may want to run. safe picks and rely on them to be on message and say the same thing has presidential campaign would say. if trump gets in a controversy and will pence be on the team and be on message as much as he needs to be as a running mate. >> this comes as the back drop of the nice terror attacks. this was supposed to be 2:00 oastern time. trump released the name on twitter. no surprise to most people and it is officially pence now. and what does the terror attack do in term was how voters will look at the combination running for the white house. >> and given recent event.
10:40 am
trump campaign was critized for the handling after the orlando attacks and response to previous attacks. it is interesting, trump does better than hillary clinton when asked about national security and terrorism. it is his handling received criticism and his postpone was a counter to how he handled evens before. we are heading into p the republican national convention next week in cleveland. and so i would not be surprised if we see trump and pence present a united front and talk about issues of terrorism and national security and in a way that speaks to the base and anxiety and frustration that that kind of thing in the electorate. it is an interesting p contrast between the trump campaign and clinton campaign. it is not yet clear what the voters will decide. njudge, i know you have said the
10:41 am
choreography of the pence announcement was handled badly. but you can't plan for the teritible events in france. >> it made sense to cancel the announcement on friday. but the way it was announced and complicated by the fact that governor pence had to decide by p noon today whether on to run for reelection. he needed to know if he was the choice. it created awkwardness but the optices were not great for donald trump. >> thank you both. >> leaders calling for change after the attack in france. what it will take to win the global war on terror. ou clips a food truck. then your rates go through the roof. perfect. for drivers with accident forgiveness, liberty mutual won't raise your rates due to your first accident. liberty mutual insurance.

yesterday's deadly attack. but warning that the attacks will not soon. ravid is a national security senior fellow in the foreign policy research institute. thank you for joining us. you looked at the front page of a lot of papers and on social media people saying again and enough. this is a fact of life now. we have to get used to it. do you agree with that? do we need to accept this? >> absolutely not. i think the terrorism has two compones. one is the heinous act that brings loss of life. and the second part is the terror part of this. i am a new yorker and i remember clearly the days after 9/11 with mayor guiliani and president bush said as americans, best thing to do to counsellor are terrorism is live our lives.
10:46 am
it sounds kwapt and simple but that's what you have to do. you have to have faith in your law enforcement and military to counter and detect the threats. you can't let it impact the life. >> but at the same time, it feels like it is without question happening on a greater scale and that thingses are without question getting more dangerous and hearing hillary clinton say in response that she's pushed hard for an intelligence surge. you are an intelligence expert, what do you make of that statement from her? >> it is sound of ambigguous term. we go back to 9/11. before 9/11 fbi and cia were not talking and that led up to 9/11 and it was a failure. you can imagine that u.s. intelligence agencies and while
10:47 am
they might cooperate perhaps are not sharing intelligence in the level they should be. we have to have stronger relationships with our allies. and the french need to share with us and we need to share with them. >> what does that have to do with this incident or orlando. it is not a matter of failed intelligence. we see again and again. people who are inspired by the idea and fighting that is going on elsewhere and intelligence is not going to make a bit of difference. >> i disagree with that. we fought a war that is looking and these are people sent from abroad and funded from abroad and trained from abroad. we stopped that here in the united states. the model is san bernardino, orlando and chattanooga and now probably in france as well.
10:48 am
and it does not moan from an intelligence perspective you can't build a profile. we have to rethink. our enemies are not stupid and realize sending fighters in saudi arabia to 9/11 is not going to work. france as well. that doesn't moan you cannot detect these people. and the intelligence community and agency as a whole have to shift to catch these guys and monitor them before p they commit the act. >> jamali. thank you for your insight today. >> never trump movement losing a co battle. the republican rulesd8 makes a decision. are their efforts to replace trump at an end. security plans in cleveland
