tv   Americas Election HQ  FOX News  July 17, 2016 9:00am-10:01am PDT

9:00 am
called for peace. >> it may not be predictable but law enforcement around the country continuing as this sunday coverage continues. breaking news now as the police shootings in baton rouge, louisiana. i want to bring you up to speed. at least four officers have been shot. fox news confirmed two of them died. the shootings happening less than a mile away from police he headquarters. we are live in baton rouge, louisiana. let's go to him to find out bla what's happening from louisiana. we have getting several police officers shot and the numbers are moving.
9:01 am
what can you confirm at this point? >> if you take a look east of downtown baton rouge here the scene within the last 30 minutes or so has calmed down dramatically. it is still quite a fluent situation. a number of officers have been shot out here. you have to go back to july 5th, when alton sterling was shot and killed. last weekend was quite different from what we have seen this weekend. nearly 200 protesters were arrested at this time. they were criticized for some of the responses to the protests. in the days after last weekend things calmed down dramatically. cameron sterling, alton
9:02 am
sterling's son, he came out and had a plae to stay peaea to sta. he reenforced that message. this week has been starkly different than last week. this weekend it has really been business as normal here. now a number of officers shot this morning. 9:00 a.m. this morning at a shopping mall behind us. we still have officers racing by. they have been doing this periodically. quite a fluent scene out here. >> we are getting more information in. we'll come back to you here are the hard numbers we can confirm. three police officers have been killed today in baton rouge in
9:03 am
what's been described as an ambush. four are injured, a total of seven. i want to bring in steve, the president of the cleveland police patrolmen association. before we get to you i want to set the scene here. we are in cleveland for the republican national convention. it has been your task to make sure people all throughout the venue are safe. i want to get more on how it might effect here. >> this all began with a 911 call from on aftrican american
9:04 am
male saying another male was pointing a gun at him. the officers responded. an officer ended up losing his life with his gun in his pocket. they are pressing off to the public and validated it to statements and now we have seen escalation. this has got to end. we need some leadership in this country to come forward and put an end to this. i don't care if it's clergy or who it is but somebody has to step up and put an end to this. it false narrative and people politicizing the false narrative that we have a president of the united states and governor of minnesota making
9:05 am
a statement less than one day after the police involved shootings. the police involved shootings are what absolutely has triggered in rash of senseless murders of law enforcement officers across the country. it is rep henceable. the president has blood on his hands and it will not be able to be washed off. >> i hear the emotion in your voice. we heard it from the lieutenant governor of texas, dan patrick, with police officers killed in dallas a few days ago. i want you to talk about the fact that here in cleveland we have hundreds of police officering coming from all over. and i want to be careful about the language we use but it is what it is. you have a lot of police officers coming here. >> we have a lot of police officers. >> and they are targets.
9:06 am
>> absolutely this is targets. this is proof they are targets. it asked for him to ban any open carry weapons in cuyahoga county. anybody that will have an open carry weapon will be treated and looked at in a hostile-type environment. this is what i meant, plolice officers being ambushed, we are look at people very, very hard. the governor needs to seize the moment and take care of this issue with some type of order or whatever he needs to do to outlaw or ban open carry weapons here. i don't know what the details of
9:07 am
baton rouge are but i assure you anybody with a weapon slung over their shoulder will be looked at in a much different light given the circumstances and what this country is going through. how the hell did we become the bad guys in this country? if it is the irresponsibility statements of people like the president of the united states like celebrities, if you're blessed with celebrities and blessed with parents, use that for good, not evil. >> i hear you. >> and actors out there spewing venom. we have singer song writers spewing venom. we had an athlete doing something that he has since apologized for. we have to come together on this.
9:08 am
>> kbryeah. >> it is interesting because this then begins to step into the ground of politics when you talk about the second amendment rights and banning open carry in a statement where it is the law even if it's for a period of time throughout this. it will be at that level. that will be a political and public safety issue. before i let you go, i want to talk about securing a venue knowing police are targets. you know, it's our democracy on display for the world. we are blessed to have officers come and give their time and energy here. it looks much like a military n installation right now. you're from here and you're
9:09 am
challenged now going forward. >> that is a challenge going forward. history has shown us we have to fortify the city if we don't want it to be trashed by a bunch of people who have no business being here, breaking our stuff and throwing rocks at us and now murdering us. history has shown, the policies and procedures here in cleveland and in philadelphia are written in lessoned learned and historically unity. this is an absolute tragedy that this is the state of affairs. again, a four time convicted felon didn't comply and the president of the united states have had words to say about
9:10 am
that. it is an absolute travesty. i can't imagine a worst case. i will have 600 police officers out here. >> i know. >> we'll have another 2,300 officers that are coming in from all over the country to help us with this. this is a great country. this is the only place in the world where you can come and you can say what it is that you want to say. we defend the second amendment and we defend the institution and the rights for people to be able to freely say whatever it is they want to say. let me tell you something, the black lives matter movement, they were saying things that were inciteful and actually very threatening about what they want to do to police officers, taking over the district and everything else. i don't want to hear this
9:11 am
peaceful protest nonsense either. you cannot go into a theater and scream fire. you cannot do that. it's against the law. >> and we have a judge that will be on board with us in just a moment. i'll ask her about that. for right now to get your perspective on what it feels like to be the hunted. this was yet another ambush on police officers. thank you for taking the time today to give us your perspective on this. you have a big job ahead of you. i want to say thank you for what you're doing. >> i appreciate that . >> and all of the police officers coming out, we are praying for you guys. steve rogers is with me. you and i have come together on occasions. now we are together in clevel d cleveland. this time it's different. you said it's different.
9:12 am
why, steve? >> first of all the cleveland police thank god for a man like this because he nailed it. what's different is there's a pattern of assault on a democracy. it is the first line of defense against crime, the first line of defense that want to tear this democracy down. this police officer, he nailed it. it is false narrative all the way down that have added flames orb fuel to the flame of racism. >> in all of the years that wow were policing and you were also a former new jersey detective with the fbi. you have looked at cases of threats. you have heard that police officer talking about the threats. where do you take that? that's the language. we'll get to whether or not some of it is not protected speech. i have been in cleveland. i knew what was going on, they
9:13 am
were doing what they are doing and they were profetesting. the fact i didn't consider something when you describe the back and forth lewis was just describing. >> the good work of the fbi and local police. you to go through seven, eight, nine layers of security. it doesn't mean some maniac can't get out there and target a police officer. they will have to be on their toes and looking out for each other. we need political leaders that will help these cops. >> you had a family waiting for you to come home for years as a police officer. what are their loved ones thinking when they know this is going on in the nation. let's bring now on the phone judge puro.
9:14 am
you heard me talking about second amendment rights. i don't know if you were able to catch some of steve but he was saying far period of time until we get through the convention and maybe beyond that in some states that they would have the discussion, talk to me about how that might happen. >> first of all, let me say that my heart goes out to the families of all of these whose husbands and fathers had went out today in uniform. university today uniform is almost like a target. with five cops shot in dallas and now three in baton rouge, it is an attempted anarchy. to answer your question directly, you know, right now there are no guns allowed in the convention center. i am in cleveland.
9:15 am
i have been here since friday. you do have an open carry law. i don't know if you can say we are going to pass something or not pass anything and declare marshal law. it is a constitutional right and it has not been overruled in the court. >> what makes that decision? >> who makes that decision is they would have to pass a law and that would be enough. it would have to go on appeal to declare whether it is constitutional. at least 7,000 coming in from all over the country, feds, local, state police. this city is very, very tight. i was at a black lives matter protest yesterday afternoon. there were very few people
9:16 am
there. i suspect that a lot more are coming in. with this happens in baton rouge my fear is that the attempt to kill cops and the killing of cops is now becoming normalized. it is now becoming legitimized. i agree with your other guests to say that it starts at the top. when we have a president at the funeral of five dallas cops -- we got a real problem. we have a president more concerned about a conversation than what we have got is an attempt to protect the criminal and not the victims. the police officer ars are our line of defense. >> we saw chief saifd brawn,
9:17 am
that sobering wise voice, we saw him step up and say you asked us to do so much with so little. how much more can you depend on us and you have this almost open season. here is my take away. and i want to get your final thoughts. this target in terms of protection. it's a hard target. it's protected like none other in the country right now. perhaps the worry should be for those municipalities that don't have all of that police protection. >> yes. >> police officers are out there because we saw in flonew york a pennsylvania, no body goes out alone. what i'm hearing they have to be deeper than that, threes and fours. how many are you going send out in. >> well, it's got to be deeper
9:18 am
than that. these showed us or proved to us that the soft targets are the one that is are even less protected. so the point you make is an excellent one and that's where we have a concentration of law enforcement in a particular area, outside of that area we have to be concerned. more importantly what we have to be concerned about is whether or not the police are protected. i don't want to hear about the demilitarization of police. i don't want to hear about the fact they don't have anti riot gear. i don't care if someone is scared. i really don't. what i care about is that our police officers have the ability to protect themselves and to defend us. this anarchy thing is too close in terms of our society today. i guess that we're a free
9:19 am
society. when it's this easy there has to be a change in this country. what i want every american to think about, if this proliferates, who is the best person to take care of us under these circumstances? >> i here you. we have so many other issues. we have the islamic state. we have asking our police officers to do so much. thank you for being with us. >> thank you. >>absolutely. i will come back now to former new york police detective. hearing the judge there a couple of things came up. first of all, we were talking about the families and what it must be like for them. serving on police departments now are many members of our military. they are men and women who have been away and come back and served their country in one way
9:20 am
and serving their country in another way. we saw this in dallas, texas. we had members of former military on that police force that were killed. >> yes. the family members are terrified over what we are seeing. >> we all are. >> and here is where the anger comes from. is judge is right about a few things. first of all, the president of the united states, and i know it's been mentioned a lot on the air. you said you want facts, i'll give you facts. he has not given the police across the country the tools and equipment they need to combat this. he took away the military equipment he had before ferguson. he took away the funding we needed for community policing. him and justice department sent out a false narrative. i could name them, ferguson, baton rouge, baltimore, all false narratives that the police were the bad guys.
9:21 am
and this senator, i think it was from minnesota who immediately made this is a race issue, he hadded added so much fuel to the fire. we have to, as a country, come together but first and foremost we now have to defend the defenders. we now have to come forward and defend our police. we have to get on our elected officials to have enough guts and courage. as the judge said, i don't want to make it into a political issue. i would say maybe in this case you will learn that the shooters have a long history of criminal activity. we find it time and time again. we lock them up today and judges release them tomorrow.
9:22 am
they are released to go out and now kill police officers. >> steve, i'm glad you're with us today. i want to reset. if you're just joining us we are fleering the bottom of the noon hour. we are here in cleveland for the republican national convention. breaking news changes all of that as we cover what has happened in baton rouge, louisiana. we can confirm three officers have died in an ambush that injured a total of seven. the defenders that now need our defending to keep them safe, are at the center of all of this. i want to bring in ron wheeler, a fox news contributor. you and i have been down this road. we talked terrorism, domestic terrorism and talked a lot of things. this is not a civil rights issue. we are hearing people say no one
9:23 am
wins in the situation. this is not about civil rights. they are hunting our police officers. >> that's right. what we have here, we are at war right now. this country is at war. obviously you have various groups combatting against the police, police combatting against them. we have to, we must, find the solution soon or we'll continue to go down this path. what happened? more details will come out but whatever it was, it was an ambush. why would seven police officers at one location at any given time? the only reason that would be is because there was a situation going on there or they were called there. they thought it was an innocent situation. many of them killed and some
9:24 am
injured. in dallas you have five officers murdered in cold blood. until we address this as a nation. i think the president is responsible for some of it and the community is responsible as well as the police department. we have to come together to find the solution. >> one thing is for sure. if we were having a deterioration of relations between some communities of color and police it will be a break down all across the board because no one will be listening to those people. if in fact, there were things going on, the execution of police officers. >> you're exactly right. no one is listening. that's the problem. when you have groups like black lives matter, which has a very positive message to some degree but to another degree you have the new black panthers party it will only make for a horrible situation. what we have here, and don't be
9:25 am
surprised by this, we have the perfect storm for civil disobedience. that's what we have here. again, until we have leadership just like steve rogers said, until we got leadership in this country that will take ownership, bring people together, we'll continue to endure this unfortunately. >> all right. so i see you echoing. she called this an attempt. you're saying a perfect storm for civil disobedience. what do you do about it? >> it is not an easy prop sags. >> but from law enforcement's point of view what do you do? >> i think law enforcement has to continue to engage and do the best we can. when i seek a lot of it being given towards police it's really aggression that's displaced. it should be against our government, not the police.
9:26 am
the police are always going to be the ones going to get the aggression to push back from the community. they are doing everything they possibly can. when it comes to individuals shooting at police that's a different story. we need to be aggressive and arrest them and in some cases we have to do what we have to do to put a stop to that. their behavior is not going to stop anything. >> steve rogers here. >> i spoke to some officers earlier. they have second amendment people. they are terrified over the fact that the political establishment has not suspended the open carry law at least during the duration. can you give us your take on that? >> i'll tell you, cleveland is my hometown. i know a lot of police in cleveland. as a matter of fact i started my law enforcement career with the police department. i know that department very well. i know the people in ohio very well.
9:27 am
i think john kasich is a very good man and i think he is weighing all of the options right now. if that's one of the options trust me, i'm sure he is considering it. i'm sure they will have to make quick decisions. >> and i know you'll standby for the hour. we do have this breaking news we can confirm. one suspect dead and two at large. just to give you the total picture of how many people we are talking about, look at this. you have seven police officers shot. three of them are dead. a suspect list that now is more than at least two or three, one of them dead and they are still looking for two other people. i want to bring in gill alba. you're with us? >> yes. i hear you. >> so i have just given details there. this was a big back and forth.
9:28 am
we don't have all of the details but that's a lot. >> this is a whole different game now when you have one suspect and they do the shooting but here you have several others. this is a planned attack on police officers. it seems like they had rifles and they waited for the police officers to respond. when they got there it was probably an open area. obviously they were thinking of getting away. you have one person that's mentally ill but this was like a planned attack. you can hear all of the police officers that you talk to, you can hear the anger inside of them and what's going on inside of them. there are millions of police officers throughout the country. they feel the same thing, feel the same anger. you go through all of the emotions and you what's involved and what's involved in this and the anger comes out and are you really going to blame it?
9:29 am
this is a whole situation when you more than one gunman. this is like a planned attack. >> i don't know if you were listening earlier when the judge was listening about marshal law. have you ever seen marshal law in your fro fegsprofeg professi? >> we don't want it to look like that. it looks like a military effect on the whole country. that's not what america is. this is changing everything, the shooting of police officers. like it's not really against police officers. it's against america and establishment of america and who plans its effects. everything has to change, you know, of the whole police department to have a situation
9:30 am
like this. >> how much more concerned are you about the demilitarization after seeing something like this. >> from the beginning i was always against that. it was oonl matter of time twhaen happens. when you have demonstrators a lot of them want to be peaceful but there are always ins instigators. there are always people who want to do something against plis ol and it always ends up in confrontation. this whole thing is instigated. because of what happened in dallas and everything else is what happened in baton rouge. what really happened there with the shooting of the police officer, i mean that, you know, that has to be examined a little more than that. nothing really come out with that. usually he would say he is, you
9:31 am
know, let's get him for murder or something else. >> you're talking about alton sterling? >> yes. i am. >> okay. >> interesting. so your commentary is that you're just -- you're wondering what's going on with that case. >> not only that one but it's just breeding all of this anger an groups now. i'm talking about black and whites now. we should all be getting together. the more of these incidents the more we should be getting together. this is breeding more hate between certain groups because most of the people, i moan, as you see his son came out and says he doesn't want violence. you know, we feel sorry for them also. they were working people and whatever they did. no body wants to see them dead but chest a whole situation when
9:32 am
you have something like this. it is getting way beyond. it starts from the top. i'm not into politics like these other guys there but something that has to definitely come from the top and start breaking it down and really, let's get together. you can see all of the leaders, they want to get together. you have certain people that hate so much. you know, i'm not talking about only, you know, not every police officer is, you know, great. it is really not a police-black issue. >> the category of race among people who were killed by police is very small who are people of color compared to everybody in the country. we can start with the facts. i want to give more facts, fewer
9:33 am
than 800,000 of people like this had it in their heart to become police officers. among those groups of course you're going to get people who are like a mic of society. a very small amount taking care of law and order. that's one. in this year alone mr. alba, in all of 201533 police officers were killed. we are going in the wrong direction numbers wise. just in a public safety manner, the people who defend us, he says he is defending us at this point. >> yeah. and i understand the whole situation.
9:34 am
statistics with 29 police officers killed so far is really -- there's a pattern here and it will go across perk. we are talking the establishment. the police and communities have to get together some how. they want to police there and police have to conform to that. when you police officers that are needed so when a police officer unjustly kills, you know, black lives matter, of course they have, you know, they there for them and here of the establishment no body cares about us. it is really about poverty and jobs, so much more than that that becomes part of the whole issue. at the end result what happened today in baton rouge, it sounds like a planned attack on police officers. >> something like perhaps what
9:35 am
we saw in dallas, texas. we appreciate you being with us today. thank you very much. >> thank you. three police officers dead, three wounded, one suspect dead. so the number that is are coming now that are starting to get firmed up out of baton rouge, horrific. will is live on the ground there. we are getting confirmation now. i want to know about the two at large, the suspects who are reportedly at large. it's calm where you are now and what is the search like for them elsewhere? >> reporter: they tell us this is still an active scene but they also tell us it is conta contained at this point. we are probably half a mile from where the shooting took place this morning. we con firmd three police officers shot and killed, three others injured and the potential
9:36 am
who others are still at large here. they tell us it is contained. if they are in this area it appears they are within the perimeters. it is quite a different scene than we saw last weekend. this weekend has been quite calm for the entire weekend. last weekend you had hundreds for baton rouge. members of law enforcement were criticized for their response to that. they came out about midweek and said last weekend there had been a burglary of a local pawnshop and four people had broken into that pawnshop and stole eight handguns. when the first were arrested it was their intent to shoot and kill police officers all across this area. while it has been calm within recent days members of law enforcement here on high alert.
9:37 am
at the same time we also got a press release from the governor. he is now asking for the country's thoughts and prayers for these officer's families. >> there you have it, certainly. >>. >> we'll come back to you for the two at large right now. people wondering how you can call a scene contained. we'll come back. thank you. steve rogers onset with me now. we have former new jersey police department detective. police on high alert. i want to know, when you're investigating this going forward you have municipalities to protect across the dcountry, wht do we look for? >> well, it is impairtive they get at least one suspect alive. the concern here is is this a wider plan? >> are you worried about social
9:38 am
media? >> social media does a lot in that they draw conclusions. a lot of information goes out that's not substantiated. police have to sift through all of that. in addition to that social media is used a lot by criminals. you always say if you see something say something. don't be surprised somebody will say, you know, i saw this. i saw that and should have reported it. but the point is, and what i'm concerned about, is there a wider plot here? i can tell you after dallas and peeking with police officers showing a conclusion this is only the beginning. it was not a matter of if. it was a matter of when. i say this because we go back to what we have been saying. the common thread is that it appears. there is no leadership here. >> so i keep hearing this. what do you want to see happen?
9:39 am
who takes the reign? we saw chief brown lead the nation. >> yes. >> so some times it could be anybody. >> and she thhe is the leader. >> and chief brown was wonderful. he does exactly what a leader does. the president has to stand up and say enough is enough. democracy is being assaulted. we have to get back and help our police officers. >> and here is something i haven't heard about, how people are different from the rest of us. we are not asked to solve our own murders. police are solving their own murders of people they are losing. >> it is horrible. >> exactly right. i have never seen anything like this. police officers are being targeted and picked off.
9:40 am
you said it, all these years, all these police officers since we were founded have kept 300 million people safe. it is an assault on our freedom. >> all right. i want to take us back to the live pictures you see on our screen. police are now checking for explosives in baton rouge. they are using a robot to do that. we have homicide detective back on the line, let me know. we were there on the air together for garland, texas when they were using robots to check that scene. the police took those people out before they could do the damage they planned to do. a row bbot was deployed in that situation. in dallas, texas, chief brown
9:41 am
used a robot. i know we are describing it as orderly now but you have two subpoenas at large. tell me what's going on inside that investigation as you know from experience what they have been doing. >> we have canine unites trying to hunt these down. there is no doubt in my mind there will be going over if there's any footage or anyone has anything they are telling them to brin it ford ward to help identify suspects. the helicopters are up there. they are scanning a wide area of terrain. let me add one thing, there's no doubt a perimeter has been formed. they have a good idea these are within a certain geographical
9:42 am
area. it is like a circle being closed in all on all sides zblchl and right on crew we have some. okay. so this person was near by is this sort of being helpful? how does it play? >> extremely hopeful. hopefully you get close ups of vehicles and pliens plates and a suspect. >> so it's fascinating you people to show that preference to keep a shot steady and keep rolling, it takes a lot. >> lack at the help zit sens
9:43 am
are. >> well, and people, you consider just saying if you see something i was told if you see something do something. >> every single one of mus. that's what is good. >> all right. so you three police officers dead, one can want dead and two others at large. they have been a change because of the number of people that could have been involved. i don't know. when an officer is shot some times you'll' a moment to spare. >> no. they don't.
9:44 am
you can be sure they said their prayers. no doubt the wives and families have tried to overcome if fear. the wives now they are a police community. >> you and i have watched the scenes together. we watched down in dpar langarl texas. i'm curious to know what you think about the scene right now. we have not confirmed any reports that there would have been devices at the scene. it is part of the drill now it would seen. >> right. you or will reported three individuals were arrested for countrying to -- they are
9:45 am
usually with the guy in dallas, texas. he also said he had bombs planted around the city. the robots that they are using comes in very handy. it is a very handy cool and the ran is because we can go two-thirds without putting the officer's lives at risk. anchts i will go back to you, steve. k-9 units, choppers, this is what we were talking about. now we are starting to see am sure video come to play in all of this. i want to get your thoughts. >> yeah, all of that is good stuff but just watching the tv, it seems like not all of them
9:46 am
are after these guys that got away. i believe that they probably have been some place that they know where they are and probably at some point going to search the area. it is evidence you want to gather. all of this means something at the end of this. it is important to get all of this. the fact that three officers are dead, three more wounded, so far because all of this that theis happening, you feel that at the scene there but it did register to them because everything is
9:47 am
going on. it has registered because it happened in dallas and again in baton rouge. why in baton rouge after all of this effect? it is almost like a planned police officer. this is why every piece of evidence has to be taken in. >> you know it's different states and cities. new york city were one of those locations police officers will no longer be doing solo patrols, there must be two of them. there are fewer than 800,000 who are sworn in officers to protect the rest of us do we have enough officers to protect us and themselves? maybe you need three or four.
9:48 am
we are looking at a time of growing the force? are people going to want to do this when they know they plb targ will be targets. >> you want to be a police officer because it's basically a calling. when you have two or more officer work together, these are like attacks. they are setting you up. police officers are like extremely vulnerable, just like the two new york officers assassinated in brooklyn. this guy is just walking around, which is the easiest for me to shoot? you know, they were running to the scene and these are extremely vulnerable. you don't expect something like that. i'm sure the calls were a man
9:49 am
with a gun or something. that's why you had so many officers running to that location. >> we are waiting to get more details on what the officers showed up to find. three of them found a killing situation and they were on the other end of it. we lost three police officers in our country today, three wounded, one suspect shot dead in baton rouge, louisiana, as this story unfolds. we could hear you in agreement on your mimicrophone. >> i think gill was 100% spot on. we have to rely on the community. if the people want to put a stop to the madness they will assist the police and share that
9:50 am
information with the police. let's face it. right now police all across the country are on high alert. they are on high alert. we have to bridge the gap. >> steve rogers onset. go ahead. >> here is where the police or law enforcement can use social media, see if anyone saw the individuals at that time and place if anyone knows them. there is where they can use social media an an effective
9:51 am
