police officers. baton rouge, louisiana, three police officers dead and three injured. one suspect dead and a stand off between police and another suspect. stay with fox news channel all day long for breaking news on this situation and republican convention. another deadly day for local police this time in baton rouge, louisiana, where three officers were shot dead sunday morning. three others were wounded and one suspect is dead and there is an active manhunt for possibly two oers. the republican national convention is set to take place. will is on the scene in baton rouge. >> reporter: there has really be an ebb and flow of calm and chaos within the last 30 minutes here. we are about a half mile from where the shooting took plachlts

we have seen several squad teams racing towards the area. they confirmed this is still an active scene. they also emphasized it is contained and now the local affiliates here are reporting that there's actually an armed stand off going on between one of these gunmen and officers on the scene. they told us about 15 to 20 minutes ago that there were still potentially two gunmen on the loose. unclear where the second might be but they have established a very broad perimeter. there are helicopters trying to get a sense of what is flying out here. it is quite a fluent situation. to set this up for you, you have to set this up. alton sterling was shot and killed here. in the wake of that there were protests throughout this city. hundreds of protesters flooded the streets.

nearly 200 getting arrested. at the time law enforcement was criticized for the time they handled that. they were told they were overly aggressive. they filed a lawsuit saying that some of the protesters first aem rights had been violated. at the same time during the week we learned four suspects broke into a pawnshop. they stole eight handguns. when the first was arrested he told officer it was their intent to shoot and kill across is this region. the past couple of days had been very calm here. alton sterling, his son came out with a plea for the public. he stayed very calm. he asked for everybody to not be violent if there was any demonstration. it has been a stark contrast. law enforcement has known there

was a threat after dallas and the tragic loss of the police officers. law enforcement has known that there was a potential far situation to play out like this. shannon, the last thing that i'll leave you with, i was talking with a mother and she has a 15-year-old son here, is same age as alton sterling's son. she is concerned how baton rouge will look at her son as he continues to grow up. you can only wonder what this city is bracing for. >> you have been there for quite a while covering this i. way tonight pick up on something you mentioned. there had been protests a week or so ago. there was more tension there and definitely a feeling that there potentially things that could morph into something bigger but it seems like things were calmer

there. is that an accurate gauge of how things have been playing out? >> reporter: yeah, that's entirely accurate. last weekend businesses across downtown baton rouge were closed because there was the concern violence could potentially break out. they were concerned you could have a potential ferguson or baltimore. we spoke to a couple of employees there. it seemed like this city was getting back to normal there. you had the tragic turn of events. >> it looks like we are losing him. we'll have more from the scene there. former washington d.c. homicide

detective joins us now. i know you worked here in cleveland as well. walk me through where we are now. we are told there is one suspect dead and potentially two oers and potentially a stand off now. how important is it if they are connected to this case that they are able to bring them in and able to get information from them? >> right. it will be very important because they contained so much important in trying to figure out what caused this, where did they get the weapons it is from wr other events like this attacked against the police officers being planned. it really echoes what will just said. there is a stand off in place, a barricade situation going on

down there in that area which is contained. they explained to me it is in a building. what are police are doing now, they are sending a robot in to try to snuff this guy out if this person be come out. i'm also being told police are looking far womor a woman, a fe they believe was driving a chevy malibu. this is from very reliable sources. as you can see, there are a lot of things going on right now. i think the most important thing is the suspect that are getting him out alive, if we can so we can find out when did they plan this, how did they plan it a whether there are any other bombs placed around the area. >> you mejsed explosives.

it is something that increasingly local law enforcement officers are going to have to go through at the different level. it is dangerous every single day. we have this added potential spark of explosives. tell us a little bit about the kind of training and preparation that has to go into that. you have to approach every scene. >> absolutely. we don't know if they saab tojed t sabotaged the area. as we move forward the bombs will go off. we are training officers to be more cognizant of scenario. we have bomb squads. we are utilizing robots and better technology to go into these areas.

think of it like this, if armed police officers aren't safe who is? we need to find a way to bring this craziness to an end. >> and we heard in the days of the shooting death of philando castile and it appeared people made 911 call ors brought firefighters or police officers where they were shot at our vulnerab vulnerable. how do law enforcement agencies handle that knowing they need to respond to 911 calls with life and death situation but wondering if they have walking into an ambush. >> and you and i talked about that ferguson situation where there were two individuals from the new black panther party.

they were try to go purchase weapons and bombs. you know what their plan was? their plan was to do exactly what you just said, have the place come to a certain area and they were going to ambush the cops. it almost appears that's what happened there. we know the black pen panther party is in baton rouge. we have to consider every possibility. >> is it unusual there are a high number of officers that have been shot? three dead, at least three others wounded. it may not have happened too far from police headquarters. is it simply in the course of responding to this? >> i think it's going to be one of two things. i think the police were called

to that particular area. it could have been a gas station or something like that. i think they were responding to a particular call. they were called there for one reason or another. i also blelieve there was more than one shooter. we can find out quickly the types of weapons and rounds that were defused at the hospital when they started taking the bullet fragments from the hospital. i think it was a planned ambush. >> all right. if you can stick around for us. thank you so much. i want to know that we are getting a statement from the governor saying it is an unspeakable attack on all of us at a time when we need unity and healing. rest assured the perpetrators

will be quickly brought to justice. he is asking for everyone to continue praying as details continue to unfold. we are told three officers confirmed dead and three others hospit hospitaliz hospitalized. chris, obviously the gop has been planning for months and years. this is an important time for the party but do we need to be talking about different issues and addressing different things adds we go into this week? >> i think we have seen a pattern of violence against police officers. it is part of the national dialogue right now. it leeches into the political

states pretty easily. i would imagine for republicans, how do you talk about this in a way that is sensitive and respectful and highlight the republican party, doing it in a way that's not gross or unseemly but it is hard especially for a convention that's been struggling to get it together. this is going to be a substantial challenge. >> do you think the platform pretty much having been hammered out they all hot topics and maybe they get more attention. >> i think if i were a republican and running this convention i would want to have

a night about law enforce m. th -- enforcement. the first night is about benghazi. i would think for the republican party a much better message would be thanking law enforcement and focusing on how grateful republicans are for police officers. conventions are usually positive affairs. the idea of a convention is to show good things. you generally don't do a lot of attacking in them. all americans agree from president obama to donald trump, clinton, everybody agrees law enforcements shouldn't feel this undue fear. >> and the presence we are seeing coming and going from the venues, they are flooding in from all over the country to help with this, they have a very

tough job. they are being targets as they protect us. we are grateful. >> and you talked to the guys. you a lot of time to talk to security guys. they get it. this is what they do. the mood in cleveland is a little anxious. >> all right. stick around. i understand we now have congressman grave ton phone with us. he represents this area. obviously our thoughts and prayers go out to the officers of baton rouge.

what is your take on what we are experiencing? >> this community has been through a lot. we come together. this does not represent us. i wouldn't be surprised to find out this suspect is actually from out of town. people right now are obviously very concerned about our law enforcement community. we have close relations and a lot of respect. i was in church this morning when this broke. you could feel it like a wave through church as everyone began finding out about the news. it is awful travesty. >> and you mentioned it may be somebody from outside the community. what would lead you in that direction?

they say it teseems like tensio were dying down. you know, fences were mending and people trying to make the best of it. is it your take that people outside your community -- >> look, in the initial days following the shooting you saw peaceful protests occurring at the market where the shooting tack place. you began seeing folks coming in from out of town and that's when they decided to be more aggressive. the police weren't even there at the initial protest. i think that some of these were frus ratd there was not engagement that the police were allowing them to peacefully protest. they took the protests to the police headquarters. some showing up with shotguns in

their hands and other things that obviously weren't designed to deescalate the situation. >> how difficult does it make it for you, other leaders, law enforcement to try to bring it down and take things down a notch when you have people who come, speaking in a way that would benefit them to leverage the situation to their advantage if what they are after is chaos and engagement? >> look, there are scores and scores of dialogue that are going on. a lot of people have tried to take this alton sterling shooting and use it as a moment of learning and extract lessons learned. there have been dialogues and many others, many lead by our church leaders, trying to figure out what it is that we can do to prevent this type of violence and bring us together.

we are learning more about details on the ground at baton rou rouge. they are in a stand off with at least one suspect. one suspect is dead and a third at large. three police officers were killed. three injured. they are hospital ieds, one in fair and one in critical. authorities say no additional information on the sixth officer. we'll don't stand around and find out more about that. we don't know who the individual or the suspects are but we have gotten in ahead of black caucus. they say members of the congress offer our deepest sympathies, tensions are high in our country

but vie leolence does not lead justice. it does not bring about solutions. we stantd by state and federal officials as they investigate to find the individuals for today's horrific events. will has been on the ground and he is there with the very latest developments. what can you tell us? >> reporter: well, hello. i'm having a hard time hearing you because we have several helicopters flying overhead. we are a half a mile from where the shooting took place. we learned from members of law enforcement that this actually happened in and around an convenience store down the road from us right here. as you mentioned, three police officers have been shot and killed. three others now at local hospitals. one suspect is dead and we are

told that two are still on the loose. in regards to that armed stand off there is a massive perimeter around this area. the sheriffs department tells us it is an active scene. it is unclear where that potential second suspect may or may not be. where we are standing it is relatively calm. i will say every couple of minutes we have members of law enforcement racing up in their cars. we saw the k-9 unit going. this is a manhunt for suspects to have shot and killed these offers. i want to set sh up up set this for you. nearly 200 arrested last weekend. things really seemed to calm after that especially when alton

sterling's son, cameron, who 15, for the public to stay peaceful. he was buried. jes jessie jackson and al sharpton were here. you i'll let you know, i have spoken with several police officers and they knew that they had an x on their backs especially after dallas. they knew there was potential for this to happen. they have been doing everything to try to protect themselves. we have seen their biggest nightmare play out this morning, shannon. >> and i'm wondering if you can dell us anything. i know you're separated from the immediate scene there but we had reports that one of the shooters hat on a mask of some time. do we know how it was carried

out? >> we heard they were dressed in dark clothing. i want to make sure to know it is a very very fluid situation. what i can confirm too is we know the bomb squad, and you'll see an officer right here. we know the bomb squad is on the scene. they have a robot going into the convenience store. we are told it is precautionary. after what you saw happen in dallas, members of law enforcement here are not taking any chances. >> all right. we'll get back to you as soon as you know more. thank you very much for your excellent reporting here on the ground. >> all right. we'll bring in ron now. he is a retired police detective. he joins us on the phone. i want to ask you, it sounds like we have at least one person involved in a stand off at this point. he mentioned the helicopters overhead.

a third person may be at large. how do you tackle that situation? how do you start with what may have been happening in a stand off? >> i have been on an active tactical situation myself. there is a protokal. they have to respond and identify the shooters aened location. they have to remove civilians, use forced protection and establish an outer perimeter of security and inner perimeter of security. if they can begin negotiating they will do that. the problem that we have seeing right now, if this is they are not interested in negotiating. they are interested in killing people. and they don't mind if they die themselves. you can only negotiate if they want to survive and they want police or government to accomplish an objective. >> yeah, exactly because what is there to negotiate for if

there's not a motivation? as we talked with them earlier, how important is it that you try to make sure that you do take them into custody yet they have miranda rights and that sort of thing. i can imagine if there were two still at large, come in alive. it is much more helpful tracking down what the motivations were and what happened here. how difficult for a negotiator to figure out if that's the way it is resolved. >> and i predicted all of this in my new book. i said these things were going to happen. this is a revolutionary black national movement where police are targeted. we are going to see this time and time again. that being said, the subject dictates the conditions of the rules of engagement with law enforcement. if he allows us to negotiate

behind the building. i don't know where the subject is shooting from. >> you can hear the urgency of that radio traffic coming in as it was identified officers were down and shots fired. what can you tell us from these calls? we definite see and hear the urgency there but it sounds like maybe there were additional officers on scene who witnessed this as it was playing out. can you tell us more about how this situation was unfolding? >> it sounds like the officer walked into a deadly tunnel. they walked into an area where the individuals planned on attacking police officers this morning. when you hear the officer scream officer down he said they don't know where the shots are coming from. they had to try to get to

safety. it sounds like three of them did not make it. actually several were shot. the other thing that's important here to note i wonder if it's coming from all locations. as police officers we can determine the direction of where shots are coming from. when the officer said we don't know where the shots are coming from sounds like there were two or three shooters converging on the police officers. >> yeah, because as we know we are told by authorities one suspect is dead, that there is another potential second suspect possibly in a stand off now and a third maybe at large. it makes sense there were more than one. it sounds like maybe an ambush situation. it is tough to tell but it sounded to me like that officer may have been saying a city officer was down. there may be a city police department involved and sheriffs department involved.

>> and that's what we talked about earlier. if you listen closely to that audio you can actually hear shots being fired in the background. it means while this officer was armed with dispatch you can still hear him being shot at. this was a planned attack and a planned ambush. the officers didn't have any where to go because they didn't know where the bullets were coming from. an unfortunate situation. we'll have to look at these as well. >> and we have heard they are having a hard time staying fully staffed. this is a tough job. it is for brave men and women willing to go out. their families serving right along with them wondering if or when they come home. do you worry about the overall tone of the violence against law

enforcement officers at every level and whether it will make it difficult for people to want to choose this very honorable profession as a way to spend their lives? >> i do worry about it. i worry about it for two runs. one is because of the backlash of people shooting at police officers. you know what i worry about more? politicians that drove cops under the bus. that's my biggest worry. i worry, police officers worry. we are out there trying to do the best job we can. >> i appreciate them. at least one of them sort of shook his head. it is because he didn't want to say something negative. we most certainly hope at every level those who are good men and women know that the average american owe our lives to them including you in your previous

nbcuniversal's coverage of the rio olympic games. call or go online today to switch to x1. joining us now, louisiana senator bill cassidy. he by the way represented baton rouge in the u.s. house before he was elected to the senate. he joins us now on the phone. senator, your initial reaction to the terrible news out of baton rouge? >> oh, my gosh, first was grieve. these are three families who just lost. but it's not just the familys that have lost. our community and our state has lost. and i think i can say that our country feels a loss. coming on the heels of dallas, don't we all just feel like that was an important civil society is threatened. and i think we agree on so many levels beginning with those families. >> did you feel prior to what we've seen in recent weeks and

of course most of this sparked in the wake of the death of alton sterling, did you see trouble? did you feel there were divisions in the community there that needed healing? or is this a new schism that's opened up that takes you by surprise in any way? >> of course there is division. and we can see that among the demonstrators. first we have to compliment the police. i think people discounted the idea that the police might be in physical danger. and the police have this tension where not only were they protecting the constitutional right of protesters to protest, but they're also living with the real threat of threats to themselves. and living with the tension that so few of us have. that said, i was struck. i was struck that -- i was struck that our city was responding in a way which showed
