harris: sources telling fox news the man who ambushed those police officers in baton rouge, killed three of them, wounded three, and spent the day hunting police officers. and knew they frequented that gas station where he opened fire. gavin long a former marine, dressed in black, was eventually killed by police on what was his 29th birthday. authorities are trying to determine whether the kansas city man had any other accomplices. among those killed a rookie police officer and former marine and army veteran who served in iraq. 24 year veteran of the east baton rouge sheriff's department. and an officer who leaves behind

a 4 month old son. leland vittert live from baton rouge with the latest. he is outside of the police department. leland? reporter: hi, harris. police tell me they are sure that gavin long was the lone shooter. whether he acted alone or not. they have not figured out. he was wearing body armor, he opened fire where i'm standing right now. police are looking at two people he had contact with during his time in baton rouge. one they have talked to. one they are still looking for. gavin long came to baton rouge six days ago. police are trying to retrace his steps, police say he was hunting police officers. he was known on social media, for his anti-white, anti-police rant, support of alleged cop killers. we have heard these 911 tapes. we know as these officers were there at this convenience store, at this car wash, there was a 911 call came in about a man with a rifle. not known whether long himself

made the 911 call or not, certainly these officers were walking into an ambush. >> why did he come to baton rouge? what was his motive and why did he kill those police officers yesterday? why did he do so, targeting police officers. it was an ambush type style attack. we have to put the puzzle together to find out why it happened. it is important. reporter: police tell me they are truly in uncharted waters as they themselves have now become targets and they learned with deadly consequences both in dallas and here in baton rouge, typical bulletproof vest a police officer wears on patrol do not protect them against the kind of rifle rounds used her and in dallas. that might change now that they're patrolling in pairs. three officers killed, three officers wounded. one of them is in grave condition, quite literally fighting for his life the sheriff tells me. two others are expected to

survive. as you see officers here in baton rouge, grown men, hardened law enforcement officers brought to tears as they remember their three fallen comrades. to put this in perspective. they remember these men as all family men. there are seven children who will now grow up without their fathers because their dads were killed protecting all of us. these men were all dedicated to their communities, specifically montrell jackson, the black officer, who was killed in this recently had a very difficult time coming to grips with the racial tension and divide was here and so prevalent in baton rouge, posting on facebook, i love my city. i wonder if my city loves me. to that point, his sister recently been quoted by "the washington post" as saying at this point it seems like no lives matter. harris? harris: wow, leland, you end on that note. what montrell said, it is just so powerful, so visceral for all of us. thank you for your reporting.

so of course, the nation on edge right now. many americans are wondering has the killing of police become the new normal? fewer than two weeks two mass killings targeting our officers here in america. yesterday those three officers ambushed and murdered, as you heard leland saying in baton rouge, 10 days ago, five police officers were targeted and gunned down in the line of duty in dallas, texas. speaking yesterday at an emotional news conference the sheriff for east baton rouge parish says what needs to change is something more than gun control. watch. >> this is not so much about gun control. ingas it is what is in men's hearts. until we come together as a nation, as a people, to heal as a people, if we don't do that, in this madness continues, we will surely perish as a people.

harris: got to tell you, chris, working yesterday was somewhat surreal. we can not accept this as the new normal. i know you have strong thoughts. >> well, you say it is surreal and yet, who was surprised by it? shocked, yes, but surprised no. and it seems to me, with all the talk about understanding, that every official in this country or politician in this country from the president on down and yes, there are problems with, with police departments and african-american communities, minority communities, but the bottom line and the headline has got to be, that people going after the police, who are after all there to protect us, who are the dividing line between order and chaos, that we have to respect them and we have to honor them and we can't be shooting them and killing them. in the end that would be anarchy. look, i don't want to overstate. this fellow, i watched some of the video of him yesterday, gavin long, he is a punk.

he had a youtube channel and ranting and raving his views about what went on in dallas and what went on. i don't know how we stop and individual punk who can get a gun and wants to go hunt and kill policemen even at risk of his own life. from the president on down, what they have got to say, job one, we can not be going after our police departments. we have, there is a, if there is a fight against police and we have to protect them and honor them. harris: kennedy you and i talked about this before, where race relations. you can call this guy a punk. you can also call him racist. you heard the president in dallas, men who did that in dallas racist as well. this guy, they're doing a lost looking into gavin long and who he might have been associated with. at the heart of this, if people talk about race, incumbent among communities in color to also call it what it is. kennedy: stop calling for

defunding of police departments. harris: naacp asking hillary clinton and donald trump to defund police departments they consider racist. kennedy: what a reaction. i look at someone like this, a person who is clearly mentally unhinged and has a political agenda, how is that any different from terrorism? how do you different rate that. someone has political goal and political aim, how is that not terrorism? they appear to be the exact same thing. harris: meghan. meghan: we're here in cleveland at convention and i think eight years ago hope and change was spouted everywhere and promise ad post-racial america t has been 20 years since the o.j. simpson trial and we are more racially divided than ever, more polarized than ever. i don't know how we fix this, when we have people literally going out and hunting men and women who are there to protect us in the first line of defense. i find it incredibly depressing

and whoever becomes the next president is at the forefront what they need to address. >> need to listen to police officers. look at facebook posting. on facebook three days prior. had been talking about how physically and emotionally drained and exhausted he was, not just as a police officer, but as a black man. so, i mean you go back and there are warning signs out there that our police in this environment are not able to conduct and do their job. harris: sondra that is such a huge important point. we say we're going to watch the digital world and social media. we get messages, telling us really, these are not vitriolic, they are honest messages from the defenders defending all of us. >> there are clearly problems between the police and communities and we have to address those problems but that is not the key issue right now. the key issue is, we have to have the police back and whether

>> i'm jon scott here in new york. always wanted to be on "outnumbered" and today is my opportunity. you might have noticed there was a small hurricane there on the roof in cleveland. while the ladies and chris wallace, get rearranged we'll take it from new york for just a bit. we're going to take a look at the convention floor. the official republican party convention set to begin this hour, about 45 minutes from now. speaker paul ryan, who as as you probably know enjoyed his own rocky relationship at times with donald trump is the man with the gavel and he will be gaveling in conventioncoverage at 12:59 this afternoon. one of the big concerns obviously, security, and security preparations are very

much in place outside of the quicken loans arena. things are tight as a drum there and authorities in cleveland say they expect everything is going to run smoothly. those protesters who do want to be there are being given their time and their place to protest but there is not going to be any kind of, you know, violent protests or opportunity thereof outside of the quicken loans arena. the, the democrats for their part are going to be, well, hillary clinton is going to be addressing the naacp convention. that gets underway a little bit from now. when we have the opportunity to take you to hillary clinton's speech, no doubt we will do so. but again, you're looking at all of the preparations underway in cleveland for the republican national committee, excuse me, republican national convention that gets underway this hour. we are just about 45 minutes

away from the official start with speaker of the house paul ryan gaveling in the coverage. among the people who are not attending, much has been made of that. the fact that jeb bush will not be there, nor will his brother, the most recent republican president, george w.., or his father, george h.w. bush, who is not particularly doing well in the health arena. certainly understandable he would not be there but there are a number of republican stars who are going to be in attendance at the convention. tom cotton, newly-elected senator from arkansas will be there. joni ernst, newly-elected senator from iowa is going to be there. and a man who was on "fox & friends" this morning, darryl glen, running for congress, i'm sorry, running for u.s. senate from the state of colorado.

he electrified the republican contingent in that state. darryl glen is going to be in attendance. as republicans get together to try to hash out what differences they have, and obviously offer the baton to donald trump to try to take it to the white house for 2016. i'm joined by melissa francis. melissa: yes. jon exciting times in cleveland. melissa: he said last convention was one of the most boring things he had ever seen. whatever generous terms he used to describe it, certainly setting par for his own convention as it gets underway. there are a lost unusual things we're looking to, jon, as you know melania trump is taking the stage tonight. donald trump is scheduled, we heard so far to introduce her. this is highly unusual. if you think about it, we went and searched our brain room, jon, when we had seen this happen at other times.

typically as you know, a candidate doesn't appear until after they have already been nominated. jon: so right. melissa: we don't see that a lot. this time around he will introduce his wife. couple weeks ago they were talking about the fact that donald trump would speak every single night. there was talk of that for a while. that didn't happen. but he is going to make an appearance tonight which is incredibly unusual. we'll see how that goes. jon: as you say, donald trump has put his stamp all over this convention because it is typical that the candidate is not seen until he or she accepts the nomination. that comes later in the week. melissa: that's right. we looked two times there has been exception for this. president george h.w. bush came out in 1992. he appeared on stage to greet his family after first lady barbara bush made comments. there was that one. then president obama came out and made a very brief appearance back in charlottein 2012. but that's it. no duck shun.

just a quick appearance. this is definitely, you know, doing things differently this time around in some different ways. jon: tonight you've got melania trump. also lt. general michael flynn. former head of the defense intelligence agency. he was considered on the short list to be vice-presidential running mate for donald trump. he is a man who has been very critical of president obama's handling of police-civilian relations in the country right now. so expect to hear some perhaps blistering remarks from retired lt. general michael flynn when he takes to the podium tonight. i mentioned senator joni ernst from iowa, she is also going to be speaking to night. she has proven immensely popular as iowa's most, iowa's junior senator. military veteran but somebody who really made a name for herself during her campaign.

and she'll be speakingtonight. harris faulkner back with us once again. let's return you now to "outnumbered." harris. harris: jon scott, under any circumstances it is always wonderful to see you. thank you, my friend. we are inside at the republican national convention. as you saw winds whipping. while that was interesting to watch in hair fashion way, severe weather moving in. we pulled inside here. this is beautiful working space we're here at fox news. we're also covering the news. we just saw president obama speak on the police shootings. it was from yesterday. we'll get back on topic here and use his voice to do that. let's watch. >> the death of these three brave officers underscores the danger that police across the country confront every single day. we as a nation have to be loud and clear that nothing justifies violenceagainst law enforcement. attacks on police are an attack on all of us. and the rule of law that makes society possible.

sandra: all right. there was president obama condemning deadly attack on three officers in baton rouge. his remarks following donald trump tweeting this: . president obama just had a news conference but he doesn't have a clue our country is divided crime scene and it will only get worse. he also posted this on facebook, we grief for the law enforcement officers in baton rouge. we demand law and order. and after nearly seven hours, hillary clinton saying in a statement, today's devastating assault on police officers in baton rouge is an assault on all of us. there is no justification for violence, for hate, for attacks on men and women who put their lives on the line every day in service of our families and communities. obviously this is a political reaction. chris wallace, that we continue to see in the wake of the most recent shootings down in baton rouge.

>> let me unpack this. first of all, president obama, i thought his statement was just fine and made sense. the problem is, he is in year eight of his administration and if you look at the number of statements he's made over the years beginning with henry lewis gates who was arrested outside of his house in cambridge when the president famously said, the police acted stupidly and on and on and, where he has seemed to take the side of, if not in every word, certainly in the kind of gist of his comments to take the side of protesters, of people in the community over the police, and that has created cra climate in a sense, seems to have empowered the people to question the authority of the police. while, again there are certainly problems in the way police or, some police handle the situations they have to deal with none of us would with it on the have to deal with, seems to me the bottom line has always got to be we have the policeman's back.

sandra: that is your perspective. charles krauthamer taking a little bit different of a perspective. let's hear to what he has to say. >> he treats these as one-off incidents. we need to hear from the president, not something like there is no way to justify this kind of shooting, but the question is what is he going to do? i think the thing he could do, give the police a sense their back is being covered. this is no longer madman after another. there is something going on here and focus and acknowledge this is major issue. it i was epdemmic. they may not be connected incidents but there is war on police and we are going to set up a counterwarfare center. sandra: a counterwarfare center. i want meghan mccain's take on that. meghan: icompletely second what charles krauthamer said. if you're a police officer, you're second-guessing training and god forbid it will end up on social media and outbreak of

protest because of you. it is hindering police doing their jobs. donald trump many issues i respond more to his rhetoric than i do president obama's. been in office a really long time. only getting worse. race relations are as bad as they were 20 years ago after the o.j. simpson trial and things don't seem to be getting better. sandra: everybody agrees we need to do something. we have different opinions what exactly needs to make the situation bert. kennedy, your take on all of this? kennedy: some people applaud these acts of cowardice and terrorism as i called them earlier in the assassination of these police officers. the problem if you want criminal justice reform, if you want better interface between the police and communities of color and communities where there is an outcry and marginalization, this is the wrong way to go about it. this is not the kind of behavior you applaud or condone and it is also not the time to talk about defunding police when police officers are taking to social media because they're worried for their lives. harris: so donald trump took some criticism for not wanting to speak or not planning to

speak before the naacp. so i don't want to say that wouldn't happen at this point but it hasn't until now hillary clinton is going to speak before them today. you have call for both. candidates from the naacp to take this pledge, which is what we talked about earlier this hour. about defunding certain police departments and i guess there will be some sort of litmus the naacp would be required to do figure out which ones are discriminatory. hold on. how exactly is that going to work, does that move the ball farther down the road? does that help anybody? >> what the naacp is calling for? absolutely not. harris: and for the candidates. kennedy: will she do it. though? >> i can't imagine -- kennedy: she is world class panderer though. >> i understand that you have to think who you're pandering to. to this point we'll defund a major city police department if there is discrimination, she can certainly say we'll deal with that issue. to me, and make i'm crazy about

apartment in kansas city. how do you prevent these thugs around the country from going after, ambushing and killing police? >> we, jim comey in last week, fbi director before the homeland security committee. we were discussing this, this is more terrorism but same would apply here. if fbi gets a tip on so one, investigate it, not enough to prove a crime or person necessarily will be a terrorist or definitely going to carry out a crime, make sure you give information to local police to monitor and surveil to keep eye on this person. this could have prevented boston marathon bombing. may have impacted orlando, i don't know. there isn't no magic answer. if they see somebody on internet, facebook, making outlandish and threatening statements they have rightly to go in question the person. if he doesn't want to talk that is one thing, follow him, monitor him, let him know he is being surveiled. >> what do you expect out of the rnc? >> i hope the party unites behind donald trump. it is really up to him. the american people have not

seen him as candidate before. now he is. up to bring it together. he is show man and reality tv star but -- sandra: that is inside. what do you expect outside? >> you mean security? i've been talking to director of the secret service, fbi, homeland security, secretary johnson and talking to some cops on the street. they are very concerned because even before yesterday's shootings you had moveon.org people, people disrupting donald trump's rallies. then you have people on the right, wanting to disrupt funerals of military people. they were going to be here. new black panther party put out an alert for their people to come with guns. now after shootings yesterday, and all of this, has risk of more disturbance and that is time where terrorist can work his way in. because with all the confusion going on, if there is real riot or disturbance, one person with a body many bomb or something could be disaster. i'm not trying to scare people. that is what facing security forces today.

harris: it's reality after what's happened. you can scare all you want but if there is fact behind it you can't change the fact. kennedy: not what cleveland signed up for two years ago when they bid the rnc to come to their town. imagine a place like this in heart of the midwest is really shocked as is any big city capable of handling the type of security necessary when you've got so many forces -- talk about the new black panther party. this is open carry state. there are so many factions competing for attention -- >> can i ask about the open carry and a lot of people may not know in ohio, you're allowed to go out in public, you're allowed to have a gun and carry your gun. there are places pretty close, not right next to, close to the arena where you will be able to carry a gun, would you spend that now? >> if it can be done legally i would. the cops and ordinary person won't know who is good or bad. if you see somebody with a automatic rifle over his

trump delivering that consistent, measured, pointed message, balloons drop, the band plays. donald trump running for president in the white house, that is where we need to be. sandra: meantime a new "washington post/abc news poll" shows hillary clinton slightly ahead of trump 47 percent to 43%. but losing ground. the same poll just last month showed clinton leading by 12 points. i wish chris wallace was here to talk about the conversation with reince priebus. how did that go? what are his expectations? >> well, look, there is a theory in politics called the open window theory. there are only a few times during the course of campaign, not political junkies like us, the average american opens his window and looking in and taking new information. a convention and particularly the acceptance speech by the nominee is one of those times of open windows. so this week is very important. this is an opportunity for trump

in a sense, to reintroduce himself to the american people. and, it, look, trump had a lot of mistakes in the campaign and still only four points behind clinton. this is still absolutely winnable by him. seems to me has got to do two things. one, he has to project strength. that is easy. he has done that. he has to say i'm the tough guy and law and order candidate. i will protect america both here at home and overseas. but he also has got to say i'm the steady candidate. that is where he hasn't been so strong. you can rely and trust me to be a strong, steady, commander-in-chief. that is what he has to do this week. sandra: meghan mccain i say you have ever been to every rnc since your mother was carrying you in her womb? >> my mother was pregnant with me in '84. sandra: what do you think? meghan: i agree with chris wallace. he has to look presidential. it is time to step in line with his running mate to show he can be president. on top of that, for obvious

leaders like the naacp. we need police officers to help us make progress. these murders threaten all of that. killing police officers is a terrible crime. that's why our laws treat the murders of police so seriously because, they represent the rule of law itself. if you take aim at that, and at them, you take aim at all of us. anyone who kill as police officer and anyone who helps must be held accountable and as president i will bring the full weight of the law to bear and making sure those who kill police officers are brought to justice. there can be no justification, no looking the other way. we all have to make sure and pray it ends.

the officers killed yesterday in baton rouge were named montrell jackson, matthew gerald, brad grarafola. when they arrived they were responding to a call about a man with a gun. how many more families, how many more families would be paying the price if we did not have brave men and women answering those calls. that's why i'm haunted by the image of what the officers in dallas were doing when they died, protecting a peaceful march, talking with the protesters. where would our democracy be without courageous people willing to do that? so we all need to be partners in making law enforcement as secure

and effective as it needs to be. that means investing in our police, in training on the proper use of force, especially lethal force.id using force to resolve incidents. [applause] officers safety and wellness, everything they need to do their jobs right. and rebuild trust with their communities. i've said from the beginning of my campaign that will be my priority as president and perhaps the best way to honor our police is to follow the lead of police departments across the country who are striving to do better. the deaths of alton and philando drove home how urgently we need

to make reforms to policing and criminal justice. [applause] how we can not rest until we root out implicit bias and stop the killings of african-americans. [applause] because there is as you know so well, another heart truth at the heart of this complex matter. many african-americans fear the police. i can hear you. some of you in this room, and today there are people all across america sick over what happened in baton rouge, and in dallas but also fearful that the murders of police officers means that vital questions about police-community relations will go unanswered. now that is reasonable fear,

isn't it? and all of this tells us very powerfully that we have to change. many police officers across the country agree with that. but it canonly happen if we build trust and accountability. and let's admit it, that gets harder every time someoneelse gets killed. now is the time for all good people who agree these senseless killings must end, to stand up, speak out, loudly and clearly. i know the naacp and so many of you individually will do all you can to help our nation heal and start the work together to meet these challenges. we must reform our criminal justice system because everyone

is safer when there is respect for the law, and whenever one is respected by the law. [applause] and let's admit it, there is clear evidence that african-americans are disproportionately killed in police incidents compared to any other group. [applause] and african-american men are far more likely to be stopped and searched by police, charged with crimes and sentenced to longer prison terms than white men convicted of the same offenses. [applause] these facts tell us something is profoundly wrong. we can't ignore that. we can't wish it away.

we have to make it right. that means end to end reform in our criminal justice system, not half-measures but a full commitment with real follow-through. that's why the very first speech i gave in this campaign back in april of 2015 was about criminal justice reform. and the next president should make a commitment to fight for the reforms we so desperately need. holding police departments like ferguson accountable. [applause] requiring accurate data on in-custody deaths like sandra bland. [applause] creating clear national guidelines on the use of force,

especially lethal force! [applause] supporting independent investigations of fatal encounters with the police. [applause] so i pledge to you, i will start taking action on day one and every day after that until we get this done! [applause] and you know what? when the 24-hour news cycle moves on i won't. that's why we also need to fix the crisis of max -- mass incarceration, eliminate the disparity in sentencing between crack and powder cocaine. dismantle the school to prison pipeline that starts in school and diverts too many african-american kids out of school and into the criminal justice system, instead of giving them the education they deserve to have. [applause] and we need to do, all of us need to do, and i look forward to working with the naacp. we need to do a much better job. helping people who paid their debt to see sight and find jobs
