fox news alert as we continue our coverage of the deadly balloon crash just south of austin, texas. as of now, 16 people died when their balloon crashed about 20 minutes after takeoff. just as it took off at sun rise, 30 miles south of austin. what we know from reports on the ground and also talking to a reporter on the ground, as you look at initial video coming in, is the balloon crashed right below very large high tension power lines you barely make out there at the center of your screen. whether the power lines had anything to do with the crash or not, we don't know. the ntsb says they should arrive there a little bit later today

to begin piecing this tragedy together. no survivors on this saturday morning as 16 people took off on what had to have been a wonderful and probably romantic adventure on a saturday morning and plummeted to earth killing all 16 onboard. hour two of america's election headquarters here from washington, d.c. of course when you're talking about the balloon crash and also a lot about politics today. >> yes, i'm elizabeth prann. we saw some of the video we were showing earlier from a local reporter, marcus officer. you could see that sheriff's deputies are on the scene there awaiting for the ntsb and faa to arrive to investigate. i want to bring in our own will karr who has been following this bricking news story. will, you mentioned your earlier reporting, local news reporter in albuquerque. we talked a little bit about the capacity of the hot air balloons and baskets that carry people during these flights. want to ask you about your experiences with that and

reports that we're getting at least 16 people lost their lives today. >> that's right, liz. and if you have before to balloon fiesta in albuquerque, it's a wonderful event. beautiful, but you also realize when you're there at not a precise science flying a hot air balloon, especially when it comes to the landing. it is all directed by the wind and the weather throughout the area. and if you're in albuquerque for balloon fiesta it's not uncommon to see balloons come doroads to. i remember one year we had a balloon come down and crash right in front of our station. so these things can go a bit haywire depending on the circumstances. local authorities tell us that this happened in a rural area about 30 miles south of austin. the balloon crashed around 7:45 this morning. they tell us that when they got on the scene the basket was burning. so keeping in mind exactly with how hot air balloons work, inside of the baskets they have

propane tanks that end up fueling the burners that give the balloons lift to go up in the air. at the same time, they will keep a look at what the weather was like this morning. from what we've been told, it seemed relatively calm. the wind was gusting up to ten miles an hour. that's not incredibly significant for flying a hot air balloon, but you mentioned those power lines there. that definitely could be significant and definitely something that the faa and ntsb, when they arrive on the scene later today, will be looking into. liz? >> just a quick question, will, before i let you go, and we talk about the pilot in this situation. you know, what are investigators going to be looking at, especially when you take into consideration the circumstances such as the power lines and the weather when they first get on the scene, can you give us any indication, if you will, what they will be looking at in this investigation? >> yeah, absolutely. very similar to a plane.

the pilot has to be licensed. also the faa has to sign off on the hot air balloon. they will be looking into that. they will be looking into the details. they will be looking into exactly how many people were on this flight. it's being reported that there's at least 16 victims. in my experience, 16 would be on the high end of the number of people that you would have in a balloon here. so they would be looking at all the regulations that they have in texas when it comes to hot air balloons to make sure they were actually following those and then trying to figure out exactly what caused this crash in the first place. liz? >> will carr reporting live. thank you so much. we are 100 days away from the election in november. making this one of the longest general election races in recent history. experts of course will tell you it all comes down to swing states, especially working class counties and places like eastern ohio and western pennsylvania. as we speak, hillary clinton's

bus tour is rolling through just those places. mike emanuel, hot on her trail around on the trail in general. live from pittsburgh, pennsylvania. hi, mike. >> hi, leland. good afternoon to you. the clinton campaign is dealing with an outside distraction news that a system that was using was hacked. the clinton campaign says according to its outside cyber security experts, the hackers did not have access to its internal document, e-mails, or voice mails. in a statement issued last night campaign spokesman nick merrill concluded, quote, to date they have found no evidence that our internal systems have been compromised. the hacking news broke as hillary clinton and tim kaine are on a bus tour of the rust belt which stopped in harrisburg last night and jonce town, pennsylvania, today. she's talking about spending on infrastructure, advanced manufacturing and clean energy. clinton says rival donald trump's plans would actually kill american jobs.

heavily here in the final days of the campaign in states like pennsylvania and ohio. leland? >> they will be spending a lot of time in both places as i'm sure you will as well. mike emanuel in pittsburgh. thanks, mike. pennsylvania congressman michaelly has endorsed donald trump. joins you now. congressman, appreciate you being here, sir. >> thank you. >> you think about this. pennsylvania hasn't gone red in a general election since george h.w. bush, won it in 1998. obviously donald trump can change that. goes a long way for his road to the white house. we look at the latest poll that was done during the dnc. conceivably any bounce that donald trump would have gotten out of the rnc was baked into the poll from suffolk university and already hillary clinton is up nine points. how do you come back from that? >> well, you know, depending on who do they poll and which do they ask? i got to tell you this. 60,000 democrats changed their registration in the republican

primary to vote for donald trump. when you talk to blue collar people, the people i grew up with, work with every day, they're overwhelming by donald trump people because he's the only candidate that's ever talked to working people. he understands how america needs to go back to work. president reagan said it so clearly, and i think we echo that again. it's about jobs, jobs, jobs. donald trump is the only candidate that can present that type of a picture. it doesn't have a future that makes sense. when you tell people we're going to put you out of work because we're going or a clean energy slate, listen, people understand clean coal is out there. technology is out there. you can't hurt these people in their homes and in their towns, their churches and their schools, and expect to come in and have them vote for you. it's clear to pennsylvania voters who their choice is this fall and it's going to be donald trump. >> it's interesting i was going to bring up that famous quote from hillary clinton talking about putting coal miners out of

business and almost seemed gleanful about her desire to do so. at the same time, you saw donald trump in west virginia putting on a coal miner's hat. that certainly got a raucous applause. are there enough votes to make that difference? >> of course there is enough votes to make that difference. i'm going back to the polls. some of the people polled would have been democrats last night or likely democrat voters. when you see how they've changed parties, how western pennsylvania has changed, it's not so much about people who have an ideological bend. what they are are hardworking blue collar people, men and women who get up every day, with one objective and one objective only. that's to put a roof over the head of their children, food on their table, clothes on their back and have a community that's strong. schools that are strong and chu churches strong. under this administration we've seen the lower labor participation rate, wages have fall fallen. everything is stagnant. you can't look at this and say, boy, those 7 1/2 years of the obama administration makes sense. wait until hillary gets here.

balloon accident that occurred just around 7:40 local time. we've heard from the sheriff's deposition on scene when they arrived on scene they tell us that the basket of the hot air balloon was, in the, still on fire. they also tell us that the ntsb is investigating as well as the, if faa. and they say at least 16 people lost their lives this morning. about 20 minutes into their hot air balloon flight. of course we're going to keep you posted as more details come available. but i want to get back to political news. and to another key swing state. florida, with both candidates making major efforts to grab the sunshine state's 29 electoral votes. miami beach mayor philip levine is campaigning hard to put florida in clinton's win column and he joins us now from new york. mayor, thank you so much for joining us. foreand foremost i want to get a chance for you to respond to representative kelly. he said that trump has the voice of countless worker,

specifically blue collar. i know we were talking about pennsylvania i b pennsylvania but i want to give you the opportunity to respond. >> funniest thing in the world is listening to that. you have a guy that inherited a couple hundred billion dollars from his father who is not even a billionaire. he calls himself a blue collar billionaire. failed clothing, failed suits, failed furniture, failed picture frame, whatever it is but he did it overseas. i'd like to have congressman kelly why didn't your candidate manufacture those things in the great state of pennsylvania? ba because everything he sis is not truthful. he's a fraud, donald trump. now, more importantly, the fact of the matter is secretary clinton is up in the polls in pennsylvania. we haven't even accounted for the great bump of that incredible democratic convention. let's see what the polls look like next week there. every single vote is. important to secretary clinton. she takes no state for granted whatsoever. but it's kind of entertaining to listen to this and of course the real billionaire michael bloomberg who is actually made it himself, $25 billion net

worth, great mayor of new york, former mayor, he's the one that's also saying that trump is incorrect. bad economic policies. and you know, whether it's him or it's warren buffett the greatest infevestor of our time says hillary clinton is the right person for our economy, the ceo, i can't listen to this congressman with any seriousness. >> you talk about the poll numbers out of pennsylvania. i want to take that stout and real clear average politics polls out of florida and albeit ahead of the convention shows the two to be neck and neck. so what do florida voters want to hear from these candidates? >> well, florida is going to be key. i've been saying it all along. a-a-f, it's all about florida. whoever wins florida is going to be the next president of the united states. secretary clinton is loved and revered in the state of florida. think about what florida is about. a huge hispanic population. a tremendous african-american population. big ju jewish population.

huge lgbtq population in florida. her ground game is very, very strong. we have mayors and people all across the state that are working with secretary clinton. her message is one of stronger together. florida is the future of our country. the demographics of florida is where america is, where it's going. she's going to play very well to florida and we realize that it's key for her to win florida. and florida is where you have a lot of self made successful people that look at secretary clinton as, once again, for the free enterprise system, for creating jobs, for building lives, quality education, that's what she's about. and i think that we're going to see a very, very strong showing in november for secretary clinton in florida. >> mayor levine, we don't have much time. i want let you go without asking you one newsy question because we see all these headlines. folks are afraid of zika. what is the latest from the officials in florida and also since you are a surrogate for clinton how would she be handling the crisis?

the three democratic appointed judge panel ruled the law discriminatory. sloor similar laws were shot down in texas and wisconsin and kansas. a law that required evidence of citizenship was thrown out. let's bring in hans, election law reform initiative manager, senior legal fellow with the heritage foundation. co-author of the book "obama's enforcer, eric holder's justice department." good to see you. appreciate it. >> thanks for having me. >> i'm looking at the rulings specific to the north carolina law, the judge writing it imposes cures for problems that did not exist. i would be willing to bet you disagree with that. >> i do disagree with it. that decision was driven by bias partisanship and ideology. it has to resemblance to the facts and evidence in the case. for example, the predictions were, the speculation is these election reforms would drive

down, suppress the vote of african-americans in the state. most of these reforms were actually in place in the 2014 election and, guess what happened? turnout went up dramatically and, in fact, the turnout of african-american voters increased at a larger rate than that of other voters. all the speculation by the judges is just simply wrong. >> when we talk about this, how can this issue be viewed so differently. you think the law is the law. at some level you say, okay, if someone wants to register to vote they could or could not have an id. why has this become a democrat/republican issuer is sus one of where the law views it? >> unfortunately these democratic judges and members of the democratic party want to manipulate the voting rights act, to turn it into a political weapon that will give them an advantage in elections. and unfortunately that's why we're getting a bad decisions like this. i know we're concentrating on

north carolina but we should note that we had a similar decision, a bad one, from the fifth circuit over texas' voter id case. the judge said that the majority was manipulating the law and misapplying the facts. that's exactly what happened in north carolina, too. >> so where does this go? does this all come to the supreme court at some point, hopefully before november? >> yeah, it is going to go supreme court. let me tell what these jumgs dg are counting on. the six judges of the supreme court that upheld indiana's voter id law in 2008, two of them are gone. justice stevens required. justice scalia of course passed away. so they are gambling that the supreme court won't overrule them because they know that the four liberal justices on the court will rule against any voter id law, no matter what the facts, no matter what the law. they're assuming with the tie vote these bad decisions are going to be upheld.

welcome back. we continue to follow the developments in central texas where at least 16 people are dead after a hot air balloon crash this morning. let's go back to our fox affiliate reporter on the ground. reporterofficers joins us. marcus, tell me the latest. not only what you see there at the scene and have any

additional authorities, say, from the faa and ntsb, have they arrived on-scene yet? >> yes, the ntsb is on-scene and five minutes ago we got word they will be holding a press conference to update the media that's here at 12:45. in ten minutes the ntsb spokesman will be chatting with us to give us the latest information. as far as what's new is nothing. we have more authorities on-scene. ntsb has been on the scene for quite some time and gathering the information as we speak. and they're going to release that here soon. but the waparks and wildlife as well. two dozen police cars and, you know, quite a lot of texas scene is no longer quiet now. >> our viewers are looking at live pictures. i assume that's what you're looking at as well. on the left-hand side of their screen they see some huge high voltage power lines. can you give us an indication of where the accident and the crime

scene is? >> you will see several hundred feet tall power lines across the empty field. it's right towards the back you can see where police have the line taped off. police tape and all the investigators have been gathering in one area directly underneath one of these very large power lines. now, they have not clarified as to what caused the fire and therefore the crash. but just from my eyes alone, where were that hot air balloon residue right n is right underneath the power line and i would not be surprised if that's what caused this accident. just too close. too big to miss actually there are so many of them out here. very sad. >> we just assume we can g get a closer look at the scene. we spoke with you earlier in the show and you spoke with a person who had actually met with the pilot and some of the folks who were on that hot air balloon ride. can you tell us a little bit about that conversation and gives a little timeline of this morning. >> okay. so we were actually on another shoot and i got a tip from a

local medical person here that's saying that the hospital was readying for a propane explosion and that was just after 9:30. so when we get to lockhart we find the scene of what we thought was just a propane explosion and later found out to be a hot air balloon crash. as we pull up there's a man sitting in the parking lot of a house out here. 700 block of jolly road in between lockhart and maxwell. there's nothing out here except a few houses and railroad track. he kept saying to us, hey, that was my boss on the hot air balloon and i knew everyone onboard. he seemed very distraught, very surreal. he couldn't process what had happened. he just kept saying, that's my boss, i knew who they were. he said they took off early this morning and they were about 20 minutes into their hour long ride. at 7:26 he lost phone contact with him. an hour later he found them and rest of the remain in this field and he was shocked and distraught and all he called

talk about was his boss. >> one more question. we keep hearing from authorities that at least 16 folks were onboard. do you have any additional information? and typically with that particular hot air balloon basket, is the capacity for 16 people something that would be deemed safe? >> well, we're looking into that right now. we have several reporters out trying to figure out where exactly the hot air balloon came from. now, i believe there is a location just a few miles from lockhart. we haven't confirmed anything but they do do 16-person hot air balloon rides. we're just trying to confirm the name of that company right now. and as well as any other information that's coming. but right now his boss, from what the witness told us, his boss was on that flight and it was just supposed to be a gathering of friends having a good time on their weekend. and it turned very deadly very quickly and they're still looking for answers as well. >> december stating. marcus officer, thank you so much from fox 7. we appreciate your insight and, of course, remind our viewers a

we are continuing our coverage with the hot air balloon accident out of lockhart, texas. we anticipate authorities will be holding a press conference 12:45 local, 1:45 eastern time. as soon as we see those authorities take the podium we are going to bring you that information and this news conference live. but first, let's get back to politics. both the clinton and trump campaigns are fighting for every vote up for grabs in this election. one big demograph in play is the working class white vote.

anyway. >> kevin, i can kind of predict your reaction here so i do want to start with chris. was that a constructive comment to be making at this time in the game? >> i don't like putting voters in boxes. >> right. >> especially when you're trying to win them over or, now, do i think there's validity to the point there are differences, obviously certain white working class voters have that may like or dislike but with the democratic party stands. but i don't think that is going to be the defining set of issues that is going to drive this election. i think the key is going to be who speaks one to the reality, to their frustrations and ang their they have towards both political parties, the economic system that they see as unfair, the benefits incredibly small percentage of wealthy people, and who has the slugolutions an policies to solve that problem. and i think -- i'm not sure it's the key demographic bloc. it is an important demographic

b bloc in ohio and. . . when you break down both candidates senator clinton does a much better job speaking to policy side and figuring out the right solutions to make it better but donald trump does a more effective job speaking to the anger and frustration. i think the problem is i'm not sure trump can make that transition with the policy side. what you saw at the convention is hillary clinton and the campaign in general do a much better job of trying to speak to the reality side. >> all right. kevin, what do you think? when we talk about trump perhaps speaking to that, that demographic, does he have policies in place for them? >> well, he certainly speaks to the anger of it and you know he could put in play pennsylvania, michigan, wisconsin possibly, ohio, if he does put some policies in there that go beyond just that anger. and look, these are people that care about immigration, they care about jobs, you know, leaving the country. he is making a play for them and hillary campaign is taking it

seriously. where did they go first? pennsylvania. so he's right to do that and that's really his only pathway to victory, i think, because he's going to have a tough road ahead with minority votes. he's got to max out on white working class votes. the nancy pelosi comments though just to go back to those, not a good idea for a politician to ever play political scientist. they keep doing it. i'll continue to see it. barack obama did the same thing in 201. mitt romney did the same thing in 2012. it's not even accurate analysis though. those voters don't just vote on those issues and that's not even -- if you look at the public polling that's not what it says. not a good idea for her to be doing that. >> okay. i want to push the conversation forward and talk a little bit about how does hillary clinton cater to this demographic without alienating some of her more progressive voters? >> i think there's a common thread that overwhelm majority of voters share, which is we all want tomorrow to be better than today. we all want the economy to be better than today, good jobs, invest in infrastructure.

>> does big government provide that? >> the challenge for the clinton campaign and what you saw at the convention did a very good job of is layout how they're going to do it. the type of policies that mem improve schools, the help of policies to balance and make trade fairer. and i guess the key question in this election is going to be are we actually going -- if voters are going to we side by looking at where these candidates stand on the policy issues, the position, or is it going to be a rhetorical debate and argument. >> right. >> right now it's still a rhetorical debate and argument. i think what you're going to see is people get closer and closer to the election is shifts, especially in the debates. that is where i think trump has seen unable or incapable of transitioning. >> do you think he's encapable, kevin? >> no, i think he's capable of doing it. >> how does he do it? >> look, he's got to get over the threshold question that has always exist with donald trump and is he trustworthy enough to, you know, hand over the keys to the white house and the new

codes. and it's a national security question. it's a temperament issue. he can somehow -- you know, he hasn't changed yet. if he can convince enough people that he is capable of doing that, i think he's got, you know, he's got a good shot at this because hillary clinton has still a very unpopular, not trusted candidate. one of the most we've ever seen. >> folks want those jobs back. >> they do want their jobs back but policy and substance doesn't matter. it's not sometimes sexy as to discuss it as insult. but when you think about what voters wanl s want, they want t country to improve. trump has seemed incapable of coming out with policy pro founs nounsmentes that would give voters the confidence that he has substance and solutions. maybe he does that over the next two months. until he does he faces a gap. >> i would love to keep the conversation going but i'm getting yelled at in my ear. i'm sure we will have more debates in the future. leland? >> live pictures right now

never before have two people so wildly unpopular competed for the white house. election day is 100 days from today. at the conventions both clinton and trump used their vp candidates to try and reach out to demographics they typically struggle with. but is that enough to make a difference on the campaign trail? joining us now george two washington university political management program director laura brown. appreciate you being here, professor. >> thanks for having me. >> as you see how these two campaigns have planned out. mike pence talking, tim kaine talking in pennsylvania and also talking to hispanics in spanish which he speaks fully. is that enough to really make a difference to move the needle? >> well, it's interesting that you say that because traditionally vice presidents don't really make a difference on the ticket. very few people at the margins decide that they should essentially vote for that candidate based on their

presidential pick. but what these picks, i think, do is reassure the voters in these different voting blocs that you just mentioned that these candidates are good at making decisions. i mean, they really do provide a sense of substance and security because these are obviously both individuals who have served in congress and they've served as governors. >> but you think about it, though. donald trump's pick had to have a lot different qualities than hillary clinton's pick. and tim kaine seen as somebody as a politician reaching out across the aisle. hillary clinton doesn't need anything to be added to her resume in terms of governing in terms of a lot of other things she needs help but these are two very different rirms in jobs, right? >> well, but let me just say that we are looking at two nominees who are more senior than most of the presidential candidates who have run lately. so what we're really also talking about is that these presidential nominees know that they have to pick people that the voters will say should

anything happen to the president, this person could take over. they're only a heartbeat from the presidency. >> you know the first rule in vp picks is do no harm which is certainly john mccain seemed to violate with sarah palin. such a polarizing pick. evangelicals loved her but a lot of independents who said, this is not somebody i want one heartbeat away from the president. suffice it to say these two guys fit that test? >> well, i think they absolutely do. i mean, you know, as i said, both of them have congressional experience, you know, tim kaine has been -- is a senator and mike pence was a house member. and both of them have been governors. mike pence is the current governor of indiana and tim kaine was a former governor of virginia. so you have substance and long experience in the political world. >> and current senator from virginia where obviously you have a lot of swing voters there as well. dr. brown, appreciate you breaking it down for us. >> absolutely. happy to be here. thanks. >> thanks so much.

hello, everybody. this is a fongs nex news alert. police are saying there are no survivors after a hot air balloon catches fire and crashes into a pasture in central texas. all 16 people aboard that balloon are believed to be dead. the ntsb now speaking at a news conference about this crash. let's listen in. >> we also will have investigators in our operations group, structures, systems, we'll also have victims specialist, weather experts, all who will be arriving tonight to begin what will be a significant investigation into this tragedy and to the families that may be watching this right now, we offer our thoughts and prayers to all of them for the loss. and this will be a difficult site for us to work through. we are getting tremendous cooperation from local authorities, from the sheriff, a number of other agencies here helping us. we've also requested on a long-standing relationship we have with the federal bureau of
