"outnumbered" starts right now. ♪ harris: one for the history books they say. hillary clinton can now ditch the presumptive from her title becoming the first woman to win the nomination of a major american political party. and on this day three of the democratic convention here in philadelphia, president obama will take the stage, welcome to philly, everybody. we're out and about. we're "outnumbered." i'm harris faulkner. here today, sandra smith, host of "kennedy" on fox business, kennedy herself. democratic strategist julie roginsky and today's #oneluckyguy, co-host of "fox & friends weekend," tucker carlson is in the house.

he is outnumbered. hello, welcome to philly. >> thanks for having me. in the fox tent. >> safe space, right, tuckter. >> and it's a big tent. harris: they told me later they will have wedding. sandra: air condition something working today which is a plus. harris: let's move, shall we? we'll get to the president's big speech in a few minutes. first the history we witnessed together. even though we knew the outcome, no less than emotional moment for many. south dakota put hillary clinton over the top. then a heart-stopping move by bernie supporters to bridge the party divide. >> madam chair, i move that the convention suspend the procedural rules. i move that all votes, all votes cast by delegates be reflected in the official record and i move that hillary clinton be selected as the nominee of the democratic party for president

[cheers and applause] harris: will his millions loving supporters follow his lead? we'll follow that part of story as it happens. in another big moment in the stage craft, the presidential nominee herself, live from new york, via the jumbo screen at the wells fargo arena, thanking her supporters helping her reach an historical milestone. watch? >> what an incredible honor that you have given me, and i can't believe we put the biggest crack in that glass ceiling yet. this is really your victory, this is really your night. and, if there are any little girls out there who stayed up late to watch, let me just say, i may become the first woman president but one of you is next. thank you all. i can't wait to join you in philadelphia, thank you! harris: also last night a side of hillary perhaps we rarely see. personal stories told by a parade of speakers, including her husband bill, the former president. >> we saw hillary's heart, her heart, when as first lady she worked across party lines to bring health care to millions and millions of children. >> she walked into my hospital room, and she took my bandaged hand into her own. our connection wasn't between a senator and a constituent. >> the real one calls you when you're sick, when your kid's in trouble or when there is a death in the family. the real one repeatedly drew praise from prominent republican when she was senator and secretary of state. harris: tucker, biggest moment of the night for you? >> hillary clinton finally revealed her rationale for running for president, that is making a dent in the glass seals

as she said. the questions sprang to my mind, two of them. one, does anybody under 50 really care, see this as reason for voting her? not anyone i ever met. rule campaign slogan, i'm a woman, vote for me. that is identity politics at it is basis. it is great, knowing who the mvp of 1956 nba all-star game is great fact to know, but if it is not then what exactly about her chromosomal makeup, the fact she is woman will make her better president? if we're going to run, let's get really specific, what are the upsides or the downsides. harris: maybe a little evidence what you're saying 102-year-old woman who stood up for arizona to ring in her roll call for her state and the point was so made on this, that when she was born, women couldn't vote. so like tucker is saying that was such a the past narrative. sandra: didn't exactly grab the younger voter which she continues to struggle with.

i wonder if bill clinton, her husband, made a mistake not addressing the personal controversies, because playing victim, one could argue has helped hillary clinton. so did he do her a disservice by in the bringing up their past? >> here is the obvious question. the country is in trouble. may not be as dark as trump explained it last thursday night but by every measurement it is in trouble. americans certainly feel it is in trouble the what exactly does her gender do for me as a middle class voter? no one is even bothering to ask that question. i want to hear the answer. harris: kennedy hearing tucker say the country is in trouble you wouldn't have known so much by what we saw last night. this was very positive. that is very good. the republicans got criticized for being more gloom and doom, who is getting it right is what voters have to figure out? >> i think the truth to that is somewhere in the middle d obviously benefits republicans to talk about how, or highlight the direness of the situation we're in right now. that helps --

harris: which is dire. >> make the argument there has to be a shift. in many ways it is dire. look at economy, look at labor participation rate. look at terror, global and domestic you can find all sorts of reasons something has to change but the ostrich theory doesn't help either. why do you think there are more people protesting in the streets in philadelphia, tenfold than there were in cleveland? because people are upset with the party that has been in power because their personal have not benefited. therefore that narrative doesn't fly with those people and we'll see if it does with the majority of voters. harris: for those people who were or fannic to ohio, not protesters coming in from the outside, they're enjoying the kind of the benefits of having a republican governor who has been able to have a lot of success if financially in his state. you can't say that about pennsylvania. maybe it is difference in their own personal experience. >> well, first of all, this is lot more accessible than ohio. northeast corridor and all transportation hubs. easier to get here.

secondly, bill clinton to some extent, give him a b-minus on the speech. i think he spent way too much times of origin of her love story, didn't ring true. there is big elephant in the room, all of us felt there was big elephant in the room. i don't know that he should have addressed the elephant in the room. harris: what was the elephant named? email? >> went by a woman's name who i won't necessarily mention with dress same color as mine. harris: let's say her name. monica lewinsky. >> rhymes with roginsky but not the same. but part are with i thought he was strongest talking about her as mother, that was very poignant. i also liked fact he talked about her work was direct rebuttal to all the people saying what has she accomplished. he went row by row and item by item what she has done. which. harris: unfortunately so late in the speech. many people may have not seen as much rest may points as they did mothering skills.

identity politics to some. sandra: tried to sell her on a couple different levels. president clinton using his 42-minute speech to make the case hillary is champion of the underclass and should be trusted, saying people who know the real hillary clinton can attest to that. watch. >> the real one has earned a loyalty, respect and fervent support of people who worked with her, in every stage of her life, including leaders around the world who know her to be able, straightforward and completely trustworthy. sandra: but clinton failed to mention a few things including his wife's fbi email probe or other scandals that have raised serious questions about her honesty. he also dismissed the notion his wife would represent the status quo. >> she is a natural leader, a good organizer. she is the best darn change maker i ever met in my entire life. sandra: but a short time ago at a news conference donald trump

saying clinton would not bring change to washington.nge, she hs been there for 30 years. she has been doing this for 30 years. what is she going all of sudden things are going to change? she is bought and sold, 100% by special interests and lobby i haves. -- lobbiests. >> so most of us were able to watch most of that news conference and tucker, he said clinton knew about the dnc email scandal. she has been there 30 years. she will not brink change. said hrc is disaster and if elected would be bad for women? >> you're get being back to the central problem of her campaign once again, what is it about? you can't simultaneously be a change agent as her husband promised last night and be a steady hand on tiller in contrast to trump's radicalism. either you're a calm, experienced person who is going to make sober decisions or you will overthrow the existing order. you can't do both. gets back again what she is running on her gender.

smartest thing, republicans don't want to call her on this because they're afraid to be attacked on this. at bernie supporter said, female president assures me as much as female cop, not so much. that was bernie protester. that is stupid. adobe nights the country. harris: "new york times" article that you and i know read point out many woman are not really feeling the urgency for this milestone moment because they're seeing some in their lifetime. >> we may have seen that in our lifetime, tucker you commented from perspective afy. i think for a lot of women out there it is significant. i happen to not think electing somebody just because a woman is something we should do. i don't suscribe to that. many people and polling shows. sandra: usually want to elect somebody you can trust, believe you can trust. latest cnn poll, this came out last week, kennedy, 68% of

respondent said clinton was not trustworthy. "cbs news poll" came out with almost identical figures. how can people elect somebody you don't trust. how can you change that this late in the game. >> i don't think logic, and i think offensive identity politics tucker focuses on. because she is woman, therefore she would necessarily be a good president for women. that is not true. all this converges is about more government regulation, more infringement, which erodes people's rights and it is harsh on the economy, harsher than it has been. that is bad for men. that is bad for women. it is bad for the individual when the collective will ultimately make the decisions for us and that is what fills up their laundry list, speech after speech after speech. it is controlling your life and that is bad. it destroys freedom. sandra: by the way that "wall street journal" piece, for some women gender isn't enough. points out a lot of thing, more women graduate from college now

♪ harris: president obama and vice president biden will speak prime time at democratic convention tonight. they are expected to make case, hillary clinton, former secretary of state is expected to be next commander-in-chief. the president was asked in an interview what he would like the headline to be after his remarks >> i hope my headline, that the president of the united states is profoundly optimistic about america's future. and, and is, 100% convinced that hillary clinton can be a great president.

harris: well on that last part he may have to work pretty hard to convince some voters of it. ones who are exactly what exactly mrs. clinton can claim as accomplishments of secretary of state. tucker a fair question. what is your answer? harris: that is your answer to a lot of questions today. >> that is literally her answer. i know i'm mocking. you're not supposed to do that, you offend people. that is literally true. harris: you can speak the truth. >> i'm a great mother. i'm willing to believe that she kept her marriage together i totally admire that. i am not being sarcastic. i think she is perfectly fine, whatever, but can you point to a discrete policy implementation she can brag about? if she could she would be. harris: are they going to be julie. >> talk about her accomplishments at state. sandra: i'm leaning back. >> a few minutes ago -- republican nominee, you this quote, russia if you're

this is vladmir putin favorite candidate. putin in the kremlin ecstatic. harris: he didn't tell them to hack it though. he said you got the emails. you've already hacked. i've been making all week long, if they hacked into the dnc you can bet the server in her basement was not as well protected. >> not how anybody read it. kennedy: one prove depositional thing about hillary clinton's email scandals how vulnerable private systems can be. fbi, cia, and poking around the rnc and dnc if they were safe. they warned dnc they had malicious hackers. harris: none of the servers were any in basements. >> president obama is preparing to take the stage. there are questions about his own legacy, specifically concerns what a trump victory will likely undo and much of the president's work like his signature affordable care act. to that end the president not sitting back, administration

aides say he will be pushing hard to make sure clinton wins, noting they have already cleared his calendar for much of october to campaign for her. because as he told nbc's "today show," anything could happen on election day. >> i've seen all kinds of crazy stuff happen, and i think anybody who goes into campaigns not running scared can end up losing. you stay worried until all those votes are cast and counted because one of the dangers in an election like this is that people don't take the challenge seriously. sandra: all right. tucker. obama is take the stage tonight. will he help her? >> i think he will. obama is personally popular. right track, wrong track number is under water a lot. people very concerned about the number. they give him personally benefit doubt. he is over 50, a good place to

be for him and hillary clinton. sandra: i'm sure he will mention that. >> say one thing in one sentence, so struck by unwillingness of people in power to address trump's message. he is goon, scary, demagogue. that's fine. what is he saying. nobody wants to address the text of his speech on thursday? where was he wrong? hoe don't bother. how shallow. harris: all right. kennedy: what i will say bill clinton last night made contrast between the real hillary clinton and fake one, cartoon that the republicans have drawn but really all the democrats have done is create the same kind of caricature of donald trump. i hope the president does more than just attack donald trump tonight. and i know, like he can't give the same flowery, boring, winding, meandering pointless speech that bill clinton gave last night. he can't help himself, i thought bill clinton would do this last night. i think president tonight will talk about his policy successes but what he really needs to talk about intersection of theirs while she was secretary of

state, specifically libya and iran and basis of that iran deal. >> first of all he will not talk about that because that is not what he wants to talk about. what republicans may want him to talk about. not what he wants to talk about. he will vouch for her. >> if he talks about her success, context of their time together secretary of state. >> will not bring up benghazi rub republicans right here. sandra: not about benghazi. what about deposing qaddafi. >> here is what he is going to do. one person aside from bernie sanders who i think can unify factions of this party. he is one person because he is most popular democrat in the democratic party besides possibly his wife, who can address what his legacy would mean with donald trump as president, versus what it would mean for her being president. i think he is one person out there, say to the bernie people, listen, you may not like 100% of what i did but you were with me in 2008 against this woman. you trusted me. i don't think i've let you down. maybe i let you down. harris: may be a lot of truth to

kennedy: welcome back, this is "outnumbered" from philly. we are at the dnc. hundreds of bernie sanders supporters walk the out of the dnc in protest last night after hillary clinton was officially named her party's presidential nominee. the protesters gathering outside, some taking part in a silent sit-in while others far more vocal, shouting, burning the american flag. [cheering] [bleep] i'm such a rebel. sanders himself urged everyone

to unite behind clinton. obviously have yet to heed those calls. tucker, is it healthy for the party that you have such a vocal group of people who knew the end was coming, yet they refuse to accept it? >> the flag burning is disgusting. that is entitled rich kid wing of the bernie movement. kennedy: bernie bros. >> they can go away. bulk of bernie supporters are your people left out of the economic progress of last decade or some they are a old-fashioned liberals and never gave up old-fashioned liberal values. i don't mean that as an at attack at all. parties should be about something, other than acquiring wilding power. democratic party, hillary clinton that is all it is about. kennedy: i was with jill stein, we were at wells fargo as bernie sanders conceded nomination. she was walking around hugging crying sanders supporters.

turned into impromptu press conference. she capitalized on message purity. it worked for many of them who are very curious as to her message, whether or not she is capable of caring that message. harris: that is what president obama is hoping to have a jill stein moment. somebody else's moment other than hillary clinton's to bring out voters who really wanted bernie sanders and were in tears tonight. they should rest easy, knowing power rests in their hands. they are the future of the people. look at numbers of these people, how young they are in messaging people like senator warren held her powder dry this time around. i don't think it is accident. i don't know how hard advocacy pulling to be vp choice. she niece she has a future and constituency that dwarfs any the past establishment. >> will we be this complimentary, never trump people, ted cruz of world got

references to isis out. bill clinton job not to be president. bill clinton's job to be mr. hillary rodham clinton, which is very bizarre and unprecedented scenario. there to humanize her as husband and father of their daughter and someone he called his and her best friend. he was not there to talk about policy. i'm not surprised about that i am surprised about madeleine albright, and surprised isis is not more of an issue. i'm surprised democrats don't view isis with as must urgency as republicans do. that is borne out poll after poll. harris: not like the topic is falling out of the sky for no reason. last week just before the convention and this week in the midst of a convention we've had terror attacks in different countries. had munich, germany, this week you had paris where the church attack happened. sympathizer to the islamic state savages. you talk about how we go after these guys. the french have been moved so
