>> i mean, the visual itself kind of sold a message that john kerry came from a different part of the world than most of us and it's always very powerful when you use your own words and your own record against yourself and in this situation, i think kerry who had been swift boated into submission earlier in the campaign, think started to lose full control of the conversation of the campaign. when you're on the fence in the campaign it's trouble. i think that was a big hit that commercial, and of course the election at that point was all but a done deal. >> adam, as we let you go, what's the most effective emotion to tap into -- love, hate humor? >> love hate, fear and hope. in terms of advertising. right now, there's a lot of fear that's out there.

tucker over to you. the u.s. department of justice has coughed up in $342 million in taxpayers' money to sanctuary cities. new data show that money is 63% of the funds available to all american cities. so, should taxpayers be on the hook for kaudle iing illegal immigrants? so, how exactly does this work and why is the justice department paying cities that have policies that violate federal law? >> well, it's outrageous the department of justice has a number of grant programs for federal law enforcement agencies including one that reimburses them for detaining illegal aliens. they're allowing sanctuary cities in violation of federal law to get these grants rartless

of their policy. and this is outrageous not only because it means taxpayers are subsidizing the obstruction but the result is criminal aliens that should be deported get released back into the communities and are there to keep threatening people. >> that's for sure. it has traditionally withheld funds to the state. when they wanted to raise the drinking age to 21, we're not giving you any more highway funds to do it. this is the opposite, they're rewarding cities for breaking federal law, what does this say for their regard for the law? >> they should not be allowing these sanctuary jurisdictions to get funding. they're undermining i.c.e. in allowing this. but you know, hypocritically

they turn around and sue places like arizona that want to help enforce federal lu yet they're allowing these sanctuary jurisdictions to keep doing it. and this is important that now because of pressure from congress, because of pressure from congressman who controls the department of justice' budget, they're now having to admit these sanctuaries are violating federal law and it sets the stage for other actions against these sanctuaries. >> the obama administration's own justice department is encouraging them to ignore the law -- >> it can't go on. it's time for action to be taken against the sanctuaries, the ideal thing is for them to reconsider their policies. now, they may lose access to federal funding that could be an

insiders for the op ed, they laughed that he would have an east wing office, be involved in any of those traditional first wife duties like picking out china patterns and dinner men use and things like that. >> yeah, but at a california rally some time ago there was somebody wearing a t-shirt that said bill clinton for first lady. he laughed that off. he said, hey, that sounds good to me. i've made so many decisions in my life i'm happy to be told what to do. >> he's very good at connecting with people on a personal level, going to memorial services, kind of expressing concern for people. making them believe that he feels their pain in a way that hillary clinton is a little bit -- you know, she finds it harder to tap into those emotions. i think he'd be a very good consoler in chief in that role. so there are some things that he would do very well with, but some of the really ultra traditional parts of it, even

investigators have arrived on scene. they're going to begin collecting the evidence, but they've investigated hundreds of balloon crashes over the years, and when you look at common causal factors you really look at the environment, you look at things like wind, power lines and you also are looking at maintenance and equipment. so i know they'll be looking at all of those things. certainly this is a huge tragedy, but it's one that was really called out earlier when we saw the crash in egypt. the ntsb said to step up oversight on these on perfect lators. >> egypt crash, 19 people killed. a lot of us were surprised that this one, 16 people, that that amount of people could fit in this basket. is that too many people or is that an average amount of people in one of these hot air balloon rides? >> you know, i'd say probably

the size of the gondola really depends based on the operation. that is why the ntsb issued a recommendation, it's that concern that you're getting hot air balloons that are carrying capacity more than air tour held will he kopters or fixed win aircraft. we know passengers are hoping for a fun ride but they're expecting a safe ride. when they're paying for a service they're expecting some oversight from safety and we just don't see that same level when it comes to balloon operation. >> how safe is it over there? it's on that list to do with their family. a lot of people get engaged that way. how dangerous can it possible be? >> since the ntsb gave that warning in 2013, there have been

years. we're part of the international treaty that brings in refugees. we bring in far fewer than most of the world especially when it comes to syrian refugees. thinking about it in a basic way, it takes a burden off the other countries. the great thing about our country, we are separated by an ocean. they have to go through five screenings, state department, u.n., department of homeland security and a couple other i forgot. >> you haven't answered my question. >> sure. >> why should the average american taxpayer who's not benefitting from the status quo see this as good for him or her. >> it comes out cost mutual. they reimburse their own flight, they have to take employment. >> leaving aside that. why is it good? why should the average person, the powerless person, the kind of person who's not powerful currently being lectured by the elite, what do little americans get out of it? >> safety. >> safety? >>. >> what's going on, they don't have a firm screening process in

all 16 people on board. >> the fire is out. it's going to be just over the tracks near the large power lines. >> investigators now trying to determine whether the balloon hit a power line before going down or what exactly happened. >> i'm looking around to see who is shooting because it sounded like a gun going off and the next thing i knew you saw a big fireball go up. >> casey is live with the new developments this morning. good morning, casey. >> reporter: good morning to you guys. yeah, it appears that the balloon came to a rest just under the giant power transmission lines that are back in the field behind me. the thing is that this is very rural. it is out in the middle of nowhere. we're about 30 miles or so to the south of austin, but whether the balloon actually came into contact with those power lines is not known right now.

that is something ntsb investigators are looking into. we do know that the hot air balloon went down after bursting into flames just before 8:00 yesterday morning. surprisingly, there is little regulation by the faa when it comes to these hot air balloon excursions. for example, there are no limits on the number of passengers they can carry, which is how 16 people were on board yesterday's ill-fated flight. >> you're getting hot air balloons that are carrying capacity, more than air tour helicopters or even some fixed-wing aircraft. so when they're paying for a service, they're expecting some oversight, some safety, and we just don't see that same level of oversight when it comes to balloon operations. >> reporter: now, the balloon was operated by heart of texas hot air balloon rides. the feds will be digging into the company's background, their

safety record. that is all standard part of an investigation like this. we did speak to the community's mayor who tells fox news that none of the victims he thought were local, but the recovery operation under way is extremely challenging according to the officials because of the rural setting. like we said, out in the middle of nowhere, and we should also mention that this is now the deadliest hot air balloon accident on u.s. history record, some 16 people lost their lives here yesterday. back to you guys. >> thanks, casey stegall in lockhart, texas. well, the presidential election is entering its final 100 days, and it's already going down in the history books. we told you yesterday about hillary clinton and donald trump spending a lot of time in battleground states doing bus tours across ohio and pennsylvania. hillary clinton is doing more of a traditional campaign, doing a lot of poll testing and working on her ground game, running

stronger positively because it actually reinforces his persona. one of the big things you need for anything to go viral, even like a dog or cat video, it has be a authentic, something real. because he's plainspoken, it gives him the big edge. what hillary needs to do is activate more emotions to cause that viral spread. >> who is winning? larry saab t ba sabato has stud politics for decades. what were the signs that allowed people to figure out who was going to win. looking at the polls today and looking back at previous campaigns, where do you think we are? >> you can't look at the polls today. we're waiting to find out how big hillary clinton's bounce is. we know trump got a bounce. we've got to see whether clinton got one and, if so, how big it is. then you compare the bounces, you wait two weeks for the bounces to settle, and you finally get into the general

election pattern. by the way, i do have some news for you. it's good for us and horrible for the public. i just realized this last week, this is the longest general election campaign in modern history. really since 1960. in 1960 the parties both held their conventions in july. that's the last time we haven't had at least one convention in august, and, remember, that's when the general election campaign begins, when the second convention ends. so this is an extraordinarily long general election campaign. it's got an extra five weeks in it for more attacks and more negative ads and more for us to talk about. and i know the public is thrilled on a sunday morning to hear that. >> and both candidates have said the gloves are off. trump a couple days ago said no more mr. nice guy. he's been so nice thus far. >> you mentioned 1960. we're showing the video and i want to get your take on that. we didn't have an incumbent president. this time though hillary clinton sort of seems to be playing on the heels of the obama administration almost as an

incumbent. so where do you see differences there, 1960 and now. >> yeah, well, not only is she trying to be the third term of obama, in a sense whether she wants it or not, she's also going to be, if she's elected, the third term of bill clinton. so she has a double incumbency burden here. it's the first time that's ever happened in american history where one candidate is representing two eight-year administrations. so that gives trump more material to use to attack. it also gives her certain advantages as well. >> all right. next up, bush versus gore. >> we've already jumped to 2000. okay. well, in 2000, look, i want to mention one thing about 1960. 1960 was close the whole time. it was highly competitive. well, so was 2000. 2000 was close and competitive through the summer, the general election. gore had a surge in the last month or so. that's what enabled him to win the popular vote but not the

electoral vote. these elections are all different. they revolve around different fundamentals and different schedules, so let's not overdo the comparisons, but at the same time we may be having the very same thing in that respect this year. >> 2008, obama versus mccain. with this like 100-day window, it's a strange time. the economy was about to take a nose dive. remember, mccain like suspends his campaign. went through a really crazy time. do you see any similarities t >> well, i'll tell you one similarity, in the summer it was tied. in fact, mccain was even at one point a couple of points up over obama. what changed it all? the fundamentals. george w. bush became very unpopular because both of the iraq war and the economic collapse in september that nobody saw coming in the summer. what are we not seeing now that will happen in september or

one opened. i made the right pitch to the right person at the right time, and over those 15 months i have kept on writing questions and squirreling them away in a desk. i opened the desk and they exploded out, but you had to ask about the most current things. we talk about the state of the race, and she has not discussed this so far, those allegations that donald trump in effect invited the russians to hack her e-mails and put them out. we talk about the state of the race. we talk about some issues like guns and immigration, the supreme court, and, of course, we talk about the whole question of trust and directly about benghazi, the clinton foundation, and the e-mails. it's a very wide-ranging interview, and she discusses it all. >> so a lot -- we can see and we're going to see that interview fairly shortly. a lot of people are trying to get interviews with hillary clinton. you're the one who actually did. to the extent you can tell us, how did you do it? what was the process like? >> a couple things.

literally for 15 months, ever since she announced she was running i have been knocking on doors of various people in the clinton campaign, around the clinton campaign asking for an interview, and, frankly, they don't do it for us. they do it for themselves. i think their feeling was while she was running to her left in effect against bernie sanders in the democratic primaries it didn't make a lot of sense, it wouldn't be very useful to her to talk to us, but obviously you can see at the convention is he made a specific appeal to independents and to disaffected republicans saying that trump has turned the party of morning in america into the party of midnight in america. i think she felt this was a good time to talk to us. the thing that struck me most, and she makes a lot of news this this interview, i think people will be talking about it tomorrow including one big surprise about her mother that i think everybody will be fascinated with, was her

welcome back. well, another day, another hack. the clinton campaign's computer network has been breached, and the latest hack in a series of

cyber attacks on democrats. how can you protect your personal e-mail account from prying eyes or just your personal information in general. technology expert, chana glenser joins us this. >> thank you for having me. >> let's talk about e-mail and passwords. we say obviously don't use generic passwords but how often should we be changing our passwords? some people do it seems like every few years. >> that is not how often you should be changing your passwords. experts recommend once a month. i recommend once a quarter is probably enough to cheap you in the safe realm. you mentioned not choosing a simple password but there was a leak in january and it showed most people's -- the majority -- number one password was 123456. that is a really important thing. >> wow. >> exactly. too choose a unique password. >> using a unique password,

people often think maybe i'll pick my wedding anniversary or my children's names or something like that. don't do that. how tricky should we make the password? >> don't choose something very simple like you just mentioned. but you could do something like -- here is an easy hack, and that is pick a long regular word like celebration and switch out the letter "e" for the number 3 or the letter "o" for the number zero and it instantly makes a more normal word a much harder password for someone to guess. >> and people often forget to change their passwords and they don't do it regularly. you can just set even with ios or if you're using android, set a simple reminder that remind me in three months or two months to change my password. you also say two-step verification. for a lot of people watching they're going what is two-step verification? what does that even mean? why should we do it? >> it sounds complicated but it's quite simple. what it does is it creates a

different layer so someone can't just guess your password and get in. they also have to have a code that is sent to your mobile phone. so you sign up for two-step verification. it's available on yahoo! mail, google mail, and you simply every time you log into a new computer, you get a code sent to your phone after you enter your password and you enter that so it's a two-step verification process. >> just like banks use. you might get a digital code sent to your cell phone. you also say check your account login. what does that mean? >> you can go in systems like yahoo! mail. you can go in and check your login history, and all that means is you can see when the account has been logged into, and you can just get a gut check as to whether or not, yeah, that looks like the times i have logged into this account or not. so, again, as you mentioned before, set a regular reminder every month to log in and make sure that the account activity and the logins look familiar.

>> you can send those e-mails and you will get a message saying somebody tried to log into your account from iran. that may be a red flag. >> that would be one. >> you also say cover your digital footprint. what do you mean? >> by that i mean oftentimes you're in a library or a hotel or at a friend's house and you're using their computer to log into your e-mail and do online shopping. what you want to do is, number one, make sure you're signing out of your e-mail account, which is as simple as going to the top of the screen and hitting sign out. but the other thing and it's a little more tricky but it's a simple three-step process, clear your passwords, your cookies, those things that track you across the internet by going into your preferences and security and then clearing out your cache. >> great information. thanks so much for joining us this morning. we appreciate it. >> thanks for having me. coming up on the show, a fox

of the video and early police reports. it appears the balloons caught some winds and blew them into the power lines but it's early to make conclusions. >> we had a former ntsb person on the show earlier this morning, the early morning hours trying to get some answers to all of this. one of the things i found interesting she is saying it's almost like the wild west when it comes to ballooning. when you have normal aircraft, we don't have accidents very often in the past many, many years but with ballooning we have crashes regularly. does something need to change? >> i don't know if i would agree with that. i think we have more ga crashes than balloon crashes, but, yeah, it is a relatively lightly regulated industry. it is -- you know there, have been recommendations by the ntsb to have more oversight from the faa on it. if you look at the number of flights to fatalities, it's fairly low. when you do have crashes, they

are awful as we've seen down in texas. >> i think when we saw all this news unfolding yesterday and just seeing the size of the amount of casualties there. 16 people dying in this. how big was this balloon and is that normal for 16 people to be in one of the baskets? >> you know, 16 is about the maximum number folks they do have in the u.s. and that's mostly because of insurance reasons. i don't think there's an insurance company out there that will write a policy for a balloon that carries more than 16 people. clearly they do have that capability, but that's usually about the maximum. >> so how in a balloon, how difficult would it be to avoid power lines? how much power does the pilot have to move the balloon around? >> that's really where you are. you're subjected to the forces of nature. as an air balloon pilot, you really only have the ability to go up and down. when winds start blowing you

don't expect, it makes it difficult. when you have a heavy balloon, it takes a lot of gas and some extra time to kind of lift up over those power lines. i think it's very strange that they would be flying anywhere near those types of power lines because those power lines are radiated energy even before you touch them. i'm sure a lot of horrible things went wrong very quickly for these folks. >> and a lot of very special moments happen on hot air balloons, engagements, birthday parties, and families will take up, you know, folks for a family reunion, things like that. we don't want to discourage people when we see news like this, but what do people need to know to make sure that they're in safe hands when they go up if they choose to? >> that's a great issue because there's nobody rating these companies out there and i don't know if that helps or not, but make sure you're flying with somebody who has got a lot of experience, and even those who have a ton of experience, things still can go wrong. so it's really -- it's buyer beware. it's a beautiful thing. it's a lot of fun.

>> donald trump now defending himself against criticism of his remarks in a new interview with abc. >> i think i made a lot of sacrifices. i work very, very hard. i've created thousands and thousands of jobs. i have raised millions of dollars for the vets. i'm helping the vets a lot. >> how exactly is this playing out politically? who is winning, if anyone? joining us now is a.b. stoddard and zeke miller. great to see you both. first to you, a.b. it seems to me the obvious response from trump would be, wait a second, this man was killed in a war that hillary clinton supported not because she believed in it but because she felt it was politically expedient to vote for it. why wouldn't trump say something that obvious? >> i think it's his natural instinct to become defensive, so you don't compare jobs you created in a business that you started with your dad's money to someone losing their son in war.

it's just inappropriate. he's running to be commander in chief. so it was a mistake, and i agree with your comments in a previous segment. you take the high road and back down and change the subject. trying to engage in this way which is a defensive sort of combative response is a mistake, and he's going to pay for it on twitter and in the news for the next couple days until the topic changes. >> couldn't you hammer home the larger point which is we should be having a conversation about immigration and force the press to graes your policy position on those things? >> certainly that's what donald trump could have done but it's not what he did. the clinton campaign essentially laid a trap by putting the khan familiar out there. donald trump -- he likes to brag about how he's only a counter puncher, so they had somebody go up on stage and punch him and

the khan family, you can say, you know, you can say they put themselves in the arena by giving a speech at a political convention, but the one thing you can't do when you're a presidential candidate who is now a nominee who has never served, who has been all over on every side of the iraq war issue, two supported it before he opposed it, he would then have to, you know, to then punch back that way is going to be a political loser every single time, and they laid that trap and they're going to keep doing that. >> a.b., as you noted, i said trump mishandled this, he should have ignored the digs from the khans for sure. on the other hand, it's a little much to suggest that he has no moral right to respond when they said this at a political convention on behalf of a political candidate. i mean, everyone feels terrible for them for their loss. on the other hand, they were acting as tools for it's campaign running against him. why is that morally out of bounds? >> and trump could have pointed that out, and he could have disagreed with mr. khan's assessment of him, but politely

acknowledged his sacrifice in the service of his son and gotten on to, as you said, a topic of hillary's foreign policy record or anything else to change the subject but what you don't do is double down and pick on the wife and compare your sacrifices in your business to -- it's not comparable. so he handled it -- he handled it and all your significances for the w -- suggestions for the was he handled it are great and he didn't take them. >> does the press have a responsibility to cover the core issues? the core questions like who should we be letting into the country? how do you assimilate people with different values? these are real things that are going to affect all of us. shouldn't the press be paying some attention to them? >> the press certainly does. >> where? >> we read about the stories about who should be let in the country all the time. we read about immigration policy

all the time. the problem is, particularly when it comes to the trump campaign, is that he often leads us down that other direction and we have a responsibility as well to share what the candidate says, particularly when it's something that is -- many americans would find offensive or in some cases even disqualifying. it's our responsibility to report that as well just as much as it is to report about the issues which we do just fine, but oftentimes people don't want to read about it or it doesn't make headline news because they're not headline-grabbing stories but we write them. people don't always want to read them. >> i disagree with you there. i don't ever read them. by the way, i'm at fault too. i'm distracted by the shiny object as much as anybody. thank you for joining us. the koch brothers are sitting out this election. what effect could that have in november? plus, a new trump ad calls out bubba for sleeping during his wife's speech at the dnc. we'll compare it to some of the

you might say was an early referendum on experience, political experience, versus an outsider. obviously the outsider fared very well in this and i think that may be a good cue card for the trump campaign to understand and to follow. >> so this might be the most famous political ad of all time also recorded by many as the most unfair. it's the daisy ad from the ap'6 election run by lbj. >> eight, seven, six, five, four, three, two, one. >> these are the stakes. >> so was that as effective as we all assume and if so, why? >> it was. it was a classic then more than 50 years ago. it's a classic today. by the way, for all you trivia buffs, monique was the 2-year-old girl, the freckle faced girl that looked like

shirley temple who starred in that. it happened at a time when the cold war, the cuban missile crisis were stoking the fears of a possible nuclear holocaust. that's why this was impactful against goldwater, and you might say that hillary clinton is going to take a very close look at this ad as she tries to make donald trump's temperament an issue in the campaign. >> another one that folks probably remember is 1984, the reagan ad entitled bear. watch. >> there's a bear in the woods. for some people the bear is easy to see. others don't see it at all. some people say the bear is tame. others say it's vicious. isn't it smart to be as strong as the bear? if there is a bear. >> the russian bear. >> all i can tell you is i wanted to go out and buy like a dozen teddy bears after i saw that. i love bears. this was 1984. obviously reagan beat mondale that year in a landslide,

carried 49 states. i think he only lost minnesota and the district of columbia. it was important because it basically was a creative portrayal of a projection of american strength and reagan, who was really the shot in the arm president who gave america renewed confidence again, benefited greatly from this, and, of course, as we move into the modern age, we've seen animals used as metaphors very effectively in a lot of places including now senator joni ernst who i think took a pig sty and used that to propel herself to the united states senate. >> let's go to 2004, bush versus kerry. john kerry had already gone through the swift voting we saw in the late summer but then this wind surfing ad i think resonates with a lot of people. >> would john kerry lead? he voted for the iraq war, opposed it, supporting it, and now opposes it again. john kerry, whichever way the wind blows. >> was that effective? >> very effective. and the most important part of

donald trump stealing the spotlight from the democratic national convention this week as more americans tuned in for his acceptance speech over hillary clinton. what's the plan to keep the momentum going? >> maria romo iw bartiromo is finding out. are they going to stay the course? >> i think so. i think you will hear more about policy. i think donald trump is being told and they are talking about it, that he really needs to get to the nuts and bolts of what his ideas are in terms of policy. eric trump talked to me about that as well, and i think in the next couple months you're really going to see a zeroing in on that. you have to expect that given the fact that we are here.

september 26th is the first debate. we're coming around the mountain, if you will. >> we've been talking about this all morning long, this opportunity for donald trump to look presidential with this question from abc's george stephanopoulos about mr. khan and the fallen soldier and his response. instead, turned it around on himself and seemed to fumble it and he's getting a lot of criticism. >> well, you're right. people are hanging onto everything he says at this point. the stakes could not be higher. but i also think that there is part of this where people are saying, he's not a politician. no one is expecting him to be a politician. he was never a politician throughout this entire primary season, and so they do forgive him -- another point is i don't think it's going to be that impactful because i think at the end of the day people recognize that the other side has been at this 30 years and they know what plays with the american people and donald trump doesn't. >> yeah, that's true. the other side is very sophisticate approximated. >> very sophisticated. >> who else is on? >> we have eric trump and he

served with, the people they were praising from the stage last week, what do you suppose the proportion is that supports hillary? >> she's not popular. from my experience, 17 years in special operations, working with rangers, working with marines, special aviation pilots, 99% or higher is conservatives. >> it's been reported that both candidates, now that they officially have the nominations, they'll start to get their intelligence briefings. both candidates argue that the other win isn't fit to have that information. >> they're kind of at the time point they are just trashing each other. i do think they're both smart enough. mr. trump, although he has no experience in government, knows how to build teams, how to succeed in building stuff. secretary clinton has the experience in the state department. she knows what's going on too.
